Jurnal Kajian Agraria dan Kedaulatan Pangan (JKAKP) merupakan jurnal yang diampu oleh Pusat Kajian Agraria dan Hak Asasi Petani (PUSKAHAP) yang berada di bawah Fakultas Ilmu Sosial dan Ilmu Politik (FISIP) Universitas Sumatera Utara. Edisi pertama dari jurnal ini dimulai sejak April 2022 dan akan diterbitkan 2 kali dalam 1 tahun. Jurnal ini berfokus pada pandangan kritis terhadap politik dan pembangunan pedesaan, agraria, dan sistem pangan, serta berbagai fenomena sosial, ekonomi, politik dan budaya petani.

Abstract

Despite government implementation of agrarian reform programs, poverty and violence remain prevalent issues faced by communities dealing with agrarian problems. The dynamics of agrarian issues in Negros Occidental, a region rich in violent events related to agrarian reform policies, highlight the challenges. While the Philippine government initiated agrarian reform programs in the 1970s to redistribute land to landless farmers, aiming to promote wealth distribution and improve socio-economic conditions, implementation has not been successful. Bureaucratic inefficiencies and opposition hinder the reform process, leaving many vulnerable peasants economically insecure and in poverty. The complexity of agrarian dynamics in Negros Occidental involves strong opposition from landlords to agrarian reform, leading to systematic and structural violence. The engagement of various actors, such as the government, peasant communities, and corporations, in agrarian conflicts underscores the need for inclusive and sustainable approaches to agrarian reform in the Philippines for empowering marginalized communities and achieving social justice for peasants and rural peoples.

Abstract

This study explains the comparison of challenges between Indonesian peasants (Mandoge) and Ugandan coffee peasants using a critical, systematic, and comparative qualitative research approach. Several sources used are the researcher's direct experience, books, journals, and other scientific works. The results of the study show that the challenges of Mandoge peasants and coffee peasants in Uganda have many similarities and also have differences that are not so significant. Both Mandoge peasants and Ugandan coffee peasants have the same challenges, namely experiencing land grabbing and eviction by companies and are certainly related to the government. Furthermore, to overcome this, they both established cooperatives which ultimately also went bankrupt. Meanwhile, in terms of differences, Mandoge peasants are more aware and willing to find solutions to the incidents that befell them, while Ugandan coffee peasants seem to be stagnant or confused about how to act due to lack of knowledge. However, in reality, land evictions in any world are not commendable actions that can be carried out arbitrarily because they are in power.

Abstract

This article explains potential conflict agrarian between countries against farmers in Algeria with use approach study qualitative in a way critical and systematic. Some the sources used, namely experience direct researchers, books, journals, and works scientific-scientific others. Research results show beginning start birth potential conflict agrarian State with farmers namely since the beginning of the colonial era France in Algeria and continuing until day. Country (government) Algeria after free from shackles colonization French make an effort advance agriculture in Algeria. Abstract

The Indian farmers' protests against the government's agricultural reforms marked a pivotal moment in the country's history, resonating not only nationally but also garnering international scrutiny and support. The Marxist theory of the state, which holds that the state primarily serves as an instrument of class power, advancing the interests of the ruling capitalist class at the expense of the working class, is used to study the farmers' response to the creation farmers' bills in India. This article employs the study of documents containing secondary data from the journal, news, working paper, and official website. The analysis highlights that the government has consistently favored capitalist interests, contributing to the marginalization of these farmers, and the current laws are seen as a continuation of this trend, further entrenching the power of large agribusinesses. The farmers, therefore, represent a significant moment of struggle against neoliberal policies that prioritize corporate interests ahead of the demands of the agrarian community.

Abstract

Social entrepreneurship in agriculture has emerged as a critical strategy to address Malaysia's challenges of food security, sustainability, and rural development. This study explores how social enterprises, such as Poptani Asian, are leveraging technology to promote sustainable farming practices, enhance agricultural productivity, and improve the livelihoods of rural communities. By empowering farmers with innovative tools and resources, these enterprises are contributing to local food production and reducing reliance on imports. The research highlights the significant role of social entrepreneurship in driving Malaysia's agricultural transformation and the challenges faced in achieving widespread impact. The study also discusses the potential for collaboration between the government, private sector, and consumers to overcome barriers and create a sustainable and resilient agricultural ecosystem in Malaysia.

Abstract

Munisipalisme libertarian mendekati masalah lingkungan dan masyarakat dari perspektif ekologi sosial, dengan berargumen bahwa masalah lingkungan yang ada merupakan hasil dari kurangnya partisipasi politik masyarakat lokal dalam kebijakan dan manajemen. Akibatnya, bagaimana paradigma demokrasi langsung dalam munisipalisme libertarian dapat menjadi landasan bagi perjuangan gerakan pertanian. Penelitian ini berusaha untuk memahami paradigma pemikiran munisipalisme libertarian dalam menjawab tantangan lingkungan dan masyarakat melalui demokrasi langsung. Metode yang digunakan dalam penelitian ini merupakan studi literatur. Teknik pengumpulan data yang digunakan melibatkan pemahaman dan mempelajari teori dari berbagai sumber literatur. Menggunakan metode analisis data yang meliputi reduksi data, penyajian data dan pengambilan keputusan. Studi ini menyoroti pentingnya memahami isu-isu pertanian karena kurangnya demokrasi lokal dengan melibatkan partisipasi politik masyarakat dalam menentukan kebijakan. Munisipalisme libertarian bertujuan untuk menciptakan ruang publik untuk pemerintahan yang otonom, mengatasi parlementerisme dan mekanisme partai. Gerakan agraria dengan berprinsip demokrasi langsung munisipalisme libertarian harus melibatkan masyarakat luas, memberikan pendidikan publik, dan membuka diri terhadap partisipan. Gerakan ini harus mampu mengatasi kapitalisme, konsumsi yang berlebihan, dan manipulasi lingkungan yang terjadi. Hal ini menekankan pada demokrasi lokal, desentralisasi, dan kekuatan masyarakat lokal. Prinsip-prinsipnya meliputi pembangunan ekonomi, demokratisasi, proses pengambilan keputusan, komunitas sosial dan ekologi, dan partisipasi warga.
