Abstract

Implementation of E-Government has become one of the priorities in bureaucratic reform and improving the quality of public services. This is in line with Presidential Instruction no. 3 of 2003 concerning National Policy and Strategy for E-Government Development, which encourages government agencies to utilize advances in information technology in government processes. In this research, the method used is a descriptive qualitative method. This means that the data collected is not in the form of numbers, but rather the data comes from interview scripts, field notes, personal documents, memos and other official documents. The SINOPEN application (Non-OSS Licensing and Licensing Information System) was launched by the Padang City Investment and One-Stop Integrated Services Service (DPMPTSP) in March 2022 with the aim of making it easier for the public to process permits and non-permits online. Based on research results, currently the SINOPEN application limits the use of one account to only one use, which makes it difficult for users who frequently access the application during the licensing or non-licensing application process.

Abstract

This study explores the positive impacts of social awareness on students and its implications for community involvement. The research aims to identify the benefits of social awareness in shaping inclusive behavior, empathy, and leadership skills among students. A qualitative approach was used, combining literature review and case studies of school programs focused on social consciousness. Findings indicate that social awareness enhances students' ability to respect diversity, engage in social issues, and contribute positively to society. However, challenges such as individualism and limited institutional support are significant barriers to the effective implementation of social awareness programs. Strategies for overcoming these challenges include integrating social values into curricula, strengthening community service programs, and leveraging digital technology for social education.

Abstract

This research analyzes the effectiveness of e-Government through the e-Kelurahan program and its impact on public services in Padang City. With a descriptive qualitative approach, the research uses secondary data and interviews to understand the phenomenon in depth. This digital transformation is supported by the high number of internet users (63.61% of the total population of Padang City), which aims to improve efficiency, transparency and accessibility of public services. The results show an increase in the number of online document submissions as an indication of the program's success. However, challenges remain, including limited employee competence in information technology and lack of socialization to the public. Supporting tools are in place, but require regular updates to keep the system running smoothly. Padang City Government has strengthened application security to protect citizen data. The e-Kelurahan program has great potential to improve the quality of public services, although it needs to be balanced with staff training and effective socialization to the community.

Abstract

explores the complexity of Jakarta's political landscape influenced by ethnic diversity, with a focus on the significant role of Ethnic Chinese in the city's political dynamics. Taking ethnic diversity as a foundation, this research aims to investigate the intensity of ethnic Chinese political communication and its impact on public perception and political participation in Jakarta. Understanding the dynamics of political communication is becoming increasingly important, given the potential for governments and politicians to capitalize on this diversity through appropriate approaches, creating more inclusive and multicultural political contestation. This research emphasizes intercultural communication, communication psychology, and media influence on public policy. In particular, it explores public perceptions of Ethnic Chinese political communication and how political messages are understood by Jakarta's diverse communities. The analysis also covers levels of political participation, including involvement in elections and contributions to political organizations.

Abstract

This research aims to examine the implementation of business licensing services through the Online Single Submission (OSS) system implemented by the Investment and One-Stop Integrated Service Office (DPMPTSP) of Padang City. In addition, this research also examines the obstacles faced and solutions applied in optimizing business licensing services. This research is descriptive in nature using qualitative methods. The data sources used are primary data in the form of interviews with the DPMPTSP of Padang City on November 15, 2024 and secondary data derived from laws and regulations and related literature. The data analysis technique was carried out deductively, by reviewing the implementation of the OSS system based on applicable regulations. The results showed that the implementation of business licensing services through OSS by DPMPTSP Kota Padang was in accordance with Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing. OSS provides convenience in the licensing process, which is efficient and electronically integrated. However, the implementation of this system still faces a number of obstacles, including a lack of public understanding, limited access to technology, uneven internet network quality, and technical disruptions due to the transition process to OSS-RBA (Risk-Based Approach). To overcome these obstacles, the DPMPTSP of Padang City provides direct assistance services, education to the community, and intensive coordination with the central government to improve the performance of the OSS system. The results show that although OSS has had a positive impact on the business licensing process in Padang City, optimization of services is still needed to achieve the goal of a more inclusive and competitive bureaucratic reform.

Abstract

This study aims to analyze the perception of using the Quick Response Indonesian Standard (QRIS) as a payment tool among Micro, Small, and Medium Enterprises (UMKM) in Bengkulu, as well as the role of public administration in promoting economic digitalization. The method employed is a qualitative descriptive study, with data collected through in-depth interviews and participatory observations. The findings indicate that the perception of UMKM actors towards QRIS is generally positive, with many experiencing convenience and efficiency in transactions. However, challenges such as limited internet access and a lack of understanding of digital technology remain significant obstacles. Public administration plays a crucial role in creating policies that support QRIS adoption, including infrastructure improvement and digital literacy programs. This study recommends the need for collaboration between the government, private sector, and society to optimize the potential of the digital economy, enabling UMKM to compete more effectively in an increasingly digital marketplace.

Abstract

This research aims to determine the application of the SIGNAL application in increasing digital-based motor vehicle tax payments at the Padang City Samsat UPTD, as we know that the application of digital in the modern era makes it very easy to carry out certain matters, especially in paying taxes, the City Samsat has implemented the SIGNAL application which can make it easier for people to process tax payments, with this application, people don't need to make payments directly to the office. The lack of application of digital literacy among the community is the main challenge in implementing the SIGNAL application. However, the Padang City Samsat has provided education among the community with the help of the local government in the hope of overcoming the obstacles that exist in the community regarding the SIGNAL application.

Abstract

This article analyzes the song “In the air" by the band Greenhouse Effect using a mimetic approach. The aim of this research is to find out how song lyrics reflect socio-political realities in Indonesia, especially injustice, freedom of expression, and threats to human rights activists. The mimetic approach here assumes that literary works are imitations or representations of the world and human life. The analysis is carried out by examining how the lyrics of the song "in the air" reflect social phenomena, human emotions or certain views on life. This research found that the lyrics of the song "In the air" reflect the situation of a person's struggle in facing threats, intimidation, and theorism. These texts can also be read as a critique of systems and structures that use threats of violence to silence voices of resistance.

Abstract

Perceraian merupakan peristiwa yang berdampak signifikan terhadap perkembangan psikologis anak. Artikel ini mengulas berbagai faktor penyebab perceraian, seperti konflik keluarga, masalah ekonomi, kekerasan dalam rumah tangga, dan pernikahan dini, serta dampaknya terhadap kesehatan emosional, sosial, dan akademik anak. Anak - anak yang menghadapi perceraian sering mengalami kecemasan, perasaan kehilangan, serta perubahan perilaku seperti agresivitas atau isolasi sosial. Prestasi akademik mereka juga cenderung menurun akibat gangguan emosional. Dukungan emosional dari orang tua, guru, dan lingkungan sosial menjadi faktor kunci dalam mengurangi dampak negatif perceraian. Perspektif hukum dan agama menekankan pentingnya tanggung jawab orang tua terhadap anak setelah perceraian. Kesimpulannya, pendekatan yang sensitif dan kolaboratif sangat diperlukan untuk melindungi kesehatan mental anak, sehingga mereka dapat tetap berkembang secara positif meskipun menghadapi tantangan keluarga yang kompleks.

Abstract

The number of street children in Medan City continues to increase every year. According to the Medan City Social Service, in 2019 the number of street children reached 98 people, then rose to 115 people in 2020, 122 people in 2021, and in 2022 it reached 249 people. This research aims to analyze more deeply the high number of abandoned street children in Medan City. This research uses a descriptive qualitative approach, with several methods used, namely, direct observation of street children, intensive interviews, and literature studies or literature reviews to complement the required research data. Based on this research, it was concluded that first, weak family economic factors cause a child to become an abandoned child. Second, cultural factors in the form of habits to empower children to seek sustenance as a form of contribution to strengthening family finances. Third, the difficulty in continuing formal education is caused by limited funds so that a child must seek sustenance on the streets as a life choice to support the family's economy.
