Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Afterwards, the editors, peer reviewers, and writers can monitor the manuscript processing. JIA is published twice a year in June and December

Abstract

Referring to the Law No. 32 Year 2004 concerning local government, the local autonomy for both district and municipal governments should be implemented based on the decentralization principles: extensive, tangible, and accountable. The availability of budget becomes one of the preconditions in the regional autonomy implementation. This fiscal matter is issued and regulated through the Law No.33 Year 2004 regarding Fiscal Decentralization. In order to administer the local governing, local revenues should be raised in two ways: intensive and extensive. Intensification of local revenues can be accomplished throughmore active, strict, and careful management of expenditures. This effort involvesinstitutional, organizational and personnel commitments. Meanwhile, obtaining new resources of revenues, especially through taxation and retribution, may do the extensiveness of local revenues. However, the way of obtaining the new resources should not be in conflict with the central government policy. To achieve all these, the human resource quality of government apparatus needs to be enhanced through such approaches as education and training, apprenticeship, promotion, regular rotation, job compatibility, and competition-based approach.

Abstract

Public policy formulation process can be seen as theresearch process of public policycovering the steps of identifying problems in thesociety,setting up relationship model, goal and target setting of problem solving, developing policy alternatives, setting up criteria for selection and making recommendations. In relation to good governance, public policy process both in central and local government should be able to reflect the characteristics of good governance. Public policy formulation process in regions requires the improvement of the local government agents competency, both the executives and the legislatives in terms of management and public policy analysis and the change in mental model.

Abstract

Government may not be the single agent in delivering public services. The role ofgovernment is diminishing as the society is getting more and more empowered both socially and economically. As Osborne and Geabler stated twelve years ago, the role of government should be steering rather than rowing in order to enable the society to fulfill their own needs. However, equity still grows to be the main concern for both public and private services. For that reason, the role of government is still required to manage equal access to services. Both government and society have become interesting objects of study for public sector performance. In this study, government’s capability is not the only aspect to be analyzed. It also involves the society as the partaker in fulfilling their own needs. Therefore, it is not surprising as Stewart suggests that the services should be oriented for the society and not to the society.

Abstract

For more than a decade Indonesian state enterprises have been under strong pressures to change. Their poor performance due to incompetent management and strong politization as well as budget deficit that has plagued the country since 1990s have led to the privatization move. Although a solid institutional setup for the permanent improvement of state enterprise performance is gradually established, the government remains unclear with regard to what extent it pursues the balance between state and private enterprises in the future. This should get attention considering the likely increasing numbers of state enterprises sold to foreign enterprises through the recent privatization initiative. In the political economic context of Indonesia, state enterprises have been historically assumed to play a balancing role, especially to domestic Chinese and foreign private capitals. Thus,with privatization changing the existing balance gradually more in favour of foreigncapitals, it creates impression that economic nationalism is no longer relevant in theIndonesian economy.

Abstract

Kebijakan desentralisasi luas yang digulirkan semenjak 1999 tidak saja dimaksudkan untuk memenuhi tuntutan reformasi, namun juga untuk mendorong terwujudnya pemerintahan yang demokratis dan berkinerja tinggi. Dalam tataran akademik, wacana tentang hubungan antara rezim demokratis dengan rezim pembangunan belum menemui titik temu. Sebagian berpendapat bahwa demokrasi merupakan produk dari proses pembangunan yang berhasil, sementara sebagian lain berargumen bahwa demokrasi merupakan prasyarat untuk dapat berjalannya pembangunan di suatu negara/daerah. Dalam upaya mewujudkan kondisi kepemerintahan lokal yang demokratis sekaligus berkinerja tinggi, kebijakan otonomi luas diyakini merupakan strategi yang tepat, sebagaimana ditunjukkan oleh contoh di negara-negara yang menerapkan kebijakan serupa. Meskipun demikian, desentralisasi juga dapat mengalami kegagalan jika tidak dikelola dengan baik. Untuk itu, desentralisasi perludiikuti dengan upaya membangun kapasitas daerah serta sinkronisasi tiga pilarkekuatan lokal menuju konsep pembangunan yang terintegrasi. Tulisan ini mencoba mengevaluasi implementasi desentralisasi di Kota Bandung. Hasil analisis mengindikasikan bahwa desentralisasi di Kota Bandung berdampak lebih signifikan terhadap penguatan demokrasi lokal dibanding terhadap peningkatan pembangunan sosial ekonomi. Meskipun demikian, untuk jangka panjang desentralisasi menumbuhkan harapan besar terwujudnya rezim pembangunan yang demokratis.

Abstract

Era baru pemilihan kepala daerah (pilkada) di Indonesia telah dimulai awal Juni 2005 lalu di Kabupaten Kutai Kertanegara, Provinsi Kalimantan Timur. Melalui pilkada ini masyarakat setempat secara langsung dapat memilih calon pemimpin mereka. Sampai akhir tahun 2005, pemerintah merencanakan untuk menyelenggarakan 225 pilkada serupa untuk memilih 10 gubernur, dan 215 bupati dan walikota, atau 450 pilkada selama dua tahun di seluruh negeri.Masih terlalu awal untuk mengatakan bahwa keberhasilan pilkada langsung di Kutai Kertanagara akan diikuti oleh daerah-daerah lain. Kita tahu, bervariasinya karakteristik antar daerah di Indonesia dapat berdampak pada perbedaan etnik dan budaya masyarakatnya. Konflik terbuka di antara pendukung para kontestan di suatu daerah penyelenggara pilkada karena alas an tertentu mungkin tidak akan terjadi di daerah lain. Namun demikian, ketimpangan electoral semacam itu diharapkan tidak akan mengurangi nilai-nilai demokratis di balik pilkada langsung. Di antara yang sangat berharga adalah kebebasan yang diberikan pemerintah kepada masyarakat untuk memilih sendiri pemimpin daerah secara langsung. Kebebasan semacam ini merupakan pintu gerbang menuju keharmonisan kehidupan berbangsa dan bernegara, yang menjadi dambaan kita semua.

Abstract

Bureaucracy as a terminology began to be widely known after Max Weber (1864-1920) introduced a model of organization known as bureaucratic organization. In his elaboration, Weber states that the form of bureaucratic organization is a type of organization that most fits the characteristics of industrial society in the late 19th century, both public and private sectors. The bureaucratic structure has existed for almost 100 years and, of course, it now requires some adjustments here and there in order to make its existence intact as Max Weber intended in building such phenomenal theory of bureaucracy. The structure of quality public sector is the one able to adjust to endless challenges. Such adjustable structure will enable public sector performance to grow and proliferate optimally. It is, therefore, necessary to keep readjusting certain dimensions of such organizational structureas complexity, formalization and centralization to the present conditions.

Abstract

To comply with the expenditures, autonomous local government often puts efforts to raiselocal revenues through retributions. However, this should be done cautiously because the retributions citizens pay should be compliant with the public services citizens gain. Therefore, local government may procure two approaches. First, local government reorientates the retribution-taking itself. Second, local government re-allocates the expenditure posts.

Abstract

Essentially, factor analysis is used for data reduction, i.e. a process to condense plentiful variables into a fewer number called as factor. For example, out of 26 attributes examined to measure students’ attitudes, only several factors can be employed after applying the factor analysis. In this case, 4 variables become the main factor considered to influence the students’ perception. The 4 variables are Cost, Image, Service Encounters, and Evidence of Services. The four variables are, then, to be investigated so that a picture concerning students’ preference toward learning process transpires
