Abstract

This study examines the effects of High-Involvement Work Practices (HIWP) and Strategic HR Development (SHRD) on government employee performance through psychological empowerment at the South Sulawesi Provincial Civil Service Police Unit. The model integrates two human resource management pathways: employee involvement in work processes and strategically aligned human resource development. Partial Least Squares Structural Equation Modeling was applied to an analytical tabulation of 140 observations and 22 indicators. Pre-validation results show that all indicators have outer loadings between 0.851 and 0.931, all constructs satisfy reliability and convergent validity requirements, and discriminant validity is supported by the Fornell-Larcker criterion and cross-loadings. HIWP and SHRD have positive and significant effects on psychological empowerment and employee performance, while psychological empowerment positively affects performance. Both indirect effects through psychological empowerment are positive and significant. The R² values are 0.420 for psychological empowerment and 0.599 for employee performance, while SRMR is 0.040 and NFI is 0.922. The model indicates that involvement-oriented work practices and strategically aligned development operate through a complementary psychological mechanism in explaining performance.

Abstract

Digital administration requires employees who can use technology effectively, follow procedures, and sustain work motivation. This study examines the effects of digital competence and work discipline on employee performance through work motivation in the Regional Secretariat of Merauke Regency. A quantitative explanatory survey with a cross-sectional design was conducted in June and July 2026. All 149 employees in the research population participated through a census. Data were collected using a twenty-item questionnaire with five response levels and analyzed using partial least squares structural equation modeling with SmartPLS 4. Digital competence and work discipline had positive and significant direct effects on performance, with coefficients of 0.257 and 0.244. Both predictors also positively influenced motivation, which positively influenced performance. Their indirect effects were 0.182 and 0.154, indicating complementary partial mediation. The model explained 43.0 percent of motivation variance and 50.2 percent of performance variance. The findings support digital collaboration training, clear task responsibilities, and recognition of employee contributions.

Abstract

This study analyzes and describes the effectiveness of Human Resource Management (HRM) at the Secretariat of the Kotamobagu City Regional House of Representatives (DPRD). It examines (1) HRM functions—HR issues, recruitment, placement, career development, and compensation—and (2) organizational effectiveness—quality, quantity, timeliness, goal achievement, and resource utilization. A descriptive qualitative design was used, with in-depth interviews, observation, and documentation involving seven informants. Data were analyzed with the Miles and Huberman interactive model and source and theory triangulation; effectiveness was rated on a 1–10 scale. The average HRM effectiveness score was 6.29 (Moderately Effective), with a perception gap between Echelon IIb–IIIa officials (score 7) and Echelon IVa, functional, and operational staff (scores 6 and 5). Key findings: job and workload analyses serve only administrative compliance; civil servant recruitment follows the merit system while contract-staff recruitment remains subject to non-technical intervention; placement shows a mismatch of about 36–40%; the mandatory 20 training hours are not met; and a flat performance allowance ignores budget-season overtime, lowering motivation. The condition is characterized as pseudo-effectiveness: administratively effective but not yet substantively effective.

Abstract

The activation of the Digital Population Identity (Identitas Kependudukan Digital/IKD) in North Kalimantan faces interconnected challenges: a lack of understanding or perceived benefits, uneven proficiency in using the application, the requirement for official verification, and inconsistent or unavailable network connectivity across the region. This paper focuses on the limited opportunities for residents to receive hands-on assistance, particularly in areas with dispersed settlements and challenging network access. The analysis incorporates a review of regulations, administrative records, and media reports; the mapping of cause-and-effect relationships; and a comparative assessment of alternatives based on criteria such as effectiveness, equity, jurisdictional feasibility, administrative capacity, and cost-efficiency. Three options are evaluated: enhancing activity-based outreach, establishing permanent support service points, and implementing a mobile, connectivity-cluster-based support model coordinated by the provincial government in collaboration with regency/city-level Civil Registration Agencies (Dukcapil). The recommended approach is the mobile, cluster-based support model: the provincial government maps locations and facilitates cross-sector coordination and support, while authorized officials handle verification and activation through the Civil Registration system. This program should be integrated into annual planning and budgeting documents, while maintaining the option for physical document services. Furthermore, targets should be established only after reconciling the activation baseline, residents' needs, and connectivity mapping.
