Abstract

This study aims to analyze community empowerment strategies in the development of Bulo Tourism Village, located in North Minahasa Regency, North Sulawesi. Bulo Village possesses distinctive natural and cultural potential; however, its management remains suboptimal due to limited resources and infrastructure. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The primary informants include village officials and local community members. Data analysis was conducted using the SWOT technique (Strengths, Weaknesses, Opportunities, Threats) to identify internal and external factors influencing tourism village development. The findings indicate that the main strengths lie in the village’s natural potential and community participation, while weaknesses include the lack of training and tourism promotion. Opportunities are present through government support and the growing trend of nature-based tourism, while threats come from competition with other tourism villages and dependency on external assistance. Based on the SWOT analysis, the recommended strategies include maximizing local potential through community training, strengthening tourism village institutions, establishing partnerships with external stakeholders, and enhancing digital-based promotion. These strategies are expected to sustainably strengthen community empowerment and improve the competitiveness of Bulo Tourism Village. Keywords: Analysis, Strategy, Empowerment, Community, SWOT

Abstract

This study aims to formulate a strategic development plan for Lake Seper as a locally-based tourist destination in Lembean Pilot Tourism Village, North Minahasa Regency, using the SOAR (Strengths, Opportunities, Aspirations, Results) analysis framework. This appreciative and forward-looking approach is employed to identify and integrate internal strengths and community aspirations with external opportunities and expected outcomes in a participatory manner. Data were collected through direct field observations, in-depth interviews with key local stakeholders (village officials, community leaders, and tourism actors), and document analysis of existing development plans and policy frameworks. The findings reveal that Lake Seper possesses significant natural and cultural assets, underpinned by strong community engagement in resource management and conservation. The development strategy focuses on multi-stakeholder collaboration, infrastructure enhancement, and community empowerment through capacity-building programs. The implementation of this strategy is expected to increase tourist arrivals, stimulate local economic growth, and promote the preservation of cultural heritage and environmental sustainability in alignment with ecological balance.

Abstract

The development of Super Priority Destinations (DSP) in Indonesia requires comprehensive support from surrounding villages. Dimembe Village, located 15 km from the Likupang Special Economic Zone, has significant potential as a pioneer tourism village, but faces challenges in women's capacity for tourism development. This study aims to analyze the effectiveness of women's capacity building and training programs in preparing Dimembe Village as a pioneer tourism village supporting the Likupang Super Priority Destination. This participatory action research was carried out for 9 months (2024) involving 115 women from various productive groups in Dimembe Village. This study uses a mixed method approach that combines quantitative assessment and qualitative participatory observation. Interventions include product development training, business management capacity building, digital marketing skills, and tourism service standards. This program has succeeded in increasing women's participation in the tourism economy by 45%, with an increase in average income by 35%. Key achievements include: (1) Development of 15 new handicraft products that meet tourism market standards; (2) Establishment of 2 productive business groups with 30 active members; (3) Establishment of 5 standardized homestays; (4) Creation of 3 integrated cultural tourism packages; (5) Implementation of a digital marketing system that reaches 90% of participants. Participatory capacity building programs are effective in increasing the role of women in the development of pioneer tourism villages. An integrated approach that combines product development, business management, and digital literacy creates sustainable economic opportunities while preserving local cultural values
