Abstract

The institution that have authority to handle national land affair is Badan  Pertanahan Nasional (national land affair institution) it has function to manage land affair administration, especially in land affair administration office of south jakarta to increase services to society. And then the problem formulation is how about the quality n services of land certificate in land  affair office of South Jakarta administration. And about both of the proponent factor and obstruction factor in implementation. This research use Zeithaml theory, Berry n Parasuraman 1985 with descriptif and qualitatif methode, where reseacher descript the phenomena by analizing and serving fact sistematically to make easier in understanding and resume the conclusion. Data sources come from interview, documentation and observation. Data analizing by interactive model analizing with 3 step action that are reduction data, data serving and resume conclusion. Based on research result can be concluded that the quality of certificate services was still not good. It was analized by direct indicator. The location of land  affair office was regarded not switable. Parking area facility was narrow and suggestion box have not use yet well. Indicator of target reliable, target of finishing land certificate spend long time and not according standart established. The indicator of perspective socialization program by land affair institution not be done optimally rontie and, overall. Guaranted indicator, the competency of employed not as criteria and not in equal need improvement, emphaty indicator, there are employe do not in friendly. The need of society to make certificate can not be carried but not yet completely. Endorsement factor were regulation, organization, income ability, and skill, and also series equipment, while abstruction factor are, laek of cooperation between society to fulfill reqruitment  and society awareness to make land certificate.Keywords: Public Services, quality, Land certificate

Abstract

Era digital yang tengah kita masuki memicu perdebatan di kalangan profesional bisnis. Ada yang melihat perkembangan yang ada sebagai peluang dan ada yang memandangnya sebagai ancaman. Perkembangan Artificial Intelligence (AI) sangat pesat akhir-akhir ini. Kolaborasi antara kecerdasan manusia dengan kecepatan mesin menjadi sangat penting untuk memproses dan menganalisis secara terstruktur data yang besar dengan kecepatan. Pada penelitian ini menggunakan pendekatan kualitatif bersifat deskriptif dan pengumpulan data dilakukan dengan Studi literatur. Dalam inovasi ini DJPK telah mengembangkan dashboard Artificial Intelligence sebagai Financial Advisor (AIFA) yang dapat memberikan financial advice secara otomatis, real time, dan online kepada Pemda. Inisisasi pemanfaatan AI di pemerintahan merupakan upaya mewujudkan data-driven culture dalam pengambilan kebijakan. AIFA juga dapat mendukung terwujudnya Sistem Pemerintahan Berbasis Elektronik (SPBE) sebagaimana diamanatkan dalam Peraturan Presiden Nomor Nomor 95 Tahun 2018. AIFA dapat dimanfaatkan dalam rangka meningkatkan kualitas pengelolaan keuangan daerah melalui evaluasi kinerja APBD menggunakan pendekatan EDA, forecasting realisasi APBD dalam rangka perbaikan manajemen kas menggunakan exponential smoothing, dan fraud detection sebagai early warning system menggunakan Benford’s Law. Adanya perkembangan teknologi AIFA yang semakin canggih akan menjadi peluang bagi profesi akuntan untuk meningkatkan kapasitas profesi yang telah ada. Adanya otomatisasi pekerjaan repetitif dan clerical, tenaga dan waktu yang dimiliki akuntan dapat dialokasikan untuk pekerjaan yang lebih stratejik dan berdayaguna yaitu menjadi roda penggerak nilai

Abstract

This research seeks to understand the law enforment policy made by the government of Indonesia on the counter terrorism(CT) particularly during the reformasi era. The law enforcement consists of detention, interrogation, investigation, tribunal and imprisonment.This research uses qualitative approach with the collection of secondary data in terms of document analysis and the employment of policy making and law enforcement as theoretical framework. This paper come to the conclusion that,in fact, the government of Indonesia has enacted legal frame works in terms of laws, and other ministe- rial decrees which serve as the foundation in the law enforcement of counter terrorism.International community has praised Indonesia for its success in the detention, interrogation, investigation and tribunal measures. However, the implementation of law enforment in the CT still poses number of problems and challenges, comprising from legal foundation and other law enforcement measures. The Indonesian parliament in now undergoing the revision of the law hs been perceived as weak for CT strategies. Polri still conduct number of extra judicial killings and are perceived as jeopardizing Muslims.The imprisonment fail to impose the dera- dicalization of the terrorists, leading to their return to terrorist network and involvement in supporting ISIS.Keywords: policy, law enformnet, terorism, goal, challenge

Abstract

Sebagian besar masyarakat belum memahami bahwa dalam pelayanan publik terdapat hak masyarakat untuk menyampaikan keluhan atau masukan atas pelayanan yang diterima. Pengaduan warga dimaknai sebagai salah satu tindakan konkret dari partisipasi, maka penggunaan CRM (Citizen Relation Management) dapat dimanfaatkan untuk memastikan bahwa partisipasi warga tidak sia-sia. Sebagai upaya menyempurnakan aplikasi CROP (Cepat Respon Opini Publik), Pemprov DKI Jakarta mengembangkan aplikasi Citizen Relation Management yang disingkat menjadi CRM. Seperti halnya CROP, Aplikasi tersebut digunakan untuk mеnаmpung dаn mеnіndаklаnjutі lаpоrаn wаrgа ѕеrtа mеmbаntu dіnаѕ dаn kеlurаhаn аgаr dаpаt bеrkооrdіnаѕі serta mеnyеlеѕаіkаn lаpоrаn wаrgа. Pеrmаѕаlаhаn yаng dіlаpоrkаn mеlаluі аplіkаѕі CRM dіаntаrаnyа аdаlаh sampah, kеmаcеtаn, pаrkіr lіаr, pеlаnggаrаn, ѕаrаnа prasarana, lalu lіntаѕ, kerusakan infrastruktur jalan dan lain lain. Metode yang digunakan dalam penelitian ini adalah pendekatan deskriptif kualitatif, dimana penelitian menggunakan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi berupa data data yang diberikan. Dari penelitian dan analisis yang dilakukan,  dapat disimpulkan bahwa penanganan pengaduan melalui aplikasi CRM terlihat dari 6 Indikator yaitu 1) efektivitas, aplikasi CRM sudah efektif, dilihat tidak ada kendala yang signifikan dalam segi target yang ditentukan sudah tercapai, 2) efisiensi, sudah efisien, dengan tidak adanya masalah signifikan dan usaha yang ditempuh dalam mengelola pengaduan sudah baik seperti upaya sosialisasi yang dilakukan kepada masyarakat serta danya Monitoring Room Officer dalam memjembatani laporan yang belum dikerjakan, 3)  kecukupan, dalam segi kecukupan usaha dan segi pengawasan sudah cukup tepat, namun perlu di tingkatkan kualitas tindak lanjut laporan supaya sesuai dengan apa yang diharapkan oleh masyarakat. 4) perataan, perataan ada yang sudah baik dalam segi perataan penggunaan oleh petugas namun dalam perataan penggunaan kanal offline masih kurang, perlu ditingkatkan upaya sosialisasi yang tepat dalam menjangkau pengaduan offline 5) responsivitas belum baik , perlu adanya perbaikan paradigma yang masih terjadi oleh petugas pelaksana bahwa CRM ini akan lebih memudahkan dan transparan  dan 6) ketepatan, Dibangunnya aplikasi CRM ini sudah sangat tepat untuk tindak lanjut laporan dari masyarakat, dari segi kegunaan dapat memudahkan kinerja tiap kelurahan dan dinas.

Abstract

Background of the research, due to the phenomenon that occurs in SMA PGRI 1 Kota Sukabumi, because not yet optimal performance of teachers, which of course caused by several factors, among others is the Effect of Monitoring on Teacher Performance at SMA PGRI 1 Kota Sukabumi. While the focus of the problem in this research is how much influence of supervision on teacher performance in SMA PGRI 1 Kota Sukabumi, The purpose of the research is to be able to know how big Influence Supervision Against Teacher Performance agencies. One of the theoretical foundations in this research According to Siagian (1996: 26) the function of watching is one of the most important management functions that must be done by a leader in an effort to achieve organizational goals he leads. This research uses survey method and the type of research is quantitative descriptive, that is by distributing questionnaires to respondents. A sample of 21 is specified via Saturated Sampling or Census. The data analysis is done quantitatively by using regression statistic formula, either linear or multiple. Then the hypothesis test is done by t test and F test. The results showed that: Partially result of t test indicate that in variable X that Supervision have  strong  and  significant  influence  to  teacher performance (Y), because t arithmetic> t table. Simultaneously tested through Test F has a strong and significant influence on the dependent variable Y (Performance Teacher), because F arithmetic> F table. The variability of Variable Y is influenced by the diversity of variables X. It shows that Su- pervision is needed and always needed to improve Teacher Performance of SMA PGRI 1 Kota Sukabu- mi. From the results of the study can be concluded that the influence of supervision of teachers in SMA PGRI  1  Kota  Sukabumi  supervision  has  a  significant influence on the performance of teachers SMA PGRI 1 Kota Sukabumi, In other words, the higher the supervision given, the better the performance of teachers at SMA PGRI 1 Sukabumi City.

Abstract

This study uses qualitative descriptive study which will explain and describe the conditions of management of the website by looking at the initial appearance of the website, website development, government interaction with the public on the we- bsite, transactions or services carried out by the government to the public, and the connection or integration between the City of Depok work unit below it such as the Department, Agency, and others. The results of the study explained that, early occurrence of Depok City Government website is quite good by displaying various kinds of actual informa- tion related to the mission, vision, and duties and functions of Depok City Government. The development in Depok City Government website managed by the Office of Communications and  Information is quite significant by adding several features that can help the public service. On the interaction media provided in Depok City Government portal are quite considerable; eg via email, website, facebook, twitter, rss, Sp @ce, and others that are quite interactive. Furthermore, the transaction or service with the local administration is substansial such as online permit service, online tax payment, and checking the status of eKTP. Lastly, connection or integration between Depok City Government website with the unit below it is sufficient  although there are some that cannot be accessed. Supporting factors are the manager of the Depok City Government website namely Documentation  and Information Management Officer (PPID) is quite interactive and always update data and information. Inhibiting factors are not all people can access the Depok City Government website due education-related abilities, as well as the lack of socialization related to some services that can be accessed through the Depok City Government website.Keywords: website, e-Government

Abstract

Pemerintah Indonesia telah membentuk berbagai mekanisme atau institusi untuk menangani urusan-urusan hukum dan hak asasi manusia. Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia telah melakukan inovasi untuk meningkatkan layanan informasi permasalahan hukum dan hak asasi manusia bagi masyarakat. Inovasi yang dimaksud yaitu dengan membangun Sistem Informasi Hukum dan Hak Asasi Manusia (SIPKUMHAM) yang mampu memberikan data dan informasi secara akurat, dapat diandalkan, relevan, dan cepat. Tujuan penelitian ini untuk mengetahui bagaimana inovasi layanan informasi melalui SIPKUMHAM. Penelitian ini menggunakan teori inovasi Rogers yang memiliki lima indikator, yaitu keunggulan relatif, kesesuaian, kerumitan, kemungkinan dicoba, dankemudahan diamati. Jenis penelitian yang digunakan yaitu penelitian studi pustaka menggunakan metode kajian literatur berdasarkan pada eksplorasi literatur dari hasil kajian-kajian terdahulu. Temuan dari penelitian ini yaitu inovasi yang dilakukan telah sesuai dengan indikator-indikator teori inovasi Rogers, salah satunya indikator Kesesuaian (Compability) bahwa inovasi berupa berbasis big data sudah memanfaatkan teknologi sesuai perkembangan zaman dan mudah digunakan oleh masyarakat umum.

Abstract

The study aims to how the implementations of low No. 24 of 2007 on disaster management in the pro- vince on D.I Yogyakarta. With a view of the side of the policy instrument and its implementation any discreation when viewed from the application of technical standard in use which generally include, institutional, human resources equipment stan- dard and operationing procedure standart (SOP). The method used in the research is descriptive qualitative method, as informant is staff on Natio- nal Board for Disaster Management and Local staf of District Board for Disaster Management Province of D.I Yogyakarta. Instrument used in assessing the two indicators above is by interview, literature stu- dy and observation. The result of studies have found that both indi- cators in policy instrument showed positive result, so that the implementation of the law number 24 of 2007 on disasters management in the province of D.I Yogyakarta will be going.

Abstract

Penelitian ini membahas mengenai implementasi kebijakan manfaat Jaminan Hari Tua (JHT) di Indonesia. JHT merupakan salah satu program jaminan sosial ketenagakerjaan dengan manfaat berupa uang tunai yang dapat diberikan kepada peserta ketika memasuki usia pensiun, cacat tetap atau meninggal dunia di Indonesia. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam dan studi literatur. Hasil dari penelitian ini yakni keberhasilan implementasi kebijakan manfaat JHT di Indonesia sangat dipengaruhi oleh berbagai faktor diantaranya meliputi konten dan konteks dari kebijakan itu sendiri serta kepatuhan dan kondisi sosiologis masyarakat. Keberhasilan Implementasi kebijakan manfaat JHT di Indonesia dalam mencapai tujuannya memerlukan adanya sinkrosisasi pada aspek filosofis, sosiologi dan yuridis dari kebijakan tersebut.

Abstract

This research is conducted on the basic of the presence of poverty in Indonesia, especially in Kelu- rahan bojong sari Depok. in an effort to overcome poverty, the government has various poverty reduction program. one of the program  is the hope family program. The purpose of this study is to determine the welfare of the poor family, the respondents chosen are 50 respondents of the poor family as receiver of the hope family program and 50 respondents of the poor family who didn’t get aid of the hope family program . By test analysis used  is Mann Whitney U test. The result suggests that the poor family don’t get an aid program of the hope  family program more prosperous  as physical  and economical than the poor family who receive aid program of hope family . on the dimension of the psychological welfare  and the subjective welfare of the second of category  of the poor family don’t have the  difference. Therefore, the implementation of hope family program located on the study does not have a significant impact for program participants. Therefore, it is recommended in order to be con- ducted  an evaluation of the implementation of the hope family program located on the study
