Abstract

This paper examines the management of the subsidized nutsrient support scheme in the Maros Regency in South Sulawesi, in terms of public administration, using the tri-angle theory of strategic government of John Bryson so as to query the schematism of legitimacy, the organizational capacity, and creation of the public value. Using a qualitative descriptive method, we conducted policy report (15 reports) and RDKK document analyses, site observations at five centers of the distribution, and interviews with 20 stakeholders (government officials, legislators, farmers, distributors). The results highlight seven governance issues: inappropriate type of fertilizer, inappropriate brands, little effects on agricultural production, politicization of distribution of fertilizers, inadequate distribution support, poor participation of farmers and incomplete farmer and land information. These limitations indicate poor legitimacy since it is not accompanied by transparent and politically independent procedures, in which farmers have no say in the decision making, something that undermines trust and fairness. Limited source of sufficient technical assistance, unreliability of data system, poor inter-actor coordination are constraints of organizational capacity that lead to inefficient distribution practices. In addition, the program has shown little in the way of public value creation, having little to no impact on increasing crop yields or crop farmer welfare levels and instead creating dependency and not empowerment. The proposed reforms which include the implementation of the farmer-led councils, transparent allocation process, and results-based assessment aim at improving governance of the agricultural subsidies in Maros and other similar contexts in order to achieve food security and empower the farmers.

Abstract

In this study, the researcher studies the impact of the SIPD (Regional Government Information System) application on the performance of budget management at the Makassar City Government in South Sulawesi Province. In an explanatory research design with the approach based on quantitative methods, in this research the primary data was obtained with the help of structured questionnaires offered to 100 civil servants directly participating in the planning and financial departments involved in the SIPD-based budget process. The SPSS software was used in the multiple linear regression analysis of the relationships between three independent variables, which were system functionality, ease of use, and user satisfaction and the budget management variable as a dependent variable. The findings indicated that all the three indicators had a positive and significant impact on budget management. User satisfaction had the highest effect among them which shows that user experience is important in establishing the effectiveness of digital systems in governing citizens. The coefficient of determination (R 2) was 62.3 which implies that a large percentage of budget performance change owes its existence to the use of SIPD. The findings can indicate that once properly introduced and maintained, digital tools such as SIPD can become strategic enablers to improve the financial governance of the local level. This paper adds to the body of knowledge on e-governance because it addresses this gap on post implementation assessment on SIPD in large city municipalities.

Abstract

Maritime education industry in Indonesia has a significant role to contribute to the development of the nation, as Indonesia has expansive archipelagic territory and increased maritime duties on an international scale. This paper seeks to measure how strategic management can help in improving institutional performance at the BLU PIP Makassar in the use of aggressive approach within the institution using a hybrid of the SWOT analysis, Quantitative Strategic Planning Matrix (QSPM) and the Balanced Scorecard (BSC). Quantitative research design was utilised to develop data on 50 purposively sampled respondents in the planning and the HR units. The analysis of the instrument validity and reliability was verified by Pearson correlation and Cronbach Alpha testing. Linear regression analysis was used to study the relationship amid strategic management implementation and institutional performance. The results prove the positive correlation (R = 0.825) and the significant regression coefficient (beta = 0.712, p < 0.001) which means that the impact of strategic management on the performance outcomes proves its importance. Learning and growth and customer satisfaction were noted to improve significantly by +23 and +14 percent respectively. This work does not only provide empirical support regarding the success of integrated strategic instruments in the environment of the public service but also contributes to filling one of the gaps in the localized research on the maritime education management in Indonesia.

Abstract

This study aims to analyze the influence of service quality and the implementation of a digitalization system on the effectiveness of motor vehicle inspection services in Makassar City. The background of this research is based on the local government's efforts to improve transparency, efficiency, and accountability in the vehicle inspection process, in line with developments in information technology. The research method used is a qualitative approach with a descriptive method applied to users of vehicle inspection services, as well as interviews with technical officers.  The results show that service quality comprising reliability, responsiveness, assurance, empathy, and tangible aspects has a significant impact on user satisfaction. In addition, the implementation of digital systems, such as online registration and integration of vehicle test data, has had a positive effect on time efficiency, ease of access, and the reduction of potential illegal levies. The conclusion of this study affirms that improving service quality and digitalization systems simultaneously supports the development of better, more transparent, and accountable public services in the motor vehicle inspection sector.

Abstract

This study explores the role of Hedonic Motivation, Price Value, and Habit in predicting e-wallet adoption among Generation Z consumers in Manado City. Employing a quantitative approach with an explanatory survey design, data were collected from 100 Gen Z e-wallet users in Manado via an online questionnaire, then analyzed using Partial Least Squares - Structural Equation Modeling (PLS-SEM). The findings indicate that all three variables positively and significantly influence e-wallet adoption. Habit emerged as the most dominant predictor (β=0.457), followed by Price Value (β=0.321), and Hedonic Motivation (β=0.189). The model explains 68.5% of the variance in e-wallet adoption (R2=0.685) and demonstrates strong predictive relevance (Q2=0.452). Practical implications suggest that e-wallet service providers and businesses in Manado should reinforce usage habits, offer competitive price value, and enhance hedonic experiences to foster sustained adoption among Gen Z. Although limited to a Gen Z sample in Manado, this research provides new empirical insights into intrinsic factors influencing consumer technology adoption.

Abstract

This study aims to examine the role of the Department of Communication and Informatics of Palembang City in developing a Smart City. According to a 2022 report from the Central Bureau of Statistics (BPS), approximately 50% of Palembang City residents have access to information regarding public services. This research uses a qualitative method with a descriptive approach. The author chose this approach to gain a deeper understanding of Smart City development in Palembang. The findings indicate that the roles of regulator, dynamizer, facilitator, innovator, and catalyst as outlined in the theory have been partially fulfilled. In addition, the Smart City indicators proposed by Mircea and Lucian namely technology, human resources, and institutional factors have started to be implemented. However, the development of a Smart City in Palembang still faces several challenges, such as limited infrastructure, low digital literacy, and a lack of synergy between government agencies and the community. With thorough planning, continuous innovation, and active participation from all stakeholders, Palembang has great potential to become one of the leading smart cities in Indonesia.In conclusion, the Palembang City Government, especially the Department of Communication and Informatics, needs to enhance its performance in the Smart City development effort by advancing technology and providing digital training to improve human resources. Furthermore, collaboration among local government agencies (OPD) is crucial to accelerating Smart City development in Palembang.

Abstract

This research explores how Perceived Organizational Support influences. Employee Engagement, considering Job Satisfaction as a mediating factor, in the context of employees working for Trans Padang a key provider of public transportation services in the city of Padang. The focus of this research study is to examine the relationships among perceived organizational support, job satisfaction, and employee engagement. Using a total sample technique, a quantitative research design was used, and 48 employees participated as respondents. data were gathered through the distribution of questionnaires, and the analysis was conducted using Partial Least Squares (PLS) approach within the Structural Equation Modeling (SEM) framework. The findings indicate that POS has a positive and significant influence on both Employee Engagement and Job Satisfaction. In addition, Job Satisfaction has a positive effect on Employee Engagement. Furthermore, Job Satisfaction was found to be a significant and positive mediating variable in the connection between POS and EE.

Abstract

The development of digital marketing through social media has encouraged many companies and businesses to utilize influencers as part of their brand communication strategy. This research aims to examine the effect of brand awareness on purchase intention with influencer endorsement and influencer credibility as mediating variables. The issue discussed is how brand awareness can shape consumer purchase intention directly or indirectly through influencer endorsement and influencer credibility. This study employs a quantitative research design utilizing a structured survey approach, with a sample of 200 participants selected through purposive sampling. The gathered data were analyzed using SmartPLS software. The results indicate that brand awareness significantly impacts in-fluencer credibility, influencer endorsement, and purchase intention. Additionally, both influencer endorsement and influencer credibility were shown to positively impact purchase intention. Other results indicate that the indirect influence of brand awareness on purchase intention through influencer credibility and influ-encer endorsement is significant, confirming that influencers have a strategic role in building consumer trust and purchase intention. This study concludes that enhancing brand awareness and engaging credible influencers through effective endorsement strategies are essential in fostering consumer purchase intention and guiding their purchasing decisions.

Abstract

Technological progress in the age of globalization has led to notable transformations in human behavior, especially in the adoption of online shopping practices  This research seeks to examine how influencers and product quality affect the impulsive purchasing behavior of TikTok Shop users in Padang City, with trust functioning as a mediating variable. This study is motivated by the growing utilization of social media platforms for digital marketing purposes, particularly TikTok, which combines entertainment with e-commerce features and encourages unplanned, impulsive consumer behavior especially in skincare product categories like Elformula. A quantitative method was employed in this study by distributing surveys to 160 TikTok users who met specific research criteria. The data were obtained through a questionnaire using a Likert scale and analyzed using the Partial Least Squares (PLS) approach via SmartPLS 4 software. The findings indicate that both influencers and product quality positively and significantly influence consumer trust, which in turn has a significant positive impact on impulsive buying behavior. Other important findings suggest that the indirect effect of trust on impulse buying, influencer on impulse buying through trust, and product quality on impulse buying through trust. The conclusion of this study confirmed that marketing strategies through credible influencers and the perception of good product quality played an important role in building consumer confidence, which then triggered spontaneous purchases on the TikTok Shop platform This study is anticipated to offer theoretical contributions to the advancement of consumer behavior research in the digital era, while also providing practical insights for e-commerce marketers and business practitioners in crafting effective marketing communication strategies.

Abstract

The competition in the automotive industry is getting fiercer, making car dealers keep trying to improve the performance of their salespeople so that they can achieve sales targets. This study aims to see the impact of three things, namely learning orientation, customer orientation behavior, and product knowledge on the performance of salespeople at car dealers in Padang City. This study was based on the differences between targets and sales results that were still far away in some showrooms, which showed internal factors affecting salespeople's effectiveness. This study used a quantitative approach by surveying 96 salespeople who had worked for at least five years. The data was collected through questionnaires with a Likert scale, then analyzed using multiple linear regression via SPSS software. Research results show that all three variables affect sales performance positively and significantly. These findings emphasize the importance of learning orientation, understanding of customer needs, and good product knowledge in improving sales performance. The hope of this research is to contribute theoretically to the development of sales management as well as to assist automotive dealers in improving the quality and strategy of their sales teams.
