Two years ago, discovery of Covid-19. This virus is transmitted through the air, that’s why we are always asked to wear a mask when not at home. Therefore, the Government has implemented the restrictions on community activities (PPKM) due to the increasing number of COVID-19 cases, so people have to work from home. This makes it difficult for people who run small businesses to earn an income. This study aims to determine the impact of Covid-19 on the economy of people with lower income in Simalingkar A and to find out how the government took steps to overcome this. This study uses a naturalistic method carried out in natural conditions with a descriptive qualitative approach by explaining several questions through interviews. The conclusion of this study is that only a few lower class people have been affected by the economic impact of Covid-19 and the government made a program, BLT UMKM, (Permenkop No. 2 of 2021) and Pre-employment programs as a solution. However, there are still people who have not received assistance from the program, so that we as researchers hope that the governmeniont can pay more attention to its people during the economic crisis of Covid-19 Pandemic.

Abstract

Digital transformation has become a strategic priority for higher education institutions to improve governance efficiency, service quality, and adaptability in a rapidly evolving digital environment. However, many universities still face challenges due to fragmented administrative processes, limited system integration, and insufficient organizational readiness. This study examines how digital transformation reshapes governance processes through the integration of business processes, human resources, and technological systems. Using a qualitative case study approach, data were collected through semi-structured interviews with six key informants in university management, including the rector, vice rector, IT manager, and academic staff. Data were analyzed using the Gioia methodology to identify emerging patterns. The findings reveal three key dimensions driving digital transformation: business process modernization, organizational and human resource adaptation, and technology integration. Business process modernization enhances efficiency through standardized digital workflows. Organizational and human resource adaptation supports the development of digital competencies and new work practices. Technology integration improves effectiveness through centralized data management, better coordination, and data-driven decision-making. This study proposes a conceptual model showing how these dimensions interact to strengthen digital governance. It highlights that successful digital transformation depends not only on technology adoption but also on the alignment of organizational processes, human capabilities, and technological infrastructure.

Abstract

National planning plays a crucial role in navigating the increasing complexity of modern development, which is marked by rapid urbanization, climate change, and social inequity. Singapore is a compelling case study because of its remarkable success in transforming itself into a developed nation through a highly structured, rational, and long-term-oriented planning system. Its approach reflects a strongly technocratic and centralized model, with the government exercising dominant authority in shaping development trajectories through data-driven and scientifically informed concept and master plans. To understand this phenomenon, this study employs the Synoptic, Incremental, Transactive, Advocacy, and Radical Planning (SITAR) framework as the analytical foundation. Based on an extensive literature review and the author’s argumentative analysis, Singapore’s planning practice is most accurately classified under the Synoptic or Rational Comprehensive Planning Model, which prioritizes rationality, consistency, and efficiency. While this model has contributed significantly to policy coherence and effective development outcomes, it also has limitations, particularly regarding public participation and flexibility in responding to evolving social dynamics. Overall, rational planning in Singapore has proven effective in a stable political environment, but it must be complemented by more communicative and inclusive approaches to meet future development challenges.

Abstract

Corporate Social Responsibility (CSR) programs based on social innovation often succeed in strengthening community production capacity but continue to face challenges at the downstream stage, particularly in marketing, product diversification, and market access. This study aims to analyze the community empowerment process in the Kopi Kang CSR Program in Garut Regency and the Sirih Sijale Program in Tangerang City using Jim Ife’s empowerment theory. The research employs a qualitative approach with a descriptive comparative method. Data were collected through field observations, interviews with program managers and community members, and document analysis, then analyzed descriptively based on Jim Ife’s empowerment dimensions. The findings indicate that both programs have reached the early to intermediate stages of empowerment, as reflected in improved production capacity, utilization of local resources, and increased community participation. However, empowerment remains limited at the downstream level due to underdeveloped marketing strategies, restricted distribution networks, and limited product diversification, which result in segmented market reach. CSR involvement in marketing functions as transitional support to facilitate market access rather than as a form of economic dependency. This study concludes that the sustainability of social innovation–based CSR programs requires gradual strengthening of downstream capacities, particularly through adaptive product diversification and market expansion strategies, to enable communities to gain more comprehensive and sustainable control over the value chain.
