Abstract

This study examines the role of tourism development strategies in enhancing culinary tourism and increasing tourist visits in Pontianak City. Using a qualitative descriptive approach, the research analyzes how promotional initiatives, institutional coordination, and stakeholder collaboration contribute to tourism growth and regional economic development. The findings indicate that effective marketing strategies, supported by intersectoral cooperation and improved destination management, have contributed to a gradual increase in both domestic and international tourist arrivals. Culinary tourism emerges as a strategic sector that not only strengthens local identity but also generates economic opportunities for small and medium enterprises. However, challenges remain in ensuring sustainable management, optimizing promotional efforts, and strengthening data-based policy formulation. Overall, the study highlights the importance of integrated governance and continuous innovation in tourism promotion to achieve sustainable and inclusive tourism development

Abstract

This study examines the role of Good Governance principles in enhancing the performance of Perumda Parkir Makassar Raya in managing urban parking services as mandated by Makassar City Regional Regulation Number 2 of 2021. Using a descriptive qualitative approach, the research explores how transparency, accountability, effectiveness, and operational discipline influence revenue management and service delivery. The findings reveal that limited transparency contributes to inefficiencies, revenue leakage, and declining public trust, while weak accountability mechanisms lead to inconsistent supervision, poor service quality, and reduced organizational discipline. Furthermore, gaps in internal audit systems, unclear SOPs, and weak performance evaluation structures exacerbate governance challenges within the institution. The study concludes that strengthening transparency and accountability simultaneously is essential to improving operational performance, ensuring regulatory compliance, and restoring public trust in parking governance

Abstract

This study aims to describe and analyze the capability of the village government in realizing road infrastructure development in Forekmodok Village, Weliman District, Malaka Regency. The findings show that the village government has attempted to improve road development through participatory planning, transparent financial management, and community involvement in implementation. Despite these efforts, several challenges persist, including limited capacity of village officials, weak supervision, and unequal development across areas, particularly in Bei Mali Hamlet. The results highlight the need for strengthening governance practices so that road development can be carried out more effectively and fairly for all communities in the village.

Abstract

The impact of PT Vale’s investment on the community of Sorowako Village, Nuha District, during the 2019–2024 period focuses on the socio-economic effects arising from the company’s investment activities, including increased income, expanded employment opportunities, and the development of local businesses. This study employs a qualitative method, with data collected through in-depth interviews, observation, and documentation. The findings indicate that the presence of PT Vale has made a significant contribution to community economic growth, particularly through increased trade and service activities, as well as business opportunities generated by the high demand from company employees. However, during the COVID-19 pandemic in 2021, community incomes declined due to activity restrictions and workforce reductions. Overall, PT Vale’s investment has played a positive role in improving local living standards, although sustainability strategies are still needed to ensure that the benefits are equitably distributed and can be sustained over the long term.

Abstract

This study critically examines the foundational readiness for digital government transformation by comparing the regulatory and institutional capacities of two major cities in East Kalimantan, Indonesia: Kota Balikpapan and Kota Samarinda. Using a qualitative comparative case study, data were gathered from in-depth document analysis, surveys of eight local government officials, and semi-structured interviews with eight key informants from the Communication and Information Offices. The findings reveal a stark divergence in institutional execution despite similar regulatory frameworks. Kota Balikpapan’s strong technical regulations are hindered by pervasive sectoral ego (reported by all respondents), creating implementation friction. In contrast, Kota Samarinda exhibits a collaborative institutional culture with no inter-agency resistance, driven by its integrative “Smart City Plus” vision and a centralized service platform. The study concludes that mature digital government depends less on regulatory completeness and more on deliberate governance engineering, intentional design of collaborative structures, leadership as integrators, and trust-based operational cultures. This research contributes by asserting that in decentralized contexts, the sociopolitical dynamics of local bureaucracy are the ultimate determinants of success, outweighing technology alone.

Abstract

The Red and White Village/Subdistrict Cooperative is a new government policy initiative aimed at strengthening village economies through the spirit of mutual cooperation (gotong royong). This article presents a recent study on membership policies, governance, and community participation within the Red and White Village Cooperative. The research adopts a qualitative descriptive approach, employing a literature review of scholarly journals and an analysis of relevant policy documents. The findings indicate that the cooperative’s membership policy is inclusive of village residents; however, it faces challenges in encouraging active participation from more than half of the population as members. Cooperative governance is implemented democratically through Members’ Meetings, and the principles of transparency and accountability have begun to be applied, although managerial capacity at the local level remains limited. Member participation is shown to play a strategic role in the success of the cooperative—members act not only as beneficiaries but also as owners and managers, making their involvement in decision-making processes crucial. The main challenges identified include limited managerial competence among board members, potential overlap with Village-Owned Enterprises and the risk of dependency on central government support. Through strengthening member capacity, improving the quality of governance, and adopting a participatory approach, the Red and White Village Cooperative has the potential to become a model of independent, equitable, and sustainable village economic empowerment

Abstract

The vote count recapitulation is a crucial stage in the election process because it determines the conversion of voters' votes into official election results. Transparency at this stage is a crucial prerequisite for maintaining the integrity and legitimacy of election results. This study aims to analyze the transparency of the vote count recapitulation for the 2024 Indonesian House of Representatives (DPR RI) Legislative Election in West Java Province. The study used a qualitative method with a descriptive approach. Data were obtained through literature and documentation studies, including laws and regulations, official documents from election organizers and supervisors, and relevant scientific literature. Data analysis was conducted descriptively through the stages of data reduction, data presentation, and conclusion drawing. The results show that the transparency of the vote count recapitulation in West Java Province has been implemented in accordance with normative provisions, but is not yet fully substantive. The transparency of the process is still limited to the internal scope of election administration, while public access and publication of recapitulation documentation are not yet evenly distributed. The use of information technology in vote count recapitulation also does not fully guarantee the transparency of the process. This study concludes that strengthening the transparency of the vote count recapitulation is necessary to improve the quality of election governance and public trust in the results of the Legislative Election

Abstract

This research focuses on the dynamics of village governance and development by highlighting the urgency of transformation towards an inclusive, transparent, collaborative, and adaptive governance model to global change. The background of this research is based on the fact that villages in developing countries face serious challenges, ranging from development gaps, the impacts of climate change, to the need for digitalization of governance. To address these challenges, this research uses a bibliometric approach with the Scopus database and the support of R-Studio Biblioshiny, VOSviewer, and CiteSpace analysis tools, which enable mapping of research trends, academic collaboration networks, thematic evolution, and the direction of development of village governance theory and practice. The main findings indicate that digital governance, including the implementation of e- Government and open data programs, has significant potential to increase transparency, accountability, and citizen participation, although it still faces obstacles such as inconsistent data quality, resistance to boundaries, and limited digital literacy. Furthermore, governance based on participation and collaboration between stakeholders has been shown to strengthen social cohesion, optimize the use of social capital, and increase the effectiveness of local development. Furthermore, the integration of spatial governance and socio-ecological resilience approaches plays a crucial role in strengthening rural adaptation to climate change and urbanization, while the development of rural tourism and agrotourism opens up strategic opportunities for transforming local resources into sustainable economic value. The significance of this research lies in the novelty of the hybrid model that combines digital technology, social capital, and spatial-ecological governance as a framework for adaptive and contextual rural governance. Theoretically, the research findings enrich the literature on sustainable village governance, while practically, this research provides concrete recommendations for policymakers and local stakeholders to strengthen institutional capacity, encourage citizen engagement, and integrate digital innovation into inclusive, resilient, and long-term competitive village development

Abstract

Reducing stunting is a national development priority that requires cross-sectoral policy implementation and inter-organizational coordination. Bulukumba District has achieved a significant reduction in stunting prevalence, but policy implementation still faces coordination challenges among implementing agencies. This study analyzes inter-organizational coordination in the implementation of stunting policies in Bulukumba District. A qualitative approach was used through in-depth interviews, observations, and document analysis involving key stakeholders. The results show that cross-sector coordination mechanisms have been established through the TPPS and joint planning forums, but challenges remain in the consistency of data communication, differing perceptions of roles among agencies, and limited integration of information systems. These results indicate that effective stunting policy implementation depends not only on the availability of programs, but also on the quality of inter-organizational coordination.

Abstract

This research examines ecosystem governance by the Ammatoa Kajang indigenous community. The main objective of this research was to understand how Ammatoa Kajang's indigenous knowledge and practices contribute to ecosystem preservation and how they face and adapt to modern environmental changes. The research used a qualitative approach, collecting data through in-depth interviews, participatory observation, and document analysis. The Results show that the Kajang indigenous community has developed a unique and sustainable ecosystem governance system, rooted in local knowledge and deep spirituality. The study concludes that Ammatoa Kajang's indigenous ecosystem governance practices provide an important example of how local knowledge can contribute to environmental sustainability and the importance of greater integration between indigenous knowledge and contemporary environmental governance strategies
