Abstract

Indonesia, situated on tectonic plate boundaries, is highly susceptible to earthquakes that cause significant damage to infrastructure and housing, particularly impacting low-income communities (LIC). This study evaluates the feasibility of providing Earthquake-Resistant Construction Houses (ERCH) through a Public-Private Partnership (PPP) scheme. Using qualitative and quantitative methods, the research examines technical, financial, and economic aspects of the PPP scheme, focusing on earthquake-resistant technologies and the involvement of government and business entities. Findings indicate that the PPP scheme effectively addresses challenges such as limited government budgets and land availability while promoting the construction of 10,000 special housing units for disaster-prone areas under Indonesia’s 2020–2024 Infrastructure Development Framework. Financial analysis shows a 25% Internal Rate of Return (IRR), a payback period of four years, and sustainable viability through private-sector participation and government guarantees. This study highlights the potential of PPP schemes to enhance disaster resilience, optimize resources, and provide sustainable housing solutions for vulnerable communities.

Abstract

This research discusses the regulation and process of resolving discrepancies in using Protected Rice Fields (PRF) by Indonesian laws and regulations. PRF has an important role in protecting strategic food resources and maintaining national food security. This research aims to analyze the regulatory framework governing PRF and identify challenges in the resolution process, as well as present steps that can be taken to improve PRF management. This research uses a normative research approach with an analysis of applicable regulations and procedures related to PRF in Indonesia. The research results highlight the need for increased coordination between central and regional governments in determining and monitoring PRF, strict law enforcement, regular updating of PRF data, outreach to the community, providing incentives to farmers, and increasing investment in agricultural infrastructure. These steps are expected to increase the effectiveness of PRF management, which will ultimately support national food security and farmer welfare.

Abstract

The purpose of this study uses a normative juridical legal research method with a case approach in Decision Number 28/Pdt.G/2020/PN Btm and analyzed with an evaluative method. The results of the study show that banks have the responsibility to ensure that every transaction made by customers is carried out correctly. Errors in the execution of fund transfers can cause material losses to customers and damage the bank's reputation. Court decisions regarding banks' liability for fund transfer errors provide important guidance on banks' obligations and the protection of customers' rights.

Abstract

Hospitals face complex and evolving risks as regulations, patient expectations and operational challenges change. Integration of Governance, Risk, and Compliance (GRC) and Environmental, Social, and Governance (ESG) is important to ensure holistic risk management and hospital sustainability. This study aims to analyze the concept of GRC and ESG integration in hospital risk management. This study used qualitative research methods. The data collection technique in this research is literature study. The data that has been collected is then analyzed in three stages, namely data reduction, data presentation and drawing conclusions. The research results show that GRC and ESG in hospital risk management have a significant impact on operational sustainability. GRC ensures that hospitals have a strong framework for managing governance, risk and compliance, which is important for maintaining operational stability and avoiding legal issues. ESG, on the other hand, emphasizes the importance of environmental, social and governance responsibilities in the day-to-day operations of hospitals. So by integrating GRC and ESG, hospitals can identify and manage risks more comprehensively, from compliance with health regulations to the environmental and social impacts of operations.

Abstract

This research aims to evaluate the capacity of the Tegal Regency Regional Revenue Agency as a regional tax management organisation based on the two OECD pillars, namely human resource management, and organisational management, to assist the Tegal district government's efforts to increase fiscal independence. This research uses a qualitative approach with a case study method. Primary data sources are interviews with seven respondents at the Regional Revenue Management Agency of Tegal Regency and secondary data in the form of documents related to the research topic. The results of the research show that the condition of human resource management capacity and organisational management of the Tegal Regency Bapenda still requires further capacity development, especially capacity in the medium and significant categories. Some of the problems that still need further capacity development include those related to the competence of employees at Bapenda who do not fully fulfil tax administration functions, the division of tasks and authority that is still not effective. Also, there are still policies that have not been evaluated and updated regularly. This research is expected to provide an overview of the condition of human resource management capacity and the Tegal Regency Bapenda organisation's management of regional taxes so that it can be used as a reference in planning organisational capacity development in an effort to achieve regional fiscal independence.

Abstract

Online lending is an innovation in finance that utilizes information technology to facilitate transactions between borrowers and lenders without meeting in person. While this generally goes smoothly, problems often arise if there are late payments, particularly in collection practices. Many reports mention unethical, intimidating, and unlawful collection practices, which harass consumers. This research aims to identify and analyze legal protection for criminal acts in the online loan collection process, as well as analyze the decision of the North Jakarta District Court Number 438/Pid.Sus/2020/PN Jkt.Utr. The research method used is normative legal research with a statutory approach, using literature study as a data collection technique, which is then analyzed in three stages, namely data reduction, data presentation, and conclusion drawing. The results showed that repeated billing via text messages and telephone before the due date violated the billing code of ethics in the POJK on Consumer Protection in the Financial Services Sector. In addition, POJK 10/2022 states that organizers are not allowed to make direct collections if the delay exceeds 90 days from the due date. Legal collection by debt collectors that do not comply with the rules, especially in the case of illegal online loans, can be subject to Article 45 paragraph (4) Jo Article 27 paragraph (4) of the ITE Law, Article 368 of the Criminal Code, and Article 369 of the Criminal Code. Thus, these regulations can provide legal protection to consumers in the face of criminal acts when online loan collection occurs.

Abstract

The role of the Commitment Making Officer (CMO) is crucial because they are responsible for the procurement process and contract implementation. However, disputes often occur regarding the CMO's legal position in the agreement. This study aims to examine in depth how courts in Indonesia view and regulate the legal position of CMO as a legal subject in the settlement of construction service agreement disputes. This study uses normative legal research methods with legislative and comparative approaches. The results showed that courts in Indonesia tend to position CMO as a legal subject that has significant responsibilities in construction service agreement disputes. CMOs are given the role of being responsible for the implementation of the contract and can be a party directly involved in dispute resolution in court. The analysis also reveals variations in the legal treatment of CMOs from case to case, highlighting the complexities in the interpretation and application of the relevant laws. Recommendations from this research include the need for further clarification in the legal regulations governing the position of CMOs, as well as the importance of better legal education regarding the responsibilities of CMOs in the context of construction service agreement disputes.

Abstract

Stunting is a critical global health challenge, particularly in developing nations, affecting children's physical, cognitive, and socioeconomic outcomes. This study investigates the impact of clean cooking fuel use on stunting risk among children aged 0–59 months in Indonesia, employing cross-sectional data from the 2014 Indonesian Family Life Survey (IFLS) and the Propensity Score Matching (PSM) method. The results reveal that households using clean cooking fuels, such as liquefied petroleum gas (LPG), significantly improve children's Height-for-Age Z-scores, reducing stunting risk. Factors including higher household education, income levels, and access to urban areas positively influence clean fuel adoption. The study underscores the importance of clean energy policies and increased awareness, particularly in rural areas, to mitigate health disparities and improve childhood growth outcomes. These findings contribute to the growing evidence linking clean energy transitions with enhanced public health and child development indicators.

Abstract

The purpose of this study was to utilize traditional knowledge to create an environmental health flipbook for fifth grade students of SDN Cijantung 01 Pagi. The method used in this research is Research and Development (R&D) with the ADDIE research model (Analysis, Design, Development, Implementation, and Evaluation). The results of this study show that the local wisdom-based flipbook that has been validated by media experts obtained a score of 86.66% and can be categorized as very feasible, The results of the validation by the material expert obtained a score of 80% which can be categorized as very feasible, and the results of the validation by language experts with a score of 100%. The teacher's response to the aspects of material, learning, and media obtained a score of 100% and the student's response showed that the content was appropriate at 83.87% and the media was appropriate at 86.45%, both in the very appropriate category. This shows that local wisdom-based flipbook learning media is very suitable to be displayed in class.

Abstract

The study aims to provide an overview of the implementation of the funding scheme for research and innovation, as well as the involvement of stakeholders in the collaborative development of the research ecosystem and innovation. The study uses Ansell and Gash's collaborative governance theory, identifying stakeholders and analyzing stakeholder roles based on power and interests. (interest). The study employs descriptive research methods and qualitative data collection techniques. Data acquisition entails interviews, observations, and documentation from informants who are knowledgeable about these research issues. The findings demonstrate the fulfillment of Ansell and Gash's collaborative elements. Stakeholders in the research and innovation funding program consist of primary stakeholders, key stakeholders, and secondary stakeholders. The management of research and innovation funding involves a mapping of stakeholders, each with their own unique influences and interests. Stakeholders in the research and innovation funding program consist of primary stakeholders, key stakeholders, and secondary stakeholders. Key players include the Deputy for Research Facilitation and Innovation and the Deputy for Utilization Research and Innovation. Subjects that receive research and innovation funding are the Center for Research Collaboration and startups. Researchers from universities and research organizations wield significant influence as contest setters. The crowd includes the Deputy for Infrastructure Research and Innovation, the Directorate of Talent Management, the Inspectorate, and industry and company partners.
