Abstract

Seaports play a strategic role as logistics hubs and drivers of national economic growth. However, port governance in Indonesia continues to face structural challenges, particularly regarding the distribution of authority between Port Authorities (OP) and Port Business Entities (BUP). Regulatory reform through Law No. 6 of 2023 on Job Creation amended key provisions of Law No. 17 of 2008 on Shipping by explicitly separating the functions of regulator and operator. This study aims to analyse the legal implications of such authority distribution on the efficiency of seaport services in Indonesia. A normative-juridical approach is employed by examining Article 110A and related provisions in the Job Creation Law. The findings indicate that while the legal reform intends to enhance efficiency and attract investment, its implementation is hindered by regulatory disharmony, overlapping authority, and weak institutional coordination. Therefore, regulatory harmonisation and institutional governance strengthening are essential to achieving sustainable port service effectiveness.

Abstract

This study aims to describe and analyse the role of the village government in improving community welfare in Andinete Village, Kolono District, South Konawe Regency. A qualitative approach was employed using a descriptive method through in-depth interviews, direct observation, and document analysis. The findings indicate that the village government plays a crucial role in planning and implementing development programs, empowering the local economy, and providing basic social services. Programs such as direct cash assistance, skills training, and basic infrastructure development have had a positive impact on improving the community’s standard of living. However, challenges remain, including budget constraints, low community participation, and a lack of coordination between institutions. The study concludes that the active and collaborative role of the village government is vital for the success of sustainable efforts to enhance community welfare.

Abstract

This study aims to analyse the form of community empowerment through the utilisation of Former Village Treasury Land (FVTL) in Tambak Wedi Village, Surabaya, focusing on the processes of participation, institutional challenges, and the impact on residents’ capabilities and welfare. A descriptive qualitative approach was employed, utilising in-depth interviews, participatory observation, and documentation as data collection techniques. Informants included residents, village officials, community leaders, and academic partners. The findings reveal that the utilisation of FVTL has created initial opportunities for community empowerment; however, its implementation continues to face significant structural barriers. Community participation remains largely tokenistic and has not yet reached a substantive level of decision-making. Moreover, the absence of a formal management institution has led to uncoordinated land use. Residents’ motivation fluctuates due to a lack of social incentives and the unequal distribution of benefits. Although individual skills have improved, these capabilities have not yet evolved into collective capacity. Coordination among stakeholders remains informal and lacks integration within a sustainable collaborative framework. This study underscores the importance of active community engagement throughout all stages of the program, the establishment of legally recognised local institutions, the provision of social incentives, and the formation of cross-sectoral collaborative forums to enhance program sustainability. The findings support the relevance of participation theory, the Asset-Based Community Development (ABCD) approach, and capability theory in the practice of local asset-based community empowerment.

Abstract

This study aims to describe the form of community empowerment through the Workshop Intensive House Program (WIHP) in the Pistop area, Lidah Kulon, Surabaya. This program is an initiative of the Surabaya City Government to overcome the problem of unemployment and improve the work skills of residents through automotive technical training. This research results in a descriptive qualitative approach with data collection techniques in the form of observation, in-depth interviews, and documentation. The results of the study show that the WIHP Bengkel program has had a positive impact on improving individual technical skills, forming community working groups, and increasing residents' income independently. However, the implementation of the program still faces various challenges, such as limited tools, the absence of institutional legality, and suboptimal coordination between stakeholders. These findings are reinforced by research (Hairunisya et al., 2023), which shows that integrated technical training is able to increase the economic capacity of communities if supported by strong institutions and collaborative strategies across sectors. Therefore, a more inclusive participatory approach, as well as sustained institutional support, is needed to ensure the effectiveness of community-based empowerment programs.

Abstract

The practice of PR requires integrity, professionalism, and compliance with applicable ethical standards, one of which is the code of ethics from the International Public Relations Association (IPRA). The researcher's interest in the IPRA code of ethics arises because this ethical guide is international and has become an important benchmark in assessing the quality of PR practices in various parts of the world, including in its representation in the media. This research aims to analyse the representation of violations of the PR code of ethics in the film My Stupid Boss Season 1 using Charles Sanders Peirce's semiotic approach. The results showed violations of the IPRA code of ethics in the film MyStupid Boss Season 1 include the principles of obedience, integrity, dialogue, openness, poaching and work, thus creating an authoritarian workplace, including company leaders and owners often harassing employees, arriving late and ignoring employees. The movie depicts a business reality that ignores public relations ethics, which can adversely affect internal relations and company reputation. The importance of IPRA's code of ethics in fostering moral and competent organisational communication is supported by this research.

Abstract

The statements made by Bahlil and Sri Mulyani regarding 3 kg of LPG gas have sparked public controversy. These statements were disseminated through Kompas.com's YouTube channel and Sri Mulyani's Instagram account, @Smindrawati. This research aims to analyse the statements of Bahlil and Sri Mulyani on 3 kg LPG gas through the dimensions of text, discourse practice, and socio-culture. A qualitative method with Norman Fairclough's Critical Discourse Analysis model was used. The research findings on the textual dimension show linguistic aspects of diction, modality, cohesion, and coherence that represent identity and power relations. The discourse practice reveals the production of texts by Bahlil and Sri Mulyani, which were disseminated via Kompas.com's YouTube channel and Sri Mulyani's Instagram account, @Smindrawati. These texts were consumed predominantly by the lower-class community. The socio-cultural dimension outside the text indicates the influence of social egalitarianism in the formation of the discourse, which represents an effort to maintain the current government's power.

Abstract

This research explores the implementation of the E-Buddy application as a digital administration system in Keper Village, Sidoarjo. The study aims to examine data infrastructure, legal foundation, institutional coordination, human resources, technology support, and leadership strategies in optimising digital correspondence. Data collection was conducted through interviews with village officials and supported by official documents. The findings reveal that E-Buddy significantly improves the efficiency and transparency of administrative services, although challenges remain in internet stability and technical system errors. The study highlights that proper training, backup archiving, and clear coordination mechanisms contribute to the system’s sustainability. The research concludes that E-Buddy plays an essential role in advancing village governance towards digital transformation.

Abstract

This study aims to analyse the implementation of PKH for elderly and severely disabled beneficiaries in Kemlagi District, Mojokerto Regency, which has one of the highest numbers of recipients in the region. A qualitative descriptive method was applied, focusing on three elements of implementation based on David C. Korten’s theory: the program, the implementing organisation, and beneficiaries. Data were collected through interviews with the Mojokerto Social Affairs Office, PKH facilitators, and beneficiary households (KPM), complemented by documentation and field observations. The findings reveal that PKH has generally succeeded in improving living standards, encouraging self-reliance, and reducing poverty, although the amount of assistance remains insufficient to fully cover household needs. The implementing organisations are considered effective due to multi-level coordination from national to village levels, although the limited number of facilitators poses challenges. Beneficiary targeting and data collection largely follow regulations, yet issues of mistargeting remain due to weak initial validation. In conclusion, PKH plays a significant role in providing social protection for the elderly and severely disabled groups, but improvements in data accuracy, validation, and facilitation are needed to optimise program outcomes.

Abstract

The purpose of this study is to be able to identify, describe, and analyse the application of agile governance in PMI services, especially in placement and protection services for Indonesian Migrant Workers. The research method uses descriptive qualitative methods through interviews, documentation, and observation. Data sources use primary data and secondary data. The results of the study show that UPT P2TK has transformed from conventional services to revolutionary services.

Abstract

This study examines changes in commitment to thematic bureaucratic reform in poverty alleviation in Madiun City in 2023-2024. Thematic bureaucratic reform is a policy innovation that emphasises the resolution of concrete problems in society, particularly poverty, through the internal transformation of government bureaucracy. This study uses a descriptive qualitative method with a cultural reform approach focused on changes in the commitment and work ethic of the apparatus. Data were collected through in-depth interviews with key informants from various regional agencies and analysis of policy documents. The results of the study show that the Madiun City Government has demonstrated its commitment through the establishment of supporting regulations, namely the Mayor's Decree on the Bureaucratic Reform Team and the Poverty Reduction Coordination Team (TKPK). Changes in commitment can be seen from efforts to improve business processes, improve data, and reformulate programs/activities to be more targeted. However, its implementation still faces obstacles in the form of data inconsistencies between institutions and suboptimal shared responsibility across all regional institutions. This study contributes to the understanding of the implementation of thematic bureaucratic reform at the local level and provides recommendations for strengthening the commitment of officials to poverty alleviation.
