Abstract

This research aims to analyze the cost estimation of risk mitigation in the construction project of the Pamekasan Regency Regional General Hospital. Construction projects are highly complex and often face multiple risks, including technical, environmental, and management factors, which can significantly affect cost efficiency and project completion time. Failure to address these risks appropriately can lead to budget overruns, prolonged delays, and compromised construction quality. The research employs a quantitative approach using the Probability and Impact Matrix and Severity Index to systematically identify, categorize, and assess the impact of construction risks. The findings reveal that the total estimated cost of risk mitigation reaches Rp. 290,450,000, which primarily covers additional labor, high-quality material procurement, and the application of technology for project monitoring. To mitigate these risks, several key strategies have been implemented, including stricter contract management, improved stakeholder communication, enhanced workforce capacity, and advanced project monitoring techniques. Furthermore, digital-based monitoring systems and early risk detection mechanisms are suggested to prevent major disruptions in the project workflow. By implementing effective mitigation strategies, the project is expected to operate more efficiently, minimize unnecessary costs, and adhere to the planned construction schedule. The study highlights the importance of proactive risk management in large-scale infrastructure projects, providing valuable insights for contractors, project managers, and policymakers involved in hospital construction. These findings emphasize the need for continuous evaluation and adaptation of risk mitigation strategies to ensure successful project execution.

Abstract

The study concludes that the application of rehabilitation for children involved in narcotics abuse should prioritize child protection. Based on various court rulings, children who misuse narcotics and become involved in criminal activities should be seen as victims of their actions, not perpetrators who harm others. Therefore, rather than imprisonment, rehabilitation is the appropriate solution as it prevents harm and better protects the child’s future. Rehabilitation consists of medical rehabilitation to address addiction through treatment in designated facilities, and social rehabilitation to restore physical, mental, and social well-being in an integrated manner. This approach is considered the most humane and supportive for the child’s recovery. Furthermore, there is a need to evaluate and refine rehabilitation policies to break the cycle of narcotics abuse among children effectively. The goal is to create a policy framework that provides the most appropriate sanctions, promoting effective rehabilitation and preventing recidivism, focusing on legal and social reintegration.

Abstract

The post-truth era presents new challenges to democratic discourse, as emotional manipulation and misinformation increasingly shape public perception. In this digital environment, social polarization has intensified, particularly among populations with low media literacy and limited exposure to ethical digital education. This study aims to explore the role of media literacy and digital ethics education in preventing social polarization within Indonesia’s diverse educational settings. Using a qualitative exploratory case study approach, the research was conducted in three regions—urban (Jakarta), semi-urban (Yogyakarta), and rural (Sumedang). Data were collected through in-depth interviews, classroom observations, focus group discussions, and document analysis involving educators, students, and policymakers. Thematic analysis was employed to extract patterns and insights related to digital citizenship development. Findings indicate that schools with higher integration of media literacy and digital ethics—especially in urban areas—demonstrated significantly greater student awareness of misinformation and its role in political and ideological polarization. Jakarta scored highest across all indicators: media literacy (78), ethics integration (82), and polarization awareness (69). In contrast, rural Sumedang lagged with scores of 54, 60, and 47, respectively. These disparities suggest that without equitable curriculum reform and teacher training, educational systems may inadvertently reinforce digital divides. This study recommends a transformative pedagogical framework that unifies ethical reasoning, critical media analysis, and civic values to develop resilient, informed digital citizens in the post-truth era.

Abstract

The rapid adoption of smart city initiatives in Indonesia reflects a national ambition to modernize urban governance through digital innovation. However, despite increasing investments in smart infrastructure, significant disparities in socio-economic outcomes remain prevalent. This paradox raises a critical question: Do smart cities in Indonesia truly enhance inclusivity, or do they reinforce existing inequalities? This study aims to critically examine the relationship between smart city implementation and social inequality in five major Indonesian cities: Jakarta, Bandung, Surabaya, Makassar, and Semarang. Using a convergent mixed-methods approach, the research integrates quantitative data analysis—including Smart City Index scores, Gini coefficients, and internet access rates—with qualitative critical discourse analysis (CDA) of policy documents and urban governance narratives. The findings reveal a consistent mismatch between technological advancement and social equity. Cities with high smart city performance often report elevated levels of income inequality, and digital infrastructure remains disproportionately concentrated in urban centers, excluding marginalized communities. Furthermore, policy discourses prioritize efficiency and modernization, while overlooking equity, participation, and redistribution. This study concludes that smart city strategies in Indonesia, as currently designed, risk deepening the digital and social divide. It calls for a redefinition of smart urbanism—one grounded in social justice, participatory governance, and inclusive policy design. Such a shift is essential to ensure that smart technologies genuinely serve all urban residents, not just the digitally privileged.

Abstract

The rapid growth of digital platforms has significantly transformed how local cultures are presented and perceived within the tourism industry. In particular, the interplay between cultural identity and the commodification of tradition has become a central issue in the branding of local destinations. This study aims to analyze how local cultural identities are constructed, represented, and potentially commodified through digital tourism branding strategies. It also explores how community stakeholders negotiate cultural integrity while responding to global tourism market demands. Using a qualitative case study method, the research combines digital ethnography, semi-structured interviews with local stakeholders (e.g., artisans, tourism officials, youth), and content analysis of social media platforms and official websites. Thematic analysis was applied to synthesize patterns in representation, commodification, and community participation. The findings show that cultural identity in digital branding is often selectively portrayed, emphasizing performative and aesthetic aspects such as traditional dance, crafts, and cuisine. These elements are frequently commodified for market appeal, sometimes detaching them from their original meanings. However, the study also highlights the agency of local actors, especially youth, in reclaiming narrative power through creative content and participatory branding practices. High-engagement platforms like TikTok and Instagram were found to be both empowering and risky for cultural representation. This study concludes that ethical and inclusive digital branding practices are essential for balancing cultural authenticity and economic sustainability in local tourism development.

Abstract

The digital revolution has significantly reshaped the global labor market, yet its benefits remain unequally distributed—particularly along gender lines. Women in many regions face considerable barriers in accessing digital tools, acquiring digital literacy, and participating in digital economies. This research aims to explore the gendered digital divide in the world of work by identifying patterns of inequality, understanding underlying socio-cultural and institutional factors, and proposing inclusive solutions. A mixed-methods approach was adopted, combining a structured survey (n=1,500 across three countries) with in-depth interviews and focus group discussions among female workers from diverse sectors and regions. Quantitative findings reveal that women consistently lag behind men in internet access, digital confidence, and participation in online labor platforms. Only 37% of women reported digital confidence at work compared to 66% of men. Qualitative insights highlight barriers such as gender norms, limited policy outreach, and insufficient institutional support. Moreover, many women are excluded from workplace decision-making in digital transformation processes. These disparities not only restrict individual economic mobility but also hinder broader development goals. The study concludes that the digital divide is both a technological and structural issue requiring holistic intervention—ranging from digital infrastructure to gender-responsive training and workplace inclusion policies. Findings support the need for national and international action to ensure that digitalization advances, rather than limits, gender equality in the labor force.

Abstract

Rural development plays a pivotal role in national progress, particularly in developing countries where much of the population resides in rural areas. This research paper presents a comparative analysis of rural development strategies employed by six successful nations: China, India, Japan, Iran, Turkey, and Malaysia. By examining and contrasting the approaches adopted in each country, the study identifies key strategies, challenges, and policy outcomes that have significantly contributed to the socio-economic transformation of rural communities. The research utilizes a qualitative comparative methodology, relying on secondary data from scholarly articles, governmental reports, and international development databases. The analysis reveals that effective rural development is multifaceted, often involving integrated strategies such as agricultural modernization, infrastructure investment, decentralized governance, education and health reforms, and sustainable environmental practices. The study finds that while each country’s approach reflects its unique historical, cultural, and political context, common factors such as strong institutional frameworks, community participation, and targeted government support are consistently associated with successful outcomes. Moreover, the paper critically evaluates the role of international cooperation, innovation, and technology transfer in amplifying the impact of rural development. The findings offer valuable insights for policymakers, planners, and development practitioners in countries like Afghanistan that face persistent rural challenges. By learning from diverse international experiences, this research advocates for adaptive, context-sensitive policies that prioritize rural empowerment, equity, and resilience. Ultimately, the study contributes to the broader discourse on sustainable development by emphasizing the strategic importance of rural areas in achieving national development goals.

Abstract

This study aims to describe the effectiveness of the Problem Based Learning (PBL) and Project Based Learning (PjBL) models in the context of Batik Purworejo, particularly regarding the critical and creative thinking abilities of junior high school students. This research is a quasi-experimental study involving the population of ninth-grade students at SMP Negeri 2 Purworejo for the 2023/2024 academic year. Samples were randomly selected from two classes, IX A using PjBL and IX B using PBL. The research instruments consisted of validated tests to measure students' critical and creative thinking abilities. Data analysis was performed using the One Sample t-test for PBL and N-Gain for PjBL, as well as the Wilcoxon Signed Rank test to compare the two models. The results indicated that the PBL model is effective in enhancing critical thinking, while PjBL also proves effective in the same aspect. However, the PBL model was not effective in improving creative thinking, whereas PjBL was found to be effective. Additionally, PjBL was more effective than PBL in enhancing critical thinking, although both models did not show significant differences in improving creative thinking abilities.

Abstract

The buy-sell transaction with the right of repurchase is a practice commonly found in society. However, from a legal perspective, there is much debate surrounding the validity of this type of transaction. Therefore, in this dissertation, the author raises several issues: How is the legal certainty of buy-sell transactions with the right of repurchase as an alternative financing method? How is the legal protection for the parties involved in such agreements? And what is the future legal reform perspective regarding buy-sell transactions with the right of repurchase? The research method used in this study is normative-empirical juridical, supported by interviews. The data sources are obtained from literature-based research documents. The results of the study show that legal certainty regarding buy-sell transactions with the right of repurchase in Indonesian law has not yet been well established. This is because the provisions previously regulated under Articles 1519 and 1532 of the Indonesian Civil Code are no longer applicable following the enactment of Law No. 5 of 1960. In addition, inconsistent rulings by the Supreme Court have further contributed to legal uncertainty in this matter. As for legal protection, there is no specific regulation that protects the parties involved in buy-sell transactions with the right of repurchase. Consequently, many issues related to the rights and obligations of the parties are brought to court. It is crucial for the parties to fully understand their respective rights and obligations, create clear and detailed agreements, and consider all legal and financial aspects before entering into such transactions. Legal reform regarding buy-sell transactions with the right of repurchase is an urgent necessity to ensure that this scheme can function optimally as a legal, safe, and efficient alternative financing method. Regulatory frameworks governing buy-sell transactions with the right of repurchase are needed, as well as the establishment of dispute resolution institutions specifically for financing schemes based on such transactions.
