Abstract

The purpose of analyzing the application of the Land Value Capture (LVC) approach in infrastructure development. This study uses a qualitative methodology to gain an understanding of the concept of value capture and institutional design approaches in certain contexts. The approach method that will be used to carry out this work is in the form of: inventory, analysis and discussion which can further be in the form of: Desk Study (literature study): best practice, related literature and Primary Survey: direct observation in the field. The results of the study are the following factors: the determinants of the success of the implementation of the LVC policy in Semarang City are very likely to make LVC an alternative funding for infrastructure, however, in order to achieve the successful implementation of LVC, the Semarang City government must be able to overcome various challenges.

Abstract

Semarang city as the capital of Central Java Province has a population about 1.729.428 people in 2016 (BPS Semarang, 2017). The population is increasing and the rate of urbanization has impact on the rapid increase in the number of private vehichles and pose a problem like a traffic jam. Bus Rapid Transit (BRT) Trans Semarang is Semarang City government strategy to reduce a traffic jam. Based on data of Trans Semarang passengers, corridor II was the highest number of passengers among other corridors that use medium-sized buses and there is a queue of passengers at transit stop.The study aims to analysis buses optimal required by corridor II to avoid possible over supply. The number of optimal calculated by consider on income operator based on cost namely by counting factors load (load factor) as well as consider operational costs a vehicle (BOK). The method of analysis that used be the method of qualitative and quantitative. Qualitative analysis method used to described a data shaped writing while quantitative to described data numbers or nominal. Data cost for vehicle’s operational obtained from BLU Trans Semarang, then load factor data obtained from the load factor dynamic survey in weekday and weekand at the rush hour on morning and afternoon. Number of optimal can be counted through existing load factor in the break even and number of existing. The survey and data analysis shows corridor II with the total number of 24 unit ready operation have not reached balance. The analysis of the optimal vehicle show that the corridor II requires 26 units of vehicles.

Abstract

Poverty is a common problem for urban development. Semarang is a city that strives to reduce the poverty rate. The thematic village program is one of the programs to reduce the poverty rate. Some thematic village are still not effective in reducing the poverty rate in Semarang because the theme does not comply with local conditions, the activities have not implemented gender mainstreaming strategy and not able to increase the income of the people. The purpose of this study is to examine about poverty alleviation model in thematic village program base on gender mainstreaming in traditional snack village, Pudakpayung Semarang. This study used quantitative methods with descriptive and scoring analytical techniques. The results showed that the thematic village program in traditional snack village has been able to reduce the poverty rate in Semarang City. That is because the program has implemented the rules in the gender mainstreaming so that it impacts on the increase in revenue, reduction of the unemployment rate, and able to meet the needs of the people's lives. The recommendation given is the granting of tax relief to poor entrepreneurs and providing access to capital and marketing.

Abstract

The climate of Semarang that caracterized by dry and hot temperature,low humidity causes the use of air conditioning system in the residential building to obtain indoor thermal comfort. The rise of electricity rate will give a significant effect to the society, the strategy of domestic electricity consumption to be more effeicient is needed. The Government must make a policy as the Goverment Goodwill to realize the attention of electricity consumption efficiency as the experience of the neighbouring country, Malaysia. The efficiency of elecricity consumption was applied in the vision of City in the Garden. It is the government obligation to exemplify the pattern of energi saving to solve the issueof energi crisis. Related previous studies proved building design caused a squanderring of electricity consumption that harmed the environment. One of environmental friendly elements on building design is the application of greenwall.The initial experiment of this study carried out by creeping the plant up the wall of building model. The temperatur of building walls was hourly measured along the day. The result of this study found that creeped plant up the wall building decrease 20C of the indoor temperature. The application of greenwall showed the indoor temperature was lower the outdoor. The second result found that the decrease of indoor temperature was also influence by the planted area. The most effective place of the planted area is in middle of vertical wall.

Abstract

This research aims to describe the peoples opinion especially elderly towards WHO indicator for an elderly friendly city. The other purposes is giving a recommendation for local government to achieve a goal “elderly friendly city in 2030”. Therefore, the government could arrange a policy and programs to achieve that purpose. The recommendation obtained from KRL indicator description who never been seen before by the government. The research methods is quantitative descriptive with primary data base and purpossive sampling method. The research result show the first indicator of open space and building belongs to the category "very convenience and convenience" with the percentage is 27% which means included in the range of 25% -49% that is "orange". The second indicator is transportation of 22% which means below the range value <25%, it is belongs to "red". Third indicator is Housing, which is the percentage value is 30%. It is belongs to 25% -49%. that is "orange". Fourth indicator is Social Participation at 10% which means below 25% that is "red". Fifth indicator is reverence and inclusion / social involvement. Which the percentage is 11% and below the <25% is "red". Sixth indicator is civil participation and employment of 25%, which means it falls within the 25% -49% range of "orange". Seventh indicator is communication and information equal to 15% which means to enter in range value <25% that is "red". Eighth indicator is "community support and health services" of 18% which means it is included in the <25% value range that is "red". The description of Semarang City assessment of 8 indicators of elderly friendly city in accordance with WHO standards are 8 indicators / dimensions containing 95 variables are 5 indicators, namely the indicator 2,4,5,7 and 8 entered in "red" category that is 62,5% and entered in the category of "orange" ie indicators 1, 3 and 6 that is 37. 5%.

Abstract

Semarang City has vulnerability to climate change due to the existence of several phenomena such as increasing temperature, rainfall and sea water level. Coastal area is the most vulnerable areas. Communities in the coastal areas engaged in the fisheries sector are the most affected communities. A number of climate change adaptation efforts have been implemented by the coastal communities of Semarang City with the support of various parties. It is therefore necessary to identify the initiatives of coastal communities in adapting to climate change as well as related matters. The analysis used in this study is descriptive analysis. Data collection is done through field observation and in-depth interviews. Selection of respondents is done by purposive that is key person actively involved in various adaptation efforts of climate change. The result of this study is that a number of initiatives that have been done by coastal communities of Semarang City in climate change adaptation, among others; planting of mangroves, construction of old tire breakwater construction, Ecological Mangrove Restoration (EMR) combined with mangrove transplantation and development of hybrid engineering breakwater construction and tilapia cultivation in brackish water.

Abstract

COVID 19 pandemics has huge implications on population all over the world, not to mention in a densely populated area like North Semarang. Living in overcrowded housing as a consequence of the rapid urban population growth has put people at higher risk of COVID19 outbreak. In other side the community with daily earning still have to work for meets family needs. Other factors which worsen is occurrence of rob flood regularly. Monitored from the recent situation of COVID-19 pandemic, daily-normal social activities have increased the numbers of COVID 19 infection in certain areas, will get worse in overcrowded areas with limited space and amenities. The Health protocol for infected people requiring them to do self-quarantine, thus they need separate space and facilities (shelter). The limited condition of dense residential areas, so that community do not allow self quarantine independently. The aim of this paper is to find alternatives shelter location using spatial method analysis, which considers health protocol and community characteristics. The results show there are four recommendations of shelter locations that suitable for the community to do self-quarantine.

Abstract

Development of a city is something that cannot be avoided and will continue to happen dynamically from time to time. Along with the development of various urban activities, where the population as a means of implementation has a direct impact on the increasing demand for land. Semarang City, which is the capital of Central Java Province, is also one of the centers for the growth of trade and services, education and service centers for other activities, which have developed very rapidly. This is what stimulates the flow of urbanization in the city of Semarang with the aim of getting a more decent life which will have an impact on the development of built-up land. The purpose of this study is to identify developments and factors that affect built-up land in the city of Semarang as an effort to monitor and anticipate to prevent unwanted negative impacts in the future. Through secondary data collection and continued with analysis using the Supervised Classification method, the results showed that there was a change in land use into built-up land in Semarang City from 1999-2019 covering an area of 11,403.46 Ha or an increase of 29.36%. Based on the results of the analysis of the level of development of built-up land using the quantitative method, it was found that three sub-districts with the category of very high development of built-up land in Semarang City were Ngaliyan District, Mijen District and Tembalang District. Based on multiple linear regression analysis, the equation Y = 20.453 + 0.007X1 + 38.425X2 - 6.775X3 + 3.170X4 and has an R² of 0.835. This means that the independent variables (independent) namely population (X1), distance to the city center (X2), land value (X3) and public facilities (X4) have an influence of 83.5% on changes in built-up land while the remaining 0.165 or 16.5% influenced by other variables not explained in this study.

Abstract

Civil rights and freedom for children have not yet been accepted. Many factors include public ignorance of rights that should exist. Although the Convention on the Rights of the Child has been ratified, it has not been able to implement the rights of the child is still far from expectations. Accessibility of information on the rights of children, still far from reaching, is primarily the provision of basic tools supporting the development of civil rights and freedoms. One of the fundamental rights in civil rights and freedoms is the right to acquire a legal name and recognition of the possession of a birth certificate. The national target in the RPJMD 2019 for the deed coverage is 85%, but there are still many districts that have not yet been realized. Permendagri number 9 of 2016 is a way of accelerating the ownership of Birth Certificate, and the key is how local government to innovate to realize the rights of the child. Semarang City is able to realize with the innovation of online services.

Abstract

Tujuan dari penelitian ini yaitu untuk mengetahui preferensi UMKM dan IKM Kota Semarang terhadap aksesibilitas pembiayaan lembaga keuangan, untuk mengetahui besaran penyaluran pembiayaan UMKM IKM, untuk mengidentifikasi faktor yang menjadi penyebab rendahnya aksesibilitas, dan untuk memberikan strategi peningkatan kemampuan UMKM dan IKM terhadap aksesibilitas lembaga keuangan. Data yang digunakan dalam penelitian ini adalah data primer dengan responden pelaku usaha UMKM dan IKM (berjumlah 100 responden) serta perwakilan lembaga keuangan, dan OJK. Analisis yang digunakan adalah mixed method dan analisis SWOT. Hasil penelitian menunjukkan 66% pelaku UMKM IKM mengalami kesulitan dalam mencari pinjaman modal di lembaga keuangan. Penyaluran Kredit Usaha rakyat (KUR) di Kota Semarang dengan nilai akad Rp. 621.959.783.457. Mayoritas pelaku UMKM IKM di Kota Semarang meminjam di Lembaga keuangan bank dibandingkan Lembaga keuangan non bank. Jumlah dana yang disalurkan oleh Lembaga keuangan kepada UMKM di Kota Semarang sebesar Rp 22.774.663.687.032, sedangkan Lembaga keuangan non bank Rp 104.836.360.801. Untuk kredit WIBAWA yang disalurkan Rp 3.024.000.000. Faktor penyebab rendahnya tingkat aksesibilitas usaha kecil mikro terhadap kredit adalah tingginya tingkat suku bunga, aspek legalitas, tidak memiliki tambahan agunan, pengusaha tidak mengetahui prosedur pengajuan kredit, dan rendahnya kemampuan dalam pembukuan yang profesional. Adapun strategi yang digunakan adalah mengkombinasikan hasil SWOT yaitu Pelatihan dan Pendampingan UMKM dan IKM dalam pembuatan laporan keuangan, sosialisasi dan pendampingan untuk membuat IUMK dan NPWP, Pengenalan UMKM kepada sumber pembiayaan (Bank dan Non Bank), memberi pelatihan perhitungan kredit yang tepat dan sesuai berdasarkan kebutuhan pengembangan UMKM dan IKM.
