Abstract

This research discusses the phenomenon of prejudice in the selection process of village officials by focusing on its impact on public administration ethics. The practice of buying and selling positions, as a threat to the principle of meritocracy, can undermine village governance and public trust in village institutions. The research method used an analytical descriptive qualitative approach to provide an in-depth description of the phenomenon of the prejudice of buying and selling positions in the implementation of the village apparatus test in Kediri District. The results showed that the alleged practice violated the ethical principles of public administration, including transparency, accountability, and public participation. The negative impacts include a decline in the quality of public services and the reputation of village institutions. In conclusion, there is a need to improve the recruitment system and increase understanding of public administration ethics at the village level. Preventive and curative measures should be implemented to prevent and tackle the practice of buying and selling positions. Strengthening internal and external supervision is also needed to maintain the integrity of village officials. This study contributes to the understanding of the practice of buying and selling positions at the local level and proposes solutions to improve the integrity and effectiveness of village public administration.

Abstract

Latent problems surrounding Human Resources and Information Technology Infrastructure are the main obstacles to the use of Information Technology in the innovation process of the Sungai Kali Village government. The paradigm "asal kawa makan sahari, esok bacari pulang" which was formed among the residents of Sungai Kali Village has also become an obstacle for the Sungai Kali Village government to develop its Village government. However, the Sungai Kali Village government has innovated by utilising information technology through the village website. Although still in the information phase, this innovation is still very likely to be developed to the interaction phase and even to the transformation phase. This research uses descriptive qualitative methods to describe the innovation process carried out by the Sungai Kali Village Government based on Backus's E Government Solution theory.

Abstract

The Disaster Resilient Village (destana) program policy is one of the programs initiated by BNPB to increase community capacity in disaster management. The purpose of this research is to describe and analyze the data: 1) To present a description and analysis of how the implementation of Destana in Kepuhkiriman Village, Krian Subdistrict, Sidoarjo Regency in the perspective of Hexahelix Assessments 2) To present a description and analysis of the factors that contribute to the success and/or failure of the Destana policy. 3) To present a description and analysis of how Destana implementation is evaluated. This research uses implementation indicators from Edward III, in the perspective of Hexahelix Assessments, which then the results of the implementation will be evaluated using indicators from Willim N. Dunn. This research uses the analysis method according to Miles & Huberman. This research uses a qualitative approach, data collection techniques based on interviews, documentation and observation. The results showed that the implementation of the Disaster Resilient Village program in Kepuhkiriman village was still not going well enough because Destana's communication with hexahelix elements was only limited to formality, in resources it was sufficient because it had 40 volunteers, in disposition it was good enough, it was just that it had never had activities, and the bureaucratic structure had the right people. In terms of effectiveness, Destana as a form of building the resilience of rural communities is very effective. For the efficiency of Destana formation, it is the responsibility of the government to make policies that can be felt and carried out by the community. In terms of adequacy, it is still considered insufficient in the aspect of facilities and infrastructure, in the aspect of equity with the recruitment of volunteer members who are divided based on RW representatives, it is quite even. Then in the aspect of community responsiveness in realizing the potential for disasters in the village which then formed Destana was good enough.

Abstract

This research needs to be carried out to find out how policy implementation occurs in the North Bandung area, especially in Cipageran Village and Citeureup Village, where in practice so far, the implementation of policies related to land conversion is not always in line with what has been planned with there still being a large amount of land being converted. but it is not in accordance with the Cimahi City regional spatial plan. Referring to Cimahi City Regional Regulation Number 4 of 2013 concerning Cimahi City Regional Spatial Planning for 2012-2032, the essence of this regional regulation is regarding the direction of spatial use in the North Bandung area, including protected areas and cultivation areas. The research method used in this research is a qualitative approach with descriptive research methods. The results of research on the implementation of the policy on changing the function of water catchment land, starting from policy planning and operational implementation, have been carried out in accordance with the regulations, but the facts on the ground show that the implementation of policies related to land use change has not been effective. So the policy to control the conversion of water catchment land in the Cipageran Village and Citeureup Village areas is very difficult to implement, but the government continues to take various actions as a preventive measure by providing strict implementation of the rules and strictness of the sanctions given.

Abstract

Empowerment of the poor is one of the main focuses in poverty reduction efforts in Indonesia. The Joint Business Group (KUBE) program launched by the Ministry of Social Affairs of the Republic of Indonesia aims to empower underprivileged families through the provision of social assistance in the form of Productive Economic Enterprises (UEP), with the hope of increasing their income and social welfare. This study aims to describe community empowerment through the KUBE Program in Tawangsari Village, Garum Sub-district, Blitar District. Using a descriptive qualitative approach, this study evaluates the success of empowerment activities as well as the role of KUBE in improving the welfare of the poor. The results showed that the implementation of KUBE in Tawangsari Village involved three main stages: awareness raising, capacity building, and empowerment. Supporting factors such as government regulations and a monitoring system contributed positively to the success of the program. However, this study also found that the limited quality of funds received by the groups was a major obstacle in the implementation of the program. Therefore, this study recommends strengthening partnerships and more systematic monitoring as solutions to overcome these obstacles.

Abstract

This research aims to analyze student perceptions of Ganjar Pranowo's personal branding via TikTok social media towards the 2024 Presidential Election among State University students in Central Java. Using McNally and Speak theory, this research explores how Ganjar Pranowo utilizes his personal branding strategy to build a strong image and expand the reach of his political messages on TikTok. The content analysis method is used to identify the messages and communication styles used by Ganjar Pranowo in his TikTok content with 7,7 million followers. This research uses descriptive qualitative research methods. Researchers used this method to be able to analyze student perceptions regarding personal branding. Data collection techniques were taken through literature studies, interviews and documentation. This aims to make the data obtained more comprehensive. The research results show that Ganjar Pranowo has succeeded in utilizing authenticity, consistency and follower involvement in strengthening his image. Apart from that, a content strategy that is relevant to issues for students also helps increase its popularity. In general, this research provides insight into how personal branding through social media can be an effective tool in influencing voter opinions and behavior.

Abstract

This research is motivated by the rampant phenomenon of religious radicalism movements in educational institutions, especially religious educational institutions as the realm of education that is most vulnerable to being infiltrated by religious radicalism movements. These expressions can be seen from the prohibition of flag salute, ceremonies as acts that rest and so on that arise from the dynamics of extracurricular organisations. This research captures the Ministry of Religious Affairs' strategy in dealing with the spread of radicalism in the Madrasah Aliyah schools in the Bandung Regency. The results show that in the aspect of determining goals and objectives, the Bandung Regency Ministry of Religious Affairs, as stated in its vision, has the aim of suppressing the spread of radicalism and spreading moderation in religion, both to students and the community. In terms of policy formulation, or other words, programmes, the Ministry of Religious Affairs of Bandung Regency, together with madrasahs such as Aliyah in its working area, set three important strategies for suppressing the spread of radicalism. The first is the cultivation of the value of religious moderation, then the formation of an anti-radicalism cyber team coupled with an anti-drug cyber team, and finally a comprehensive consolidation by involving various religious organizations, religious leaders, and related parties in its efforts to suppress the Islamic radicalism movement in the education environment; Finally, related to operationalisation, unfortunately only the religious moderation program is intensely implemented, namely through technical guidance to teachers and seminars conducted for students. In addition, there is training in curriculum formulation through insertion material to counteract radicalism.

Abstract

Regional Drinking Water Company (PDAM) is a company owned by the regional government which is tasked with managing raw water into drinking water. Regional governments have the authority to regulate drinking water management. PDAM is also an agency that often receives quality service complaints from the public as its clients. The aim of this research is to describe/know the extent of the level of public services provided by PERUMDAM Tirta Takawa, Buton Regency to increase customer satisfaction. This research uses the dimensions of service quality, namely Tangibles, Reliability, Responsiveness, assurance and empathy. This research uses a qualitative method with a descriptive approach, in the sampling technique using purposive sampling with the main informant coming from PERUMDAM Tirta Takawa customers, Buton Regency and the supporting informants being employees from PERUMDAM Tirta Takawa, Buton Regency. Ways to collect data include observations, interviews, and documentation studies. This research found that the services provided by staff at the Tirta Takawa Regional Drinking Water Company Office (PERUMDAM), Buton Regency were satisfactory, including in terms of employees' ability to provide clear information, responsibility in completing tasks, and responsiveness in handling community problems during service.

Abstract

The Population and Civil Registration Service of Karawang Regency has implemented and served the activation of the Digital Population Identity (IKD) application since the end of 2022. To minimize implementation failures, careful preparation is required beforehand, including determining the level of readiness for implementing Digital Population Identity. This research aims to analyze the readiness of the Karawang Regency Regional Government in implementing the Digital Population Identity application using Musa's e-readiness theory. The method in this research is a descriptive method with a qualitative approach. The results obtained from the research show that e-readiness in the implementation of Digital Population Identity in Karawang Regency has two perspectives, namely based on the government's perspective in the form of the availability of technology to support the IKD implementation mechanism, the understanding and skills possessed by employees regarding Digital Population Identity are good, already availability of legal instruments and programs regarding the implementation of Digital Population Identity activation services. Meanwhile, based on the community's perspective, it is considered to have several shortcomings caused by the community's understanding and participation in Digital Population Identity being considered to be still lacking.

Abstract

ABSTRACT   This research examines effectiveness related to employee performance in Kondangjaya Village. This research aims to determine the effectiveness of employee performance in Kondangjaya Village in public services. In measuring the effectiveness of employee performance in Kondangjaya Village, Richard and M. Steers' theory is used, namely elements of self-adaptation, elements of work performance and elements of job satisfaction. The method used in this research is qualitative, with data collection techniques through observation, interviews and documentation. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The research results show that the effectiveness of employee performance in public services in Kondangjaya Village is quite good overall, and its application in work can be considered successful, but there are still several aspects that need to be improved. in optimizing employee performance and adequate facilities. In this way, the performance of employees in Kondangjaya Village can be made more effective.
