Abstract

Mappalili is a hereditary tradition carried out by the Segeri community in Pangkep Regency, South Sulawesi. This tradition is led by the Bissu in guiding the community as a sign that the cultivation of agricultural land (rice fields) has begun. This tradition is closely related to the understanding of Bugis cosmology in carrying out harmony between humans, nature, and the gods as creators. Mappalili contains a source of knowledge that is transmitted back through various symbols, movements, and ornaments used during ceremonies, but has begun to be overlooked. Therefore, this journal explores how the problems of the Bissu Community as an indigenous community play a role in socio-cultural development, related to the sustainable environmental agenda. This study uses an ethnographic method by involving direct participation with the Bissu community, observing their daily lives, conducting interviews, and utilizing other sources such as social context, kinship ties to patron-client relationships. This study shows that the Bissu community plays a role as a guardian of stability, namely social stability and ecological balance. They maintain the existence of noble values, and a strong relationship between humans, nature, and the gods that have been inherited from their ancestors. In conclusion, they play a key role in resisting external changes by maintaining local traditions. The symbols and movements in the Mappalili ritual highlight the ecological values held dear by the Bissu, which are closely interwoven with their spiritual and social beliefs.

Abstract

The purpose of this study is to find out how the implementation of Digital Village is in Totobo Village, Pomala District, Kolaka Regency. In the research conducted by the author using a Qualitative Research Method with a Descriptive Approach and Qualitative Case Study Research Type. The location of the research is in Totobo Village, Pomalaa District, Kolaka Regency. Informants in this study include the Village Apparatus and the Totobo Village Community. In collecting data, the author conducted Observations, Interviews and Documentation, which were then analyzed by reducing data, presenting data, then drawing conclusions in data analysis were also carried out when collecting data. Digital village is a concept that integrates the use of Information and Communication Technology in various aspects. In a study conducted by the Author in Totobo Village, Pomalaa District, Kolaka Regency, it was found that the implementation of Digital Village in terms of Communication, Resources, Disposition, Bureaucratic Structure has been going well but not yet fully optimal. The community, which previously received information manually, has been facilitated by the use of Digital media, in this case social media as a medium for delivering Village Information. The obstacles found were related to the network, Servers that hinder application access, Village Webs that have not been realized as a resource for information facilities related to village profiles and information that are needed and can be accessed by the public, there has been no Socialization of Digital-based Public Services to the community as a means of helping the community understand and use digital technology effectively.

Abstract

This study aims to analyze the transformational leadership of the West Bandung Regent for the 2022–2023 period in the context of community economic recovery after the pandemic. Transformational leadership with four main dimensions, namely ideal influence, inspirational motivation, intellectual stimulation, and individual consideration is used as an analytical framework to see the extent to which leadership style can encourage economic recovery in a participatory, innovative, and inclusive manner. The research method used is qualitative with a descriptive-analytical approach. Data collection techniques are carried out through documentation and in-depth interviews with informants from government, academics, business actors, media, and the community. Data analysis techniques are carried out thematically and inductively to trace the meaning of leadership actions and their impact on program implementation. The results of the study show that the Regent's leadership reflects a transformational character. The ideal influence dimension is seen in the courage to directly lead the economic assistance program. Inspirational motivation is reflected in the vision of regional development that drives community participation. Intellectual stimulation is realized through digital-based entrepreneurship training. Individual consideration is seen in dialogue activities with business actors at the local level. This leadership is able to improve bureaucratic performance and community involvement in economic programs. However, equal access to assistance and minimal business assistance are still obstacles. The conclusion of this study is that transformational leadership plays an important role in rebuilding the regional economy and needs to be further developed by strengthening the evaluation system and distributing information evenly throughout the region.

Abstract

This study aims to describe and analyze the implementation of waste management policies at the Bintang Mangrove Waste Bank in Surabaya City, based on the Minister of Environment and Forestry Regulation No. 14 of 2021 and Surabaya Regional Regulation No. 1 of 2019. The research employed a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The theoretical framework is based on the Policy Implementation theory by Randall B. Ripley and Grace A. Franklin (1986:232). The findings indicate that policy implementation was carried out through two main aspects: waste reduction and waste handling. Reduction efforts included recycling and reusing waste, which had both economic and environmental impacts. Waste handling involved sorting, collecting, processing, and delivering waste. The Bintang Mangrove Waste Bank also played a significant role in educating the community through the "River School" program and encouraged behavioral changes in sustainable waste management. Although the implementation has been relatively successful, challenges remain such as limited human resources for waste sorting and low market demand for recycled products. The study concludes that the Bintang Mangrove Waste Bank has effectively realized the 3R principles and implemented a circular economy model that provides ecological, educational, and economic benefits to the community.

Abstract

This study aims to analyze the magnitude of the impact or influence caused by the Trading Market development activities, which can affect traffic performance in the surrounding area so as to minimize the impact on traffic disruption. This study uses initial calculations carried out to find the peak hour (pcu/hour), namely by changing the traffic volume data that is still in units of vehicles/hour, then multiplied by the passenger car equivalent factor (pcu). The value of the passenger car equivalent factor (pcu) refers to the Indonesian Road Capacity Guidelines (PKJI) 20223. The results show the degree of saturation of the new market road segment 2 at the highest peak hour of the existing condition is 0.55, during the construction period of 2024 is 0.60. During the operational period of 2025 is 0.57 and the prediction of 5 (five) years in 2030 is 0.67. The degree of saturation of the new market road segment 1 at the highest peak hour of the existing condition is 0.08, during the construction period of 2024 is 0.09. During the operational period of 2025 is 0.09 and the prediction of 5 (five) years in 2030 is 0.11. The degree of saturation of the Rajamin Purba road segment 1 at the highest peak hour of the existing condition is 0.86, during the construction period of 2024 is 0.88, During the operational period of 2025 is 0.89 and the prediction of 5 (five) years in 2030 is 1.05. The degree of saturation of Rajamin Purba road segment 2 during the highest peak hour in existing conditions is 0.86, during the construction period in 2024 it is 0.91, during the operational period in 2025 it is 0.88 and the 5 (five) year prediction in 2030 is 0.99.

Abstract

This study examines the public relations management strategy employed by the Nusantara Capital City Authority (OIKN) to counter land disinformation in Indonesia's multi-stakeholder capital relocation project. Using a qualitative descriptive-exploratory approach, the research involved purposive sampling of expert informants, key informants from OIKN and affected communities, and additional informants including journalists. Data collection employed in-depth interviews, participant observation, and document analysis, with findings analyzed using Miles and Huberman's three-stage approach and validated through triangulation methods. The study reveals that OIKN's public relations strategy demonstrates limited effectiveness, remaining predominantly reactive rather than preventive in addressing land disinformation. Key findings indicate significant communication gaps, including the absence of direct mandates for PR involvement in land regulation socialization, inadequate two-way communication channels, and geographic disparities in information distribution. The research identifies five primary obstacles hindering PR effectiveness: regulatory complexity, lack of direct PR mandates, one-way communication patterns, limited digital literacy and access, and institutional distrust due to insufficient transparency. Stakeholder perspectives from academics, affected residents, and media practitioners consistently emphasize the need for more proactive, inclusive, and transparent communication strategies. The study concludes that OIKN's current PR approach requires fundamental restructuring toward participatory dialogue facilitation, community-based communication, and strategic media partnerships to effectively manage disinformation and build public trust in large-scale development projects.

Abstract

The purpose of this study is to ascertain how work discipline affects employee performance at the East Luwu Regency's Towuti District Office.  This study's foundation is founded on preliminary findings that point to issues with employee discipline, including tardiness, unexcused absences, and unacceptable behavior during working hours.  This study, which included 39 employees overall, took a quantitative approach using the census method.  Techniques for gathering data included recordkeeping, questionnaires, interviews, and observation.  According to descriptive results, the work discipline aspect's highest average value is found in the indication of adherence to agency regulations and time restrictions.  Regression analysis results, however, show that work discipline has a marginally favorable impact on employee performance.  Despite the importance of work discipline, this data suggests that its impact is not statistically significant enough, perhaps as a result of the presence of other elements like leadership, motivation, and the performance evaluation system.  Although this insignificance is consistent with a number of other studies, it runs counter to other results that indicate a considerable influence.  Other contributing factors include inadequate supervision, lax enforcement of rules, and a less-than-ideal workplace culture.  Therefore, in order to improve overall employee performance, work discipline must be improved through increased monitoring and ongoing coaching.

Abstract

This study aims to analyse the Makassar City Government's communication strategy through the makassarkota.go.id website and the Pakinta' (Pajak Terintegrasi & Terdigitalisasi) service. Makassarkota.go.id serves as the leading portal integrating information, policies, and access to 12 public services (including Pakinta'). Pakinta' facilitates online regional tax payments, increasing efficiency, transparency, and taxpayer compliance. The implementation of the Chris Fill (Put, Push, Pull) communication strategy has successfully captured public attention, strengthened internal coordination, and built long-term relationships between the government and the community. The collaboration between the Communications and Information Technology Office (Diskominfo) and the Regional Revenue Agency (Bapenda) has resulted in consistent information, ease of access, and improved quality of digital public services that are faster, more transparent, and more responsive.

Abstract

At the Regional General Hospital, Drs. Jacobus Luna, M.Si, and Bengkayang examine patient loyalty, family satisfaction, and service quality. In order to increase patient family happiness, hospitals must now offer complete services and uphold patient trust by enhancing service quality. With a sample of 100 respondents who are patients at the Regional General Hospital under the care of Drs. Jacobus Luna and M. Si, Bengkayang, this study takes a quantitative method. Descriptive-verificative analysis along with path analysis was used to analyze the data. Although some issues were found that need to be addressed and improved, respondents rated service quality, patient family satisfaction, and loyalty as good to very good, according to the results of the descriptive analysis. The indirect effect's coefficient was higher than the direct effect's (85.1% > 80.4%), and the path coefficients between the variables were positive, according to the findings of the verifying study utilizing path analysis. This suggests that the relationship between service quality and loyalty can be mediated by the intervening variable of patient family satisfaction. Given that the t-value is higher than the t-critical (26.60 > 1.95), the statistical hypothesis test (t-test) demonstrated that the service quality variable has a positive and substantial impact on patient family satisfaction. Loyalty is positively and significantly impacted by the patient family satisfaction variable (t = 21.39 > 1.95). Additionally, loyalty is positively and significantly impacted by service quality (t = 20.05 > 1.95). Because the t-value is higher than the t-critical (3.81 > 1.95), service quality indirectly influences loyalty through patient family satisfaction.

Abstract

This study aims to analyze the impact of budget efficiency policies on village governance and formulate a sustainable management model amidst fiscal constraints. A qualitative approach with a single case study design was used in Rumpa Village, Mapilli District, Polewali Mandar Regency. Data were collected through in-depth interviews with ten key informants, participant observation, and focus group discussions, then analyzed using thematic analysis and source triangulation techniques. The results show that budget efficiency policies require organizational transformation through the reduction of non-structural staff, cross-functional task allocation, and reprioritization of village programs to basic services and mandatory infrastructure. However, this policy also triggers adaptive and innovative management practices such as micro-data-based planning for neighborhood units (RT/RW), digitization of basic administration for service efficiency, the establishment of village alms as a local financing innovation, and the optimization of mutual cooperation (gotong royong) that can reduce development costs by up to 50%. Based on the findings, this study formulates a Sustainable Village Governance Model (EAP Model) that includes five main components: data-driven efficiency, institutional adaptation, multi-stakeholder participation, local financing innovation, and open accountability. This model integrates New Public Management theory and Putnam's social capital to support adaptive, innovative, participatory, and sustainable village governance. This study concludes that fiscal constraints are not an obstacle to village development if mitigated through innovative organizational transformation and optimal community participation, thus supporting the vision of an inclusive and independent Golden Indonesia 2045.
