Abstract

The purpose of this study is to evaluate the implementation of regional asset management in the North Lampung Regency,  identify the strengths and weaknesses of regional asset management in the North Lampung Regency Government, and develop strategies for optimising regional asset management in North Lampung. This research is a qualitative study with a descriptive approach. Based on the results of the analysis conducted on the management of Regional Assets (BMD) in North Lampung Regency, overall BMD management is in the "fairly Good" criteria with a rating of 78.45% of the criteria scale or 3.92 (Likert scale 5). However, BMD management in North Lampung Regency still requires improvement, especially in several aspects that are still in the "Less Good" criteria, such as the inventory process and utilisation of BMD.

Abstract

The research focuses on the collaboration of actors in the development of the Semare Sea Café tourist area in Semare village, employing qualitative methods that examine conditions (history), institutions, leadership, and cooperation processes. This research produces an explanation of the history of the establishment of the Semare Sea Café based on conditions of social conflict and poverty in Semare Village. The initiation of the establishment of the Semare Sea Café still has an impact on pseudo-participation, due to a lack of community involvement and low human resources, which has not accommodated the locality's co-management pattern. The success in the construction of the Semare Sea Café cannot be separated from the role of charismatic local leadership, so that there is a process of the rolling of elites, which has obstacles in sustainability,y as the period of charismatic and transformational leadership becomes an obstacle in sustainability. In order to maximise the collaboration process in the development of the Semare Sea Café (CLS), a review of the sustainability plan is required, optimisation of the government's role in local tourism innovation and synergy with the Private Sector in tourism development in Pasuruan Regency.

Abstract

This study aims to analyse the effectiveness of the Sri Rejeki Integrated Health Post (Posyandu) Program in reducing stunting in Kendalpecabean Village, Candi District, Sidoarjo Regency, using descriptive qualitative methods. Data collection techniques were conducted through observation, interviews, and documentation with purposive sampling, while analysis used the Miles and Huberman model, which includes data reduction, presentation, and conclusion drawing. The results showed that in terms of targeting accuracy, toddler participation was still low because not all attended the Posyandu. In terms of socialisation, the program has been implemented quite well, although community understanding of the information is still limited. In terms of objectives, program implementation has not been fully achieved due to the lack of competence of cadres. Meanwhile, the monitoring aspect is considered quite effective thanks to the assistance and supervision of village midwives in each activity. Overall, the Sri Rejeki Integrated Health Post (Posyandu) program plays a role in efforts to reduce stunting, but still requires increased community participation, increased cadre capacity, and a more optimal communication strategy to achieve the program's objectives.

Abstract

This research aims to analyse the collaborative governance model in strengthening environmental protection policies as the foundation for the transformation of Gresik Regency towards a Smart Regency. Using a qualitative case study approach, data were collected through observation, in-depth interviews, Focus Group Discussions (FGD), and documentation of key actors such as the Environmental Service, PT Petrokimia Gresik, and civil society organisations. The research results show that the implementation of collaborative governance in Gresik has formed a pattern of collaboration involving the government, industry and civil society sectors, although it still faces challenges in the form of inequality of participation and weak deliberative space. Regional governments, through DLH, act as facilitators of adaptive environmental policies, while the industrial sector is starting to adopt a co-design approach in social responsibility programs. Civil society organisations such as Asbag and Pokdarling also encourage participatory public supervision and education. However, the collaboration that occurs is still more procedural than substantive. This research recommends the need to improve the design of environmental governance that is inclusive and transparent, where each actor has an equal position in policy formulation, implementation and evaluation. Only through parallel synergy can the ideals of Gresik as a Smart Regency based on a smart environment be truly realised sustainably.

Abstract

Physical evidence in the tourism industry plays an important role in increasing tourist satisfaction. In the tourist attraction of Lumbung Stroberi, physical evidence has not been fully developed optimally. This study aims to determine the effect of physical evidence on tourist satisfaction. The research approach used in this study uses simple linear regression, with the Sampling Technique used being accidental sampling. The sample used in this study was 115 subjects, with age criteria of 17-45 years (M = 23.59; SD = 4.555) and were visiting Lumbung Stroberi. In this study, the instrument used was SERVQUAL to measure service quality and Tourist Satisfaction to measure tourist satisfaction. The data analysis technique in this study used SPSS Version 29 Windows software. The results showed that the influence of physical evidence had a significant effect on tourist satisfaction, with Batu City with a value of 0.001.

Abstract

This study aims to identify gender gaps in the development of pedestrian paths or sidewalks in Bandung City in terms of Access, Participation, Control, and Benefits (APKM), as well as to determine the background of gender gaps. The study uses a qualitative approach with a case study method through data collection techniques such as interviews, literature studies, and documentation. The analysis shows that the development and rehabilitation of sidewalks in Bandung City are not yet fully gender-responsive because there are still gaps in terms of access, participation, control, and benefits. Although conceptually designed to serve the entire community, the reality on the ground shows that there are significant barriers, especially for vulnerable groups such as women, the elderly, and people with disabilities. To achieve sustainable and equitable development, the Bandung City Water Resources and Public Works Agency needs to integrate a gender perspective more deeply into every stage of pedestrian infrastructure development.

Abstract

This study aims to analyse the economic development strategy implemented by Larangan Village in achieving the Sustainable Development Goals (SDGs). A qualitative approach was employed, utilising interviews, observations, documentation, and literature review. The analysis is based on Kotten's strategy theory in Salusu (2008), which includes three key indicators: organisational strategy, resource support strategy, and program strategy. The findings reveal discrepancies in data between the village and central government, limited human resources for SDGs data entry, and the need for more locally-adapted technology. The study concludes that achieving SDGs effectively requires strengthening organisational coordination, providing technical training, and applying simplified digital systems. With integrated and data-driven strategies, Larangan Village’s economic development can become more inclusive and sustainable.

Abstract

This study aims to determine the activities of the Cibiru Wetan Village Government in its success in managing public finances for village funds in realising food security, as evidenced by the award for anti-corruption model villages and villages with good food security status. The approach used is descriptive qualitative with Indra Bastian's public financial management model, which includes fund acquisition activities, fund utilisation activities, and asset management activities. The results show that in fund acquisition activities, the Cibiru Wetan Village Government obtained village funds from the central government (external) amounting to 20% of the 2024 fiscal year village fund ceiling for food security. Funds were used by providing village funds to beneficiary groups, namely the Women Farmers Group, egg-laying chicken farmers, sheep farmers, cattle farmers, and the purchase of curly chili seeds. In asset management, there were three parties that benefited: the Cibiru Wetan Village Government with an increase in village revenue (PADes), beneficiary groups with increased group income, and the general public with easier access to food.

Abstract

This study aims to analyse the effectiveness of the distribution of Village Fund Direct Cash Assistance (BLT-DD) in Sumorame Village, Candi District, Sidoarjo Regency. The research focuses on five indicators of program effectiveness, namely target accuracy, timeliness, amount accuracy, goal achievement, and beneficiary satisfaction. The study employed a qualitative descriptive method with data collected through interviews, observation, and documentation. The findings reveal that the distribution of BLT-DD in Sumorame Village is generally considered moderately effective. Target accuracy was relatively achieved, although some poor households were excluded due to quota limitations. The distribution was carried out according to the schedule but faced delays at the higher-level disbursement process. The amount of assistance complied with regulations, yet it was perceived as insufficient to meet basic household needs. The program contributed to maintaining household purchasing power and reducing potential social tensions, although its impact on village-wide economic recovery remained limited. Beneficiary satisfaction varied, with most recipients feeling helped, while others considered the support insignificant. Therefore, the implementation of BLT-DD in Sumorame Village requires improvement through better data management, enhanced transparency, and integration with community empowerment programs.

Abstract

This study analyses how the Nusantara Capital Authority (OIKN) conducts government communication during the preparation, development, and relocation stages. The research employs a qualitative case study method through in-depth interviews with OIKN officials, affected communities, and academics, complemented by document analysis and observation of OIKN’s communication media. Data were analysed using Miles and Huberman’s interactive model. The findings show that OIKN communicates through various channels (official website, social media, cultural forums, press releases) but still faces challenges. In openness, access to substantive information remains limited, and public participation in policymaking is minimal. In reliability, inconsistencies occur between the central government and OIKN, especially regarding funding and construction schedules. In intelligibility, the use of technical language hinders public understanding of spatial plans and development impacts. In interactivity, communication is largely one-way, with participatory forums often ceremonial and unresponsive to public concerns. The study suggests that OIKN’s communication should be strengthened through greater data transparency, message consistency, the use of plain language, and the establishment of deliberative public participation mechanisms. These efforts are crucial to reinforce the legitimacy of the capital relocation and foster public trust in the government.
