<![CDATA[This study aims to determine and analyze the implementation of librarian competencies at the Southeast Sulawesi Provincial Library and Archives Service. The approach in this study is a qualitative descriptive approach with 7 informants selected using purposive sampling technique. The data in this study were obtained through interviews, observation and documentation studies, the data obtained were then analyzed qualitatively with an interactive model consisting of data reduction, data presentation and conclusion drawing. The results of this study indicate that the implementation of librarian competence is a review of the work abilities possessed by employees at the Southeast Sulawesi Provincial Library and Archives Service in carrying out their duties, roles and responsibilities. not yet fully good, where there are still many elements of competence that are not fully owned by librarians, whether in the form of competence in management, development, organization, information services, information technology, research as well as communication and interpersonal skills. Therefore, there is a need for more improvement in the competence of librarians.]]>

<![CDATA[This study aims to determine the marriage administration services at the Religious Affairs Office (KUA) Wolio District Bau-Bau City and to determine the factors of marriage administration services at the Religious Affairs Office (KUA) Wolio District Bau-Bau City. It uses observation, interviews, and documentation as a qualitative descriptive research method. The results of this study indicate that the marriage administration services carried out by the Office of Religious Affairs (KUA) of Wolio District are carried out by paying attention to simple, transparent, complete and affordable aspects. everything is done to make it easier for the community to manage the existing marriage administration and in terms of being transparent, information about the arrangement is given, including using social media and in complete terms where the people who come to take care must pay attention to all the completeness of the files in managing and affordable and affordable. In terms of costs, where everything has been regulated in the existing rules, people who take care of marriage administration are charged six hundred thousand for those who get married outside the office and for those who get married at the Wolio District Religious Affairs Office (KUA) with a note that it is done within working time.]]>

<![CDATA[The purpose of this study is to analyze the determinants of the carrying capacity of information systems in procurement services for goods and services. The approach used in this study is a qualitative approach. The technique used in determining informants in this study is a purposive technique, namely the technique of assigning informants with certain criteria that are in accordance with the research objectives. The informants of this study were determined to be as many as 5 (five) people taken from participants and customers. The data analysis used in this study is an interactive model qualitative data analysis. <![CDATA[This research was conducted in Bangunrejo Village, Patebon District, Kendal Regency. This study aims to determine how the implementation of Village Owned Enterprises (BUMDes) policies in Bangunrejo Village, Kendal Regency. in the process of a good waste management unit and have carried out the correct procedures so that in the future they can turn the waste management unit into waste processing to improve the economy of the people of Bangunrejo Village. Therefore, research related to policy implementation at BUMDes Bangun Karya was carried out. This study uses Mariiee S. Grindle's theory of policy implementation, namely implementation which is influenced by two variables, namely the policy content variable (content) and the policy environment (context). The data collection techniques are observation and interviews which are then processed and analyzed qualitatively. In collecting interview data, it was carried out in Bangunrejo Village, Kendal Regency. The results of this study are: (1) the driving and inhibiting factors for the implementation of the BUMDes policy of the waste management unit are still constrained by the limited tools needed for good waste management in order to improve the community's economy (2) The role of the community is very important in the success of the BUMDes waste management unit so that can improve the economy of the community and village]]>

<![CDATA[The purpose of this study was to determine the synergy between actors in the prevention and handling of Covid-19 in Surabaya. The super-fast transmission of the Covid-19 virus requires the Surabaya city government to take precautions in handling it. Prevention and handling is done by forming a task force according to the president's instructions. But unfortunately, the task force left the private sector, whereas in realizing good governance, three pillars are needed (government, private, and community) as key actors. This research method uses descriptive qualitative. Data collection techniques with in-depth interviews and literature study. The results of the study show that synergy and collaboration are carried out very well. This can be seen from the absence of institutional sectoral egos. Task force communication is carried out vertically and horizontally. Coordination with the community is also carried out regularly through the Kampung Tangguh "Jogo Suroboyo". This communication and coordination is proven by the effectiveness of the swap testing, tracing, and vaccination programs. Even though it is going very well, it still needs to be improved, especially in the involvement of the private sector (economic actors) in preventing Covid-19.]]>

<![CDATA[If the relationship between the two Executive and Legislative States Institutions is not managed properly, it will create a disharmonious relationship. The executive and legislative bodies are mandated by law to draft regulations, including Regional Regulations (Perda) related to the Regional Revenue and Expenditure Budget (APBD). Mojokerto Regency, one of the regions in the 2020 fiscal year, went through quite heated APBD discussions due to the absence of common ground between the DPRD and the Regional Government. As a result, efforts to accelerate APBD documents, which are expected to be completed before the end of November, are slow. The APBD document was finally carried out at the end of the month, November 30th. The research method used is descriptive qualitative research. The data collected is obtained through observation, literature study, archives/documents, or written literature related to the research title. The study results found that the pattern of relationships formed between the DPRD and the Mojokerto Regency Government in the preparation of the 2021 APBD tends to be Legislative Heavy, where the dominance of the DPRD is prominent. This can be due to the executive’s low political support because a temporary official leads Mojokerto Regency during the 2021 APBD preparation process. (Pjs) so that he does not have a representative power in the DPRD.]]>

<![CDATA[The KOTAKU program was adopted by the Surabaya City Government through the arrangement of fishing villages. In structuring this village, the Surabaya City Government cooperates with the private sector and community participation to build a village that was originally a slum into a village that has art, characteristics and tourism selling values. This village is called Kampung Pelangi. This study uses a qualitative approach and data analysis techniques according to Miles Huberman and Sandana by reducing, presenting data and drawing conclusions. This study uses the theory of Collaborative Governance Anshell and Gash, initial conditions, institutional design, facilitative leadership, and collaborative processes. The results of this study indicate that the collaboration process between stakeholders is effective. The result of this collaborative governance is the creation of Kampung Pelangi as a new tourist destination in the city of Surabaya.]]>

<![CDATA[Labor problems are one of the problems in Pelalawan Regency that have not been well resolved to date, such as the placement of local workers which has not been carried out optimally by various companies. The purpose of this study was to determine the communication policy on the placement and utilization of local workers implemented by the company to minimize or reduce the unemployment rate in Pelalawan Regency. This type of research is descriptive qualitative and the data needed are primary data and secondary data derived from observations, interviews and documentation which were analyzed by researchers so as to obtain accurate and clear data regarding the communication of policies on placement and utilization of local workers in Pelalawan Regency. The results of this study conclude that communication between the policy implementors of the placement and utilization of local workers in Pelalawan Regency is not in accordance with the communication indicators according to Edwards. The transmission of policies on the placement and utilization of local workers by the Pelalawan Regency Manpower Office to companies is still ineffective, so that companies are inconsistent in absorbing local workers and companies do not provide information on job vacancies to the Pelalawan Regency Manpower Office]]>

<![CDATA[Fiscal health is an abstract fiscal condition which cannot be directly observed and measured accurately. Local governments in Indonesia have the authority as a result of regional autonomy to regulate and manage budgets. However, not all regions are able to utilize this authority properly. The purpose of this article is to see how healthy budgeting practices are in one of the regions in Indonesia, in this case, Mojokerto Regency. The method used is qualitative with content analysis in the 2018 Mojokero Regency Revenue and Expenditure Budget. The results of this study are that the Mojokerto Regency government faces problems related to budget deficit estimation. Other problems also include regional dependence on the central government. The limitation of this research is that the analysis is carried out with the 2018 budget documents, so further analysis is needed with the latest documents.]]>

<![CDATA[Education is very important and cannot be separated from life. Humans and education are two things that cannot be separated, because education is the key to the future of quality humans who are equipped with reason and mind. Independence in a person can be seen from several characteristics, including someone who is able to take decisions and take the initiative to overcome the problems at hand. The purpose of this study was to determine how self-efficacy, self-concept, and student motivation in influencing learning independence after participating in the Thematic Real Work Lecture (KKN-Tematik) Merdeka Learning Independent Campus (MBKM) program. This study uses a quantitative approach. Researchers used a 5-point linkert scale in measuring the results of the answers to the research questionnaire. Test data analysis using linear regression analysis. Based on the results of research that has been carried out by researchers, there are several conclusions. First, the results of this study have shown that there is a positive and significant influence between the variables of Self-Efficacy on Learning Independence. Second, the Self-Concept variable has a positive and significant effect on the Independent Learning variable.
