Abstract

Problems of public order and community tranquility in the Pasir Jambak Beach tourism area, which is often misused for activities that contravene social and religious norms as well as the provisions of the Regional Regulation, highlight the need for a law enforcement approach that is not only repressive but also participatory through the concept of community policing. This study aimed to analyze the application of community policing in implementing the Perda on Public Order and Community Tranquility in the Pasir Jambak Beach area, to examine the roles and partnerships of formal and informal actors, and to identify supporting and inhibiting factors in its implementation. A qualitative approach with a descriptive method was employed through in-depth interviews, field observations, and documentation involving Bhabinkamtibmas, Satpol PP, Babinsa, village officials, LPM, Karang Taruna, Pokdarwis, local residents, and visitors to the tourist area. Data analysis referred to Fisher–Stewart’s community policing theory with indicators of community partnership, problem solving, and organizational transformation. The findings show that community policing at Pasir Jambak Beach has been implemented through cross-actor partnerships in patrols, environmental surveillance, public advisories, and the reporting of violations by community members; however, its implementation is not yet optimal. In terms of community partnership, collaboration has been established but remains situational and not yet sustainable; in terms of problem solving, the stages of scanning, analysis, response, and assessment have been carried out and have contributed to a reduction in the number of pondok baremoh, although they have not completely eliminated violative practices; whereas in terms of organizational transformation, no significant changes are evident in agency management, personnel systems, or the use of information technology. Supporting factors include community and local group involvement, the role of Bhabinkamtibmas, and interagency cooperation, while inhibiting factors comprise weak ongoing communication, limited resources, the role dilemma faced by Pokdarwis, low community activism, and strong economic interests among local residents. These findings underscore that strengthening sustainable, multi-actor partnership–based community policing is key to enhancing the effectiveness of enforcing the Regional Regulation on Public Order and Community Tranquility in tourist areas.

Abstract

Social change marked by the dominance of modern entertainment has reduced the living space of traditional arts, including the Gambang art form in Danau Lamo Village, Muaro Jambi Regency, thereby creating challenges for its continuity and preservation amid increasingly intense cultural competition. This study aimed to analyze strategies for preserving Gambang as a form of cultural adaptation in response to social change. A qualitative method with an ethnographic approach was employed and analyzed through the lens of Charles Darwin’s evolutionary theory, particularly the concept of struggle for existence. Data were collected through participant observation, in-depth interviews with key artists and members of the Komunitas Keluarga Seni (KKS), documentation, and literature study, and then analyzed thematically. The findings show that Gambang has been able to survive through intergenerational, family-based transmission; the role of key actors such as Datuk and Nyai as custodians of tradition; innovations in performance formats; and the use of technology as a medium for documentation and promotion. The shift in performance context from traditional social spaces to cultural events and festivals reflects an adaptive response to changes in the “cultural habitat” without eroding local identity and values. In conclusion, the preservation of Gambang is an adaptive and dynamic process that is strongly determined by the community’s capacity to respond to social change, and its implications underscore the importance of strengthening the role of local communities and leveraging cultural innovation as sustainability strategies for traditional arts in the modern era.

Abstract

Modernization and technological development have reduced the living space of traditional arts, including the wind instrument Tkud in the social life and musical traditions of the Dano Lamo Village community in Jambi. This study aimed to analyze the preservation and development of Tkud amid these dynamics of social change. A qualitative approach with an ethnographic method was employed to understand Tkud as a cultural practice in context through field observations, interviews with artists and customary leaders, and documentation. The findings indicate a shift in the function and contextual use of Tkud in the community’s social life, which has weakened traditional intergenerational transmission patterns. Preservation and development efforts have been carried out through strategies of innovation and adaptation, particularly by collaborating Tkud with modern musical instruments, which has contributed to expanding performance spaces, increasing the appeal of traditional arts, and opening opportunities for the regeneration of artists. Nevertheless, low interest among the younger generation due to the dominance of digital media remains a major challenge for sustaining the tradition. These findings affirm that Tkud as a traditional art form constitutes a dynamic and adaptive cultural practice, in which transformations of form and function serve as key strategies for preservation without eroding the local cultural identity of the Dano Lamo community.

Abstract

Effective daily life among guidance and counseling teachers/counselors is an important factor in improving the quality of guidance and counseling services in schools, because teachers who are able to manage their everyday lives in a directed, productive, and meaningful manner are expected to be more optimal in supporting students’ development. This study aimed to analyze the effective daily life of guidance and counseling teachers/counselors at Public Senior High Schools in Padang City, examined across five aspects: (1) concrete and positive goals; (2) implementation that is effective, efficient, and enjoyable; (3) outcomes that are satisfying and developmental; (4) benefits that are aligned with positive and productive life goals; and (5) contextualization that is positive and accommodative. This study employed a quantitative approach with a descriptive research design. The population comprised all 86 guidance and counseling teachers/counselors at Public Senior High Schools in Padang City, who simultaneously served as the research sample through a total sampling technique. Data were collected using the Effective Daily Life Scale based on a Likert model and analyzed with the assistance of Microsoft Excel and SPSS 25.0 for Windows. The results showed that, overall, the effective daily life of guidance and counseling teachers/counselors at Public Senior High Schools in Padang City was in the very good category, with a percentage of 80.28%. These findings indicate that, in general, guidance and counseling teachers/counselors have been living effective daily lives, which has positive implications for the implementation of guidance and counseling services in Public Senior High Schools in Padang City.

Abstract

The advancement of technology has encouraged UPTD Pasar Raya Kota Padang to implement an electronic system for monthly store levy payments through QRIS as an effort to enhance the efficiency, transparency, and accountability of levy management. However, various technical, administrative, and social problems have emerged in its implementation, indicating the need for an in-depth examination of the effectiveness of this service system. This study aimed to analyze the effectiveness of the monthly store levy payment service system at UPTD Pasar Raya Kota Padang using the indicators of goal attainment, integration, and adaptation based on Duncan’s effectiveness theory within Richard M. Steers’ framework. This research employed a qualitative method with a descriptive approach. Data were obtained through observation, in-depth interviews, and document study, and were analyzed using Miles and Huberman’s interactive model, which includes data reduction, data display, and conclusion drawing. The findings show that the monthly store levy payment service system is relatively effective, as reflected in the ease and speed of service through electronic payments, improved transparency of transaction recording, and well-functioning internal coordination. Nevertheless, this effectiveness has not yet been fully optimal due to constraints such as network disruptions, limited understanding of electronic payment systems among traders, and traders’ economic conditions that affect payment compliance. These findings underscore the need to improve technological quality, intensify outreach activities, and strengthen supervision so that the electronic levy payment service system can operate more optimally and sustainably in supporting efficient, transparent, and accountable levy management.

Abstract

Firm value serves as an indicator of the market’s assessment of a company’s performance and future prospects, while also shaping investors’ perceptions of management’s ability to manage available resources. One of the key factors determining firm value is profitability, which reflects a company’s ability to generate profit within a given period. This study aimed to analyze the effect of Return on Assets (ROA) and Dividend Payout Ratio (DPR) on firm value in consumer goods manufacturing companies in the food and beverage sub-sector listed in the Daftar Efek Syariah (DES) for the 2018–2023 period. The research used secondary data with a sample of 6 companies out of 901 selected through a purposive sampling technique. A descriptive quantitative approach was employed, with data analysis techniques comprising descriptive statistics, panel data regression analysis, selection of the appropriate panel data regression estimation model, classical assumption tests, hypothesis testing, and the coefficient of determination (R²). The results showed that, partially, ROA did not have a significant effect on firm value, whereas DPR had a significant effect on firm value. Simultaneously, ROA and DPR had a significant effect on firm value. These findings underscore that, in the context of consumer goods manufacturing companies in the food and beverage sub-sector listed in the DES, dividend policy plays a more prominent role in influencing firm value than accounting-based profitability indicators, and thus may serve as an important consideration for management and investors in financial and investment decision-making.

Abstract

The growth of local micro, small, and medium enterprises (MSMEs) needs to be continuously encouraged to enhance development and competitiveness; however, some MSMEs, such as Kopi Dinodok in Bilalang Satu Village, Kotamobagu City, still exhibit relatively slow progress. This study aimed to formulate strategies to improve the competitiveness of the Kopi Dinodok MSME, which produces pure robusta coffee with a distinctive flavor and has obtained certification from the Food and Drug Supervisory Agency (Balai POM) and an MD license. The research employed a descriptive qualitative approach with SWOT analysis, using data obtained through in-depth interviews with the owner, workers, and customers, field observations, and document analysis. The results of the analysis showed a total IFAS score of 2.97, with key strengths including product quality, official certification, government support, an organized production process, and customer loyalty, alongside weaknesses such as limited capital, low production capacity, and suboptimal digital marketing. The total EFAS score of 2.94 indicated major opportunities in the form of a growing coffee consumption trend, expanding local and national markets, government-provided training support, and potential collaboration with culinary business actors, while the enterprise also faces threats such as fluctuating coffee bean prices, intense competition, and limited production technology. The Cartesian SWOT Diagram analysis positioned the MSME in Quadrant I (aggressive strategy) with coordinates (1.85; 1.62), indicating that internal strengths can be optimally leveraged to capture external opportunities. It is concluded that strategies to enhance the competitiveness of Kopi Dinodok include market penetration, brand strengthening, product diversification, and the optimization of digital marketing, which in practical terms imply the development of innovative MSME business strategies based on local potential.

Abstract

Emotional intelligence is an important aspect of adolescents’ lives, including in the learning process of junior high school students, and one of its determining factors is the extent to which family functions are fulfilled. This study aimed to describe family function and adolescents’ emotional intelligence and to examine the relationship between family function and the emotional intelligence of junior high school students. The research employed a quantitative correlational approach, with a population comprising all 888 students of SMP Negeri 29 Padang and a sample of 273 students selected using proportional random sampling. The research instruments consisted of a family function scale and an emotional intelligence scale using a Likert-type model. Data were analyzed using descriptive statistics and Pearson product–moment correlation. The results showed that both family function and adolescents’ emotional intelligence were generally in the moderate category. The correlation test indicated a positive and significant relationship between family function and adolescents’ emotional intelligence, with a correlation coefficient of 0.782 at a significance level of 0.000, suggesting that the better the family function, the higher the adolescents’ emotional intelligence. These findings underscore the importance of the family’s role in supporting adolescents’ emotional development and provide a basis for developing guidance and counseling services that optimally involve families in the student support process.

Abstract

The revitalization of traditional markets is one of the local government’s efforts to improve the quality of public services and support local economic sustainability, as reflected in the construction of the Pasar Raya Phase VII Building in Padang City as a more decent, safe, and comfortable facility for traders and visitors. This study aimed to analyze the implementation of the utilization of facilities and infrastructure in the Pasar Raya Phase VII Building and to identify the factors that influence it. A qualitative method with a descriptive approach was employed, with data collected through interviews, observations, and document studies, and analyzed through the stages of data reduction, data display, and conclusion drawing. The findings show that the utilization of the facilities and infrastructure of Pasar Raya Phase VII has been implemented but remains suboptimal. Physically, the market facilities support safety, comfort, cleanliness, the efficiency of traders’ activities, the improvement of market image, and the sustainability of the local economy. However, such utilization is still partial due to weak policy communication, limited human and financial resources, inconsistent attitudes of implementers in enforcing regulations, and a bureaucratic structure that is not yet optimal in supervision and socialization. Based on George C. Edward III’s policy implementation theory, these four factors constitute the main obstacles to optimizing the utilization of market facilities and infrastructure. These findings underscore the need to strengthen communication, increase resources, enhance the firmness of implementers, and improve bureaucratic mechanisms so that the management of the Pasar Raya Phase VII Building can operate more effectively and sustainably in supporting the revitalization of traditional markets in Padang City.

Abstract

Studies on film as a medium for Islamic education have been widely conducted, yet research that specifically examines the representation of Islamic educational values encompassing akidah (creed), ibadah (worship), and akhlak (morality) in contemporary Indonesian films remains relatively limited. This study aimed to analyze the Islamic educational values represented in the film Titip Surat untuk Tuhan directed by Karsono Hadi. It employed a qualitative approach with a content analysis design, using Titip Surat untuk Tuhan as the research object selected through purposive sampling based on the relevance of its religious theme and social context. Data were collected through documentation by closely examining scenes, dialogues, and character behaviors that embody Islamic educational values, and were then analyzed using qualitative content analysis through the stages of data reduction, data display, and conclusion drawing. The findings show that Titip Surat untuk Tuhan comprehensively represents Islamic educational values, with a dominance of moral values reflected in attitudes of patience, sincerity, responsibility, and compassion, followed by creedal values manifested in belief and submission to Allah SWT’s decrees, as well as worship values expressed through both ritual and non-ritual acts of worship in the characters’ daily lives. These findings broaden the understanding of film’s role as a medium for the contextual and applicative internalization of Islamic values and underscore the importance of utilizing film as an alternative medium for Islamic Religious Education that is oriented toward character formation. The implications of this study include a theoretical contribution to the literature on media-based Islamic education and practical implications for educators in integrating religious films into the learning process, as well as opening avenues for further research on the effectiveness of religious films in shaping audience attitudes and behavior through reception studies or mixed-methods approaches.
