Abstract

Sidoarjo Regency is making an effort to improve the quality of public services. In the current digital era, the application of information and communication technology in government administration has become an urgent need to create efficient, effective, and transparent governance. This study uses a qualitative method with a descriptive approach to examine the implementation of the My Retribution application developed by the Regional Tax and Retribution Management Agency (BPPD) of Sidoarjo Regency. Data were collected through in-depth interviews with key informants from the BPPD and the Task Force Team, field observations, and documentation studies of related policies. The results show that the My Retribution application has successfully increased the efficiency of regional retribution services by reducing administrative processes, reducing complicated bureaucracy, and increasing transparency in retribution management. This application allows the public to access retribution services online, reducing waiting times and minimising unnecessary direct contact. However, several obstacles remain in its implementation, such as limited access to technology in some communities and the need to increase socialisation of the application's use. This study concludes that the implementation of the My Retribution application is a strategic step in realising good governance through e-government, but ongoing efforts are needed to optimise its use to achieve higher quality public services that are responsive to community needs.

Abstract

The development of information technology has encouraged the Indonesian government to implement e-government, including at the village level through the Village Information System (SID). This study aims to assess the effectiveness of the implementation of a website-based SID in Limbung Village, Sungai Raya District, Kubu Raya Regency. Using a descriptive qualitative approach, data was obtained through observation, interviews with village officials and the community, and documentation of the village's official website. The analysis focused on three indicators of effectiveness: timeliness, accuracy of targets, and cost accuracy. The results show that the effectiveness of the Limbung Village SID is still low. In terms of timeliness, content updates are very rare, causing information to lose its relevance. In terms of accuracy, many strategic features such as the Village Budget (APBDes), village reports, and regulations are not yet optimal, so that the public's need for information is not being met. In terms of cost-effectiveness, the benefits felt by the community are not yet commensurate with the costs. The main obstacles include limited human resources, weak ICT infrastructure, minimal socialisation, and low digital literacy among residents. Nevertheless, the SID still provides opportunities to strengthen transparency, participation, and village governance. This study recommends improving the capacity of the apparatus, consistency in content updates, and budget planning based on the actual needs of the community so that SID can function effectively as an e-government instrument at the village level.

Abstract

City branding in Indonesia is largely dominated by a top-down and symbolic approach, which often fails to reflect the authentic character and identity of local communities. This condition creates a gap between promotional messages and the lived social reality at the grassroots level. This study employs a qualitative approach with a case study design to analyse the role of community narratives in shaping the public image through walking tour activities. The research involved ten tourists and key members of the local tourism awareness group (Pokdarwis) who directly participated in cultural interpretation. Data were collected through in-depth interviews, participatory observations, and documentation, and were analysed using thematic-narrative content analysis combined with three-dimensional image analysis (cognitive, affective, and conative). The findings reveal that community narratives combining official history and local stories effectively construct a holistic and emotional perception of the city’s image. Tourists gained new knowledge, developed emotional connections with residents, and expressed intentions to revisit and share their experiences. In conclusion, sustainable public image formation depends not merely on formal promotional strategies but on authentic narratives emerging from the community. This study implies the importance of community engagement in urban communication strategies and highlights storytelling-based interpretation as a foundation for sustainable city branding.

Abstract

#IndonesiaGelap on Platform X, which emerged on February 17, 2025, with over 81,900 posts, is interpreted as a representation of civil society resistance and digital activism in contemporary Indonesia. This qualitative study uses literature review methods to explore how social media has become a primary public space for voicing aspirations and criticism of government policies, particularly approval of the revision of the Indonesian National Armed Forces Law and other issues, such as education budget cuts. The word "Gelap" symbolises the closure of public access and concerns over the decline of democracy and civil supremacy, reflecting the collective memory of the New Order era. This hashtag serves as an instrument for mobilising public opinion, strengthening solidarity, and providing symbolic accountability to the state. While this movement expands democratic space and reduces barriers to participation, the findings also highlight limitations, including the risk of slacktivism (clicktivism) and repression through regulations such as the ITE Law, demonstrating the paradox of digital democracy where online participation must translate into sustained, organised action offline to achieve structural change.

Abstract

This study aims to analyse the effectiveness of the Electronic Human Development Worker (e-HDW) system in data collection and stunting prevention in Kupang Village, Jabon District, Sidoarjo Regency. The background of this research lies in the high rate of stunting in the area, requiring digital innovation for child nutrition monitoring and reporting. The study uses a qualitative approach with data collected through observation, interviews, and documentation involving village health cadres and public health centre staff. The analysis is based on Richard M. Steers’ organisational effectiveness theory, which includes three main indicators: goal attainment, integration, and adaptation. The results show that in terms of goal attainment, e-HDW improves data accuracy and accelerates early detection of stunting cases. In terms of integration, the system enhances inter-sectoral coordination among cadres, health centres, and local governments with adequate support and facilities. Regarding adaptation, cadres successfully adjust to digital systems through regular training and supervision. Based on these findings, it can be concluded that the implementation of e-HDW is effective in improving data management, strengthening collaboration, and accelerating stunting reduction efforts in Kupang Village.

Abstract

This study aims to examine the responses of Starbucks Indonesia consumers to the boycott issue involving brands affiliated with Israel. The boycott emerged as a form of solidarity with the humanitarian conflict in Palestine and sparked public debate regarding ethical consumption and loyalty to global brands. This research uses a descriptive qualitative approach, involving eight informants who are active Starbucks consumers in Indonesia. Data were collected through in-depth interviews, observation, and document studies, and analysed using thematic methods. The findings show that consumer responses fall into three main categories: (1) consumers who remain loyal due to considerations of product quality and lifestyle; (2) consumers who take a neutral stance by occasionally purchasing while also supporting local products; and (3) consumers who refuse to buy as a form of social and religious concern. These findings indicate that consumer decisions regarding boycott issues are influenced by individual perceptions, social values, and emotional attachment to the brand. This study is expected to contribute to consumer behaviour research, particularly in the context of socio-political issues that affect preferences toward global brands.

Abstract

This study aims to examine the phenomenon of the glass ceiling that limits women’s advancement to positions of Primary Leadership in the Kendari City Government. Using a qualitative approach with a case study design, data were collected through in-depth interviews with six civil servants (four women and two men), as well as an analysis of local government policy documents. The findings reveal that although the formal selection process for leadership positions appears gender-neutral, women continue to face barriers stemming from personal, organisational, and socio-cultural factors. The glass ceiling phenomenon in Kendari City is primarily driven by implicit obstacles operating through the interaction between bureaucratic structures and social culture. The study recommends strengthening affirmative policies, implementing mentoring programs, and promoting a more gender-inclusive work culture within the public sector.

Abstract

Implementation of Green Governance in the Development of the Osing Kemiren Traditional Tourism Village. This study aims to explain the implementation of Green Governance policies in the development of the Osing Kemiren Traditional Tourism Village, analysed using George Edward III's policy implementation theory. This study employed descriptive qualitative methods, and data collection techniques included interviews and documentation. The results indicate that the implementation of green governance in the Kemiren tourism village has been running well, as evidenced by the fulfilment of several indicators, namely communication, resources, and bureaucratic structure. However, problems remain in the disposition indicator, namely, the attitude and commitment of the Kemiren tourism village managers to managing the tourism village. This should be supported by intersectoral collaboration, including the involvement of the private sector. However, in practice, the local government has not yet implemented this intersectoral collaboration, including in waste management in the tourism village.

Abstract

This study aims to evaluate the implementation of the Non-Cash Food Assistance Program (BPNT) in Magersari District, Mojokerto City, using the Bridgman and Davis evaluation model, which covers input, process, outputs, and outcomes. The research method used is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that from the input aspect, the allocated budget is not fully sufficient for household needs, and the availability of human resources in the distribution process is still limited. From the process aspect, the implementation mechanism is systematic, but the distribution does not run every month. From the output aspect, the amount of assistance received is in accordance with provisions, and from the outcome aspect, there are positive impacts in the form of reduced household expenses and profits for e-warongs, as well as negative impacts in the form of limited commodity quantities. Thus, the BPNT program has been running quite effectively, but still requires improvements in terms of increasing the budget, adding human resources, and strengthening coordination between stakeholders.

Abstract

This study aims to analyse the communication strategies of PT XYZ's Media Relations Division in dealing with public issues that could potentially affect the company's reputation. As an upstream oil and gas company operating in an area prone to environmental, social, and safety issues, PT XYZ faces complex communication challenges in the digital age. This study uses a descriptive qualitative approach with case studies to describe in depth the process of planning, implementing, and evaluating the communication strategies applied. The results show that PT XYZ's communication strategy refers to the Situational Crisis Communication Theory (SCCT) framework, which includes three main approaches: diminish strategy, rebuild strategy, and bolstering strategy. The diminish strategy is used for incidental issues with an emphasis on fact-based clarification; rebuild is applied to situations that have a social impact through corrective actions and empathetic communication; while bolstering is carried out through strengthening relationships with the media and implementing corporate social responsibility (CSR) programs. The application of these three strategies has proven effective in maintaining positive public sentiment, increasing trust, and strengthening the company's reputation. This study emphasises the importance of internal coordination, information transparency, and empathy-based communication as the keys to successful public issue management in the energy sector.
