Abstract

This study analyzes the projections of coffee production, area, and consumption in Indonesia in the period 2022–2026 to identify opportunities and challenges in the sustainability of the national coffee sector. A descriptive qualitative approach is employed, using secondary data processed through multiple regression methods and ARIMA models for trend estimation. Secondary data were processed using multiple regression methods and ARIMA models for trend estimation. The results of the analysis show that coffee production tends to be stagnant with an average of 790,103 tons per year, experiencing an average annual decline of 0.12%. Meanwhile, the coffee area shows an average positive growth trend of 0.66% per year, reaching 1,296,254 hectares in 2026. Domestic consumption decreased by an average of 1.19% per year, from 379,655 tons in 2022 to 361,837 tons in 2026. Net coffee exports actually increased consistently by an average of 0.83% per year. This study concludes the need to increase productivity and diversify the domestic market to maintain the sustainability of the coffee sector, amid increasing exports and changing consumption trends. The need for strategies to address declining domestic consumption and stagnating production trends, despite positive growth in coffee cultivation areas and net exports. It emphasizes recommendations such as adopting sustainable farming practices, increasing productivity through technological innovation, and diversifying coffee products to cater to both domestic and international markets. Additionally, it suggests strengthening Indonesia’s competitiveness in the global coffee market by investing in branding, marketing, and value-added products.

Abstract

Villages in Indonesia are governed by a village government, as defined in Article 2 of Law No. 6/2014, which states that the village government handles local affairs within Indonesia’s government structure. Villages are required to perform government tasks following legal provisions, including planning, implementation, administration, supervision, and evaluation. While villages are not part of the territorial hierarchy in the decentralization system, they have the authority to create village regulations, which are considered part of the legal framework in Indonesia. However, villages face constraints due to higher-level regulations that limit their autonomy and are often seen as lacking the capacity to manage their own governance. The research focuses on the mismatch between village policies and the conditions in Sleman Regency. It addresses issues such as the impact of Law No. 6/2014 on village independence and public services, as well as effective public service models in the region. Using qualitative research with an analytical descriptive approach, the study finds that the policy implementation has not been optimal. One major issue is the lack of flexibility in the policy content to meet the needs of the village government, leading to obstacles in providing efficient public services at the village level. The study identifies key findings, including limited village independence due to supra-village regulations, resource constraints, and communication barriers between policy makers and implementers. It highlights positive outcomes such as improved administrative order and innovation in revenue generation by village governments. The research concludes with recommendations for enhancing flexibility in policy content, strengthening resources, and fostering innovation to better align public services with community needs.

Abstract

The purpose of this study is to find variables that affect the intention of micro, small, and medium enterprises (MSMEs) to use e-marketplaces. Innovation diffusion theory (IDT) and the technology acceptance model (TAM) are applied in this study to understand how MSMEs adapt to e-marketplaces. While IDT shows how innovation can be accepted and used, TAM shows how MSMEs can accept and use technology through perceived usefulness, perceived ease of use, and attitude characteristics. IDT's approach in this study is limited to compatibility, which is a decisive element in the selection of MSMEs to join the e-marketplace. The perceived trust factor in this study is suggested to support the impact of compatibility on MSMEs' intention to use e-marketplaces. This study uses a survey methodology using questionnaires. A total of 219 samples were taken from MSMEs in Tangerang City, Indonesia, who are at least 17 years old and have previously used the e-marketplace. According to the findings, compatibility significantly influenced the intention to use through perceived trust intervention factors, but the intention to use was not significantly influenced by the intervention variables of attitude, perceived usefulness, or perceived ease of use. The findings of this study have implications for digital marketing plans and strategies for MSMEs and marketplace companies and government policy guidance.

Abstract

This research examines the implementation of stunting handling policies in Bangkalan Regency, focusing on Regent Regulation No. 6 of 2019. Using a descriptive qualitative approach, data was collected through activity documents, interviews, and observations. The findings reveal that while the policy has led to some successes, such as reducing stunting rates and improving child nutrition through collaborative efforts between health workers, the community, and local government, challenges remain. These include uneven economic empowerment, limited public awareness about maternal and child nutrition, insufficient private sector support, and underutilized local potential. The research highlights the need for a collaborative implementation model to address these gaps and ensure sustainability. Key recommendations include enhancing cross-sector collaboration, increasing public awareness campaigns on health and nutrition, and fostering stronger private sector engagement. The proposed model emphasizes continuous monitoring and policy adaptation to maintain progress in reducing stunting rates. By addressing these areas, the research underscores the importance of a holistic and sustainable approach to tackling stunting in Bangkalan Regency.

Abstract

The Industry 4.0 era, driven by Artificial Intelligence (AI), the Internet of Things (IoT), automation, and big data analytics, has significantly transformed the shipping and logistics sector. While digitalization improves efficiency, it also presents challenges in workforce adaptation. According to a 2023 World Economic Forum report, 50% of employees will require reskilling by 2025, yet only 30% of logistics companies have fully embraced digital workforce transformation strategies. This research analyzes human resource (HR) development strategies to equip workers with skills aligned with Industry 4.0 demands. This study uses a qualitative approach, utilizing peer-reviewed journals, industry reports, and government publications. Data analysis follows Miles and Huberman's interactive model, consisting of data reduction, data presentation, and conclusion drawing, ensuring structured and comprehensive insights. Findings indicate that HR development strategies in the shipping and logistics sector require three key approaches: (1) Enhancing digital competencies through technology training and online learning platforms; (2) Developing adaptive skills, such as problem-solving, critical thinking, and agility, to navigate technological shifts; and (3) Implementing HR technology for recruitment, training, and performance management. Additionally, collaboration with industries and policymakers is essential to accelerate workforce digital transformation. By applying these strategies, the shipping and logistics sector can build a competent, agile workforce, ensuring long-term sustainability and competitiveness in the Industry 4.0 landscape.

Abstract

One of the major problems in health digitalization is data security, especially in hospitals, which are highly vulnerable to cybercrime, such as patient data leaks. This concern also affects Permata Cirebon Hospital in its efforts to achieve quality healthcare services aligned with SDG 3.8.1. This research aims to evaluate patient data security based on existing hospital policies and procedures. A qualitative method with an evaluative approach was used, involving interviews with four informants, observations, and documentation reviews. Data were analyzed thematically to identify patterns and issues. The evaluation found that Permata Cirebon Hospital has implemented several key measures, including VPN usage, access restrictions, and dashboard-based monitoring. However, significant gaps remain. Incident reporting is conducted but lacks standardized procedures and is largely reactive. The hospital does not perform routine audits, and evaluations are not guided by specific performance indicators. Staff training on data security is minimal and inconsistent, raising concerns about human error risks. Additionally, cryptographic techniques for protecting sensitive data remain underdeveloped. These findings indicate that while initial efforts toward securing patient data exist, they are insufficient to meet modern data security standards. The research recommends enhancing system resilience through blockchain-based encryption, establishing a formal incident response protocol, conducting regular audits, and providing comprehensive training for staff. Strengthening these areas is essential to ensure sustainable, secure, and high-quality healthcare services.

Abstract

Violations in the Competitor Sliding Program at PT Arta Boga Cemerlang refer to actions that are contrary to business rules and ethics, which aim to unlawfully defeat or harm competitors. The case of PT Arta Boga Cermerlang (ABC Battery) as the Reported Party can be a clear example of violation of the principle of fair business competition, as regulated in Law Number 5 Year 1999. This study employs a legal analysis method to investigate the violations committed by PT Arta Boga Cemerlang (ABC Battery) within the framework of competition law in Indonesia. In this case, PT Arta Boga Cemerlang is proven to have committed unfair business competition practices by entering into a closed agreement that discriminates against products from competitors through exclusive cooperation that provides special benefits to PT Arta Boga Cemerlang's partners. This practice violates Article 15 Paragraph 3 (Closed Agreement) and Article 19 letter (a) (Discrimination) in Law No. 5 Year 1999. Companies that have a dominant position can discriminate in providing services to customers or distributors. Discussing this case in a paper provides an opportunity to analyze how competition law is applied in the context of a market economy, as well as how violations like this can undermine a fair market ecosystem. In addition, the case is also relevant for understanding the challenges of enforcing fair competition principles in a simple and clear manner.

Abstract

This research aims to analyze the relationship between violations of Article 15 of Law No. 5 of 1999 on the Prohibition of Monopolistic Practices and Unfair Business Competition and the requirements for the validity of contracts as stipulated in Article 1320 of the Civil Code (KUH Perdata). Article 15 of Law No. 5 Year 1999 prohibits business actors from abusing a dominant position in an agreement, including forcing other parties to agree to unfair or detrimental terms. This prohibition aims to maintain fair business competition and prevent monopolistic practices that may harm certain parties. In the context of Civil Law, violation of Article 15 of Law No. 5 of 1999 can affect the validity of the contract based on Article 1320 of the Civil Code, especially on the elements of agreement and lawful cause. This research uses a normative juridical research method, an approach that focuses on analyzing relevant laws and regulations, legal doctrines, and court decisions. This research also discusses the legal implications of such violations, including the possibility of canceling the contract (Batal Demi Hukum) by the court or the Business Competition Supervisory Commission (KPPU). By using a normative approach and case studies, this article provides insight into how the principle of freedom of contract must be balanced with compliance with the rules of fair business competition. This research is expected to contribute to the development of contract law and business competition in Indonesia.

Abstract

In principle, the duty of the state is not only to maintain the order and security of the people but also to strive so that every member of society can enjoy prosperity fairly and equitably. However, in the current political climate of Indonesia, development is primarily oriented toward infrastructure, often neglecting the welfare of the people and marginalizing certain community groups in favor of elite interests. This research employs a normative juridical approach using statutory, conceptual, and case analysis methods to examine the erosion of welfare state principles in Indonesia. The research is grounded in Welfare State Theory, Authority Theory, and Good Governance Theory to critically assess government policies and legal practices. The findings reveal a growing deviation from Pancasila values, with increasing inequality, weakened legal protection, and state alignment with oligarchic interests. These conditions have undermined the core ideals of justice and social welfare. The research concludes that without strong political will, legal reform, and commitment to public accountability, the vision of a welfare state will remain rhetorical. The limitations of this research lie in its reliance on normative analysis without empirical data, suggesting the need for further research incorporating public perspectives and quantitative measurements.
