Abstract

The Family Hope Program (PKH) is a social policy instrument initiated by the government to reduce poverty through a social assistance scheme. This study aims to evaluate the program in alleviating poverty in Sudajaya Hilir Village, Sukabumi City. The analytical framework refers to the concept of public policy evaluation proposed by Dunn (as cited in Subarsono, 2021, p. 126), which includes five dimensions: effectiveness, adequacy, equity, responsiveness, and appropriateness. This study employed a qualitative approach with a descriptive method through field observations, documentation, and in-depth interviews with five informants (individuals directly involved in and knowledgeable about the program implementation). The findings indicate that PKH has significantly contributed to improving community welfare. However, the community expressed dissatisfaction because the amount of assistance received was insufficient to meet family needs. In addition, staff members still lacked proficiency in the data updating process, there were unequal or inaccurate fund distributions (within the same category but with different nominal amounts, as well as categories that should have received assistance but did not), and unsynchronized data were still found between the data provided by the central government and the data validation stage. The findings of this study are expected to provide useful insights for the government regarding the implementation of the Family Hope Program (PKH) in poverty alleviation.

Abstract

The disruption era demands digital transformation in village governance, yet it is often hindered by apparatus resistance due to manual work culture and low technological literacy. This study aims to explore an adaptive capacity-based village head leadership model to overcome public service issues in Cikande Village. A qualitative case study method was used through data collection from interviews, observations, and documentation of purposively selected informants, namely the village head, service management apparatus, and residents. The findings offer a novelty that grassroots digitalization requires a "positive coercion" strategy, defined as constructive habituation and supervision mechanisms. This strategy integrates technology-based Key Performance Indicators (KPI) with intensive operational mentoring (coaching). This approach has proven capable of reconstructing the apparatus's adaptive capacity, cutting service duration from 1-2 days to mere hours via the ApelDesa system. In conclusion, village e-government effectiveness requires an adaptive transformational managerial approach. These findings expand the discourse of Social Exchange Theory in local bureaucracy and have the potential to become an alternative managerial prototype to support the sustainability of modern village governance.

Abstract

This study aims to analyze the role of the Banda Aceh Independent Election Commission (KIP) in fulfilling accessibility for persons with disabilities in the 2024 General Election and 2024 Regional Head Election. Using a descriptive qualitative approach through in-depth interviews with the Head of KIP Banda Aceh, this study applies Iris Marion Young's (2000) Inclusive Democracy theory with three main indicators: non-discrimination, effective participation, and empowerment. The findings reveal that KIP Banda Aceh has implemented several accessibility programs, including Braille ballots (limited to presidential and DPD RI ballots), priority seating at polling stations, personal assistance, disability community outreach, KPPS officer simulation training, and home-visit voting services for voters unable to attend TPS. Nevertheless, voter turnout among persons with disabilities in the 2024 General Election reached only 47.3% (429 out of 907 registered voters), indicating a gap between physical accessibility provision and substantive participation. This study concludes that KIP Banda Aceh's role remains predominantly at the non-discrimination stage and has not yet fully reached the empowerment stage envisioned by Young's theory, largely due to the absence of systematic evaluation mechanisms and active involvement of the disability community in policy planning.

Abstract

This research aims to design the Nyawang Galuh e-magazine as a public service innovation providing Sundanese-language tourism information for Ciamis Regency. The background of this research is based on the suboptimal availability of tourism promotional media capable of reaching a wide audience and the need to preserve regional languages ​​in the digital age. The research method used was a qualitative approach with design-based research through data collection techniques such as observation, interviews, documentation, and literature review. The results show that the Nyawang Galuh e-magazine is a communicative, visually appealing, and easily accessible information medium for the public, especially the younger generation. The application of the Integrated Marketing Communication (IMC) concept in the design of this media resulted in consistent and effective message delivery in promoting the tourism potential of Ciamis Regency. Furthermore, the use of Sundanese in this e-magazine contributes to efforts to preserve local culture. Thus, the Nyawang Galuh e-magazine can be categorized as a digital-based public service innovation that functions not only as a promotional medium but also as a means of education and preservation of regional languages ​​in the modern era.

Abstract

This study aims to analyze policy communication in managing complaints related to population administration services through the SP4N-LAPOR system at the Department of Population and Civil Registration of Banjar City. This research employs a qualitative approach. Data were collected through interviews, observations, and documentation with informants selected using purposive sampling techniques, namely the Head of the Department of Population and Civil Registration of Banjar City, the SP4N-LAPOR operator at the Department of Population and Civil Registration of Banjar City, the SP4N-LAPOR operator at the Department of Communication and Informatics of Banjar City, and members of the public who use the services. The analysis of this research uses the policy implementation theory of George C. Edwards III, which emphasizes the communication dimension consisting of information transmission, clarity of information, and consistency of information. The results show that policy communication in managing complaints through SP4N-LAPOR at the Department of Population and Civil Registration of Banjar City has been carried out through various communication media, such as government social media platforms used as a means of socialization to the public. Information regarding the complaint mechanism has been delivered to the public; however, public understanding of how to use the system is still uneven. Meanwhile, in terms of information consistency, every public report submitted through SP4N-LAPOR is followed up by the Department of Population and Civil Registration in accordance with the applicable procedures.In general, policy communication in managing complaints related to population administration services through SP4N-LAPOR in Banjar City has been implemented; however, strengthening efforts are still needed in the aspect of public outreach to improve public understanding of the use of the complaint system.

Abstract

This study analyzes the implementation of the Disability Service Unit (Unit Layanan Disabilitas/ULD) in promoting inclusive employment for persons with disabilities in West Bandung Regency. Although the local government has established a regulatory framework through Regional Regulation Number 8 of 2019 on Manpower Administration and has formally formed the ULD in the employment sector, the actual absorption of workers with disabilities remains limited. Of 573 persons with disabilities of productive age, only 77 are employed in the formal sector, while only 11 of 760 registered companies employ persons with disabilities. This research employed a qualitative approach with a case study design. Data were collected through in-depth interviews, observation, and document analysis, and were analyzed using Van Meter and Van Horn's public policy implementation framework. The findings indicate that the limited effectiveness of the ULD is influenced by institutional resource constraints, weak inter-actor communication, low commitment among business actors, inadequate industry-based vocational training, and persistent social stigma toward persons with disabilities. The study confirms that inclusive employment cannot be achieved merely through regulatory and institutional formation; it requires institutional capacity, multi-stakeholder collaboration, and organizational culture change. This article recommends strengthening the ULD as an integrated center for services, advocacy, training, job placement, and post-placement monitoring for workers with disabilities.

Abstract

The relocation of Indonesia’s national capital to Nusantara not only represents a large-scale infrastructure development project, but also reflects a fundamental transformation in the country’s governmental and bureaucratic governance system. The development of the Nusantara Capital City (IKN) serves as a significant momentum for the implementation of an innovative bureaucratic model through the establishment of the Nusantara Capital Authority (Otorita IKN) as a special institution endowed with broad administrative, fiscal, and planning powers. Unlike conventional bureaucracies, which tend to be hierarchical and procedural, the Nusantara Capital Authority is designed with a more flexible and collaborative structure to accelerate decision-making processes and strengthen cross-sectoral coordination. This study aims to analyze the implementation of an innovative bureaucratic model in the development of IKN by identifying innovative elements within institutional governance, the digitalization of public services, and multisectoral collaboration mechanisms. This research employs a descriptive qualitative approach through literature review and policy document analysis using a qualitative content analysis method. The study examines Law Number 3 of 2022 concerning the National Capital City, Presidential Regulation Number 63 of 2022, government reports, and contemporary public administration literature. The theoretical framework refers to the concepts of New Public Governance and innovative public governance, which emphasize institutional flexibility, collaborative governance, and governmental digitalization. The findings indicate that, normatively, the Nusantara Capital Authority has adopted the principles of innovative bureaucracy through the integration of digital systems, decentralization of decision-making, and the development of multisectoral partnerships. However, implementation in practice continues to encounter several challenges, including overlapping authority among institutions, weak cross-sectoral coordination, land governance issues, and limited participation of local communities and indigenous peoples in the development process. This study further reveals that institutional innovation has not been fully accompanied by transformation in organizational culture and bureaucratic capacity, resulting in a gap between policy design and implementation practices. The novelty of this research lies in its analysis of the relationship between the innovative bureaucratic design of the Nusantara Capital Authority and the practical realities of governance implementation in IKN development from a post-bureaucratic governance perspective. The findings affirm that the success of innovative bureaucracy depends not only on progressive institutional design, but also on regulatory harmonization, transformational leadership, bureaucratic capacity, and adaptive oversight mechanisms.
