Abstract

The Minimum Service Standard (SPM) in the health sector is a government policy that aims to ensure the fulfillment of basic health services for the community. This study aims to evaluate the implementation of the Minimum Service Standard policy in the health sector at the Jabon Health Center, Sidoarjo Regency, East Java. This study uses a qualitative approach with a descriptive type of research. The research subjects consisted of the head of the Health Center, the person in charge of the SPM program, and the health workers who were selected purposively. Data collection techniques were carried out through in-depth interviews, observations, and document reviews. Data analysis was carried out qualitatively using an interactive model that included data reduction, data presentation, and conclusion drawing. The results of the study show that the implementation of the SPM policy at the Jabon Health Center has generally been carried out in accordance with applicable regulations and supported by planning and implementation of services that refer to standard operating procedures. However, the achievement of SPM targets has not been fully optimal due to limited human resources, a high workload among officers, and low participation of some communities. Monitoring and evaluation were carried out, but they still tend to be oriented towards administrative fulfillment. This study concludes that the successful implementation of SPM in the health sector requires strengthening resource capacity, optimizing monitoring and evaluation functions, and increasing community involvement so that policy goals can be achieved sustainably.

Abstract

Changes in budget allocation mechanisms and delays in fund disbursement have adversely affected project schedules, cost efficiency, and cash flow stability. This study aims to quantitatively evaluate the impact of fiscal disruption on project performance using Earned Value Management (EVM) indicators—namely the Schedule Performance Index (SPI) and Cost Performance Index (CPI)—and to identify the most feasible managerial mitigation strategy under constrained fiscal conditions. The research adopts a quantitative-dominant mixed-methods approach utilizing secondary data derived from official project documents, including S-curves, progress reports, cash flow statements, and government fiscal policy regulations. Project performance is assessed through EVM, while financial conditions are evaluated using Net Cash Flow (NCF) and Net Profit (NP) analysis. Several alternative funding strategies are analyzed using Discounted Cash Flow (DCF) techniques such as Net Present Value (NPV), Internal Rate of Return (IRR), Discounted Payback Period (DPP), and Debt Service Coverage Ratio (DSCR). The alternatives are subsequently ranked using a Multi-Criteria Decision Making (MCDM) approach based on a Weighted Scoring Model (WSM). The results indicate that fiscal adjustment policies significantly deteriorated project performance, as reflected by an SPI of 0.669 and a CPI of 0.957 as of June 2025. Among the evaluated mitigation strategies—internal funding, external funding, partial PPP, and a combination of internal–external funding—the combined strategy yields the most balanced technical and financial performance. Although it does not generate the highest profit, this strategy demonstrates superior overall feasibility and resilience under fiscal pressure.

Abstract

Power transformer factories are an Engineering to Order (ETO) industry where the products produced have small volume characteristics but many variants. This is due to the need for a power transformer that adjusts to the needs of the customer's electrical system so that each transformer is designed custom. This business process requires a very massive and rapid exchange of information. It is necessary to have a platform to make the distribution of information structured. Currently, Physical Obeya is implemented using a large space and a board containing important data that can be viewed by all cross-functional teams. However, this board still has some drawbacks to accessibility that require a physical presence and a complicated update process. So, virtualization on Physical Obeya was carried out. Virtualization is done by gathering several inputs from cross-functional teams and mapping them into a Value Proposition Canvas to identify the goals and advantages and disadvantages of Physical Obedience that has been carried out so far. Then, the design of virtualization in Physical Obeya is carried out by understanding the business processes in the company to identify what are the process checkpoints in a project into a database, and visualized in a way that takes into account human factors and cognitive ergonomics. Thus, virtual platforms can focus on users. Based on the results of these tests, the platform can be put to good use according to the previously identified objectives.

Abstract

The low employee engagement at PT BDP could potentially be influenced by aspects of job satisfaction that have not been fully met, as well as transformational leadership — one of the main antecedents of employee engagement. This leadership style provides psychological resources in the form of support, a sense of security, and a work environment that values individual contributions. This study aims to determine the effect of transformational leadership and job satisfaction, both partially and simultaneously, on employee engagement at PT Bumi Daya Plaza. The research method used quantitative associative analysis. The sampling technique used the Slovin technique with a sample size of 61 respondents. The research analysis used SPSS software with multiple linear regression analysis techniques, correlation tests, coefficient of determination tests, and partial and simultaneous hypothesis testing. The results indicate that transformational leadership and job satisfaction have a significant effect on employee engagement. Therefore, transformational leadership and job satisfaction that are unfavourable to employees will negatively affect employee engagement.

Abstract

Skin aging is a biological process that is influenced by oxidative stress and the accumulation of advanced glycation end products (AGEs) that can increase the activity of the collagenase enzyme so that it causes collagen degradation. Red logan wood (Spatholobus littoralis Hassk.) is known to have antioxidant content that has the potential to inhibit this process. This study aimed to determine the effect of administration of ethanol extract of red logs on collagenase activity in male white rats of the Sprague-Dawley strain induced by D-galactose. This study is a laboratory experimental research with a post-test only control group design. A total of 36 rats were divided into six groups, namely the blank group, negative control, positive control, and three treatment groups given red bajakah wood ethanol extract with doses of 25 mg/kgBB, 50 mg/kgBB, and 100 mg/kgBB. Induction of aging was carried out using D-galactose, then serum collagenase activity was measured using the ELISA method. Data were analyzed using a one-way ANOVA test followed by an LSD test with a significance level of p < 0.05. The results showed that the administration of ethanol extract of red logs was able to significantly reduce collagenase activity compared to the negative control group (p < 0.05). Doses of 100 mg/kgBB showed the greatest decreasing effect and were close to positive control groups. This suggests that red logwood extract has the potential to be a natural anti-aging agent through a mechanism of inhibition of collagen activity.
