Abstract

The Spratly Islands dispute has emerged as a major source of tension in Southeast Asian geopolitics due to China's increasingly assertive territorial claims and artificial island-building activities. This study examines how the leadership transition from Rodrigo Duterte (2016-2022) to Ferdinand Marcos Jr. (2022-2024) fundamentally altered Philippine security cooperation with the United States in the context of the Spratly Islands conflict. Using a qualitative research methodology with explanatory analysis, this study integrates Neoclassical Realism theory with the concepts of bandwagoning and balancing to analyze how domestic factors mediate foreign policy responses to consistent external pressures. The findings suggest that despite facing identical structural threats from Chinese expansion in the Spratly Islands, the Philippines has adopted very different strategic approaches under different leaderships. Duterte's bandwagoning strategy, characterized by "quiet diplomacy" and economic accommodation, has succeeded in attracting Chinese investment commitments but has failed to prevent China's continued militarization of artificial islands and the consolidation of de facto control over the disputed territory. In contrast, Marcos Jr.'s balancing strategy, which emphasized "transparency diplomacy" and the strengthening of US alliances through expanded access to military bases and increased joint exercises, effectively restored international credibility and enhanced deterrence, but actually increased the risk of direct confrontation. This research validates the core proposition of Neoclassical Realism that domestic factors serve as crucial mediating variables shaping how small states respond to external pressures.

Abstract

This study aims to examine the role of Sekolah Seni Tubaba in shaping the local cultural identity of Tulang Bawang Barat Regency. Using a qualitative approach, data were obtained through observation, interviews, and documentation, with informants directly involved in learning and artistic activities. The findings show that Sekolah Seni Tubaba plays an important role in preserving and developing local culture through cross-disciplinary and adaptive art education. The school grants students the freedom to explore their artistic potential according to individual interests and abilities, while fostering creativity and self-expression. Art learning not only emphasizes creative skills but also embeds local cultural values as sources of inspiration, contributing to the formation of cultural identity among youth. Guided by Bruce J. Cohen’s enacted role theory, Sekolah Seni Tubaba functions as a vital platform for strengthening and sustaining local cultural identity through inclusive and participatory art education

Abstract

Superhero films have long been popular because they play a role in shifting the sacred boundaries of a culture. Things that were once taboo to consume are now, through superhero films, popular cultural products that are consumed without sacred boundaries. This concept is popularly known as cultural desacralization. To examine this, the study analyzes two superhero and god-themed films, the TV series Percy Jackson and the Olympians and the film Shazam! Fury of the Gods, to see how the narrative of cultural desacralization is carried out in superhero films. The results concluded that the process of desacralization that occurred in the TV series Percy Jackson and the Olympians and the film Shazam! Fury of the Gods was a form of desacralization that involved economic commodification and the transformation of sacred socio-cultural values to make them more acceptable to a wider audience. On the one hand, the filmmakers placed morality in accordance with the common agreement of society, with the aim of attracting the consumer interest of the public towards the two films. On the other hand, the films also contain representative messages. Thus, the process of desacralization is not only read as an object of commodification. It is also seen as a form of cultural distribution, through the transformation of desacralization, where information that was once sacred is now opened up and disseminated through films in the hope that people will be interested.

Abstract

The Covid-19 Pandemic in Indonesia is vulnerable to spread to various regions. Border areas are quite vulnerable points as entry points for the spread of Covid-19 through human movement. Meanwhile, the policy model for handling and prevention at vulnerable points is not yet optimal. For this reason, this study aims to provide an overview of the condition of the Indonesian border areas related to human security and the policy of the Indonesian government in handling and preventing the spread of Covid-19 in border areas. In addition, it also explains the efforts made by the government and the obstacles and constraints faced. This study took a case study in the East Kalimantan-North Kalimantan and Papua regions. This study uses a qualitative method with data collection techniques through literature studies, interviews and observations. The data from the data mining were analyzed by searching and compiling systematically so that they are easy to understand and the findings can be informed to others. The results found indicate that between East Kalimantan-North Kalimantan government there are provide locally policies that refer to central government.  On the other hand, Papua government not provide local policies so that there among province no standard model as a guideline in handling and preventing the Covid-19 Pandemic.  They interpret instruction in various ways that have an impact on optimizing results in the field.

Abstract

This study explores the evolution of open government in Tunisia by mapping scholarly literature published between 2011 and 2025, coinciding with the country’s accession to the Open Government Partnership. Using bibliometric analysis with VOSviewer, the research examines review articles retrieved via Publish or Perish and indexed in Google Scholar, focusing on transparency, public participation, and accountability. The analysis identifies three thematic clusters: fiscal transparency and access to information, public participation and democratic innovation, and institutional accountability and digital governance. These clusters reflect the priorities of both government and civil society, while highlighting Tunisia’s role as the first MENA country to join the OGP. Findings reveal that academic discourse has shifted from exploratory studies after the Arab Spring to more consolidated analyses of implementation and institutionalization. Nonetheless, challenges remain, including institutional fragmentation, political instability, and limited civic capacity to influence policymaking. This study contributes by providing a systematic overview of research trends and thematic priorities, and by offering policy-relevant recommendations. Strengthening open data practices, promoting substantive citizen participation, and enhancing accountability through independent oversight and integrated digital governance are proposed as key strategies to advance democratic governance in Tunisia and the broader MENA region.

Abstract

Penelitian ini bertujuan menganalisis bagaimana identitas keagamaan direkonstruksi dan dimobilisasi oleh aktivis dalam gerakan penolakan pembangunan kandang ayam skala besar di Desa Cibetus, Kecamatan Padarincang, Kabupaten Serang, Banten, serta menjelaskan peran agama sebagai kerangka moral, sumber daya simbolik, dan bahasa politik dalam konflik lingkungan di tingkat lokal. Penelitian ini menggunakan pendekatan kualitatif dengan metode fenomenologi untuk menangkap pengalaman hidup dan pemaknaan subjektif para aktivis yang terlibat langsung dalam pendampingan warga yang terdampak pencemaran lingkungan, ancaman kesehatan, dan kriminalisasi. Data diperoleh melalui wawancara mendalam dengan aktivis dari berbagai organisasi, observasi terhadap praktik keagamaan dan aksi penolakan, serta analisis dokumen gerakan dan pemberitaan media. Hasil penelitian menunjukkan bahwa identitas keagamaan bukanlah pemicu awal perlawanan, tetapi menjadi semakin sentral seiring eskalasi konflik dan tertutupnya jalur formal politik serta hukum yang dianggap tidak responsif terhadap keluhan warga. Praktik keagamaan seperti pengajian, istighosah, doa bersama, dan ceramah berfungsi sebagai ruang refleksi moral dan konsolidasi sosial yang memungkinkan aktivis mentransformasikan persoalan lingkungan dan kesehatan menjadi narasi ketidakadilan moral, kewajiban keagamaan, dan tanggung jawab kolektif untuk menjaga ciptaan Tuhan. Melalui proses tersebut, agama memberikan legitimasi moral bagi perlawanan, memperkuat solidaritas kolektif, serta membentuk batas antagonistik yang jelas antara “kami” sebagai komunitas warga beriman yang memperjuangkan kehidupan, kesehatan, dan lingkungan, dan “mereka” sebagai negara serta korporasi yang diasosiasikan dengan logika pembangunan berorientasi modal. Penelitian ini menegaskan bahwa identitas keagamaan merupakan sumber daya diskursif yang dinamis dan kontingen dalam mobilisasi gerakan sosial, sekaligus menantang wacana pembangunan dominan dalam konteks Indonesia kontemporer

Abstract

The COVID-19 pandemic exposed fundamental weaknesses in the existing global health architecture and highlighted the limitations of national responses to transboundary health crises. Persistent post-pandemic challenges, including long COVID, mental health crises, disruptions to non-communicable disease services, and unequal access to vaccines, demonstrate the need for effective international coordination in global health governance. This study examines the dynamics of collaboration between the World Health Organization (WHO) and China in the post-COVID-19 period and analyzes its implications for the global health architecture. Using a qualitative research design with descriptive-analytical methods, this study relies on secondary data collected through library research, including official WHO documents, International Health Regulations (IHR 2005), World Health Assembly reports, and relevant academic literature. The analysis is guided by the liberal institutionalism approach to understand how international institutions and regimes shape state behavior through norms, rules, and cooperative mechanisms. The findings indicate that WHO functions as a global health regime that influences state behavior primarily through normative authority and institutional legitimacy rather than coercive power. The interaction between WHO and China illustrates both the effectiveness and limitations of the global health regime, as cooperation remains essential but is often shaped by political negotiation and geopolitical considerations. This study concludes that strengthening WHO’s institutional capacity and reinforcing compliance mechanisms within the IHR are crucial for building a more resilient and credible global health architecture in the post-pandemic era.

Abstract

This article aims to conduct a comparative study of students' perspectives on regional head election models (Pilkada), focusing on their compatibility with the principles of democracy and people's sovereignty. The method is a sociological approach to law, used to investigate students' perceptions and political behavior regarding the regional head election system. The analysis used a comparative-descriptive approach, comparing applicable principles and theories with sociological realities through the distribution of questionnaires to students in the Malang Raya region. Based on student responses, 86.9% of respondents believed the representative system (DPRD) could not fully represent the people's mandate. Direct elections were considered to better guarantee political equality (one man, one vote), which could ensure the implementation of democratic principles and become an effective form of social control, compared to the representative system, which was feared to trigger transactional politics. Although the majority of students preferred direct regional elections, they mentioned several weaknesses of direct elections, such as high political costs due to money politics and the risk of social polarization, which could potentially undermine people's sovereignty. This indicates that students are more in favor of direct regional elections despite several unresolved weaknesses and their concern for the regional election system in Indonesia, while still prioritizing the principles of democracy and people's sovereignty.

Abstract

The South African region with its large population is an attraction for Indonesia to be used as an alternative (non-traditional) market share. Indonesia's economic diplomacy was then directed to the African Region. This research aims to analyze the implementation of Indonesia's economic diplomacy in the African region, especially in Egypt and South Africa, in order to expand economic cooperation and increase Indonesia's influence at the global level. This study uses a qualitative method with a descriptive analysis approach. This research uses data collection techniques through secondary data (literature studies) obtained from journal articles, books, media and so on. This article uses the theory or concept of economic diplomacy. The results of the study show that Indonesia's proactive economic diplomacy efforts in the African region, especially Egypt and South Africa, have an impact on Indonesia's economy. Economic diplomacy in the African region is carried out not only bilaterally, but also multilaterally, for example the Indonesia-Africa Forum. Not only does it have an impact on the economy, it is also political, such as increasing Indonesia's bargaining power or influence in the African region and in the international world.

Abstract

The Papua issue has become one of the prominent topics in Indonesia’s relations with  South Pacific countries, particularly due to the shared Melanesian identity between Papuans and many communities in the region. The expansion of digital media has further facilitated the dissemination of narratives surrounding Papua through news coverage, political statements, and international forums, shaping both regional and global public perceptions. This study aims to explain how Melanesian identity is constructed within the digital discourse of South Pacific countries regarding Papua and how Indonesia responds to such identity construction through its diplomatic approaches. This research employs a qualitative approach using a library research method. Data were collected from books, scholarly journals, official documents, institutional reports, and relevant online publications. The analysis utilizes the concept of Political Netnography developed by Robert V. Kozinets and Rossella Gambetti to examine patterns of interaction, narratives, symbols, and the formation of political identities within digital spaces. The findings reveal that Melanesian identity in the digital discourse of South Pacific countries is constructed as a foundation for solidarity with Papua through narratives of human rights, decolonization, and ethnocultural affinity. These narratives are continuously reproduced through online media and international forums, including the United Nations and the Melanesian Spearhead Group. In response, Indonesia employs formal diplomacy, exercises its right of reply in international forums, strengthens cooperation with South Pacific countries, and promotes counter-narratives emphasizing sovereignty, territorial integrity, and development in Papua. The study concludes that the contestation of narratives regarding Papua takes place not only in formal diplomatic arenas but also in digital spaces that play a significant role in shaping collective identities, public opinion, and international perceptions of Papua and Indonesia.
