Abstract

This study aims to evaluate the effectiveness of the Corporate University (Corpu) program in training and developing the competencies of State Civil Apparatus (ASN) within the Cirebon Regency Personnel Development and Human Resources Agency (BKPSDM). The evaluation theory used by William Dunn: Effectiveness, efficiency, adequacy, responsiveness, equity, and accuracy. The approach through qualitative phenomenology to explore the experiences and perspectives of both program managers and training participants. Data were collected through interviews, observations, and documentation, then analyzed using the interactive model of Miles and Huberman. The results of the study indicate that the Corpu program overall runs quite well, the Corpu program has provided benefits in improving ASN understanding of job responsibilities, as well as encouraging experiential learning and the use of technology. However, the implementation of the Corpu program has not been fully optimal because it still faces limitations in digital literacy, network infrastructure constraints, budget limitations and unequal access to training. This study emphasizes the importance of continuous evaluation of ASN competency development policies to strengthen the effectiveness and sustainability of Corpu at the local government level.

Abstract

This study aimed to examine the effectiveness of the shadowing technique in improving the speaking fluency of eleventh-grade students at State of Senior High School 1 Bambanglipuro. Speaking fluency remains a significant challenge for English as a Foreign Language (EFL) learners, particularly in producing smooth, continuous, and coherent speech with minimal hesitation. Therefore, this study focused on investigating whether the implementation of the shadowing technique could significantly enhance students’ speaking fluency compared to conventional teaching methods. This study employed a quantitative approach using a quasi-experimental two-group pretest–posttest design. The research was conducted at State of Senior High School 1 Bambanglipuro, Yogyakarta, involving two classes of eleventh-grade students, consisting of 32 students in the experimental group and 27 students in the control group. Data were collected through speaking tests administered as pre-test and post-test. The research instrument was a monologue speaking test assessed using an analytic scoring rubric covering speech rate, pausing and hesitation, continuity, and automaticity. The data were analyzed using descriptive and inferential statistics through Analysis of Covariance (ANCOVA). The results showed that the experimental group improved significantly from a mean score of 54.06 to 83.44, while the control group showed only a slight improvement from 58.52 to 63.89. The ANCOVA results revealed a statistically significant effect of the instructional technique on students’ speaking fluency (F = 22.456; p < 0.001; ?² = 0.290). It can be concluded that the shadowing technique is effective in improving students’ speaking fluency

Abstract

The Majalengka Regency Government issued Regent Regulation No. 12 of 2022 on the Management and Empowerment of Street Vendors. Street vendors play a vital role in the local economy. However, they often cause problems related to sanitation, the use of public spaces, and public order. The objective of this study is to examine Regent Regulation No. 12 of 2022, the factors influencing its success and obstacles, and the efforts undertaken by the Satpol PP Agency. This study employs a qualitative approach using a descriptive method. The findings indicate that the implementation of the Regent’s Regulation regarding street vendor management policies has not been effectively carried out; obstacles persist. Street vendors prioritize strategic locations and economic sustainability, while the government emphasizes public order and the function of public spaces. This policy benefits both the government and the broader community, particularly regarding public order. Vendors’ compliance with the policy is influenced by the social circumstances of street vendors and the lack of strategic relocation sites. This study concludes that the implementation of Regent Regulation No. 12 of 2022 still faces several challenges, particularly regarding support from the target group and the sustainability of vendors’ behavior. Therefore, it is crucial to enhance vendors’ involvement in the policy-making process, provide more representative spaces, and adopt greater accountability strategies to achieve the goal of fair and sustainable street vendor management.

Abstract

Residential drainage systems play a crucial role in controlling rainwater runoff to prevent localized flooding and puddles. The development of residential areas along Jalan Gunung Guntur, Harjamukti District, Cirebon City, has led to significant changes in land use, resulting in increased surface runoff. Based on field observations, this area frequently experiences puddles during medium- to high-intensity rainfall. This phenomenon is suspected to be caused by inadequate drainage channel capacity, sedimentation, and lack of routine maintenance. This study aims to determine rainfall intensity and design flood discharge based on the time of concentration, evaluate the capacity of existing drainage channels, and identify the causes of puddle formation. The research method employed is a quantitative descriptive approach with hydrological and hydraulic analyses. The hydrological analysis includes calculating design rainfall, rainfall intensity, time of concentration, and flood discharge using the rational method. Hydraulic analysis is conducted to determine the channel cross-sectional capacity using the Manning formula. The evaluation results indicate that several existing drainage channels are unable to accommodate the runoff discharge occurring within a specific return period, potentially causing puddle formation. Therefore, redesigning or normalizing the channel dimensions is necessary to increase capacity, ensuring the optimal functioning of the drainage system and minimizing the risk of flooding.

Abstract

The rapid development of digital technology has significantly transformed guidance and counseling services, opening broader access beyond traditional face-to-face interactions and creating new opportunities for social inclusion, especially for marginalized individuals facing geographic, economic, or social barriers. This study aimed to explore how digital technology can expand access to counseling services, reduce social stigma, and enhance service effectiveness through personalization, while identifying key challenges related to data privacy and security. A qualitative case study approach was employed using purposive sampling. Data were collected through in-depth interviews with digital counseling users, service providers, and mental health technology experts, as well as Focus Group Discussions (FGD), and analyzed through thematic analysis. The findings revealed that digital technology improved accessibility by enabling virtual counseling sessions, reduced social stigma by allowing anonymous service access, and enhanced service personalization through data-driven algorithms. However, concerns regarding personal data protection emerged as the primary challenge. These findings imply that with robust security systems and clear regulatory frameworks, digital technology holds significant potential to create more inclusive, effective, and equitable guidance and counseling services for diverse populations.

Abstract

This study aims to analyze farmers' perceptions of organic fertilizer use on agricultural land and identify factors influencing these perceptions. The study employed a qualitative approach with a descriptive design. Data collection was conducted through interviews, observation, documentation, and questionnaires distributed to 30 farmers actively engaged in agricultural activities. Respondents were selected purposively based on their farming experience and use of organic and chemical fertilizers. The results of the study indicated that most farmers have a positive perception of the use of organic fertilizers, especially in maintaining soil fertility and environmental sustainability. Farmers believe that organic fertilizers can improve soil structure, maintain moisture, and reduce dependence on chemical fertilizers. However, several obstacles remain in their application, such as the processing process being considered impractical, the need for additional labor, and the perception that organic fertilizers take longer to show results than chemical fertilizers. Experience, knowledge, and support from farmer groups are important factors influencing farmers' perceptions of organic fertilizer use. This study indicates that increased education and mentoring for farmers is needed to support the implementation of sustainable agriculture through the wider use of organic fertilizers.
