Abstract

ABSTRACTThis study aims to determine the effects of transformational leadership and organizational climate on the performance of employees at the Islamic Center of Integrated Al Ishlah Gorontalo partially and simultaneously. The approach in this research is quantitative. The research method is ex post facto. The design of this research is causality. The data analysis technique used is multiple regression. The results show that (1) Transformational leadership has a positive and significant effect on the performance of Al Ishlah Gorontalo Islamic Integrated Islamic Center employees with a determinant coefficient of 36.40%. (2) Organizational climate has a positive and significant effect on the performance of Al Ishlah Gorontalo Islamic Integrated Islamic Education Center employees with a determinant coefficient of 22.80%. (3) Transformational leadership and organizational climate have a positive and significant impact on the performance of Al Ishlah Gorontalo Islamic Integrated Islamic Center staff with a determinant coefficient of 59.20%. Meanwhile, the remaining 40.80% is influenced by other factors not explained in this study; such as job training, work motivation, work discipline, and others.

Abstract

The efforts of the central and regional governments in managing urban forests should also be encourage participation from the community which is carried out starting from the planning stage, the stage of maintaining protection and security, the stage of utilization as well as the stage of monitoring and evaluation. This research was conducted with the aim of knowing the level of community participation in the management of the Bongohulawa National Wirakarya Camping City Forest in Gorontalo Regency. The research design used is descriptive quantitative research using survey methods. The survey method was carried out by distributing questionnaires with a closed question model that was posed to the respondents by purposive sampling. The average level of community participation at the planning and monitoring evaluation stages is in the low category. Meanwhile, the average level of participation at the maintenance, protection and security stage as well as at the utilization stage is in the medium category.

Abstract

The low quality of human resources, especially apparatus at the Kulango Sub-District Office, Biau District, Buol Regency, affects the quality of their works due to the lack of mastery of the field that is currently being worked on. This study to explore the apparatus quality at the Kulango Sub-District, Biau District, Buol Regency. This descriptive study employed a survey approach. Conducted from August to September 2019, this study involved 24 apparatus and officers at the Kulango Sub-District Office, Biau District, Buol Regency. The data collected were primary data and secondary data. Primary data were obtained through interviews, observation, and documentation. The data obtained were processed using frequency table data analysis techniques. The results showed that the quality of the apparatus resources at the Kulango Sub-District Office, Biau District, Buol Regency was good based on the indicators of knowledge, skills, abilities, and experience. However, the strategic plan and understanding of job descriptions for the apparatus of the office must be improved. Although other indicators already had good results, improvements need to be made to produce quality apparatus resources.

Abstract

The purpose of this study is to describe how the coordination of the Village Community Empowerment Institution (LPMD) in the implementation of development in Butu Village, Tilongkabila District, Bone Bolango Regency. The research method is descriptive with a qualitative approach. The results of the study indicate that the vertical coordination in Butu Village has not been maximized, this can be seen by the absence of togetherness between all parties in the institution, so that the problems that arise cannot be overcome together. Horizontal coordination between institutions in the village can be said to have not gone well, this can be seen from the lack of cooperation between the LPMD management and other institutions, so that planning and decision-making related to village development does not involve LPMD. LPMD is a partner of the Village government, it should know the duties and functions of each administrator. Every important decision making related to development in an area can be well coordinated between the village government and other institutions. The coordination carried out by the LPMD can assist the village government in implementing village development programs, but this has not gone well, because the Butu LPMD has not played an active role in the activities carried out by Butu Village.

Abstract

We confer an analysis of the implementation of fingerprint electronic attendance policy in the Limboto subdistrict head office Gorontalo District and factors contributing to its success. We used a descriptive qualitative method and collected data in three manners, i.e., interview, observation, and documentation. Data were analyzed using Mills and Huberman’s analysis model, through which we reduced, presented, and verified data as well as drew conclusions. Findings demonstrate that 1) The fingerprint electronic attendance policy had been well implemented in the Limboto subdistrict head office Gorontalo District, attested by well-convened policy planning, implementation, and supervision; 2) Factors determining the implementation of fingerprint electronic attendance policy in the Limboto subdistrict head office Gorontalo District were communication, resources, disposition, bureaucratic structure, and force majeure. The implementation had succeeded in elevating PNS discipline and performances. We could see this in how discipline they were to arrive in the office and go home by schedule, how prepared they were when the manual attendance system was converted to the electronic one, and how good the communication between the head and staff as regards the policy implementation was. Additionally, their discipline was quantitatively proven by the report of electronic attendance in November 2020, which reached 94%. However, we also found some challenges, e.g., facility constraints, breeding problems in several marginalized sub-villages, and force majeure because of the COVID-19 pandemic.

Abstract

During the implementation of the election, there were a number of problems, including the problem of human resources (HR). Attention to human resource management (HRM), namely election organizers is important to do, in anticipation of improving services and success in organizing the 2024 simultaneous elections in the Gorontalo City KPU work environment. Starting from this reason, it is necessary to take several approaches in order to improve the performance of the Gorontalo City KPU. First, the indicators for holding elections in realizing democratic elections with integrity. Second, bureaucratic reform within the Gorontalo City KPU.

Abstract

This research aims to: (1) analyze the poverty alleviation strategy in Tibawa Gorontalo District and (2) find the factors of the successful poverty alleviation strategy in Tibawa Gorontalo District. This research uses a descriptive-qualitative method with three data collection techniques i.e. (1) closed interview, (2) observation, and (3) documentation. Data were analyzed using Huberman and Miles’s plot comprising (1) data reduction, (2) data display, and (3) data verification and conclusion drawing. This research figures out that: 1) The implementation of the poverty alleviation strategy in Tibawa Gorontalo District is still considered poor due to: a) Planning, b) Implementation, and c) Evaluation and 2) Factors that determine a successful poverty alleviation strategy in Tibawa Gorontalo District are: a) the government supports, b) budget, c) the community supports, and d) the organization supports. Our recommendations are thus: 1. The poverty alleviation strategy in Tibawa Gorontalo District is still considered poor despite the village funds that have been allocated to the poverty alleviation besides the supports from the Social Service and 2. The determinants of a poverty alleviation strategy in Tibawa Gorontalo District are the community supports. Meanwhile, the amount of budget to poverty alleviation should be increased to encourage the poor community in business.

Abstract

The purpose of this research is to describe and analyze the implementation of public policies in terms of PAMSIMAS policies in order to improve the quality of public health services in Gorontalo Regency. The success of the policies carried out through the process or stages of planning, implementation, and supervision. The research approach was carried out using qualitative research methods with data collection carried out by conducting observations, interviews, documentation, structured and group discussions. The results showed that in general health services in Gorontalo Regency had increased through policies regarding PAMSIMAS which could be said to be consistent through the stages of planning, implementation and supervision.

Abstract

The research aims to analyze and describe (1) the quality of service delivery in terms of customers’ satisfaction at Mimoza Multimedia and (2) the factors affecting the quality of service delivery at Mimoza Multimedia. The research method used is qualitative method. The data are the primary data collected through interviews. The data analysis used is Miles and Huberman’s analysis model. The research findings indicate that (1) Mimoza Multimedia Gorontalo has been able to provide public services for society. However, service delivery should be improved through more progressive service polices and evaluations to elevate customers’ satisfaction level. Some aspects of public service delivery that fulfill customers’ satisfaction are adequate facilities and infrastructures, guarantee or compensation to unsatisfactory services, and empathy shown by employees. Meanwhile, responsiveness and reliability are two aspects which need improvement through capacity building in terms of the public service delivery at Mimoza Multimedia Gorontalo and (2) The service delivery at Mimoza Multimedia Gorontalo relies on the quality of human resources, communication between the employees, and communication between the employees and customers. Customers’ satisfaction depends on competent and committed human resources to delivering public services in accordance with service principles. Moreover, the supporting factor is communication. Services without good communication will not satisfy customers.

Abstract

In maintaining the existence of the State University of Gorontalo, a quality higher education management system is needed to be able to adapt to the dynamics of change. Good governance of the State University of Gorontalo is a condition that ensures a synergistic process between internal elements and the support of external parties, as well as mutual control carried out by related components within an organization. This study aims to analyze what efforts can be made to improve the governance of academic services through optimizing information technology at the State University of Gorontalo. This research method is qualitative. Data collection was carried out through a literature study by tracing the sources of previously written writings obtained from various sources, journals, documentation books, the internet, and libraries. The results of the study show that efforts that can be made to improve the governance of academic services at the State University of Gorontalo are through structuring the management of functional aspects consisting of (1) Management of the academic service system centered on a curriculum that is adapted to the national curriculum, structuring the educational process cycle starting from student admissions. until graduation, and the arrangement of the Teaching and Learning Process; (2) The development and management of human resources starts from determining the number, quality, and effective teaching staff and education staff in accordance with the needs of higher education institutions to arranging pensions, dismissals, and severance pay for human resources; (3) The management of the financial performance system, namely the process of managing funds from receipt to use of the budget, can be properly accounted for based on applicable regulations; and (4) Improving facilities and infrastructure services by preparing all equipment/materials for the smooth implementation of the educational process. includes planning, procurement, storage of equipment items, maintenance, and removal.
