Abstract

Employee productivity in public service agencies is a key determinant of service quality received by the public. At the Padang City Investment and One-Stop Integrated Service Agency (DPMPTSP), low productivity is reflected in 22 disciplinary violation cases in 2023, a low staff competence and attitude score in the Public Satisfaction Index (78.5), and a 63.8% increase in public complaints from 2022 to 2023. This condition is considered closely related to the suboptimal implementation of Organizational Citizenship Behavior (OCB) among employees. This study aims to examine the effect of OCB on employee work productivity at the DPMPTSP of Padang City. A quantitative correlational approach was employed using total sampling, involving all 50 employees as respondents. Data were collected through a Likert-scale questionnaire measuring OCB based on the five dimensions proposed by Organ et al. (2006), namely altruism, conscientiousness, sportsmanship, courtesy, and civic virtue, as well as work productivity based on the six indicators proposed by Sutrisno (2011). Data were analyzed using classical assumption tests and simple linear regression with SPSS. The findings indicate that OCB has a positive and significant effect on employee work productivity, as shown by a t-test significance value of 0.000 (< α = 0.05) and a positive regression coefficient of 0.617. The regression equation is Ŷ = 27.581 + 0.617X. The Pearson correlation coefficient of r = 0.545 indicates a moderately strong positive relationship, while the coefficient of determination (R²) of 0.297 shows that OCB explains 29.7% of the variability in work productivity. This study concludes that strengthening OCB culture, particularly in the dimensions of conscientiousness, altruism, and civic virtue, is a relevant and measurable strategy for improving employee productivity in public service agencies. Theoretically, this study contributes to the literature on organizational behavior and public human resource management, while practically, it provides implications for strengthening employee behavior-based productivity strategies in local public service institutions.

Abstract

The growing public interest in religious tourism indicates a shift from purely recreational activities toward spiritual experiences, cultural values, and the pursuit of inner peace. In this context, Sakyawanaram Vihara in Cianjur Regency, West Java, Indonesia, offers a distinctive religious tourism attraction through its sacred water bathing ritual, which symbolizes physical and spiritual purification and attracts visitors from diverse religious backgrounds. This study aims to analyze the potential of ritual-based religious tourism at Sakyawanaram Vihara. This study employed a qualitative research approach, with data collected through observation, in-depth interviews, and documentation. Informants were selected using purposive sampling and consisted of temple administrators, religious leaders, local community members, and tourists. The analysis was guided by the 5A tourism components framework, comprising attraction, accessibility, amenities, accommodation, and ancillary services, and was further strengthened through SWOT analysis. The findings reveal that Sakyawanaram Vihara possesses substantial religious tourism potential due to its spiritual significance, distinctive architectural features, serene natural environment, and strong tradition of interreligious tolerance. The study concludes that the sacred water bathing ritual can serve as a strategic basis for developing religious tourism while maintaining the sacredness and authenticity of the site. The contribution of this study lies in extending the discourse on ritual-based religious tourism and offering practical implications for optimizing digital media promotion and infrastructure management without compromising the structural sacredness and cultural-religious integrity of the ritual.

Abstract

Cibinong Botanical Garden is a nature-based and educational tourism destination with considerable potential; however, challenges related to its supporting tourism components may affect tourists’ intention to visit. This study aims to analyze the role of the 6A tourism components, namely attraction, accessibility, amenities, activities, ancillary services, and available packages, in enhancing tourists’ intention to visit, identify the most influential component, and formulate strategies for destination development. This study employed a qualitative case study approach at Cibinong Botanical Garden, West Java. Data were collected through observation, in-depth interviews with destination managers, marketing staff, and tourists, and documentation, and were analyzed using qualitative data analysis techniques. The findings reveal that the six tourism components function complementarily in shaping tourists’ intention to visit. Among these components, attraction emerged as the most influential factor, primarily through the presence of iconic lakes, endemic flora collections, extensive green open spaces, and the destination’s educational tourism concept. Activities and available packages also enrich the overall visitor experience by providing more diverse and structured tourism opportunities. However, amenities, accessibility, and ancillary services require further improvement, particularly regarding public toilet quality, informational signage, pedestrian pathways, visitor information services, and the digitalization of tourism services. This study concludes that integrated and sustainable management of the 6A tourism components is a strategic approach to enhancing destination quality, improving visitor satisfaction, and encouraging both initial and repeat visits to Cibinong Botanical Garden. The findings contribute to destination management and sustainable tourism studies by emphasizing the importance of component-based tourism development in strengthening the competitiveness of nature-based educational destinations.

Abstract

The modernization and reform of Islamic education in Indonesia are essential responses to globalization, scientific and technological advancement, and moral decline while maintaining the foundational values of Islam. This study aims to analyze the processes, forms, and challenges of modernization and reform in Islamic education in Indonesia, with particular attention to curriculum development, learning methods, and educational institutions. This study employed a qualitative library research approach. Primary data were drawn from Zubairi’s (2018) Modernisasi Pendidikan Islam / Modernization of Islamic Religious Education, while secondary data were obtained from relevant scholarly journal articles indexed in Google Scholar. The findings indicate that modernization in Islamic education has been implemented through the integration of religious and general knowledge, the use of digital technology, participatory and contextual learning approaches, and professional educational management. Educational reform has also developed dynamically in response to changes in Indonesia’s national context, from the post-independence period to the Reform Era, with the aim of improving educational quality. However, the transformation of Islamic education continues to face several challenges, including the persistence of the knowledge dichotomy, limited educational facilities and infrastructure, disparities in teacher quality, and moral decline. This study concludes that strong collaboration among the government, educational institutions, and society is necessary to develop an integrative and adaptive Islamic education system. Theoretically, this study contributes to the literature on Islamic educational modernization by clarifying the relationship between reform, knowledge integration, and institutional adaptation. Practically, it offers implications for strengthening Islamic educational institutions in producing Muslim generations who are intellectually competent, spiritually grounded, and socially responsible.

Abstract

Transformational leadership has become an important issue in educational management, particularly in relation to teacher performance amid increasing professional demands and workload pressures. However, research specifically examining the role of transformational leadership in supporting teacher performance under high-workload conditions in public senior high schools remains limited. This study aims to analyze the effect of transformational leadership style on teacher performance in coping with high workloads at SMAN 1 Payakumbuh. A quantitative approach was employed using an explanatory survey design. The study involved 71 teachers selected through total sampling. Data were collected through questionnaires, observation, and documentation and analyzed using descriptive statistics, normality and linearity tests, and simple linear regression with SPSS. The findings indicate that transformational leadership has a positive and significant effect on teacher performance, as shown by a significance value of 0.000 and an R Square value of 0.141. This result indicates that transformational leadership explains 14.1% of the variance in teacher performance, while the remaining 85.9% is influenced by other factors. This study concludes that transformational leadership plays a meaningful role in strengthening teacher performance under high-workload conditions, although its contribution is relatively limited compared with other potential determinants. Theoretically, this study contributes to educational leadership literature by extending understanding of how principal leadership supports teacher performance in demanding school contexts. Practically, the findings imply that school principals should strengthen transformational leadership practices through clear vision building, professional support, innovation encouragement, and individualized attention to improve teacher performance in public senior high schools.

Abstract

Changes in the workplace in the digital era have reshaped young employees’ expectations, particularly among Generation Z, who tend to prioritize flexibility, workplace comfort, work-life balance, and supportive organizational environments. These expectations create managerial challenges in strengthening employees’ organizational commitment. This study aims to examine the mediating role of employee engagement in the relationship between psychological safety and organizational commitment among Generation Z employees in Jabodetabek. The study involved 182 Generation Z employees working in the Jabodetabek area and analyzed the direct and indirect relationships among psychological safety, employee engagement, and organizational commitment. The findings show that psychological safety has a positive and significant effect on employee engagement (β = 0.598, t = 10.023, p < .001), while employee engagement has a positive and significant effect on organizational commitment (β = 0.587, t = 9.737, p < .001). Psychological safety also has a positive and significant direct effect on organizational commitment (β = 0.542, t = 8.647, p < .001). The mediation test further indicates that the direct effect of psychological safety on organizational commitment decreased from 0.670 to 0.366 after employee engagement was included as a mediating variable, confirming partial mediation. These findings suggest that psychological safety strengthens organizational commitment both directly and indirectly by enhancing employee engagement. The study contributes to the literature on Generation Z workforce management by highlighting the importance of psychologically safe and engaging work environments in fostering organizational commitment among young employees in urban employment contexts.

Abstract

Emotional development is a fundamental aspect of early childhood education that should be nurtured through engaging, meaningful, and contextually relevant learning activities. However, the use of learning media that optimally stimulate children’s emotional development, particularly by utilizing resources from the surrounding environment, remains limited. This study aims to describe the use of recycled educational materials in fostering young children’s emotional development at Tunas Harapan Bangsa PTPN IV Reg IV Kindergarten in Muhajirin Village. This study employed a qualitative approach with a descriptive research design. The research subjects comprised the principal, classroom teachers, young children, and parents as supporting informants, selected through purposive sampling. Data were collected through observation, interviews, and documentation and analyzed using an interactive model consisting of data reduction, data presentation, and conclusion drawing. Data validity was ensured through source, technique, and temporal triangulation. The findings indicate that recycled educational tools made from natural materials available in the surrounding environment can create enjoyable and meaningful learning experiences for children. Activities such as collage-making and other creative projects supported emotional development, as reflected in increased self-confidence, cooperation, patience, emotional self-regulation, responsibility, and empathy toward peers. This study concludes that recycled educational materials can function as effective, economical, and contextually relevant learning media for supporting emotional development in early childhood. The findings contribute to early childhood education by demonstrating how environmentally based learning media can simultaneously foster emotional competence and cultivate environmental awareness from an early age.

Abstract

Gross motor development is a fundamental component of early childhood education because it reflects children’s physical, cognitive, and socio-emotional readiness. This study aims to investigate the effect of the traditional engklek game on improving the gross motor skills of children aged 5–6 years. This quantitative study employed a pre-experimental one-group pretest–posttest design and was conducted at TK Pertiwi VII B, involving 15 Group B children. Data were collected through structured observation and documentation by focusing on four indicators: jumping on one foot, maintaining balance, body movement coordination, and agility. The engklek game intervention was implemented over six sessions. The results of the descriptive comparative analysis showed a positive shift in children’s developmental categories after the intervention. Before the intervention, most children were below the expected developmental standard, with 4 children categorized as Not Yet Developing and 5 children categorized as Starting to Develop. After the intervention, no children remained in the Not Yet Developing category, the Starting to Develop category decreased to 3 children, while 8 children reached the Developing as Expected category and 4 children reached the Developing Exceptionally Well category. This study concludes that the traditional engklek game can be effectively used as a physical stimulation medium to optimize gross motor development among young children. The findings contribute to early childhood education by highlighting the pedagogical value of traditional games as culturally relevant, engaging, and active learning media that may also help reduce the effects of sedentary lifestyles.

Abstract

This study analyzes the function of DEFEND ID as an instrument of Indonesian defense diplomacy through a case study of defense industrial cooperation between Indonesia and France. Against the backdrop of Indonesia’s defense modernization agenda and the increasingly complex strategic environment in the Indo-Pacific, this study examines how DEFEND ID operates as a state-owned defense industry holding and a strategic platform for advancing the national defense agenda. Drawing on the theoretical perspectives of neorealism, defense diplomacy, and capacity building, the study explores the relationship between defense industrial cooperation and the enhancement of national defense capabilities. The findings show that collaboration between DEFEND ID entities and major French defense companies has moved beyond conventional defense procurement to include broader industrial partnerships, technology transfer, technical training, and knowledge sharing. These mechanisms position DEFEND ID as a bridge between Indonesia’s foreign policy objectives and the development of its domestic defense industry. From a neorealist perspective, this cooperation reflects Indonesia’s effort to strengthen national capabilities and reduce strategic dependence in an increasingly competitive security environment. Defense diplomacy functions as a channel for translating strategic partnerships into concrete outcomes, while capacity building emerges through technological development, human resource strengthening, and industrial enhancement. This study concludes that DEFEND ID plays a critical role in connecting international defense cooperation with Indonesia’s long-term objectives of defense modernization, strategic autonomy, and defense industrial self-reliance.

Abstract

The mismatch between spatial planning policies and the actual conditions of residential areas remains a fundamental challenge in many developing cities, including Padang Selatan District, Padang City. However, studies that specifically integrate the impacts of Regional Spatial Plan (RTRW) implementation with the actual environmental quality of residential areas in this region remain limited. This study aims to examine the impact of RTRW policy implementation under Padang City Regional Regulation No. 3 of 2019 on residential environmental quality and to analyze the supporting and inhibiting factors influencing its implementation. Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and document reviews in three study sites: Seberang Palinggam, Seberang Padang, and Air Manis. The analysis was guided by Agustino’s (2017) policy impact framework, which includes the dimensions of primary subjects, externalities, time, and costs. The findings indicate that the impact of RTRW implementation varies substantially across the three areas. Air Manis experienced the most significant changes, including building reorganization, drainage improvements, and enhanced accessibility, largely supported by organic incentives from its tourism zone. Seberang Padang showed partial improvements through the Kotaku program and central government funding amounting to Rp14.9 billion. In contrast, Seberang Palinggam experienced almost no formal policy impact because approximately 80–90% of its land is classified as perponding land, making standard building permit mechanisms difficult to apply. Supporting factors include subdistrict monitoring teams, coordination through the PKP Working Group Forum, commitment from government officials, and tourism-based incentives. The main constraints include unclear land ownership status, reactive monitoring practices, low spatial planning literacy, urbanization pressures, limited community economic capacity, and weak policy outreach. This study concludes that effective RTRW implementation in residential areas depends on resolving agrarian issues as a primary prerequisite, balancing investment between physical development and monitoring capacity, and integrating economic incentives into policy implementation strategies. The findings contribute to spatial planning and urban governance studies by demonstrating that regulatory implementation is shaped not only by formal policy design but also by land tenure clarity, local institutional capacity, and socio-economic conditions.
