Abstract

This study focuses on the enforcement of billboards in Serang City as outlined in the Regional Regulation of Serang City Number 3 of 2021 concerning Billboard Management. The implementation still faces various issues in the field, such as an ineffective system for recording violations of billboards, a lack of coordination among the relevant agencies, low legal awareness among billboard operators, and suboptimal enforcement of sanctions. The researcher examines these issues using the public policy implementation theory proposed by Van Meter and Van Horn. The purpose of this study is to describe and analyze the implementation of Regional Regulation Number 3 of 2021 on Billboard Management, specifically focusing on enforcing billboard regulations in Serang City. The researcher employs a descriptive qualitative method, acting as the primary instrument for data collection, which is carried out through observation, interviews, and documentation studies. Data analysis uses the Miles and Huberman model, with data validity tests conducted through triangulation and member checking. The results indicate that the implementation of Regional Regulation Number 3 of 2021 on Billboard Management in the case study of billboard enforcement has not been carried out optimally. Therefore, it is necessary to strengthen resource capacity, improve inter-agency coordination, conduct comprehensive socialization to business actors and the community, develop an integrated data system, and enforce sanctions firmly and consistently.

Abstract

This study aims to evaluate the management of public assets in Serang City and its contribution to the achievement of sustainable development. Public assets, such as land, buildings, and infrastructure, serve as strategic resources in supporting economic, social, and environmental programs. Effective and optimal asset management not only enhances public service efficiency but also contributes to long-term community welfare and environmental sustainability. The findings reveal that Serang City faces several challenges in managing public assets, including the absence of an integrated data system, inadequate maintenance mechanisms, and limited utilization of assets for productive activities. Furthermore, institutional coordination and budget allocation for asset management remain suboptimal. Despite these challenges, the study identifies potential opportunities for improvement, such as the digitalization of asset management systems, reinforcement of regulatory frameworks, and capacity-building for human resources. Involving local communities in asset monitoring and utilization is also highlighted as a strategic recommendation to ensure transparency and accountability. With better governance, Serang City has the potential to accelerate the achievement of sustainable development goals, particularly in promoting inclusive economic growth, enhancing social welfare, and preserving the environment. The study concludes that strengthening asset management is a critical step toward ensuring that public resources are managed effectively for the benefit of present and future generations.

Abstract

This study aims to examine the process of implementing the Merdeka Curriculum at SMP Negeri 1 Karangtanjung, to identify the challenges faced by teachers and the school in its implementation, as well as the strategies applied to overcome these challenges in order to improve the quality of learning. The research method used is qualitative with an in-depth interview approach involving various key informants, such as the principal, the vice principal in charge of curriculum, cross-subject teachers, administrative staff, the school committee, and school supervisors. The results show that the implementation of the Merdeka Curriculum is carried out collaboratively and in a structured manner with the principal playing a central role in facilitating training, coordination, and supervision. However, there are several main challenges including teacher readiness and adaptation, limited facilities and infrastructure, administrative obstacles, and a shift in school culture. Several strategies have been implemented, including enhancing teacher capacity through continuous training, improving coordination among stakeholders, simplifying administration, and strengthening an adaptive work culture. Synergistic implementation among school stakeholders is considered crucial in improving the quality of learning in accordance with the values of the Profile of Pancasila Students.

Abstract

This study aims to analyze the influence of human resource capacity and inter-agency coordination on the failure of social assistance program distribution in Sabu Raijua Regency, a region with 3T characteristics (disadvantaged, frontier, and outermost). This study uses a quantitative associative approach. Data were collected through structured questionnaires distributed to 22 respondents directly involved in the distribution of social assistance, including officials, village officials, and program assistants. Data were analyzed using descriptive statistics and multiple linear regression. The results show that human resource capacity and inter-agency coordination, both partially and simultaneously, have a significant influence on the failure of social assistance distribution. Although the human resource capacity of program implementers is generally good in terms of procedural understanding and work experience, weaknesses were identified in digital literacy and interpersonal communication skills. Furthermore, inter-agency coordination is still hampered by data synchronization problems, weak two-way communication, and sectoral egos, which lead to delays and inaccuracies in distribution. This research recommends strengthening human resource capacity through training focused on digital technology and conflict management, as well as building an integrated data system to improve inter-agency coordination to ensure social assistance is more on target

Abstract

This study aims to analyze the marketing communication strategies implemented by the Banten Province Cooperatives and MSMEs Office to increase consumer loyalty towards the products of its fostered MSMEs. Marketing communication strategies are a crucial aspect in creating long-term relationships between MSMEs and consumers, given the increasingly competitive market in the digital era. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation of MSMEs, consumers, and the MSME Cooperatives and MSMEs Office. The results show that the marketing communication strategies implemented include a digital-based promotional approach, improving the quality of information services, utilizing social media as a means of interaction, and holding regular product exhibition events. The implementation of these strategies can increase brand awareness, build trust, and strengthen consumers' emotional attachment to local MSME products. However, this study also found obstacles in the form of limited digital literacy among some MSMEs and limited promotional budgets. The conclusion of this study confirms that an integrated, consistent, and participatory marketing communication strategy plays a crucial role in building consumer loyalty, and needs to be supported by ongoing training programs and communication media innovation.

Abstract

Procurement of goods and services is one of the strategic pillars in realizing effective, efficient, and accountable governance. Its successful implementation greatly depends on the availability of professional and proportional Functional Officials for Goods/Services Procurement (PBJ). This study aims to analyze the impact of the shortage of PBJ functional officials on the effectiveness of procurement implementation in Humbang Hasundutan Regency, with a focus on the adequacy of the number and suitability of job levels. This study uses a qualitative descriptive approach with Armstrong's (1980) Human Resource Management theory as the basis for analysis. Data collection techniques were carried out through document studies, observations, and in-depth interviews with stakeholders in the Goods/Services Procurement Work Unit (UKPBJ). Data analysis was carried out in four stages: data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that the shortage of functional officials, especially at the Associate Expert level, has various negative impacts, such as overlapping roles, an imbalance in workloads, delays in the procurement process, low budget absorption, and disruption of public services. The imbalance in job distribution also has an impact on weak planning, supervision, and regeneration of procurement human resources. In conclusion, the less-than-ideal functional position structure is a major obstacle to achieving optimal procurement. Therefore, systematic steps are needed, starting from mapping position requirements, fulfilling a balanced formation between levels, to strengthening training and continuous capacity building in order to improve procurement performance at the regional level

Abstract

The Free Nutritious Meals (MBG) program is an Indonesian government initiative aimed at improving children's nutritional status and reducing stunting rates. Despite widespread support, the program faces a number of challenges, including food poisoning, implementation challenges, funding shortages, and suboptimal oversight. This study aims to evaluate the implementation of the MBG program based on field reports, public feedback, and central and regional government policies. The findings indicate that while the MBG program has significant potential for improving national nutrition, implementation and oversight are still needed. While the MBG program is a strategic step in improving the nutritional status of Indonesian children, its implementation remains far from ideal. Poisoning, logistical issues, and funding constraints must be addressed immediately through strengthened cross-agency coordination, improved supply chain management, and increased oversight capacity by the National Agency for National Development Planning (BGN) and regional governments. Recommendations for program strengthening include: A comprehensive evaluation of the distribution chain and production kitchens; Increased budget with a more efficient disbursement system; Community involvement in food quality monitoring; Implementation of strict food safety standards; Insurance and legal protection for beneficiaries. With improvements in these various aspects, the MBG has the potential to become a long-term program that not only reduces stunting rates but also fosters a healthy and productive generation

Abstract

Digital transformation in village governance is a strategic step towards creating an efficient, transparent, and participatory Smart Village. This study focuses on the application of information technology in Bojong Pandan Village, Tunjung Teja District, as an effort to improve the quality of public services and the effectiveness of village government administration. The main objective of this study is to analyze the process, obstacles, and impact of digital transformation implementation on village governance. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results show that the digitalization of administrative services such as population information systems, online-based correspondence archiving, and the use of social media in disseminating public information have brought significant changes to the work patterns of village officials and eased public access to services. However, obstacles remain such as limited technological infrastructure, low digital literacy among officials, and minimal public participation in utilizing available digital platforms. Efforts to increase human resource capacity through technology training, provision of a stable internet network, and collaboration with external parties are important steps towards optimizing Smart Village. In conclusion, the digital transformation in Bojong Pandan Village shows a positive direction in realizing village governance that is adaptive to technological developments, while also serving as a model for strengthening village capacity towards sustainable development based on digital innovation.

Abstract

The growing challenge of sustainable urban development has positioned digital transformation as a critical strategy to enhance the effectiveness and accountability of public service governance. This study explores the strategic role of the GOBIS application in advancing digital transformation toward sustainable smart mobility governance in Surabaya. Using a qualitative descriptive approach, data were collected through literature studies, direct observations, Focus Group Discussions (FGDs), and in-depth interviews with representatives of the Surabaya City Government and public transportation users. The research findings indicate that GOBIS plays a central role as a socio-technical instrument in supporting sustainability across three key dimensions. First, it enhances operational efficiency, transparency, and data integration, which strengthens both economic and institutional sustainability. Second, by providing real-time travel information, route tracking, and an intuitive user interface, GOBIS improves the reliability and attractiveness of public transportation, encouraging a shift from private vehicles to mass transit and thereby supporting environmental sustainability. Third, it expands accessibility and inclusiveness of transport services, contributing to social sustainability by enabling more equitable urban mobility. However, the implementation of GOBIS also faces several challenges, including unequal digital literacy among users, technical stability issues, and the limited integration of participatory features for user feedback. These factors may constrain the full realization of its potential. Therefore, optimizing GOBIS as an inclusive, adaptive, and participatory digital platform is essential to accelerate the development of an integrated, inclusive, and sustainable urban transportation ecosystem in Surabaya

Abstract

The issue of waste management, which continues to pose serious environmental challenges, remains a national concern in many regions, including the City of Serang. This study aims to analyze the implementation of community-based urban waste management policies through waste banks, referring to Serang City Regional Regulation Number 7 of 2021 on Waste Management. The research is driven by the persistence of illegal dumping sites, limited facilities and infrastructure for waste handling, and low public awareness that has not been adequately supported by socialization efforts or collaboration between private actors and relevant government agencies in Serang City. This study employs a descriptive qualitative method with a case study approach and draws on Charles O. Jones’s policy implementation theory. Data were collected through non-participant observation, semi-structured interviews, and documentation. The analysis followed the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings indicate that the implementation of community-based waste management through waste banks has not yet operated effectively. Key contributing factors include limited human resources, insufficient budget allocation, and weak outreach efforts. The Environmental Agency (DLH) serves as the primary implementing body for waste management; however, stronger support from private institutions and community groups is needed to foster behavioral change and strengthen waste-management institutions at the local level.
