Abstract

Cargo discharge operations on tanker vessels play a vital role in national energy distribution and require high efficiency without compromising safety standards. In practice, MT. Patra Tanker 3, operated by PT Pertamina International Shipping, experiences recurring technical and operational constraints that may significantly reduce discharge efficiency and increase operational risk. This study aims to identify and analyze the influencing factors and formulate strategic optimization recommendations. A qualitative descriptive approach was applied through direct field observation, in-depth semi-structured interviews with key crew members, and documentation review during sea practice from August 2024 to August 2025. Data were analyzed using reduction, display, and conclusion drawing techniques. The findings reveal that discharge efficiency is influenced by three interrelated factors: technical factors (valve and seat ring condition affecting system pressure stability), human factors (inter-station coordination quality and crew fatigue during prolonged operations), and managerial factors (maintenance system effectiveness and operational supervision). These factors do not operate in isolation but interact dynamically within a socio-technical system. Optimization requires strengthened preventive maintenance on critical components, improved communication protocols between work stations, and systematic continuous evaluation in accordance with the ISM Code and ISGOTT international standards.

Abstract

Jono Oge Village, Sigi Biromaru Regency, Central Sulawesi, has been designated a liquefaction-prone area with a high risk level. Following the 2018 liquefaction disaster, the government relocated residents to permanent housing (huntap) as a mitigation measure. This policy created a dynamic in the settlements due to differences in housing choices and limited community participation in the planning process. Some residents chose to return to their original locations and build housing independently despite ongoing disaster risks, while others remained in the provided permanent housing. These differing choices are not merely physical or spatial in nature, but also reflect the complex social, cultural, and economic ties that communities hold toward their former places of residence. This research uses a qualitative approach with a case study method, conducted in the permanent housing complex of Pombewe and the independent housing complex of Jono Oge, to analyze the forms of community adaptation and resilience after the disaster. The research's novelty lies in identifying spatial housing adjustment mechanisms as a social, economic, and cultural adaptation strategy to maintain post-disaster life.

Abstract

Kampung Jagalan Ledoksari is part of a historic settlement that developed during the reign of Pakualam VII in the early 20th century. This settlement grew along the banks of the Code River through a socio-cultural system passed down from generation to generation, forming a strong relationship between residential space and environmental conditions. Along with urban development, this area faces pressures from urbanization, limited land availability, and recurring disaster risks such as flooding and cold lava flows, which drive environmental dynamics. This study aims to identify changes in the spatial patterns of the Code Riverbank settlement as a response to urban pressures. The focus of the study includes changes in spatial layout, building orientation, and settlement circulation patterns. The research employs a qualitative approach with an ethnographic design, utilizing field observations and in-depth historical spatial mapping to understand the process of spatial adaptation. The findings indicate that changes in the spatial patterns of Kampung Jagalan Ledoksari represent a continuous adaptation process to historical pressures, urbanization, and environmental dynamics. These adaptations gradually and multilayeredly shape transformations in spatial arrangement, building mass, and settlement connectivity. The novelty of this research lies in identifying spatial adaptation strategies that contribute to strengthening the resilience of riverbank settlements against disaster risks and spatial limitations.

Abstract

The rapid growth of Bandar Lampung City is characterized by an increasing conversion of non-built-up land into built-up areas. This condition is influenced by population growth, economic development, and the strategic position of Bandar Lampung as the capital of Lampung Province and the gateway to Sumatra Island. Such development has the potential to create pressure on land use if it is not aligned with the Spatial Plan (RTRW). This study aims to analyze the spatial pattern and distribution of urban growth, and to assess the conformity of urban growth modeling results with the Bandar Lampung Spatial Plan. This research employs a spatial-based quantitative approach. The analytical methods used include the  Cellular Automata (CA) modeling to predict urban growth up to 2041 and overlay analysis to evaluate the conformity of the modeling results with the Bandar Lampung Spatial Plan 2021–2041. The results indicate that the built-up area increased from 12,096.93 hectares in 2017 to 12,979.87 hectares in 2023, and is projected to reach 14,758.74 hectares by 2041. Spatially, urban growth tends to concentrate in peripheral areas that still have land availability and good accessibility. The conformity level of built-up land with the spatial plan decreased from 95.17% in 2023 to 89.24% in 2041. These findings indicate the need for stricter and more consistent land use control.

Abstract

This study aims to analyze digital communication strategies for marketing agricultural products, specifically chicken eggs, through Instagram. Using a descriptive qualitative approach, the research explores practical experiences in facing digital marketing challenges and identifies effective promotional techniques for small businesses. The findings indicate that strategies such as consistent visual branding, persuasive content, and active audience engagement have a significant impact on strengthening the Telur Ayam Bahagia brand. SWOT analysis reveals weaknesses such as irregular posting schedules and slow response to user interactions. However, brand strengths can be leveraged through SME collaboration and optimal use of Instagram features. The chosen SO (Strength-Opportunity) strategy is effective in capitalizing on digital market opportunities and healthy food trends by maximizing existing internal strengths. This study recommends optimizing social media-based digital communication as an adaptive approach for small-scale agribusiness development. In addition, the study highlights that authenticity, emotional connection with consumers, and transparency in production processes are important factors in building consumer trust and long-term loyalty in the competitive digital marketplace.

Abstract

Electronic Traffic Law Enforcement (ETLE) is an initiative that applies technology to record traffic violations electronically in order to support safety, security, and traffic order, as well as to improve driving discipline. This study aims to examine the effectiveness of ETLE implementation in reducing the number of traffic violations in Malang City, and to identify the supporting and inhibiting factors in its implementation by the Malang Police. The research uses a sociological juridical approach with descriptive-analytical research specifications based on empirical data supported by secondary data, which are analyzed through qualitative methods. The findings show that ETLE has been effective in reducing illegal collection practices during the ticketing process, because the system prevents direct face-to-face interaction between officers and violators, thereby eliminating opportunities for unlawful payments. However, ETLE has not yet been fully effective in reducing traffic violations because the system is still limited in detecting only certain types of violations. In addition, public awareness and understanding of traffic regulations and the electronic ticketing system remain low, which means that violations still frequently occur. Several inhibiting factors were identified in the implementation of ETLE in Malang City, including law enforcement factors, such as input errors in offender identity data, which make it difficult to trace the violator; infrastructure factors, such as CCTV devices that may suddenly go offline due to unstable networks; community factors, such as the use of fake license plates and failure to transfer vehicle ownership after purchase, causing violation notices not to reach the actual offender or current vehicle owner; and environmental factors, particularly weather conditions, which may damage installed CCTV equipment.

Abstract

Corruption in the management of Village Funds in Indonesia continues to persist amid the country's ongoing fiscal decentralization agenda. This study aims to identify and map fraud modes, determinants driving fraudulent behavior, and governance gaps that enable irregularities in Village Fund management. The research employs a Systematic Literature Review (SLR) approach guided by the PRISMA protocol, analyzing 50 scientifically indexed articles from the SINTA database spanning 2017 to 2025, selected through a rigorous screening process from an initial pool of 432 articles. Data were analyzed using thematic and descriptive synthesis methods. Findings reveal that fraudulent practices occur across all management cycles from planning and implementation to financial reporting with village heads consistently emerging as the primary actors. Individual, organizational, and structural factors collectively constitute an environment susceptible to corrupt practices. The study also identifies inconsistencies across research findings regarding the effectiveness of internal control systems, personnel competency, and oversight mechanisms in different regional contexts. These results underscore the urgent need for an integrative approach to village governance reform, encompassing institutional accountability strengthening and optimized utilization of information technology.

Abstract

Railway bridges are critical infrastructure components that sustain the smooth operation of the national railway system. Damage or failure of railway bridges not only disrupts the mobility of passengers and goods, but also risks fatal accidents and significant economic losses due to service disruption. In Indonesia, the Bridge Management System (BMS) method has proven effective for highway bridge evaluation, yet it has never been systematically adapted for railway bridges. This study develops a Railway Bridge Management System (RBMS) as an adaptation of BMS for condition assessment, technical screening, and economic evaluation of railway bridge maintenance, and applies it to the DAOP VII Madiun railway network. Ten active railway bridges were evaluated across the main Yogyakarta-Surabaya line and branch lines. The RBMS adaptation includes two new element condition parameters - Ballast Condition (B) and Dynamic Load (D) - yielding the formula NK_KA = S+R+K+F+P+B+D (range 0-7), modified technical screening based on 22-ton axle loads, and economic evaluation incorporating Railway Disruption Cost (RDC). Results show three Critical bridges (NK_KA ≥ 5), four Heavily Damaged, and three in Good condition. A key finding is the safety-economic paradox: two critical bridges require safety-mandated replacement despite IRR below 15%, indicating that safety standards must complement economic criteria. RBMS produces a more objective and comprehensive maintenance priority scale than PT KAI's conventional inspection method.
