Abstract

This study aims to determine the inhibiting factors of the effectiveness of social rehabilitation by the National Narcotics Agency (BNN) Gorontalo City. The type of research used is Descriptive using a qualitative approach method, which refers to three Focus indicators, namely, Policy, Awareness of Former Users and Socialization. Research results show that: The social rehabilitation program carried out by the National Narcotics Agency of Gorontalo City has not been optimal. This is due to weak policies or programs related to social rehabilitation procedures during the Covid-19 pandemic, forcing patients to be unable to conduct direct counseling with BNN Gorontalo City Counselors, Lack of Awareness Level by Former Users in participating in social rehabilitation which has an impact on the patient's health level declining, and Lack of Maximum Socialization carried out by counselors to patients which has an impact on weak control over patients Social rehabilitation. Through this research, it is recommended to implementors to be able to further optimize the implementation of this rehabilitation program so that in the future the level of awareness of former drug users will increase. So that what is the goal to be free from narcotics is realized.

Abstract

This article aims to analyze and describe the Village Fund governance process during the Covid-19 Pandemic in Pancuran Village, South Suwawa District. The method used in this article is a qualitative descriptive method, using adata analysis which is an interactive model analysis consisting of three components of analysis namely: 1) Data reduction; 2) Presentation of data; 3) Verification of Data and Conclusion Drawings. The results of the article show that: 1) The transparency of village fund management during the Covid-19 pandemic in Pancuran Village has proven to be quite effective. This is due to the monitoring system carried out by various parties ranging from the Village Consultative Board, Village Facilitators, the Audit Board of the Republic of Indonesia, and the community. 2) Accountability of village fund management during the Covid-19 pandemic in Pancuran village has not been optimal. This is due to the budget shift policy during the Covid 19 pandemic which did not touch all communities who were entitled to receive BLT Village Funds. 3) Participation in village fund management during  the Covid-19 pandemic in Pancuran village has not been optimal, because the village government has not been optimal in updating DTKS data to identify people who are eligible to receive BLT, subsidies, capital assistance and various other programs; 4) The principle of order and budget discipline during the Covid-19 pandemic in Pancuran Village has been running well, caused by village apparatus management that continues to coordinate BLT budget shifts during the pandemic.

Abstract

This study aims to find out the performance of vehicle operation supervision, in this case motorized rickshaws as transportation in the province of Gorontalo. This study used a qualitative descriptive method with data collection techniques using observation and literature review through data from the Department of Transportation. The results of this study indicate that the supervision from the aspect of human resources or field officers is inadequate. The average education of field officers was still high school graduates and had not attended any trainings that supported organizational tasks, therefore there were no officers who were devoted to supervising bentor in operation. So that this has the effect of being less effective in supervising the operating areas. In order to optimize supervision, it is necessary to have sanctions so that people who break the law or commit fraud can find out their mistakes and not repeat them and be disciplined if they comply with the rules.

Abstract

This study discusses the comparative results of the Indonesia Kid Identity Card (KIA). The research uses a qualitative approach. The techniques for collecting data using interviews, observation, and documentation. The analysis of this study used data reduction, data display, and conclusions. The result shows that there are similarities and differences in that the communication in Pondok Melati District is not effective, meanwhile in South Bekasi District shows that communication is effective. The human resources in Pondok Melati District are not well being performed. There are still several issues with the management in Pondok Melati District, such as the lack of professionalism among the staff, the attitude of the leadership, and a commitment that satisfies the society and meets the expectations of the community. Meanwhile, South Bekasi District can be considered better than compared to Pondok Melati District, in the satisfaction of the community towards the services provided by South Bekasi District. The Bureaucracy structure in both areas is similar, as both follow government regulations. However, there is an obstacle in the implementation of the Indonesia Kid Identity Card (KIA) program due to the lack of awareness regarding ownership of the Indonesia Kid Identity Card (KIA)

Abstract

The tourism industry has gained immense popularity in the 21st century and for many developed and developing countries owing to its socio-economic dividends. Tourism requires systematic planning for its development. The purpose of tourism planning is to efficiently manage the supply and demand of tourism in the area. Tourism policies are formulated to include tourism planning to increase tourism in the country. This policy paper analyzes the Punjab Tourism Policy, 2019. The Punjab Tourism Policy 2019 was formed with a view to providing a holistic and cross-cutting framework for strengthening the tourism infrastructure and improving governance and regulation regime. The policy aimed at promoting a soft image of the province and Pakistan and attracting more foreign as well as local tourists for overall economic uplift and well-being of communities. The review of the policy and analysis of the available information and data shows that considerable progress has been made in the tourism sector of Punjab. There has been some investment in the physical infrastructure of existing sites and new attractions have been identified and development started. A separate Department of Tourism and Archeology has been created and subordinate organizations like TDCP, DTS, etc. are being revitalized. Moreover, various steps including but not limited to outsourcing of resorts by TDCP, and installation of safety measures such as Punjab Tourism Squad by DTS, have been initiated. Despite significant progress, various factors have hindered the achievement of set goals owing to political, administrative, and financial factors. It is high time that the government took stock of the situation by mid-course review of the policy to remove bottlenecks that hinder the realization of the full potential of the tourism sector.

Abstract

The purpose of this study is to describe the implementation of Regional Regulation No. 9of 2019 in the P2TP2A Institution on the Protection of Women and Children in Bone BolangoRegency seen from the indicators of (a) Organization, (b) Interpretation/understanding, (c)Implementation. This research method uses descriptive qualitative, while the data collectiontechniques used are interviews, observation, and documentation. The findings of the researchshow that the Implementation of P2TP2A Institution Policies in the Protection of Women andChildren from Violence in Bone Bolango Regency is good in terms of organization,interpretation/understanding, and implementation. In general, it has been implemented but is notoptimal. Judging from the organization, it is in accordance with the procedure, and theinterpretation/understanding has been carried out but it can be said that it is not good because ithas not yet been achieved that many people understand the socialization carried out, humanresources are still lacking, and lack of public awareness. In the application, it has been runningwell in accordance with applicable regulations. In an effort to protect women and children, thecommunity must first know how to protect women and children. Therefore, supervision of theprotection of women and children is needed, as well as an increase in socialization andinterpretation/understanding with the entire community. Socialization can be done either throughadvertisements or social media.

Abstract

This study aims to determine the Implementation of the E-Diposition Lettering System atthe Secretariat of the Regional Research and Development Planning Board of GorontaloProvince. the type of research used is descriptive using a qualitative approach method, whichrefers to 3 indicators of focus, namely, indicators of Operator Capability, Information, andnetwork Facilities. The results show that: the Implementation of the Correspondence EDipositionSystem at BAPPPEDA Gorontalo Province has not been effective. this is due to theOppartor's lack of ability to implement the Correspondence E-Diposition System. The lack ofinformation or outreach regarding the importance of the E-Disposition System forcorrespondence and the poor internet network in the office environment can hinder the processof inputting mail data into the E-Disposition application

Abstract

This research aims to know ManagementFinanceRegional Treasury (Kasda) Online in the ServiceSocialEmpowermentWoman, ProtectionChild, Control Residents, and FamiliesPlanning for Bone Bolango Regency. The type of research used is descriptive using a qualitative approach method, which refers to 3 focus indicators, namely, Internet Network indicators, Implementing Capability, and Training. Research results show that: financial management on Regional Cash (Kasda) Online at the OfficeSocial, EmpowermentWoman, ProtectionChild, Population and Family Planning Control in Bone Bolango Regency is not yet optimal, this is due to poor internet networks, lack of thorough implementation, and lack of training related to financial management based on Regional Cash (Kasda) Online.

Abstract

This study aims to analyze the influence of the competence of the apparatus on the effectiveness of the direct cash assistance program in Talaga Jaya District, Gorontalo Regency. Through a quantitative approach and a path analysis method, the results of the study show that simultaneously the competence of the apparatus has a significant effect on the effectiveness of the BLT program. Partially, the three dimensions of competence that had a significant and positive effect were knowledge (15.60%), understanding (36.5%), and interest (28.5%). Meanwhile, the dimensions of ability (-3.62%), value (0.84%), and attitude (1.58%) did not show a significant influence. Understanding of the apparatus is the dominant factor in supporting the effectiveness of the program, indicating the importance of understanding the program's objectives, procedures, and objectives. Simultaneously, the competence of the apparatus affects the effectiveness of the direct cash assistance program by 78%. So that improvements in aspects of the competence of the apparatus can simultaneously affect the effectiveness of the program in terms of the accuracy of the targets, socialization, achievement of goals, and monitoring. This research also emphasizes the importance of capacity and competence development of the apparatus as the main key in ensuring the successful implementation of social assistance programs at the local level and indicates that there are external factors outside the competence of the apparatus that can affect the success of the program. Overall, these findings support the hypothesis that improving the competence of the apparatus can increase the effectiveness of the BLT program.

Abstract

This study aims to find out. the effect of job satisfaction on the effectiveness of employee work at the Department of Cooperatives, SMEs, Industry and Trade of Gorontalo Province. The approach in this study is quantitative with ex-post facto methods. Data collection in this study was carried out by questionnaire. The number of samples was 82 people obtained by the saturated sampling process. Data analysis in this study is a simple linear regression inferential quantitative analysis. The results showed that job satisfaction had a positive and significant effect on the effectiveness of employee work at the Gorontalo Provincial Industry and Trade SME Cooperative Office by 38.10%. The influence of other variables on employee work effectiveness amounted to 61.90%, namely employee competence variables, career management, employee capacity development, leadership, work climate, work experience, and supervision at work. Positive results show that employees at the Department of Cooperatives, SMEs, Industry and Trade of Gorontalo Province, the more satisfied they are with the work they are responsible for, the higher the achievement of the effectiveness of the employee's work.
