Abstract

The continued decline of productive rice fields in Padang City has weakened local food production capacity and increased dependence on rice supplies from other regions, highlighting the importance of effective spatial planning policy in protecting agricultural land. This study aims to examine the implementation of Padang City Regional Regulation Number 3 of 2019 concerning Regional Spatial Planning and its impact on food security, particularly in controlling the conversion of productive agricultural land. A descriptive qualitative approach was employed, with data collected through interviews, observation, and documentation. Research informants were selected using purposive sampling and included relevant government agencies and farmers affected by land conversion. The findings indicate that the implementation of Regional Regulation Number 3 of 2019 has not been optimal. Compliance among officials remains largely formal and procedural, while substantive supervision of agricultural land conversion is still ineffective. Policy implementation is also constrained by several structural problems, including weak inter-agency coordination, limited legal protection for sustainable agricultural land, inadequate data on land-use changes, and increasing pressure from regional development. These conditions have contributed to the continued reduction of rice fields, declining local food production, and growing dependence on food supplies from other regions. This study concludes that spatial planning policy implementation in Padang City requires stronger oversight, improved cross-sectoral coordination, and sustainable protection of productive agricultural land. The study contributes to public policy and food security studies by emphasizing the strategic role of spatial governance in safeguarding local agricultural resources and strengthening regional food resilience.

Abstract

Work readiness among vocational high school (SMK) graduates remains a critical challenge, as reflected in the relatively high unemployment rate among SMK graduates and the persistent mismatch between graduate competencies and the demands of the business and industrial sectors. This condition underscores the need for learning approaches that strengthen students’ technical competencies while enhancing their confidence in entering the workforce. This study aims to analyze the effect of digital marketing learning and TikTok Live practices on work readiness through self-efficacy among Digital Business students at SMK Labschool UNESA 1 Surabaya. A quantitative approach with an explanatory research design was employed. The population comprised 44 eleventh- and twelfth-grade students, all of whom were selected using a total sampling technique. Data were collected through a Likert-scale questionnaire and analyzed using IBM SPSS Statistics 30 through validity testing, reliability testing, classical assumption testing, path analysis, t-tests, coefficient of determination analysis, and the Sobel test. The findings indicate that digital marketing learning and TikTok Live practices have positive and significant effects on both students’ self-efficacy and work readiness. Self-efficacy also has a positive effect on work readiness and partially mediates the effects of digital marketing learning and TikTok Live practices on work readiness. These findings demonstrate that the integration of experience-based digital learning can strengthen students’ competencies, self-confidence, and readiness to enter the workforce. The study contributes to vocational education by highlighting digital marketing learning and TikTok Live practices as relevant instructional strategies for aligning student competencies with contemporary workplace demands.

Abstract

The implementation of the International Regulations for Preventing Collisions at Sea (COLREGs) 1972 is essential for ensuring navigational safety in Indonesia’s strategic waters, where dense international shipping traffic increases collision risks. Although COLREGs have been widely examined, studies specifically addressing watchkeeping responsibilities and navigational aid utilization on Self-Propelled Barges (SPB) in Indonesian crossing situations remain limited. This study aims to analyze the implementation of COLREGs in preventing collisions on SPB Sainty Giant, particularly during crossing situations. A descriptive qualitative approach with a case study design was employed, involving three informants consisting of the Chief Officer, Second Officer, and Able-Bodied Seaman, who were selected using purposive sampling. Data were collected through observation, in-depth interviews, and documentation studies, and were analyzed thematically through data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of COLREGs on SPB Sainty Giant remains suboptimal, as reflected in watchkeeping officers arriving exactly at the start of their watch without sufficient handover time, crew fatigue caused by excessive daytime workload, and inadequate radar adjustment to weather conditions, which resulted in small vessels remaining undetected. These findings highlight the importance of watchkeeping discipline, navigational aid optimization, and crew competency in strengthening collision prevention. This study contributes to maritime navigation and safety literature by extending understanding of COLREGs application in SPB operations. The practical implications emphasize the need for shipping companies and ship masters to improve watchkeeping procedures, provide regular Radar ARPA training, and strengthen crew understanding of COLREGs through simulation-based training. Further research is recommended to examine COLREGs implementation across different vessel types and shipping routes in Indonesian waters.

Abstract

Although computational thinking has received increasing attention in early childhood education, research translating this concept into a systematic, teacher-ready unplugged coding guide for Indonesian kindergarten contexts remains limited. This study aimed to identify instructional needs and to develop and evaluate the validity, practicality, and effectiveness of an unplugged coding learning guide designed to stimulate the cognitive development of children aged 4–6 years. Using a research and development approach based on the ADDIE model—Analysis, Design, Development, Implementation, and Evaluation—the study involved two expert validators, one principal, one teacher, and 12 children aged 4–6 years at PAUD Aurora, Ambon, selected through purposive sampling. Data were collected through interviews, expert validation sheets, a teacher-response questionnaire, and cognitive development observation sheets and were analyzed using descriptive statistics and a paired-samples t test. The guide achieved a validity score of 3.35, categorized as very valid; a practicality score of 98.44%, categorized as very practical; and an effectiveness score of 80.65%, categorized as very effective. Children’s observed cognitive development scores increased from 45.14% at the first meeting to 97.22% at the seventh meeting, while the paired-samples t test demonstrated a statistically significant difference between pretest and posttest scores, t(11) = 47.87, p < .001. These findings demonstrate that a systematically structured, indicator-based unplugged coding guide can transform informal cognitive stimulation activities into effective classroom practices. The study contributes to the literature on computational thinking and early cognitive development by extending understanding of technology-free instructional strategies for young learners. Practically, the guide provides teachers and early childhood education institutions with a low-cost approach to strengthening children’s logical reasoning, while further research should employ larger samples, control-group designs, and broader developmental outcomes.

Abstract

Advances in digital technology have transformed museums from institutions primarily devoted to collection preservation into increasingly interactive and immersive learning environments. Nevertheless, empirical evidence concerning the effects of digital interactive media and immersive experiences on visitors’ educational experiences remains limited, particularly in the context of the Jakarta Maritime Museum. This study aims to analyze the partial and simultaneous effects of digital interactive media and immersive experiences on visitors’ educational experiences at the Jakarta Maritime Museum. A quantitative survey design was employed, involving 100 museum visitors selected using the Slovin formula. Data were collected through questionnaires and analyzed using SPSS version 25 through validity and reliability testing, classical assumption testing, multiple linear regression, t-tests, an F-test, and coefficient of determination analysis. The findings indicate that digital interactive media have a positive and significant effect on visitors’ educational experiences (t = 8.061, p < .001), while immersive experiences also exert a positive and significant effect (t = 7.903, p < .001). Simultaneously, both variables significantly predict visitors’ educational experiences (F = 67.933, p < .001), with a coefficient of determination of R² = .583, indicating that they explain 58.3% of the variance in visitors’ educational experiences. The study concludes that optimizing digital interactive media and immersive experiences can strengthen the educational value of museum visits. These findings contribute to research on technology-enhanced museum learning and imply that the Jakarta Maritime Museum should develop more interactive, engaging, and immersive collection-presentation strategies to reinforce its educational function.

Abstract

Long-serve performance in badminton depends on directional accuracy, timing, and efficient coordination of the upper-limb kinetic chain; however, evidence-based assessment of service skills among beginner players remains limited. This study aimed to examine the associations between eye-hand coordination, wrist flexibility, and long-serve performance among players at SMKN 1 Sikur. A cross-sectional correlational design was applied involving 20 players. Eye-hand coordination was assessed using a tennis-ball throw-and-catch test, wrist flexibility was measured with a goniometer, and long-serve performance was evaluated using a standardized long-service test. Data were analyzed using Pearson correlation coefficients, coefficients of determination, and 95% confidence intervals to estimate the magnitude and precision of the associations. The findings showed that eye-hand coordination was not significantly associated with long-serve performance (r = -0.318, p = 0.171, 95% CI [-0.667, 0.144], R² = 0.101), whereas wrist flexibility demonstrated a moderate positive association with long-serve performance (r = 0.487, p = 0.030, 95% CI [0.056, 0.765], R² = 0.237). These results indicate that wrist flexibility may serve as a useful and low-cost screening and training target for developing long-serve performance among beginner badminton players. Conversely, generic eye-hand coordination tests should be complemented by badminton-specific perceptual-motor and technical assessments. The study contributes to service-skill assessment literature by identifying a practical physical factor associated with beginner long-serve performance, although the small sample size and cross-sectional design limit causal inference and highlight the need for replication using larger samples, reliability testing, and motion-analysis measures.

Abstract

Public expenditure efficiency and foreign direct investment governance have received increasing scholarly attention; however, limited research has examined how budget-efficiency policies affect the implementation of FDI deconcentration programmes at the provincial level. This study aims to analyse policy implementation, supporting and inhibiting factors, and institutional strategies related to FDI deconcentration budget efficiency at the Investment and One-Stop Integrated Services Office of West Sumatra Province. A qualitative approach with a descriptive case-study design was employed, involving four key informants selected through purposive sampling. Data were collected through semi-structured interviews, non-participant observation, and document analysis, then analysed through data condensation, data display, and conclusion verification. The findings show that budget efficiency was implemented through online coordination, integrated field visits, activity prioritisation, and digital investment promotion. These measures helped maintain basic service continuity and relatively favourable investment performance; however, they also reduced direct supervision, weakened the verification of Investment Activity Reports, and increased reliance on informal communication. The study contributes to policy implementation and value-for-money literature by demonstrating that fiscal savings do not necessarily produce substantive efficiency when supervisory capacity and accountability mechanisms are weakened. The findings imply the need for selective performance-based budgeting, protected funding for high-risk supervision, and an integrated hybrid monitoring system to strengthen the effectiveness, accountability, and sustainability of provincial FDI deconcentration governance.

Abstract

Sustainable tourism development in conservation-based destinations depends on effective community participation and destination management; however, the relative contribution of these factors at Pangumbahan Turtle Park remains insufficiently understood. This study aimed to examine the effects of community participation and destination management on sustainable tourism development at Pangumbahan Turtle Park. A quantitative descriptive design was employed, involving 100 respondents comprising local community members, destination managers, and other tourism stakeholders selected through purposive sampling. Data were collected using questionnaires and analyzed with IBM SPSS Statistics Version 32 through validity and reliability testing, classical assumption testing, multiple linear regression, t-tests, an F-test, and coefficient of determination analysis. The findings indicate that community participation had a positive and statistically significant effect on sustainable tourism development (t = 5.336, p < .001), whereas destination management did not demonstrate a significant partial effect (t = 1.260, p = .211). Simultaneously, community participation and destination management significantly influenced sustainable tourism development (F = 208.670, p < .001). The adjusted R² value of .808 indicates that the two predictors explained 80.8% of the variance in sustainable tourism development, while the remaining 19.2% was attributable to other factors. The study concludes that community participation is the dominant determinant of sustainable tourism development at Pangumbahan Turtle Park. These findings contribute empirical evidence to the sustainable tourism literature by clarifying the relative influence of participatory and managerial factors in a conservation-based destination. Practically, the results underscore the need to strengthen community involvement while improving destination management practices to support the long-term sustainability of conservation tourism.

Abstract

Sustainable tourism integrating conservation-based ecotourism principles is essential for balancing the utilization of natural resources with the protection of coastal ecosystems. This study aimed to examine the existing conditions of Pangumbahan Turtle Park, Sukabumi Regency, and formulate strategies for developing its tourism attractions while maintaining its function as a nesting habitat for green sea turtles (Chelonia mydas). A descriptive qualitative design was employed using the 4A tourism components framework—Attraction, Accessibility, Amenity, and Ancillary Services—combined with SWOT analysis. Data were collected through field observations, documentation, and in-depth interviews with purposively selected destination managers, local community members, and tourists. The data were analyzed using the Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) matrices to identify the internal and external factors influencing destination development. The findings show that Pangumbahan Turtle Park obtained an IFAS score of 3.07 and an EFAS score of 3.08. The SWOT analysis positioned the destination in Quadrant I at coordinates of 1.93 and 1.88, indicating strong internal capacity and favorable external opportunities that support the implementation of a growth-oriented strategy. The recommended strategies include developing conservation education tourism programs, optimizing digital marketing, strengthening partnerships with educational institutions, improving supporting facilities, and reinforcing destination management regulations. The study concludes that Pangumbahan Turtle Park possesses substantial potential for sustainable tourism development, provided that destination growth is consistently aligned with conservation priorities. These findings contribute a strategic framework for developing conservation-based coastal tourism and provide practical guidance for destination managers and local stakeholders in strengthening ecological protection, visitor experiences, institutional collaboration, and long-term destination sustainability.

Abstract

Low beginning reading proficiency among second-grade students at SD Negeri 068007 Medan Tuntungan was associated with limited reading interest, low classroom participation, difficulties in recognizing letters and blending syllables, and insufficiently varied instructional methods. This study aimed to examine the implementation of a cooperative learning model assisted by puzzle media in improving students’ beginning reading skills during the 2025/2026 academic year. Classroom action research was conducted in two cycles, each comprising planning, action, observation, and reflection. The participants were second-grade students at SD Negeri 068007 Medan Tuntungan. Data were collected through observations, reading tests, interviews, and documentation and analyzed using qualitative and quantitative descriptive techniques. The findings indicate that the cooperative learning model assisted by puzzle media increased students’ participation and improved their ability to recognize letters, blend syllables, and read simple words and sentences. Learning outcomes also improved, as demonstrated by an increase in the number of students achieving the Minimum Mastery Criterion. The study concludes that integrating cooperative learning with puzzle media effectively supports the development of beginning reading skills by creating a more active, collaborative, and engaging learning environment. These findings provide practical implications for primary school teachers seeking interactive instructional strategies to address early literacy difficulties and strengthen students’ participation and reading achievement.
