Abstract

Public health protection is one of the main obligations of the state in an effort to maintain the welfare of its citizens. One of the policies implemented is mandatory vaccination to reduce the spread of infectious diseases and maintain collective health. However, this policy raises challenges in terms of balancing between the state's responsibility to protect the community and individual human rights, especially the right to determine which medical interventions to accept. This research aims to examine the role of law in regulating mandatory vaccination in Indonesia, as well as how the policy can be implemented without violating human rights. This study uses a normative juridical approach by exploring various regulations that form the basis for the implementation of mandatory vaccination in Indonesia, including Law Number 36 of 2009 concerning Health and Presidential Regulation Number 99 of 2020 concerning Vaccine Procurement and Vaccination Implementation. The analysis shows that compulsory vaccination has a strong legal footing to protect public health, but it must still respect individual rights, especially the right to choose medical interventions. The state is also required to ensure that this policy is implemented in a fair and non-discriminatory manner, especially for vulnerable groups such as children, the elderly, and individuals with special health conditions. This study also found that adequate education and socialization are important factors to increase public acceptance of mandatory vaccination. Public opposition is generally caused by a lack of proper understanding of the benefits of vaccines, as well as the spread of inaccurate information about vaccine safety. Therefore, a more persuasive approach, involving community leaders and related institutions, is needed to provide better understanding and increase public trust in vaccination policies. Mandatory vaccination policies need to be implemented while maintaining a balance between the state's obligation to protect public health and human rights. Not only does the state need to strengthen the legal basis for vaccination, but it must also ensure that this policy is implemented in a fair and inclusive manner.

Abstract

The aim of this research is to obtain empirical evidence regarding the influence of company financial performance which is proportional to the current ratio, total assets turnover and return on assets. This research also tests dividend policy as a moderating variable which is proportional to the dividend payout ratio. The following study uses descriptive descriptive research methods with a quantitative approach.  Secondary data contained in this study includes financial data from BBRI, BBNI, BMRI and BBTN for the 2019-2023 period. Data processing was carried out using the SPSS version 25 program. The results of this research show that simultaneously all variables in the research have an effect on financial growth. Individually, the variables CR and TATO have no influence, on the other hand, ROA has a significant influence. The DPR variable is able to moderate and strengthen the CR variable, on the other hand the DPR variable is not able to moderate the TATO and ROA variables on profit growth.

Abstract

This study was conducted in Pinang Sebatang Barat Village, Tualang District, Siak Regency. This study aims to identify how single mothers and fathers shape the gender identity of children aged 3-7 years through their roles as caregivers, educators, and breadwinners. This study involved 6 subjects, consisting of 5 single mothers and 1 single father, selected using purposive sampling techniques. The theory used in this study is Albert Bandura's social learning theory, which looks at the process of forming children's gender identity through observation, imitation, and behavioral reinforcement. This study uses a qualitative method with a descriptive approach, as well as a case study research type. Data collection techniques are carried out through in-depth interviews, observation, and documentation. To ensure data validity, researchers also use triangulation methods to compare results from different methods and sources. The results of this study indicate that single mothers and fathers have challenges in shaping children's gender identity, especially in modeling masculine or feminine gender roles. Limited time and economic resources are often obstacles for single parents in carrying out parenting and education functions, so that some children are cared for more by other family members, such as siblings or grandparents. Nevertheless, the role of single mothers in providing positive reinforcement for children's behavior still seems important in the social learning process. Based on these findings, researchers suggest that single parents need social and economic support to help them shape their children's gender identity in the most effective way.

Abstract

In education, learning style and personality play an important role because they influence how individuals perceive and absorb information. Educators can build more inclusive and successful learning environments by implementing strategies to accommodate a variety of learning styles and personalities. The learning style and personality quiz application was created with Microsoft Visual Basic 8.0. The purpose of this application is to find out the learning style and personality of students. By knowing their learning style and personality, students can understand themselves and make it easier to choose the learning method to use. The method used in designing this application is the waterfall method. The method begins with the analysis, design, coding, testing and maintenance stages. The learning style and personality quiz application has been tested on several students of the Information Technology and Computer Education Study Program, Medan State University for three weeks, the results show that the learning style and personality quiz application can help in selecting effective learning methods and understanding one's own character.

Abstract

The e-KTP corruption case highlights significant weaknesses in the implementation of administrative law in Indonesia, particularly in public procurement. Administrative law, which should regulate government actions and ensure transparency and accountability, failed to prevent corruption involving high-ranking officials, legislators, and business entities. This study examines the role of administrative law in handling the e-KTP corruption case and identifies the weaknesses within the administrative law system that allowed abuses of power to occur. Findings show that a lack of transparency, weak oversight, and minimal accountability were the main factors contributing to corruption in the e-KTP project. Therefore, reforms in the administrative law system are essential to improve governance towards greater transparency and efficiency.

Abstract

Introduction: Triggers of bronchial asthma can be in the form of air that has viruses, dust, cigarette smoke, individual mental obstacles/stress, and fatigue due to actual activities or work. Asthma that occurs afterwards often occurs if not treated immediately, it can cause shortness of breath to recur. One of the treatments that can overcome shortness of breath recurrence is wind blowing treatment. Wind blowing treatment, if given regularly, is very effective in curing shortness of breath recurrence. Purpose: The purpose of this study was to determine the effect of wind blowing on shortness of breath recurrence (recurrence) in children with bronchial asthma at Dr. H. Abdul Moeloek Bandar Lampung Hospital in 2024. Methode: Quantitative research type, semi-exploratory design, with the One Group Pre Test-Post Test Configuration approach. The population and illustrations in this study are all mothers who have children with Bronchial Asthma at Dr. H. Abdul Moeloek Bandar Lampung Hospital in 2024 from January to March with a total of 34 children. In this study, the testing procedure used was Purposive Testing. Result: Based on the test results, it is known that the average (average) asthma recurrence in children with bronchial asthma before being given intervention is 2.88 and after being given intervention is 1.82. Conclusion: Based on the measurement test, a p-value of 0.000 or a p-value of 0.05 was obtained so that it can be concluded that there is an effect of blowing on the incidence of asthma recurrence in children at Dr. H. Abdul Moeloek Bandar Lampung Hospital in 2024. It is hoped that the results of this research can be used as health data so that it can increase respondents' knowledge about the effect of blowing on the incidence of asthma recurrence in children, and it is hoped that parents will be more active in doing blowing properly. Not only that, but also so that parents can act calm and understand if their child experiences an asthma attack.

Abstract

This research aims to analyze the impact of the Freedom to Learn-Independent Campus (MBKM) Program on students' rights in the context of higher education in Indonesia. The MBKM Program is expected to bridge the gap between education and industry, providing students with opportunities to develop practical skills. However, this research identifies several challenges faced by students, particularly concerning their legal status as interns and the protection of their labor rights. The research employs a qualitative analysis method with a case study approach, which includes interviews and the collection of secondary data from relevant documents and reports. The findings indicate that although the MBKM Program offers significant benefits in enriching students' learning experiences, the current regulations remain unclear and lack sufficient oversight, which may lead to exploitation. Therefore, this research recommends the need for harmonization between educational and labor regulations, as well as strengthening oversight systems to ensure the protection of students' rights. This study aims to contribute to the development of fairer and more sustainable education policies in Indonesia.

Abstract

The role of the state in enforcing health law in Indonesia is a crucial aspect aligned with constitutional provisions, particularly Article 28H paragraph (1) of the 1945 Constitution, which emphasizes the right to health. The state is expected to create a legal system that protects and fulfills the health rights of the community through the formulation of policies, regulations, and oversight of health service delivery. The implementation of Law No. 36 of 2009 on Health underscores the government's responsibility to provide accessible and quality health services. Health law enforcement includes actions against violations, including sanctions for providers that do not comply with standards. In this context, the state must also respond to health emergencies, such as pandemics, with swift and effective measures. Additionally, public participation in health decision-making processes is vital. In the long term, political commitment and adequate resource allocation are necessary to ensure the sustainability of health programs. Through a holistic, human rights-based approach, the state can create an inclusive and quality health system for all members of society.

Abstract

Cybersecurity in Indonesia is still in its developmental stage and is faced with various complex challenges. One of the main challenges is unequal access to technology and the internet, which contributes to the digital divide in society. In addition, content restrictions often limit freedom of expression, while privacy and data security issues are increasingly pressing as the use of digital platforms increases. While the government has taken positive steps, such as the implementation of the Personal Data Protection Law, the effectiveness of this regulation is still in doubt due to a lack of integration in implementation. The rise in cyber incidents, including ransomware attacks targeting critical infrastructure, highlights the need for a more holistic and proactive approach. This research emphasizes the importance of strengthening the legal framework and improving cybersecurity literacy among the public. In the ever-changing digital era, striking a balance between liberalization and protection of national interests is crucial for Indonesia to optimally harness its digital potential without neglecting crucial security aspects.

Abstract

Sea transportation is a mobile bridge that acts as a link between areas separated by water. Rupat Island is an area surrounded by waters and designated as a National Tourism Strategic Area that can only be accessed using sea transportation. Sea transportation used to connect Rupat Island with Dumai City is the Ro-Ro (Roll On-Roll Off) ship. This research is motivated by various problems in the implementation of the Ro-Ro ship crossing service policy, including inappropriate vehicle spacing on the ship, exceeding load capacity, and deviation from the predetermined operational schedule. The purpose of this study is to determine and analyze the implementation of sea transportation service policies and to identify obstacles in the implementation of sea transportation service policies in Dumai - Tanjung Kapal, Rupat Island. This research employs Warwick's theory (1979), which comprises three components: Political Leadership Commitment, Organizational Capability, Implementation Commitment, and Interest Group Support. The method used in this research is descriptive qualitative research, utilizing data collection techniques such as observation, interviews, and documentation. The implementation of the Dumai - Tanjung Kapal, Rupat Island Ro-Ro boat sea transportation service policy is overseen by the Riau Provincial Transportation Agency and managed by UPT Transportation Management Region I, UPT Pelabuhan Rupat District, and BPTD. However, third-party ship operators have not efficiently executed these policies, encountering various obstacles including stakeholders' lack of understanding of their roles and functions, insufficient budget for infrastructure development, and limited community response to service improvements. To optimize the implementation of Ro-Ro ship service policies in accordance with Minister of Transportation Regulation Number 115 of 2016 and Minister of Transportation Regulation Number 62 of 2019, these obstacles must be addressed to ensure service standards are met.
