Abstract

This research aims to describes and analyze the influence of innovation to local government performance and its implications to public service quality. This reasearch also uses quantitative approach in positivist paradigm with using LISREL version 8.8 to managing the data. All informants are gathered from slovin formula and analyzed with several secondary data. Reseach result shows that innovation variable significantly influenced local government performance, and local government performance significantly influenced public service quality. Some recommendations are suggested namely innovation policy from local government should be socialized to citizens in order to increasing public awareness.

Abstract

Job Analysis and Workload Analysis have a very important role in shaping and improving the quality and quantity of employee performance. Because it has this important role, this study directs its study of how to improve employee performance through Job Analysis and Workload Analysis. This study aims to prove and explain the effect of Job Analysis and Workload Analysis on employee performance at the Regional Personnel Agency West Java Province. The study population was all employees of the Regional Personnel Agency as many as 121 respondents. The sample in this study was selected using the proportionate stratified random sampling method of 93 respondents. Data collection through the distribution of questionnaires using a Likert scale with statistical analysis using Multiple Linear Regression. The results showed that: (1) Job Analysis had a positive and significant direct effect on the performance of West Java Provincial BKD employees by 0.508 (50.8%) the first hypothesis was proven to be significant, so the better the position analysis the better the employee performance, (2) Load Analysis Work positive and significant direct effect on employee performance of 0.183 (18.3%), the second hypothesis proved significant so the better the workload analysis the employee performance increases, (3) Job Analysis and Workload Analysis are proven simultaneously (together) affect the performance of employees by 0.402 (40.2%) the third hypothesis proved significant so that the better the Job Analysis and Workload Analysis will be able to improve the Employee Performance of the Regional Civil Service Agency of West Java Province.

Abstract

Huge authority that owned by local head should be supported by competency for optimizing local governance, beacuse several facts obligatory authority and optionary authority is not optimal beacuse local head is not understood his competency as a local leader in region. This research aims to 1) analyze local head competency of Bone regency in local governance; 2) arrange model of local head competency in local governance. This research is using governmental theory and Shermon's theory as an applied theory. This research also used qualitative approach which has 17 informants who derived from snowball sampling technique. Data gathering with documentation and interview as primary data. Data analyzing technique is using descriptive analysis which develop with triangulation technique. Research result shows that the leadership of Bone's head from 2013-2018 has fill the requirements. This result is derived from Shermon's competency theory analyzing, namely knowledge, skills, traits, social role, self image, and motive in realizing local givernance has been competent. New model that developing from local governance in Bone regency is local head managerial competency model.

Abstract

The Ombudsman's annual report shows the local government as the most often agency which gets complaints because it is the closest layer to the public. The Department of Population and Civil Registry of the City of Semarang as one of the agencies that received the highest complaint report held a complaint that serves as a follow-up to the complaints problem as well as to improve public services. This study aims to know how the effectiveness of complaints handling on community satisfaction in the Department of Population and Civil Registry of Semarang City. The study used is the principles by Gorton, namely from improving quality, openness, commitment, accessibility, ability to react, transparency and responsibility, as well as privacy and confidentiality. The method used a sequential explanatory by taking sample of 111 people to answer the questionnaire. Besides that, used data collection techniques through interviews, documentation, and observation. The results of the effectiveness variable handling complaints of 79.17 can be categorized as effective in dealing with public complaints and community satisfaction of 39.43 assessed in the satisfactory category. The results of the study the effect of the effectiveness of handling complaints against community satisfaction by 71.4%. So the results of the significance test show that the initial hypothesis which shows "there is an effect of the effectiveness of handling complaints against community satisfaction is accepted". Effective complaint handling supports services, responses from incoming complaints provide a solution to the service problems faced by the community so that services become better and the people served to become more satisfied.

Abstract

The purpose of this study is directed at to find out and analyze the process of implementing the Government Agency Performance Accountability Policy policies carried out by the Regional Secretariat of the City of Depok. This study used a qualitative research method with a descriptive approach using the theory of Van meter and van horn policy implementation. Data sources obtained from primary data and secondary data. Data Analysis Techniques using the SWOT analysis strategy. The technique of collecting data through interviews, observation and documentation carried out at the Depok City Secretariat, informants as informants in this study include the Mayor of Depok, the Regional Secretary of Depok City, the Head of Section and several Head of Subdivisions at Depok City Secretariat. The results show that the Government Accountability System Policy Implementation Process has not reached the predetermined target due to inaccurate understanding of the substance of the main tasks and functions of measures, targets, policy program objectives of the implementers, lack of budget allocation, inadequate quality of human resources for implementing policies, unavailability of facilities supporting infrastructure, ineffective communication, coordination, limited support for authority and low discipline. Strategies that can be carried out to increase the target and realization of SAKIP by providing intervention and authority support, increasing resources to finance the SAKIP program, increasing the quality and quality of facilities and infrastructure and increasing the quality and professionalism of policy implementers in realizing excellent service.

Abstract

Human Development Index (HDI) is still used for determining the quality of human life in local government. In local government, specially in industrial region, HDI is to hard to be achieved. Bekasi regency as the biggest industrial region of the South-East Asia also has same problem about achieving HDI target annually. With qualitative method, this research tries to identify factors that causing HDI target of Bekasi Regency is not achieved in 2012-2017 period. Some results shows that the factors are natural environment, social environment, and task environment.

Abstract

As the national capital, DKI Jakarta Province is very vulnerable to the spread of Covid-19. The Large-Scale Social Restriction Policy (PSBB) did little to reduce the rate of spread. The number of positive cases continues to grow exponentially. This paper aims to parse the various causes of the increasing number of positives, both in terms of government and society. This research uses qualitative methods and descriptive approaches. Based on the results of the discussion, it was found that various factors led to the uncontrolled spread of the virus, including: The slow response of the Central Government in deciding to take PSBB steps, overlapping policies, the lack of synergy of local governments in implementing PSBB policies, and many residents who did not comply with the policy.

Abstract

The Indonesian government in overcoming the increasingly widespread spread of Covid-19 by issuing a Large-Scale Social Restriction (PSBB) policy. The purpose of this study was to determine the effectiveness of the tax relaxation policy in overcoming the problem of reducing tax participation rates in the tourism sector in Indonesia during Covid-19. The research method used is the model-building method with a descriptive approach. The results of this study of tax easing can be successful in improving the economic situation in a country. The Covid-19 pandemic can enable the Indonesian government to learn to act decisively in making decisions. Taxation efforts that can be made to overcome the decrease in the tax participation rate of the tourism sector in Indonesia during Covid-19 can be done by 1) Improving the tax administration system such as updating databases, monitoring, monitoring and reporting, 2) In planning and handling, predicting tax targets and other regional revenues should not only be based on the prior year of realization, but must also consider the real potential, average growth, economic conditions, as well as political and social conditions, 3) In order to optimize regional revenue it is quite valuable for policy makers to consider priorities for increasing efforts intensification rather than increasing extension efforts in the field of tax collection systems, 4) Implementing rewards and punishments to create tax compliance for taxpayers and administrators and 5) Allocation and distribution of tax funds must be clear and transparent so that it can convince the public t to stimulate their awareness and obedience.

Abstract

BUMDes is very important for village independence because one of its aspects is the economic ones. In the midst of the strong spirit of developing villages in West Java, it turns out that many BUMDes are freezed, one of which is in Jatinangor District. This paper aims to find out the condition of BUMDes in Jatinangor District and efforts to make BUMDes independent. The results of this study indicate that although most villages already have BUMDes, they are only engaged in the waste disposal sector so that they do not contribute to PADes. Then, there are efforts that can be made to make BUMDes independent, including strengthening the improvement of the quality of human resources, and network development.

Abstract

As it is known that many regional heads in several provinces as well as in districts and cities are not free from the problem of corruption. This may be due to the inaccuracy of the requirements for regent, mayor and governor candidates. This article considers it all an irony, because to lead the government in the regency area alone, a regent will later be side by side with the leadership of the vertical elements assigned to the area such as the Dandim, the police chief, the head of the district attorney and the head of the district court, even he will become the coordinator. We all know that positions in these vertical elements are not easy, they have to go through certain structural education levels so that it takes a relatively long time to reach a leadership position at the regional level.
