Abstract

The purpose of this study is to determine the implementation of the Social Security Employment program policies for informal sector workers in the city of Gorontalo and to find out what factors determine the success of the Social Security Program for Informal workers in the city of Gorontalo. This type of research used in research is a qualitative approach, data collection techniques in research using in-depth interviews, namely in-depth interviews to obtain the necessary data and carried out openly and direct observation on the research object to see empirical data related to the focus under study. Documentation, namely the collection of data in the form of written documents, photographs and pictures and other objects related to the focus of the research. The results of the research the implementation of the employment social security program policy in the city of Gorontalo has not been running optimally because there are several indicators in the process of increasing the number of participants consisting of planning, implementation and supervision that have not been implemented as expected. The factors that determine the success of the employment social security program for informal sector workers in the city of Gorontalo are resources, communication, bureaucratic structure, and disposition, all of which must be considered and as far as possible conditioned to support the success of the policy implementation process, so that the objectives can be achieved.

Abstract

The purpose of this study was to analyze the factors that determine the Implementation of the National Aviation Security Program at the Djalaluddin Gorontalo Airport Operator Unit (UPBU). This research uses qualitative research methods, the type of research is descriptive research. Data was collected by means of observation, interviews and documentation. The results of this study indicate that the factors that support the implementation of the national aviation security program at the Djalaluddin Gorontalo Airport Operator Unit (UPBU) are communication in the form of optimal socialization using various media including social media, disposition or attitude of implementers who have high commitment and bureaucratic structure in the form of good delegation of authority. The inhibiting factors in the implementation of the national aviation security program at the Djalaluddin Gorontalo Airport Operator Unit (UPBU) are communication with relevant agencies that have not been optimal, resources that have not met expectations in the form of lack of personnel, procedures that are still considered troublesome for passengers because there are two Security Check Point (SCP) and inadequate facilities and bureaucratic structure in the form of protocol activities that are entrenched in Gorontalo.

Abstract

The purpose of this study was to determine and analyze (1) the effectiveness of the Marriage Management Information System (SIMKAH) program in the administrative services of the Office of Religious Affairs (KUA) Marisa District, Pohuwato Regency, and (2) the factors that determine the effectiveness of the Marriage Management Information System (SIMKAH) program. ) in the administrative service of the Office of Religious Affairs (KUA) Marisa District, Pohuwato Regency. This study uses a qualitative approach. The technique used to obtain the data is the technique of observation, interviews and documentation. Data analysis techniques are carried out through data collection, data reduction, data presentation and conclusion drawing/verification. The process of checking the validity of the data is carried out through diligent observation and triangulation. The results of this study are (1) the SIMKAH program at the KUA administration service, Marisa District, Pohuwato Regency has not been effective; (2) the factors that become obstacles in realizing the effectiveness of the SIMKAH program are (a) the number of human resources that have not met the needs and lack of technical training for operators, (2) inadequate service support facilities both quantitatively and qualitatively, (3) system maintenance information has not been carried out regularly, and (4) the factor of public awareness of the use of SIMKAH is still low.

Abstract

The research objectives are: 1) to find out more about how to implement protocol policies; 2) to find out what factors can influence the implementation of protocol policies; 3) the results of this study are expected to be useful and beneficial for government employees, especially employees in the Protocol and Communication Section of the Regional Secretariat of the North Bolaang Mongondow Regency; 4) this research is also expected to increase knowledge to be able to improve services to regional leaders; 5) as a reference and also a reference/sources for further researchers in research related to the implementation of protocol policies. This study uses a descriptive qualitative research type, with an inductive approach where this research describes systematically and accurately about specific facts and then draws a generalization that has a general nature from a series of efforts to answer various questions regarding problems in policy protocols in an effort to improve services to leaders. area in an argumentative manner from the results of the researcher's thinking. The results of this study are indicate that: there are 4 factors that influence the implementation of protocol policies in improving the service of regional leaders in North Bolaang Mongondow Regency, namely: 1) communication; 2) resources; 3) disposition; 4) bureaucratic structure.

Abstract

The aims of this study were: 1) to analyze the medical records of inpatient obstetrics at Hasri Ainin Habibie Hospital; 2) find out what factors affect the recording of medical records at the Hasri Ainun Habibie Hospital. This study uses a descriptive qualitative approach. Primary data obtained through interviews. Data processing techniques in this study are qualitative data analysis techniques, by doing data reduction, data presentation and conclusions and verification. Testing the validity of the data is done by triangulation of sources. The results showed that: 1) the absence of medical physical examination items in the monthly report notes of midwifery inpatient medical records at the Hasri Ainun Habibie Hospital; 2) there are still medical record data that are not filled in on time according to the standards of the Minister of Health; 3) there are several medical record documents that are still often returned from the medical record installation to the midwifery inpatient medical record administration room; 4) medical record administration staff are still chasing doctors to fill in the completeness of medical records that have been returned from the medical record installation; 5) there are still medical record documents that have not been fully covered in the monthly report; 6) medical record coordinator is not qualified from medical record; 7) Of the 27 medical record personnel only 2 qualified from medical records; 8) there are still medical records personnel with educational qualifications from high school; 9) the absence of STR on medical record personnel; 10) medical record facilities and infrastructure at Hasri Ainun Habibie hospital are not yet complete; 11) Lack of socialization regarding the SOP for medical resumes.

Abstract

This research uses a qualitative approach and descriptive research by using data collection techniques through interviews, observation, and documentation. The data analysis technique was carried out with descriptive qualitative analysis techniques. The results of this research show that: The decisive factors in the policy implementation of this law that have not been fulfilled are 1) The limited human resources, 2) Facilities and infrastructure that has not been supported, 3) Frequent change of positions due to rolling (mutation) of the implementing section, 4) Limited budget allocated only through operational.

Abstract

This study aims to find out how the implementation of policies and what factors determine the implementation of policies on procedures for filling high-ranking pratama positions in South Bolaang Mongondow Regency. The method used is a qualitative method with a descriptive approach. Informants in this study were the Regent, Regional Secretary, Secretary of BKPSDM, Head of Division and Sub-Section of BKPSDM. Data analysis through data reduction, data display and conclusion drawing/verification. The results of the study showed that at the preparation stage, there were no Independent Assessors. At the implementation stage, there is a lack of ASN human resources participating in the auction of positions. At the stage of monitoring and evaluation not running effectively, there are several High Leadership Officials who have held positions for 5 (five) years, and have not been reassessed related to the suitability of competencies and positions occupied. Factors that affect implementation: Communication, an inhibiting factor because of the existence of the Pansel Team and Assessor Team; Resources, become an inhibiting factor because the ASN candidates for bidding positions that meet the requirements are still very lacking; Disposition is a supporting factor because the understanding and response of program implementers is good; bureaucratic structure,

Abstract

The current study aims to determine the role of the inspectorate as an internal auditor. It also aims to find out the factors that hinder the role of the Internal Auditor Inspectorate in Realizing Good Governance and Clean Government in the Regional Government of Pohuwato Regency. This research uses a qualitative approach. Primary data was obtained through interviews with 8 informants within the Government Internal Supervisory Apparatus, 3 informants from related offices regarding data collection techniques. In analyzing the data, the researcher uses 3 components of activity, namely data reduction, data display, and conclusion drawing / verification. The results show that: 1) The role of the inspectorate as an internal auditor in implementing good governance in the Pohuwato District Government is in accordance with the established rules. Seen the role of a supervisor. Supervision is carried out through audit activities in identifying problems, analyzing and evaluating evidence which is carried out independently, objectively and professionally based on audit standards as well as assessing the correctness, accuracy, credibility, effectiveness, efficiency and reliability of information on the implementation of duties and functions of government agencies. 2) Factors affecting the role of the inspectorate as internal auditors in the implementation of good governance in the Pohuwato District Government are independence, quality and quantity of human resources as well as the availability of facilities and infrastructure.
