Abstract

Digital-based public services are the implementation of e-government implemented in various regions of Indonesia, including the Bedas Digital Service (BDS) Application at the Population and Civil Registration Office of Bandung Regency for public services. It aims to improve services to the community in population registration and the making of birth certificates. The research method uses qualitative methods with observation, interviews, and literature study instruments, while the data analysis stages are through data repetition, display, and conclusion drawn. The results of the study show that the implementation of the Bedas Digital Service application in digital-based public services has brought real benefits to the community in the population sector, although there are still system and internet network constraints for the community.

Abstract

This research commences by pinpointing challenges concerning the efficiency of public services at the community level. It proceeds with gathering data via interviews, observations, and reviewing documents, which is then analysed through the interactive framework developed by Miles and Huberman. This study aims to assess the efficacy of the Kios e-PAKLADI initiative in enhancing both the efficiency and accessibility of administrative services related to the populace in Plintahan Village, located in Pandaan District of Pasuruan Regency. The theoretical basis for this research utilises the notion of public service effectiveness, employing indicators such as accuracy of targets, efficiency of execution, punctuality, and accomplishment of goals. The results show that the initiative has met its objectives, as active citizens are now able to manage administrative paperwork without having to go to the sub-district office. Nonetheless, challenges to technical efficiency persist due to connectivity issues and incomplete document submissions. Additionally, the dissemination of information is not fully effective since village officials primarily receive it rather than the broader community. Achievement of goals can be seen in the rise in service offerings, especially concerning the distribution of Family Cards and ID Cards, while oversight is effectively conducted through digital communication between village officials and the Department of Population and Civil Registration. In summary, Kios e-PAKLADI has a favourable impact on enhancing the efficiency of public services; however, it requires better outreach efforts, improved human resources, and enhanced network infrastructure for the sustainable implementation of digital services.

Abstract

The harmonisation of intellectual property (IP) systems in ASEAN remains a central challenge for deepening regional economic integration, particularly as the ASEAN IPR Action Plan 2016–2025 comes to a close and a new roadmap is being formulated. This paper examines the structural obstacles and pragmatic opportunities that shape IP harmonisation in the post-2025 transition period. Using a qualitative approach that draws on document analysis, primary ASEAN legal instruments, national IP office reports, and WIPO databases, the study applies a causal tracing process (CPT) to identify the causal sequences influencing regional IP cooperation. The findings show that two internal factors, the ASEAN Way and persistent development gaps among member states, continue to hinder legally binding harmonisation. However, external pressures from international regimes, including the RCEP IP Chapter, global WIPO treaties, and technical cooperation from the EU, Japan, and WIPO, have emerged as the most significant drivers of de facto harmonisation. These external mechanisms provide higher, enforceable standards and support institutional capacity-building, enabling convergence despite the limitations of ASEAN’s consensus-based framework. This paper concludes that ASEAN is moving toward a pragmatic model of IP harmonisation centred on system connectivity, capacity strengthening, and alignment with global rules rather than the creation of a unified regional IP system.
