Abstract

This study aims to implement and develop a digital-based management information system using the Siberas application (Bumdes Information System and Village/Sub-district Management) in Rijang Panua Village, Kulo District, Sidenreng Rappang Regency. This system is designed to optimize and facilitate administrative services and transparency of public information in the village. With a system design-based research methodology and a qualitative approach, this study involves several main stages: needs analysis, application design, system testing, and impact evaluation. The results of the study indicate that the Siberas application is able to optimize the village administration process, increase the accessibility of public information for the community, and speed up service time by up to 30% compared to manual methods. In addition, this application also increases user satisfaction and increases public trust in village officials. This study contributes to the development of a digital-based village information system which is expected to be implemented in other villages in Sidenreng Rappang Regency.

Abstract

Minimum standards of service (Standar Pelayanan Minimal/SPM) is provisions regarding the type and quality of basic services which are government affairs that must be provided to every citizen at a minimum. The minimum standards for the public works sector consist of the implementation of drinking water supply systems (SPAM) and the implementation of domestic waste water supply systems (SPALD). Challenges in achieving SPM targets in Banten Province include limited infrastructure, availability of water resources, and sanitation problems that are still faced by most regions. This research aims to outline the action plan for implementing SPM in Banten Province as a response to the problems of implementing SPM in the public works sector and as part of the regional government's efforts to improve the quality of public services. This research was studied using a qualitative descriptive approach. The results of the research show that the SPM action plan in the field of public works to respond to problems in Banten Province includes: Synchronizing regional targets with national policies, this synchronization aims to share affairs and budgeting as well as joint goals that have been prepared, funding and development of SPAM and SPALD in strategic areas provinces in order to help districts/cities improve access to services and quality of SPM. With this action plan, it can clear up the roadmap for implementing SPM in the field of public works so that it is possible to get support from the central government, innovate financing strategies, increase opportunities for private sector participation, so that Banten Province has a great opportunity to achieve the SPM target in 2030 in accordance with the national vision and regional

Abstract

The Ledig Program is an excellent program from the Indramayu Regent, the problems found in this program are the limited human resources and financial resources in Cangkingan Village, that the transition of services from manual to digital is not a small cost in addition to changing the mindset of village officials. With the problems that have been mentioned, the researcher has the aim of analyzing the Implementation of the Ledig Program in improving public services in Cangkingan Village. The research method used is descriptive qualitative. In the implementation of the Ledig Program in improving public services, Cangkingan Village has made self-service for residents who want to get services online and the results will be directly delivered by village officials to the applicant's home. In addition, with the Ledig Program, Cangkingan Village has developed online facilities by creating an “online lapak” marketpalce for villagers who are registered to have MSME businesses. The obstacle to implementation is that all digital development is charged to Village Fund sources, which is a challenge for the Cangkingan Village Head, where the budget is limited and not only for digitalization developers.

Abstract

At the implementation level, it turns out that there are still districts and cities that are constrained in developing the Gender Mainstreaming programme, this is because regional commitment is not yet strong so that the implementation of equitable Gender Mainstreaming is hampered. The purpose of this research is to analyse the implementation of the Gender Mainstreaming (PUG) policy in Kota Banjar. The research method uses a qualitative approach, which examines gender-responsive planning, gender-responsive programme implementation, and regulations that support gender-responsiveness. In the research, there are findings in the implementation of gender in Kota Banjar, including the PUG roadmap is not yet directed; It is not yet effective in supporting regional apparatus components; There is still a lack of understanding about PUG; Lack of planning system concepts; Lack of disaggregated data; Lack of monitoring. A comprehensive regional regulation is needed as a legal umbrella for the implementation of gender mainstreaming to strengthen and reinforce the existence of the performance of the PUG Technical Team and Working Group in Kota Banjar, improve PUG understanding, streamline the supporting components of regional apparatus, and so that the gender mainstreaming strategy in Kota Banjar becomes more effective.

Abstract

The focus of this study is the various challenges faced in managing village finances through the Siskeudes application, especially those related to frequent system errors. This is because operators do not understand how to operate the application because they do not receive sufficient training. The main objective of this study is to assess the effectiveness of the village financial system in Bendasari Village, located in Sadananya District, Ciamis Regency. Using a qualitative descriptive approach, this study collected data through observation, interviews, and documentation. The results of initial observations showed several problems in the use of the SISKEUDES Application. One of them is the inability to understand the data input process due to the short training time (only two days) and unstable internet connections, which cause frequent errors. In addition, additional problems include problems with the database, the need for password updates that hinder application validation, and mismatches between income and expenses entered into the system. This mismatch causes budgeting errors due to debit and credit imbalances. This causes errors in village financial recording.

Abstract

The development of digital technology has encouraged public awareness to utilize various digital media platforms to obtain information and exchange ideas, as an effort to protect and secure the Indonesian people from various threats in the digital world, the government issued a policy regarding the Implementation of a private electronic system that allows the government to gain access to take down content that is considered to violate laws and regulations, indicating the government's efforts to build hegemony and control over civil society as a subordinate group. In this study, an analysis was conducted to determine how the policy of Implementing a private electronic system through content censorship on social media can build government hegemony as well as the impact of content censorship on freedom of expression in the digital space such as the emergence of anti-hegemony groups to the emergence of pressure groups. This study uses a qualitative research method with a case study approach so that researchers can obtain a deeper picture of the phenomenon being studied. Abstract

This discussion examines the history of Saguling Village, an area located in Baregbeg District, Ciamis Regency. This study uses historical methods that include heuristics, verification, interpretation, and historiography. Although the origins of Saguling Village are still not fully revealed, through the search for oral stories and toponymy, a connection was found between this village and the Sunda Galuh Kawali Kingdom in the 15th century AD. The existence of the figure Wangun Denta Kadea, who is a family member of the Sunda Kawali King Prabu Niskala Wastu Kancana, is an important point in the narrative of the formation of Saguling Village. In addition, this article also discusses other historical traces such as hermitages and graves scattered in the Saguling Village area, which add mystical and spiritual dimensions to the history of this village. This study aims to reconstruct the local history of Saguling Village, understand the identity of its people, and reveal cultural heritage that needs to be preserved.

Abstract

Elections are a way to realize the democratic system and practice the fourth precept of Pancasila. The 2024 election highlights the significant role of millennials and Gen Z, who account for 55% of voters. Dian Fahrud Jaman, a millennial candidate from the NasDem Party, managed to win a seat in the Karawang DPRD with an innovative political marketing strategy. This research aims to analyze the political marketing strategy of the Karawang Regency NasDem Party legislative candidate Dian Fahrud Jaman in the 2024 election, using Everett Rogers' Diffusion of Innovations approach which considers aspects of innovation, communication channels, time, and social systems. This research uses a qualitative method with a case study. Data collection techniques through interviews, observation, and documentation and purposive sampling to determine research informants. The results showed that the political marketing strategy applied by Dian Fahrud Jaman of the NasDem Party of Karawang Regency was effective in increasing her electability among young voters and various segments of society. Dian Fahrud Jaman through an innovative approach that includes changing the party's image, using communication channels both interpersonal and social media, good timing, in-depth understanding of social norms and social structures has been successful in gaining voter support. The findings of this study provide insight into the importance of innovation and inclusive political marketing strategies in winning elections in the context of evolving political dynamics.

Abstract

This research examines the application of collaborative governance in the context international port development as an alternative of the Sunda Strait Bridge project in the region. Using a qualitative approach and bibliometric analysis, this study explores the dynamics between stakeholders, barriers to implementing collaborative governance, and potential synergies that can be optimized. The results show that despite the high complexity and power imbalances among actors, collaborative governance has great potential to produce comprehensive and sustainable solutions. However, its implementation is still constrained by various factors, including changes in political policies and differences in priorities among stakeholders. This study identifies several key elements in the collaboration process, such as face-to-face dialogue, commitment to the process, and shared understanding of the project vision. The analysis also indicates that international port development may be a more feasible and sustainable alternative compared to JSS. Based on these findings, this research suggests several strategies to improve the effectiveness of collaborative governance, including the establishment of a more structured multi-stakeholder forum, development of a shared information system, and enhancement of collaborative capacity among actors. The conclusions and recommendations from this study can provide valuable input for the planning and implementation of other strategic infrastructure projects in Indonesia.

Abstract

This study presents a systematic review of the literature aimed at investigating the roles of Local Governments and Non-Governmental Organizations (NGOs) in promoting community participation in rural development. Utilizing sources from Scopus, DOAJ, and Google Scholar, this research explores scholarly publications spanning from 2014 to 2024. The findings indicate that both Local Governments and NGOs play significant roles in enhancing the quality of life and economic prosperity in rural areas. The primary focus of the study is to comprehend how these entities influence community participation in rural development processes and their implications for overall rural development. Additionally, the study underscores the importance of reforming local government governance and the more active involvement of both local governments and NGOs in rural development. Concrete steps such as transitioning into learning organizations and enhancing the capacity of local communities need to be considered to address existing challenges and boost community participation. This underscores the necessity for collaboration among various stakeholders and holistic approaches in planning and implementing rural development policies.
