Abstract

The existence of women artisans who produce processed fish products typical of Domas Village, Serang Regency, Banten, better known as Bontot Domas, represents a paradox. As de facto innovators within the ecosystem they have built, these women artisans receive no formal recognition for their contributions. Previous studies on Bontot Domas have focused primarily on marketing and local governance without applying a gender-based perspective to examine who controls knowledge, bears the burden of production, and controls access to resources. Using a Feminist Political Ecology framework and an instrumental case study, supported by in-depth interviews with 10 purposively selected informants and document triangulation, this research finds that women possess ecological-culinary knowledge passed down through generations that serves as the foundation of product authenticity. However, this knowledge is absorbed by government development programs without attribution. Women bear almost the entire burden of production across 23 micro-enterprises while also facing structural barriers to accessing capital, technology, and legal certification. They demonstrate significant economic agency through distribution networks and digital platforms, yet remain marginalized in village governance decision-making. Theoretically, the three dimensions of Feminist Political Ecology do not operate independently but form a cycle of reproducing inequality. Innovations arising from structural pressures represent a form of agency that is particularly vulnerable to institutional appropriation without recognition

Abstract

Digital transformation at the village level is not limited to population administration; it can also improve services directly related to community safety. In Bangbayang Village, Cipaku District, Ciamis Regency, referral recording and village ambulance requests still rely on personal communication by telephone or instant messages. This approach makes it difficult for village officers to consistently monitor queues, service histories, driver assignments, and completion status. This study aims to analyze requirements and design SIMANGPRANG as a mobile-based village health service application. A descriptive approach was employed through observation, interviews, and documentation during field practice. The system design followed a prototyping method consisting of requirements communication, quick planning, quick design, prototype construction, and design delivery for feedback. The system was modeled using Unified Modeling Language, including use case, activity, sequence, and class diagrams. The study produced a design involving three primary roles: residents or patients, ambulance drivers, and village administrators. The proposed features include registration, ambulance requests, referral-document upload, status monitoring, task notifications, driver-patient communication, completion reports, account administration, and report export. The SIMANGPRANG design clarifies the service workflow, establishes a more orderly data trail, and provides a technical foundation for application development. This research is limited to the analysis and design stages; therefore, system effectiveness must be validated through implementation and field testing.
