Abstract

This study aimed to analyze the empowerment of communities in improving competitiveness areas in Jakarta. This study uses a qualitative method. The results of the research, that the Jakarta public in general has demonstrated his ability by increasing capacity in the chores or their jobs. The ability of the people of Jakarta is essentially composed of two sets of factors, namely the intellectual ability and physical ability. Jakarta public has confidence to manage the program and take decisions independently, so as to explore the potential, initiative and creativity of the community. Furthermore, the growing competitiveness of the area indicated by the achievement of growth and the higher level of prosperity and sustainable, open to domestic and international competition, and the ability to further optimize natural resources and human resources and potentially more excavated. Knowledge and comparative advantages of the area, can be used by policy makers to encourage changes in the economic structure of Jakarta Capital City towards sectors that have competitive advantages.Keywords: community development, regional competitiveness

Abstract

Berdasarkan pelaksanaan revitalisasi Pasar Ciputat pada Peraturan Walikota No. 32 Tahun 2015 tentang pengelolaan dan pemberdayaan pasar tradisional masih ditemukannya permasalahan berupa keadaan pasar yang sudah tidak layak untuk melakukan transaksi jual beli, pedagang kaki lima yang menyebabkan kemacetan, pembuangan sampah tidak pada tempatnya mengakibatkan menumpuk di bahu jalan, pedagang tidak berdasarkan komoditi, hal ini disebabkan Pasar Ciputat belum menerapkan konsep Pasar Rakyat. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Implementasi Program Revitalisasi Pasar Ciputat Berdasarkan Peraturan Walikota Tangerang Selatan No. 32 Tahun 2015 tentang Pengelolaan dan Pemberdayaan Pasar Tradisional. Teori penelitian ini menggunakan teori Implementasi Kebijakan model Van Meter dan Van Horn (1975) dengan 6 (enam) indikator diantaranya Tujuan dan Ukuran Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana, Sikap Para Pelaksana, Komunikasi Antar Organisasi dan Lingkungan Ekonomi, Sosial dan Politik. Adapun penelitian dilakukan di Dinas Perindustrian dan Perdagangan, Dinas Bangunan dan Penataan Ruang dan Pasar Ciputat. Teknik pengumpulan data yang digunakan adalah teknik wawancara, observasi, dan dokumentasi. Hasil penelitian dari 6 (enam) indikator berdasarkan indikator tujuan dan ukuran pemahaman mengenai kebijakan revitalisasi Pasar Ciputat hanya sebatas perbaikan pasar seperti hasil observasi yang dilakukan kepada para Pedagang Pasar Ciputat tapi tidak memahami secara keseluruhan seperti manfaat yang akan didapat setelah revitalisasi. Indikator sumber daya manusia sudah memumpuni seperti Dinas Perindustrian dan Perdagangan serta Dinas Bangunan dan Penataan Ruang, sumber daya waktu belum mencapai target yang telah ditentukan pada Desember 2021 dan sumber daya anggaran yang sudah tercukupi dengan menggunakan APBD. Indikator karakterisik agen pelaksana mengutamakan kepentingan masyarakat terutama para pedagang pasar. Indikator sikap para pelaksana banyak mempengaruhi keberhasilan kebijakan revitalisasi Pasar Ciputat. Komunikasi antar organisasi dilakukan dinas melalui sosialisasi perencanaan revitalisasi pasar kepada masyarakat. Indikator lingkungan ekonomi, sosial dan politik memiliki pengaruh besar seperti pendapatan pedagang menurun, pro dan kontra revitalisasi dan aspek politik perlu adanya dukungan dari pimpinan daerah Tangerang Selatan seperti Walikota, DPRD, dll.

Abstract

Public service in Indonesia is known to be of poor quality. This applies also for services of regional government for residents of leased flats  (Rusunawa) especially those who were from relocation programs. DKI Jakarta Provincial Government  relocates citizens to live in leased flats in order to manage urban development to increase prosperity of DKI Jakarta citizens. This involved restructuring of government land illegally occupied by citizens where the citizens do not have the land certificates. These  citizens are relocated to low-cost leased flats (Rusunawa) in Rawa Bebek.  Citizens hurt by forced relocations even under threats need good service to be able to live in Rusunawa Rawa Bebek, this community must be able to adapt from living in the old horizontal place to the new vertical place. Of course, there are many problems faced by Flats Management Unit (UPRS) regarding the relocated low-income citizens. Other than that, the flats  were  new  buildings that have not been occupied before. These problems arised from the residents, buildings, managers and the surroundings. Aims of the research are 1) to analyse the exis- ting conditions of services in Rusunawa Rawa Be- bek 2) to find supporting and impeding factors of services in Rusunawa Rawa Bebek. Abstract

This study aims to determine: the effect of Perceived Organizational Support on Organizational Citizenship Behavior, the influence of Digital Communication on Organizational Citizenship Behavior, the influence of Perceived Organizational Support and Digital Communication on Organizational Citizenship Behavior. This research was conducted on employees of PT. Tiga Saudara Priantama. This study uses multiple regression analysis to test the hypothesis with a sample of employees. Samples were taken as many as 400 respondents. The results show that there is a partial effect of Perceived Organizational support (X1) on employees' Organizational Citizenship Behavior (OCB) (Y), there is a partial influence and digital communication (X2) on employees' Organizational Citizenship Behavior (OCB) (Y). Perceived Organizational support (X1) and digital communication (X2) simultaneously on the Organizational Citizenship Behavior (OCB) (Y) of employees. This research is limited to Perceived Organizational Support (POS), Digital Communication and Organizational Citizenship Behavior (OCB) variables at PT. Tiga Saudara Priantama during the pandemic which forced employees to work with additional protocols in working in accordance with government recommendations. This study shows how employers can use this research in consideration of improving Organizational Citizenship Behavior (OCB) by implementing Perceived Organizational Support (POS) and improving their employees' Digital Communication.

Abstract

This study discusses the Transjakarta Busway Ser- vice Quality In DKI Jakarta where in serving customers there are still obstacles that make customers feel satisfied to the service given. The purpose of this research is to know Transjakarta Busway Service Quality In DKI Jakarta. The theory used is according to Parasuraman (1990) in book Theory of Public Administration written by Harbani Pasolong (2014) with five indicators used to measure service quality that is: Reliability, Responsiveness, Assurance, Empathy, and Tangibel. The method used in this research is desscriptive method with kulaitatif approach. With the number of informants as many as 10 (ten) people determined by using purposive sampling technique 3 (Three) people and accidental sampling 7 (Seven) people. Data collection techniques used are observation, interview and documentation. In addition, data validity test using Triangulation method. Based on the result of the research shows that the Transjakarta Busway Service Quality In Jakarta is still not good, it can be seen from the five indicators used to bury the quality of Tranjakarta services that are Reliability, Responsiveness, Assurance, Empathy and Tangibel.Keywords: Quality, Service, Transjakata Busway

Abstract

Act No. 25 of 2009 on the Ministry of the public have been enacted in July 2009, seven years ago, however the betterment of public service seems still far from the goal of Act 25/2009. An example of the bad conditions of Indonesian public services is that illegal charges on public service organizer are still frequently found, hence President issued a Regulation 87 2016 about SATGAS SABER PUNGLI (task force to eradicate extortion). One  Stop  Service  (OSS/PTSP)  offers  different things. According to a survey conducted by ORI on 2015, the results showed that amongst all 26 of the OSS (PTSP) only 2 of them are getting low compliance, 15 medium compliance, whilst 9 of them achieve excellent compliance. Likewise, compliance of Sub-Urban PTSP, from surveyed 57 PTSP only 14 PTSP get low compliance, 34 medium and 9 excel- lent compliance. In Urban PTSP, from surveyed 46 PTSP who only 8 BPTSP get low compliance, 19 medium, and 19 excellent compliance. This shows that the PTSP is much more obedient and is certainly ready to transform towards the attainment of a higher quality service. Referring to the proposals of Team of Deputies Administration Innovation of State Administrative Agency, with regards to survey results carried out by Ombudsman RI in 2015, PTSP included in red zones is transformed into reinforcement model, PTSP included in yellow zone is transformed into a accelerated model and PTSP included green zone is transformed into innovative models. The effectiveness of the  transformation of the PTSP is proved to be very dependant to Commander within areas, as shown by the case in the East Java and South Sulawesi provinces, and cities and Regencies which regions Commanders have strong commitment, then the PTSP can change quickly and are able to  initiate changes specifically for the creation of a conducive business climate. Hence, the local government should form a special Team involving the entire stake holders, including the characters, user services and academia so that the results is considered with regards of needs and relevant challenges.Keywords: OSS (PTSP), The complaint, Pungli, Compliance, Model Of Reinforcement, The Acceleration Model, A model of innovation

Abstract

Kasus HIV/AIDS di Indonesia terus mengalami peningkatan dan telah menjalar ke seluruh provinsi di Indonesia. Sebagai provinsi dengan jumlah kasus HIV tertinggi yang dilaporkan, DKI Jakarta melalui Komisi Penanggulangan AIDS Provinsi (KPAP) berupaya melakukan pencegahan meningkatnya kasus HIV/AIDS melalui tata kelola kolaboratif (collaborative governance) antara Pemerintah, Lembaga Swadaya Masyarakat (LSM), dan masyarakat. Tata kelola kolaboratif ini dikuatkan melalui Peraturan Gubernur Nomor 231 Tahun 2015 tentang Organisasi dan Tata Kerja Komisi Penanggulangan AIDS Provinsi Daerah Khusus Ibukota Jakarta dan Peraturan Daerah Provinsi DKI Jakarta Nomor 5 Tahun 2008 tentang Penanggulangan HIV dan AIDS. Penelitian ini dilakukan untuk menganalisis proses kolaborasi antara Pemerintah, LSM, dan Masyarakat di Provinsi DKI Jakarta, Selain itu, penelitian ini bertujuan untuk memberikan rekomendasi strategis tata kelola kolaboratif yang efektif dalam rangka pencegahan HIV/AIDS di Provinsi DKI Jakarta. Penelitian ini menggunakan metode penelitian kualitatif deskriptif yang menggambarkan proses kolaborasi pencegahan HIV/AIDS di Provinsi DKI Jakarta. Oleh karena itu, penelitian ini menggunakan teori tata kelola kolaboratif yang berfokus pada proses kolaborasi. Berdasarkan penelitian, diketahui bahwa tata kelola kolaboratif sudah terjalin antara KPAP, Dinas Kesehatan, LSM, Kelompok Kerja (Pokja), dan Masyarakat. Namun, masih belum dikatakan efektif karena kurangnya peran pokja dan LSM yang masih tergantung dari lembaga donor dalam melakukan kegiatannya.

Abstract

ASEAN Economic Community (AEC) has just started in 2015, which means liberalism of goods and services within the 10 ASEAN countries has begun. The purpose of AEC in general is to increase competitiveness of ASEAN in attracting foreign investment and particularly to compete with China and India in world trade. ASEAN needs foreign investment to increase employment and its people welfares. Characteristic image of AEC is one single market and production base; economic region with high competitiveness; fair economic development region; and the region that integrates with global economic. There are positive and negative impacts of AEC for Indonesia especially for Indonesian workforce (labour). This study aims to analyse Indonesian Government policy in protecting Indonesia labour in facing the AEC that has just started in late 2015. This study was conducted using qualitative approach. Data collection of secondary data documents, news, literatures and report. Data are analysed using content analysis methods. The result shows that Indonesian government has prepared strategic planning and regulations in preparation of AEC era for the protection of Indonesian labour in facing liberalism of workforce within the ASEAN countries. But there are still need for improvement in term of: 1) evaluate and revise current law and regulations, and harmonise international instruments on labour protection; 2) Improve mo- nitoring; 3) Dissemination, training and advocacy to economic actor and stakeholders regarding AEC and labour protection; 4) further study on the issue is still needed.Keywords: Indonesian Labour, ASEAN Economic Community, Protection

Abstract

Permukiman Kumuh di Kota Tangerang Selatan,  masih menjadi problem dalam perkembangan Kota, sehingga Pemerintah Kota Tangerang Selatan menjadikan pola pencegahan dan perubahan secara fisik pada permukiman kumuh adalah fokus utama dalam penanganannya. Peraturan Daerah yang telah dikeluarkan oleh Pemerintah Kota antara lain Peraturan daerah Kota Tangerang Selatan No.3 Tahun 2014 Tentang Perumahan dan Permukiman masih terdapat beberapa kendala dalam implementasinya. Pertama; terkait pengawasan dan pembinaan pasca perubahan fisik permukiman kumuh, Kedua; perluasan manfaat hanya permukiman kumuh kawasan protokol Pemerintahan. Tujuan dari Penelitian ini adalah mendekskripsikan dan menganalisis bagaimana upaya pencegahan dan peningkatan Kualitas Permukiman Kumuh di Kota Tangerang Selatan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Dalam analisis penelitian ini menggunakan teori yang dikemukakan oleh Marilee S. Grindle dapat ditentukan oleh isi kebijakan (content of policy) dan lingkungan implementasi (context of implementation). Hasil penelitian menunjukkan bahwa Kebijakan Penataan Kawasan Permukiman pada isi kebijakan menunjukkan adanya kepentingan antara pemerintah dan masyarakat, Manfaat yang dihasilkan adalah menurunkan kawasan kekumuhan menjadi tingkatan ringan, Perubahan yang diinginkan melalui dua pola yang berbeda yaitu perubahan secara fisik dan perilaku. koordinasi merupakan kegiatan yang dilakukan oleh berbagai pihak untuk memberikan informasi dan menyepakati kebijakan. Sumber daya dipengaruhi oleh dua sumber daya penting yaitu sumber daya anggaran dan sumber daya manusia. Selanjutnya, dalam Lingkungan Implementsasi Kekuasaan, Kepentingan, dan Program dari Aktor adalah program kota tanpa kumuh (KOTAKU) merupakan salah satu upaya strategis Direktorat Jenderal Cipta Karya Kementerian Pekerjaan Umum dan Perumahan Rakyat untuk mempercepat penanganan permukiman kumuh di perkotaan. Sampai saat ini capaian yang sudah didapatkan dari program Kotaku di Kota Tangerang Selatan adalah perbaikan drainase lingkungan, perbaikan jalan di beberapa Kelurahan, penataan bangunan kumuh yang sangat padat di beberapa Kelurahan. Selanjutnya, program Rehabilitasi Sosial Rumah tidak Layak Huni (RS-Rutilahu) merupakayan salah satu kegiatan penanganan fakir miskin yang diselenggarakan Kementerian Sosial dengan tujuan untuk meningkatkan kualitas tempat tinggal fakir miskin melalui perbaikan atau rehabilitas kondisi rumah tidak layak huni, dan dinding serta fasilitas MCK. Sampai dengan saat ini capaian Rutilahu adalah terlaksana beberapa program bedah rumah yang ada di setiap Kelurahan Kota Tangerang Selatan dengan jumlah yang melampaui target renja sebanyak 260 unit sudah menjadi rumah layak huni serta penyediaan rusun dengan jumlah 1 twin blok berdasarkan data Sakip Dinas Perumahan Kawasan Permukiman dan Pertanahan.

Abstract

This  Paper  Aims  To  Describe  The  Significance  Or Significance  Of  Accountability  And  Public  Transparency Of The Performance Of State Institutions Through The Mechanism Of The Annual Session Of The People’s Consultative Assembly (Mpr) Viewed From The Point Of View Of Political Communication. The Main Theory Used In Addition To Organizational Communication, As Well As Political Communications That Occur In Political Institutions. This Study Is Included In The Study Of Library Research Or Literature Review By Reading And Analyzing Some References Or Study Materials Related To Building Accountable And Qualified State Institutions. The Results Of The Study Show That Every State Institution Has An Obligation To Become An Accountable And Transparent State Institution. The Foundation Is That The Community Or Stakeholders Associated With The State Institutions Desperately Need Information Relating To What The Performance Of The Institution Really Is, Then Provide Support For The Sustainability Of State Institutions In Particular And Nation State In General.
