Abstract

The research objectives are as follows; 1) To find out and analyze the effectiveness of using the siskeudes application in village financial accountability in Posigadan, South Bolaang Mongondow Districts; 2) to find out and analyze the factors that influence the effectiveness of using the siskeudes application in village financial accountability in Posigadan, South Bolaang Mongondow Districts. The research was conducted using a qualitative approach. The type of research used in this thesis research is qualitative descriptive research. In this descriptive study the author uses a case study pattern or case study. The results show that: 1) the effectiveness of using the siskeudes application in village financial accountability in Posigadan, South Bolaang Mongondow Districts has been running but is not optimal. To see the effectiveness of the use of Siskeudes, it can be seen from several indicators: a) the understanding of village officials in implementing Siskeudes still needs to be improved: b) the implementation of the Village Financial System (Siskeudes) application in Posigadan District has been said to be successful because it has been right on target: c) punctuality that financial reporting through the application of the village financial system has been in accordance with the specified time; d) the use of the village financial system application, the objectives to be achieved can be met. The village financial system application report (Siskeudes) produces reports that are easy to understand and in accordance with the existing format so that it really helps the village government in better financial management, especially in improving village financial transparency; 2) What are the factors that influence the effectiveness of using the siskeudes application in village financial accountability in Posigadan, South Bolaang Mongondow Districts, namely human resources, facilities and infrastructure.

Abstract

Tujuan penelitian ini adalah 1) untuk mengetahui seberapa besar pengaruh secara parsial antara kepemimpinan terhadap kinerjaaparatur pada Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan; 2) untuk mengetahui seberapa besar pengaruh secara parsial antara motivasiterhadap kinerjaaparatur pada Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan, 3) untuk mengetahui seberapa besar pengaruh secara simultan antara kepemimpinan dan motivasi terhadap kinerjaaparatur pada Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan. Pendekatan penelitian ini dilakukan adalah pendekatan kuantitatif dengan jenis penelitian deskriptif yang menggunakan tekhnik pengumpulan data melalui observasi, kuisioner dan dokumentasi. Selanjutnya metode analisis data yang digunakan adalah analisis regresi liner berganda, analisis korelasi berganda, uji hipotesis dan analisis koefesien determinasi dengan jumlah sampel 63 pegawai Hasil Penelitian menunjukkan bahwa 1) kepemimpinan berpengaruh positif terhadap kinerja pegawai di Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan. Dengan besar pengaruhnya adalah 36,%. Semakin baik kepemimpinan seorang atasan maka semakin meningkat kinerja pegawai; 2) motivasi berpengaruh positif terhadap kinerja pegawai di Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan Dengan besar pengaruhnya adalah 48 %. Semakin tinggi motivasi pegawai maka kinerjanya akan semakin lebih baik; 3) kepemimpinan dan motivasi berpengaruh positif terhadap kinerja pegawai di Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan. Dengan besar pengaruhnya adalah 42.2%. Makna dari koefisien korelasi yang positif menunjukan bahwa semakin tinggi tingkat kepemimpinan dan motivasi kerja maka kinerja pegawai akan semakin meningkat. Hasil Penelitian menunjukkan bahwa 1) kepemimpinan berpengaruh positif terhadap kinerja pegawai di Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan. Dengan besar pengaruhnya adalah 36,%. Semakin baik kepemimpinan seorang atasan maka semakin meningkat kinerja pegawai; 2) motivasi berpengaruh positif terhadap kinerja pegawai di Dinas Kesehatan Kabupaten Bolaang Mongondow Selatan Dengan besar pengaruhnya adalah 48 %. Abstract

The present study aims to determine and analyze the implementation of the use of the SISKEUDES application in villages of Tomini sub-district of Bolaang Mongondow Selatan regency. It also aims to determine and analyze the factors that determine the implementation of the use of the SISKEUDES application in villages of Tomini sub-district of Bolaang Mongondow Selatan regency. This study is a qualitative research using a descriptive-explanatory case study approach, which is to examine, analyze and describe the results of the study. As the results, the study shows that the stages of village financial management in Tomini sub-district in accordance with Permendagri Number 20 of 2018 concerning Village Financial Management in terms of planning, implementation aspects, administration, reporting, and accountability aspects. Furthermore, the factors that determine the management of village funds in Tomini sub-district are human resources and internet networks.

Abstract

This research aims to 1). Knowing and analyzing the effectiveness of the implementation of the Civil Service Police Unit (Satpol PP) function in enforcing the Regional Regulation on Public Order. 2). Know and analyze the factors that affect the effectiveness of Satpol PP functions in Enforcing Local Regulations on Public Order.This research uses descriptive research with a qualitative approach. Primary data sources in this study were 11 people consisting of officers at the Satpol PP Service, local government and the community and secondary data were obtained from written and digital documents relevant to the research. Data collection techniques through observation, interview guidelines and documentation. Data analysis using reduction, presentation and conclusion.The results showed that the Satpol PP function in enforcing local regulations on public order in North Gorontalo Regency was effective both in the accuracy function in determining time and objectives, the function of understanding program implementers and the function of supervising the accuracy of program targets, all three of which were running well. Meanwhile, the factors that affect the effectiveness of the Satpol PP function in enforcing regulations are still not fully effective. There are still obstacles, namely the law enforcement factor (human resources) and supporting facilities and infrastructure that are not fully adequate, such as the unavailability of permanent service offices.

Abstract

The purpose of this study was to determine the role of the hamlet head in village meetings and to determine the factors that influence the implementation of the deliberation process in Tilonggibila village. The research method in writing this final report is a descriptive qualitative method with the type of field research. The data collection techniques used are observation, interviews and documentation which are primary data, which comes from eight informants who provide direct information regarding the role of the hamlet head in village deliberations. From this research, it can be concluded that the role of the Hamlet Head as a motivator and facilitator in village deliberations has been carried out in accordance with his duties, authorities and functions as the Dusun Head to motivate residents, facilitate residents in deliberation activities in the village. The problem that becomes an obstacle in the implementation of deliberation or the maximum role of the hamlet head in motivating and facilitating the community is the lack of community participation due to the lack of awareness and understanding of the community who have the will, willingness, awareness, and cooperation between the government and the community in realizing good governance. transparent and participatory.

Abstract

This study aims to analyze provider satisfaction with the performance of government goods and services procurement services in Gorontalo Province using a qualitative Importance Performance Analysis (IPA) approach. The study is motivated by the critical role of procurement service quality in supporting the principles of good governance, particularly transparency, accountability, and efficiency. The research employs a descriptive qualitative approach, with data collected through in-depth interviews involving informants who have direct experience in procurement processes. Data were analyzed thematically using the IPA framework to identify key dimensions of importance, performance, service gaps, and priority areas for improvement. The findings indicate that transparency and accountability are the most critical factors influencing provider satisfaction, followed by service responsiveness, timeliness, and the competence of human resources. Although the overall performance of procurement services is perceived as satisfactory, gaps remain in responsiveness, timeliness, and human resource capacity. These gaps are primarily influenced by limitations in human resources, regulatory complexity, and suboptimal system support. This study emphasizes that improving provider satisfaction is not solely dependent on system digitalization, but also on the quality of service implementation and procurement governance. Therefore, improvement efforts should focus on service attributes that are highly important yet underperforming, particularly through enhancing human resource capacity, strengthening transparency and accountability, and improving service interaction quality. This study contributes empirically to the development of procurement policies that are oriented toward service quality and user needs.

Abstract

This study aims to analyze the management of public participation in the formulation of development planning at the Regional Development Planning Agency (Bappeda) of Gorontalo City. The study employs a qualitative approach with a case study design, enabling an in-depth exploration of processes, actor dynamics, and institutional contexts in the implementation of public participation. Data were collected through in-depth interviews, observation, and documentation, and analyzed using the interactive model of Miles, Huberman, and SaldaƱa. The findings reveal that the management of public participation is carried out through three main stages: planning, implementation, and evaluation with follow-up actions. At the planning stage, Bappeda conducts stakeholder mapping and develops participation mechanisms based on regulatory frameworks. During the implementation stage, participation is facilitated through Musrenbang (Development Planning Deliberation) and public consultation forums, although challenges remain in terms of representation and the quality of participation. At the evaluation stage, some community proposals are accommodated in planning documents; however, feedback mechanisms remain suboptimal. This study concludes that public participation is still at a consultative level and has not yet fully achieved substantive participation. Therefore, strengthening institutional capacity, improving the quality of facilitation, and developing more inclusive and transparent participation mechanisms are necessary to enhance the effectiveness of regional development planning.

Abstract

This study aims to analyze human resource (HR) capacity in procurement governance at the Procurement Service Unit (PBJ) of Gorontalo Province using the Importance Performance Analysis (IPA) approach within a qualitative research framework. The study is motivated by the critical role of HR in ensuring the effectiveness, efficiency, transparency, and accountability of public procurement, as well as the existing gap between the level of importance and performance across several strategic aspects. This research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and documentation involving informants such as procurement officials, working groups (Pokja), and procurement administrators. Data analysis was conducted using an interactive model consisting of data reduction, data display, and conclusion drawing, which was integrated with Importance Performance Analysis (IPA) to identify gaps between perceived importance and actual performance. The findings indicate that HR capacity within the PBJ unit is generally adequate and capable of supporting procurement implementation in accordance with prevailing regulations, particularly through the utilization of e-procurement systems. However, gaps remain in terms of the number of personnel, workload distribution, and the strengthening of integrity and technical capacity. The IPA results reveal that these aspects fall within the high-priority quadrant, requiring focused policy intervention

Abstract

This study aims to evaluate the implementation of the Village Information System (SID) as a strategic effort to digitize village documents. The primary objective of this system is to transition traditional paper-based administration into a secure digital format, thereby enhancing data management and accessibility within the village office. The research follows a qualitative descriptive methodology. Data collection was conducted through field observations, in-depth interviews, and documentation studies. This approach allows for a comprehensive understanding of the system's integration into daily administrative routines. The findings indicate that the Village Information System (SID) significantly improves public service delivery in North Milangodaa Village, Tomini District, South Bolaang Mongondow Regency. As a specialized application, SID assists the village government in documenting and managing administrative data more efficiently, which ultimately facilitates a more streamlined public service process and faster data retrieval.
