Abstract

Voter participation in the Banyumas Regency Regional Election declined from 74.37% in 2018 to 68.9% in 2024, with a more pronounced decline among first-time voters totaling 134,689 individuals or approximately 10% of registered voters. This study analyzes the strategies of the Banyumas Regency General Election Commission (KPU) in increasing first-time voter participation in the 2024 regional election, covering strategy formulation, implementation, and evaluation. A descriptive qualitative method was employed through in-depth interviews, observation, and document analysis, grounded in David's (2016) strategic management theory and the New Public Service paradigm (Denhardt & Denhardt, 2015). The results show that KPU formulated six strategies, including collaboration with research institutions, voter segmentation, partnerships with content creators, and culture-based programs such as the Election Kirab featuring traditional performing arts of ebeg and gamelan. Implementation achieved positive outputs: participant understanding improved from 60% to 85%, and KPU's social media followers reached 20,000 — the largest among regency-level KPUs in Central Java. However, actual participation declined. The most dominant factor was the presence of a single candidate pair, which reduced first-time voters' external political efficacy, followed by voter fatigue, e-ID card barriers, and voter mobility. Stronger administrative early warning systems, outcome-based evaluation, and sustainable participatory ecosystems are needed.

Abstract

This study aims to analyze the dynamics of collaborative governance in the implementation of Good Manufacturing Practice (GMP) in Small and Medium Enterprises (SMEs) in Depok City as an effort to strengthen the competitiveness of the local food industry. This study is relevant because it demonstrates the role of cross-sector collaboration in supporting food quality and safety improvements in SMEs. This study uses a qualitative approach with a narrative study design, chosen to understand the experiences of actors in depth in the collaborative process. The analysis refers to the collaborative governance framework of Ansell and Gash (2008), which includes initial conditions, institutional design, facilitative leadership, and collaborative processes. The results of the study indicate initial resource imbalances, particularly in production capacity, understanding of food safety standards, and access to technology. The facilitative leadership of the Depok City Trade and Industry Office is demonstrated through training, technical assistance, and facilitation of communication between stakeholders, which builds trust. The collaborative process is strengthened through experiential learning through visits to Terve Chocolate, which is effective because it provides hands-on learning and accelerates SMEs' understanding of GMP implementation. This study concludes that structured and participatory cross-sector collaboration is key to transforming SMEs into a more competitive food industry, and has implications for developing SME development policies in the region.

Abstract

Bojong Kulur Village is one of the villages that holds the status of Independent Village based on the Village Development Index (IDM). Bojong Kulur Village has maintained its Independent Village status since 2016. In 2022, this village was awarded as an Independent Village with the 5th highest IDM ranking in West Java. This study seeks to explore the strategy of the Bojong Kulur Village government in realizing an independent, prosperous, and beautiful village by optimally managing local potential, reducing external dependency, and encouraging high achievement in Social, Economic, and Ecological Resilience indicators. Using Geoffrey Mulgan's strategy theory, which covers five aspects: objectives, environment, direction, action, and learning. Qualitative descriptive methods were used in the research through observation and interviews. The results show that Bojong Kulur Village has a vision and mission that describe the ideal conditions it wants to achieve, such as improving community welfare and economic independence. These goals serve as guidelines in designing village development policies and programs. Bojong Kulur Village is able to identify potential resources, social, economic, educational, and health sectors, as well as existing challenges. The village government has been able to determine policy directions in accordance with existing procedures and has involved various stakeholders, the community, and the Youth Organization (Karang Taruna). The village government has conducted a process of evaluation, reflection, and continuous learning from program implementation experiences, enabling the village to refine its strategies and adapt to change. This learning strengthens the village's capacity to face challenges and enhances the effectiveness and sustainability of its programs.

Abstract

Land conflicts in the Mandalare area of Banjar City reflect the complexity of the relationship between the government and the community in the context of resource management. Issues arise due to differing perceptions regarding land status and use, which have not been addressed through equitable dialogue mechanisms. This study aims to analyze the application of collaborative governance in resolving land conflicts and to identify factors influencing its effectiveness. The method used is a qualitative approach with data collection techniques through interviews, observations, and documentation, analyzed using a descriptive-interpretive approach. The results indicate that collaboration has not been optimal, characterized by limited substantive engagement, low trust among actors, and the absence of a structured capacity for collective action. The study’s conclusion emphasizes that conflict resolution requires strengthening the dialogue process, information transparency, and sustainable collaborative institutions. The novelty of this research lies in its integrative analysis based on the collaborative governance framework, which not only assesses the formal aspects of collaboration but also emphasizes the relational dynamics among actors as the key to sustainable and context-specific conflict resolution.

Abstract

This study aims to analyze the shift in the political behavior of Nahdlatul Ulama (NU) members in Banyumas Regency during the 2024 Presidential Election and to examine the role of kyai in this process. This research is motivated by the fragmentation of political preferences among NU members in the 2024 presidential election, indicating that political support was no longer consolidated toward a single political force. This study employed a qualitative method with a case study approach. Data were collected through literature review, in-depth interviews, and observations involving kyai, santri, and NU members in Banyumas Regency. Data analysis used the interactive analysis model of Miles and Huberman, which includes data collection, data reduction, data presentation, and conclusion drawing. The findings show that the political preferences of NU members in Banyumas tend to be fragmented and are no longer fully determined by organizational affiliation. The role of kyai remains relevant as charismatic figures; however, their role has shifted from determinant actors to actors who merely influence political preferences. This influence is also associated with political signaling from the Central Board of Nahdlatul Ulama (PBNU), which is interpreted differently by NU members at the local level. In addition, the relatively egalitarian socio-cultural characteristics of Banyumas society, along with the increasing rational considerations of voters, contribute to the weakening of kyai’s determinative role in shaping political choices. These findings demonstrate the novelty that religious authority is no longer dominant in determining political behavior, but rather operates contextually and interacts with rational factors as well as local political dynamics.

Abstract

Kekerasan dalam rumah tangga (KDRT) merupakan masalah sosial yang kompleks dan membutuhkan keterlibatan berbagai aktor dalam penanganannya, khususnya di tingkat daerah dengan karakteristik sosial budaya yang kuat seperti Kabupaten Tanah Datar. Masalah utamanya terletak pada sinergi yang kurang optimal antar aktor dalam implementasi kebijakan, yang ditandai dengan koordinasi yang lemah, kapasitas kelembagaan yang terbatas, dan ketegangan antara pendekatan hukum formal dan mekanisme adat. Studi ini bertujuan untuk menganalisis peran berbagai aktor dalam mengimplementasikan kebijakan KDRT dan mengidentifikasi model kolaborasi yang efektif. Metode yang digunakan adalah pendekatan kualitatif dengan desain studi kasus melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa implementasi kebijakan belum optimal karena kurangnya integrasi peran yang jelas antara aktor formal dan informal. Nilai-nilai adat dan agama berpotensi berperan sebagai modal sosial, namun perlu diintegrasikan secara kritis agar tidak menghambat perlindungan korban. Studi ini mengusulkan model Tata Kelola Kolaboratif Hibrida sebagai solusi untuk memperkuat sinergi berbagai aktor dalam mengatasi KDRT secara lebih kontekstual dan berkelanjutan.

Abstract

This study aims to analyze the implementation of the Collaborative Governance model in efforts to combat the dangers of drugs in Cingcin Village, Bandung Regency. The background of the problem is based on the alarming prevalence of drug abuse in the community and requires multi-sectoral involvement. The method used is descriptive qualitative with data collection through in-depth interviews, participant observation, and documentation studies. The results show that collaborative governance has been formed through a Community-Based Intervention (IBM) forum involving the Village Government, Bhabinkamtibmas, BNN, and community leaders. The novelty of this study reveals that although the pillars of collaboration are active and supported by the village budget, the level of community participation has only reached the partnership stage and is still low among vulnerable youth groups. In conclusion, this model lays a promising foundation for collaboration, but public inclusivity and participation in the planning and evaluation stages need to be improved for program effectiveness.

Abstract

Based on the researcher's initial observations, namely the concentration of physical development in the Banjar City government in Langensari District, the researcher was interested in conducting research on how good governance principles are applied in village development in Waringinsari Village, Langensari District, Banjar City. The researcher hopes that by implementing good governance principles, village development will prioritize physical and non-physical development in a balanced manner. This research employed a descriptive qualitative methodology. Purposive sampling, which involves selecting data sources based on specific considerations, was used to collect data through in-depth interviews with predetermined informants (Sugiyono, 2013: 53-54). The results indicate that the application of good governance principles to accelerate village development in Waringinsari Village, Langensari District, Banjar City has been quite successful. However, the principles of democracy and empowerment remain weak. It is recommended that the community be more involved in village deliberations, which will determine development priorities that align with the needs of the village community.

Abstract

The waste problem in Banjar City is increasingly complex as the population increases, with waste production reaching around 50 tons per day. The handling cannot rest on the government alone, but requires structured cross-actor collaboration. This research aims to analyze the collaborative governance process in handling waste sorting in Banjar City, identify the obstacles faced, and explain the efforts made to overcome them. Using a descriptive qualitative approach with in-depth interviews, observations, and documentation methods for 12 informants consisting of the Head of the Environment Agency, Head of the Waste Division, Head of Village, Head of Governance Section, TPS/TPA manager, Head of Gici Fulfillment Service Unit (SPPG), and the community. The analytical framework refers to the model of Ansell and Gash (2008) which includes initial conditions, institutional design, facilitative leadership, and collaborative processes. The results of the research show that collaboration has run through various mechanisms such as the establishment of a waste bank, the management of TPS 3R, the Kamisama program, the signing of an MOU with SPPG, and socialization activities to the community. However, this collaboration is not optimal enough and still faces obstacles in the form of low public awareness in sorting waste, limited budget and infrastructure, and weak coordination between institutions.

Abstract

Based on the Resource-Based View (RBV) and leadership theories, this study aims to analyze the influence of leadership style and organizational communication on employee performance in Micro, Small, and Medium Enterprises (MSMEs) in Bandung City, with work motivation as a mediating variable. The novelty of this research lies in revealing the anomaly of work motivation's role and the dominance of task-oriented leadership in the MSME sector. This explanatory quantitative research involved 96 MSME employee respondents selected through a purposive sampling technique. Data analysis utilized Partial Least Square - Structural Equation Modeling (PLS-SEM), a method methodologically justified as highly robust for testing complex predictive models on limited sample sizes. The test results prove that leadership style and organizational communication have a positive and significant effect on work motivation. Leadership style is also proven to have a significant direct effect on performance. However, organizational communication and work motivation have no significant impact on performance, thus motivation fails as a mediating variable. Interpretatively, this motivation failure indicates that employees' internal drive is vulnerable to being hindered by the absence of standard operational work systems or limited facilities in MSMEs, so it does not manifest in actual performance. Practically, this research concludes that MSME performance improvement cannot merely rely on internal motivational drives. MSME actors are recommended to invest in task-oriented leadership and the provision of technical operational instruments such as Standard Operating Procedures (SOP) to ensure target achievement.
