Abstract

 Yogyakarta City faces significant challenges due to rapid population growth and rapid urban expansion. This has resulted in high density in various areas, triggering various social and environmental problems. Declining air quality, limited green open spaces, and pressure on infrastructure are key issues that need to be addressed immediately. This research method uses a qualitative descriptive approach to explore how spatial planning policies are implemented by the Yogyakarta City Government. The results show that the implementation of spatial planning policies in Yogyakarta City is marked by challenges such as uncontrolled spatial planning, inadequate land management, and the need for stricter law enforcement against spatial planning violations. Community participation in the planning and decision-making process has proven to be important in strengthening the sustainability of these policies. This study provides important insights into how spatial planning policies can be implemented effectively in the context of a rapidly growing city. The implications of this study emphasize the importance of sustainable and participatory spatial planning policies to maintain a balance between economic development, social needs, and environmental conservation in Yogyakarta City.

Abstract

In each collaboration model, the actors rarely act alone because each collaboration actor has different interests and goals. In addition, an important strategy to realize the right collaboration model in sustainable tourism development is to utilize the characteristics and distinctive features that are owned to meet the needs of tourism development as a whole. The benchmark for assessing the collaboration model is based on how big the relationship between the collaboration actors is, both directly and indirectly, including: business cooperation, communication, knowledge, trust, mutual understanding, dialogue, benefits of cooperation, and evaluation of collaboration. The collaboration model used is a participatory exploratory conceptual model which emphasizes that collaboration actors constructively explore existing possibilities and find solutions to obstacles encountered in tourism development. The analysis method used in this study is a qualitative descriptive method and is analyzed using an Nvivo-based application to carry out the process of mapping supporting variables for the collaboration model used so that the analysis results are unbiased and credible, determining the collaboration model, analyzing obstacles faced in implementing the collaboration model, and drawing conclusions and suggestions. The model that is suitable to be applied is a participatory conceptual model, namely collaboration between all components in the village. So that good synergy will have a positive impact on the development of sustainable tourism in Selumbung Village. Obstacles in realizing Selumbung Village include: studies that are not yet sustainable, business capital/budget, lack of investors, there are still human resources that are not yet competent, development is not yet sustainable, and limited integrated information technology facilities, internet access from all providers is not yet available, and others.

Abstract

Bureaucratic reform is a demand, namely through innovation in public services. This is done to provide satisfaction to the community. Currently, technology and digitalization are important parts of people's social life. Technology directly changes people's mindsets to be more practical and responsive to existing phenomena. The problem is that the bureaucracy in providing public services tends to be slow in responding to technological developments. This study uses a qualitative approach, where data is obtained from observations and interviews. This study aims to discuss e-government-based public services related to their implementation so far, the suitability of the motto with the existing reality, the role of technology in public services and public administration studies. Denpasar City is one of the areas that tries to provide the best service to its people. Sewaka dharma is a motto which means serving is an obligation for bureaucrats and bureaucracy in the city of Denpasar. One of the steps is by implementing e-government as a way to bring and improve the performance of public services to the community. The result is that sewaka dharma as a motto for the obligation to serve for Denpasar city bureaucrats, is in accordance with the Nawa Cita concept upheld by the President of the Republic of Indonesia.

Abstract

This research aims at the pattern of community social interaction that exists between the Islamic organizations Nahdlatul Ulama and Muhammadiyah in Karangdawa village, Margasari district, Tegal district. This research uses a qualitative research method that uses a field approach (field research) and this research design uses a descriptive design. Data collection techniques use observation, interviews and documentation. The results of this research are 1) the Islamic organizations Nahdlatul Ulama and Muhammadiyah in Karangdawa village which are structured and clear regarding their composition or order as evidenced by the running of the programs. 2) the pattern of social interaction of the people from the Islamic organization Nahdlatul Ulama and Muhammadiyah in Karangdawa village can be seen in everyday life, the interaction between the two is also seen when they are synergizing and working together in society, thus the social interaction between them forms a social process that is closer and then brings relationships. harmony in Karangdawa village. 3) The interaction of the two organizations is also influenced by driving factors including imitation, suggestion, identification, sympathy and self-introspection. And then the factors inhibiting social interaction are competition, contradiction and conflict.

Abstract

The purpose of this study is to determine the role of new voters in implementing citizen rights in politics, analyze the level of participation of new voters in implementing citizen rights in politics, which contains an in-depth understanding of how new voters are involved in the political process so that it is expected to provide insight into the challenges and opportunities in building democratic participation and provide in-depth basic insights for designing policies that support the active involvement of new voters to strengthen the foundations of community democracy. The research method used is descriptive analytical using a qualitative approach. It is called descriptive research because this study reveals in detail and systematically how the participation of new voters in implementing citizen rights in politics. The results of this study are: The participation of new voters in Kramat District varies greatly where new voters in the election are not uniform and are influenced by various factors, including the level of political education, the influence of the social environment, and the attractiveness of certain candidates or issues. New voters tend to prefer candidates or parties that are considered progressive, relevant, and support issues that are close to their lives, such as education, employment, and the environment. Social media plays a major role in shaping the political preferences of new voters. Effective political campaigns on digital platforms can attract attention and support from this group.

Abstract

This study aims to analyze the regent scholarship program (BESTI). The provision of the ti bupati scholarship (BESTI) aims to help ease the burden of tuition fees for students or students in pursuing undergraduate education (S1) with a UKT of Rp. 5,000,000 per semester. The provision of scholarships is carried out by the people's welfare sector of Bandung Regency to help underprivileged and outstanding students or students by fulfilling the requirements and policies provided by the Bandung Regency government with the condition of memorizing at least 1 juz Al-Qur'an and domiciled in Bandung Regency. This research uses descriptive qualitative methods with data collection techniques through interviews, observation, and documentation. The research uses Edward III's theory, namely communication, resources, disposition and bureaucratic structure. The results showed that the implementation of the Regent's Scholarship Program (BESTI) has been running quite well as seen from the existence of good communication patterns, disposition and a clear bureaucratic structure. As for the obstacles and shortcomings in implementation, in this case it concerns the lack of maximum empowerment of government officials, especially those in charge of the Regent's Scholarship Program (BESTI), starting from the lack of Human Resources to the existence of a budget that is considered still unable to meet service needs.

Abstract

Citizens are an element of the existence of a country, so that citizens are an important factor in the sustainability of a country. In the modern era, where people have high mobility to travel and even live abroad, marriages from different countries are increasingly massive, which encourages the birth of children from parents from different countries. This condition gives rise to various challenges in determining the legal status of citizenship, one of which is giving rise to political decisions to recognize dual citizenship. Politically, dual citizenship is a very dilemmatic political decision for Asian countries which have historically experienced a period of colonialism, economic activities that are still dependent on the West, and strong nationalism, making the political decision to implement dual citizenship variously contradictory. The aim of this research is to reveal the response of countries in Asia to the widespread political decisions regarding dual citizenship. This article uses literature studies sourced from various studies related to dual citizenship, especially in Asian countries. The research results show that it is more difficult for countries in Asia to accept dual citizenship due to historical, economic and nationalistic aspects, as well as other aspects that show differences with countries in Europe, America and Africa. Countries in Asia have not fully responded well to the spread of dual citizenship, so dual citizenship is still an issue that is fought for by the diaspora and faces opposition from local communities.

Abstract

This study aims to evaluate the effectiveness of the National Public Service Complaint Management System - People's Online Aspiration and Complaint Service (SP4N-LAPOR!) in improving the quality of public services in Tangerang Regency by overcoming problems such as the low effectiveness of handling public complaints, low public participation in service supervision, coordination between agencies, and the need for more modern, responsive, and quality services. SP4N-LAPOR! It is a digital platform that facilitates the public in conveying complaints and aspirations regarding public services. The theory used in this study is the SERVQUAL model theory or service quality which consists of 5 aspects, including tangibles (direct evidence), reliability (reliability), responsiveness (responsiveness), assurance (guarantee), and empathy (empathy). Descriptive qualitative method, data was collected from interviews with stakeholders, app users, and social media and news analysis. The results of the study showed that the effectiveness of SP4N-LAPOR! in public services in Tangerang Regency is quite significant, especially in increasing the accessibility and speed of government response to public complaints. This application has made it easier for the public to submit complaints and get faster follow-up, with the support of commitment from the local government and the supervision of the Ombudsman of the Republic of Indonesia. However, the effectiveness still needs to be improved, considering that most of the application users are immigrants, and the new socialization reaches the village level. The recommendation of this study is the need for continuous improvement in socialization and education on the use of SP4N-LAPOR! As well as collaborating with various parties such as private agencies, educational institutions, and community leaders to ensure that more residents can access and utilize this service. Local governments are also advised to maintain active communication and be responsive to public input, in order to continuously improve the systems and services provided, and ensure that all complaints are responded to with empathy and attention.

Abstract

The existence of regulations in Law no. 6 of 2014 concerning the implementation of village government has provided a legal umbrella for the community to obtain public information, but in practice, village governments often face obstacles in fulfilling these rights. Lack of human resource capacity and limited available technology are some of the factors that hinder the realization of transparency in village government management. This study aims to determine the strategy of the Wadas Village government in conveying information about financial reports using Lasswell's communication theory which contains five elements of the communication process, namely communicators, messages, media, recipients/communicants and effects/feedback. The method used in this study is descriptive qualitative research with interview, observation and documentation data collection techniques. The results of this research indicate that all Wadas Village officials can act as communicators in conveying messages of Information about Village Income and Village Expenditure Information. The delivery of information messages is carried out through the Siskeudes media, Village Social Media, Musrenbangdes, APBDes Billboards, Village Simple. While the Wadas Village Community, BPD and Village Inspectorate are the communicants. However, from several strategies implemented, there was a lack of feedback provided by the community through various media used by Wadas Village

Abstract

The implementation of free education policies in improving student achievement provides benefits for improving the quality of education, especially high schools in Bulukumba Regency by increasing student participation in learning motivation supported by teaching staff and good infrastructure. The purpose of this study was to determine the implementation of free education policies in improving student achievement at State Senior High School 1 Bulukumba Regency which is supported by good facilities and infrastructure. This research uses a qualitative descriptive approach focusing on case study analysis using an interactive model. The data collection techniques used were observation, documentation and interviews. The results showed that the implementation of the free education policy in the learning process in improving student achievement in the learning process went well. It can be seen that with this policy, the learning process in improving student achievement and resources, especially teachers, is getting better. On the other hand, the procurement of facilities and infrastructure has not been maximised, this is because the allocation of free education funds in Bulukumba Regency decreases every year so that it has an impact on the learning process and student achievement and the improvement of teacher welfare looks less than optimal, especially the provision of incentives for excess teaching so that it affects student achievement in learning.
