Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. Abstract

Strategi komunikasi perlu dirancang dan dilakukan dalam meningkatkan kualitas pelayanan publik untuk meminimalisir kegagalan implementasi kebijakan yang disebabkan karena faktor misunderstanding communication atau kesalahpahaman dalam menangkap informasi yang dikomunikasikan baik antara stakeholder maupun masyarakat. Strategi komunikasi digunakan untuk membangun koordinasi yang baik dalam penyelenggaraan pelayanan publik. Sesuai dengan Peraturan Daerah Nomor 07 Tahun 2016 tentang Pembentukan dan Susunan Perangkat Daerah Kota Bandar Lampung, Dinas Kependudukan dan Pencatatan Sipil (DISDUKCAPIL) mempunyai wewenang dan tugas dalam pelaksanaan pelayanan administrasi kependudukan di kota Bandar Lampung. Tujuan penelitian ini adalah untuk mengetahui strategi komunikasi dalam meningkatkan kualitas pelayanan publik terhadap kinerja pegawai DISDUKCAPIL Kota Bandar Lampung. Penulisan artikel ini menggunakan pendekatan kualitatif dengan memanfaatkan metode deskriptif analisis dengan pendekatan non interaktif. Di sisi lain, teknik pengumpulan data yang digunakan adalah studi kepustakaan yang memanfaatkan buku, artikel jurnal, berita online, serta website lembaga-lembaga otoritatif. Temuan penting dari penulisan ini adalah bahwa upaya strategi komunikasi guna meningkatkan pelayanan publik yang dilakukan Dinas Kependudukan dan Pencatatan Sipil kota Bandar Lampung (1) Memanfaatkan teknologi komunikasi seperti penyebarluasan informasi, menerima masukan, saran, dan pengaduan dari masyarakat melalui whatsapp, email, dan website. (2) Membangun website yang prima untuk mengoptimalkan pelayanan administrasi kependudukan secara daring sesuai dengan peraturan Menteri Dalam Negeri Republik Indonesia Nomor 7 Tahun 2019. (3) Melakukan Survei Kepuasan Masyarakat (SKM) setiap tahun dengan memanfaatkan penyebaran kuesioner sebagai alat bantu pengumpulan data.

Abstract

Perkembangan Smart City di berbagai belahan dunia saat ini harus beradaptasi dengan kondisi yang baru akibat terjadinya pandemi COVID-19. Kota Yogyakarta merupakan salah satu kota yang proses perkembangan smart city nya harus beradaptasi pada kondisi tersebut. Tujuan penelitian ini adalah untuk mengetahui kondisi tipologi pelaksanaan Smart City dan mengidentifikasi faktor-faktor yang mempengaruhi tipologi pelaksanaan Smart City di Kota Yogyakarta di masa pandemi COVID-19. Penelitian ini menggunakan metode kualitatif. triangulasi sumber data dengan menggali kebenaran informasi tertentu melalui berbagai metode dan sumber perolehan data.  Pengumpulan data dilakukan melalui wawancara mendalam dan observasi data-data sekunder. Sedangkan pengolahan data dilakukan melalui reduksi data. Hasil penelitian menunjukkan bahwa kegiatan yang proses implementasinya lebih cepat di dominasi oleh kegiatan yang dilaksanakan secara daring, sedangkan kegiatan yang proses implementasinya terhambat didominasi oleh kegiatan yang menimbulkan kerumunan. Selain itu kegiatan-kegiatan hasil inovasi baru didominasi oleh kegiatan yang bertujuan untuk mengendalikan kasus COVID-19 beserta pemulihan ekonomi. Faktor yang  mempengaruhi kondisi pelaksanaan kegiatan Smart City di Kota Yogyakarta terbagi kedalam enam kategori yakni kategori masyarakat, kondisi pemerintah, kondisi kegiatan, kondisi infrastruktur serta faktor kolaborasi.  AbstractThe current development of Smart City must adapt to new conditions due to the COVID-19 pandemic. Yogyakarta is one of the cities whose smart city development process must adapt to these conditions. The purpose of this study was to determine the typology of Smart City implementation and identify the factors that influence the typology of Smart City implementation in Yogyakarta City during the COVID-19 pandemic. This study uses a qualitative method. triangulation of data sources by exploring the truth of certain information through various methods and sources of data acquisition. Data was collected through in-depth interviews and observation of secondary data. Data processing is done through data reduction. The results show that activities whose implementation process is faster are dominated by activities carried out online, while activities whose implementation process is hampered are dominated by activities that cause crowds. In addition, activities resulting from new innovations are dominated by activities aimed at controlling COVID-19 cases and economic recovery. The factors that influence the conditions of implementing Smart City activities in the city of Yogyakarta are divided into six categories, namely the community category, government conditions, activity conditions, infrastructure conditions and collaboration factors.

Abstract

Pandemi Covid-19 yang saat ini terjadi, telah dan akan memengaruhi berbagai aspek kehidupan termasuk keberlangsungan proses bisnis yang ada di organisasi Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR). Artikel ini bertujuan untuk berbagi pengetahuan mengenai best practices yang telah dan sedang dilakukan oleh Pusat Pendidikan dan Pelatihan Jalan, Perumahan, Permukiman, dan Pengembangan Infrastruktur Wilayah (Pusdiklat JPPPIW) dalam mendorong munculnya berbagai kreativitas dan inovasi untuk mengembangkan pola strategi mengembangkan kompetensi sumber daya manusia yang dimiliki. Tulisan ini menggunakan pendekatan metode kualitatif yang berfokus pada fakta implementasi inovasi pengembangan SDM yang dilakukan. Hasil pembahasan menunjukkan desain pelatihan yang dikembangkan oleh Pusdiklat JPPPIW menggunakan model ADDIE (Analyze, Design, Development, Implementation, dan Evaluation) yang telah dimodifikasi dengan memanfaatkan teknologi untuk menjawab kebutuhan pengembangan kompetensi dalam situasi Pandemi Covid-19. Berbagai kreativitas yang diwujudkan dalam bentuk inovasi diharapkan mampu menjadi penyangga keberlanjutan pengembangan kompetensi SDM PUPR terutama saat pandemi Covid-19 terjadi. Artinya, berbagai pola pengembangan SDM jika dilakukan dengan benar dan sistematis akan tetap dapat mendorong pencapaian tujuan organisasi dan beradaptasi lebih cepat terhadap tuntutan perubahan lingkungan.

Abstract

Since the reform process began in 1998, there has been a previously centralistic change of the system towards decentralization. With this principle, the authority of the central government partly began to be handed over to the local government with the principle of regional autonomy. The region has the authority to organize its own household with the aim to be able to develop the potential of the area owned. This principle opens the need for the region to expand the region by dismantling the New Autonomous Region (DOB). However, after the formation of DOB began to arise problems related to the affirmation of unfinished regional boundaries. In its rules 5 years after the Regional Formation Law was established, the regional boundaries must be completed immediately, but in reality many exceed more than 5 years. This is due to the conflict of interest from each region so that a coordination is needed between the central and regional governments in the efforts of the boundary affirmation process in Indonesia. One example that can be raised is the Boundary Between Merauke Regency and Boven Digoel district of Papua Province. The success of this coordination process requires a firm commitment from the stakeholders involved in it. In addition, the Central Government (Minister of Home Affairs) who applies as a leader (leader) must also be able to influence others; motivating others; provide accurate information; And be able to make wise decisions

Abstract

On the one hand the COVID-19 pandemic is seen as a disaster that has had a massive impact on various aspects of life, but on the other hand it is considered as momentum to urge the public organizations to be more innovative and adaptive in adapting to various types of new conditions and adjustments. Many studies have explored public sector innovation, especially in normal circumstances. While studies on the public sector innovation in a critical situation have not caught much attention from academics. This study aimed to fill the gap by analyzing the public sector innovation in South Sumatra as one of the provinces with the highest number of COVID-19 cases in Indonesia. There was a total of 16 innovations in this study. Content analysis was conducted to determine the types, categories, innovators, and challenges faced. The researchers found that the organizations that innovate (innovators) consisted of city governments, regency governments, provincial governments, central government representatives, and the community. Meanwhile, for the innovation category, the researchers found more innovations with types of public services and health information. The researchers also found three types of innovation categories in South Sumatra including mass/social resilience, quick response/quick wins, and public knowledge. Lastly, the challenges in implementing the innovation which includes public awareness, human resources, financial, facilities and infrastructure, and time. Academically, this study contributes to the understanding of public sector innovation in a critical situation, that innovation in such condition is an innovation that was made for pragmatic purposes and it won’t last. It is only adjusted to the situations that force people to implement physical distancing to each other.

Abstract

The Lambu, Sape, Komodo and Sangiang (LASAKOSA) area is an area that has tourism potential such as the natural and cultural potential of the Bima community, which encourages the acceleration of creative economic development in order to reduce poverty, expand employment opportunities, grow MSMEs and form a community that cares about tourism. . This study aims to determine: (1) the potential for tourism and the creative economy, (2) the creative economy development model in accelerating tourism development in the LASAKOSA area. Data sources: (1). Informants who master the problems studied. and (2). Research-appropriate documents. Data analysis techniques are descriptive qualitative and SWOT. The results showed that: first; based on a SWOT analysis creative economy development in the tourism development of the LASAKOSA area has strengths, weaknesses, opportunities and threats. And second; the model formulated is the creative economy "UMA" development model in accelerating tourism development in the Lasakosa area. In this model there are two main foundations, namely first, the potential of Natural Resources and Tourist Attractions and secondly the potential of Human Resources. and supported by the government's role in regional development, there are supporting pillars of the creative economy "UMA" development model, namely: the tourism industry, local institutions, technology, scholar groups, and financial institutions

Abstract

This research is about collaborative governance of the Covid-19 pandemic emergency response management. The Covid-19 has a negative impact on society. Collaboration of stakeholders is important so that handling of the impact of Covid-19 is more effective. By the principles of collaborative governance that government, private, and community have responsibility for solving public problems. This study aims to find out how collaborative governance is for emergency response management for the Covid-19 in Gunungkidul Regency. The study used a qualitative descriptive approach. Informants are determined with purposive sampling, including elements of the local government, the private sector, and the community. Based on the results of the study, it can be concluded that during the Covid-19 pandemic disaster emergency response, collaborative governance was carried out by various stakeholders. This is shown by the realization of the principle of togetherness, shared motivation, and the capacity for joint action of the actors in various emergency response activities. The handling of Covid-19 has been carried out according to the new public management principle in the form of a partnership between the public and the private. Suggestions for further researchers are to examine the collaboration governance in the economic and social recovery after the pandemic.

Abstract

As an agent who implements government policies (principals), it remains a heated debate about whether bureaucracy should be value-neutral or must adhere to public values and administrative ethics. In response to this debate, the author uses the case study of virginity testing in the Indonesian National Armed Forces as one example of maladministration which proves that the bureaucracy, as institution, structure, or procedure, shall require administrative ethics, as a means to preserving public values. The research methodology used is that of literature review on public values, administrative ethics, and control mechanisms over bureaucratic discretion to prove that the virginity testing has unequivocally violated the TNI code of ethics, Law No. 34 of 2004 concerning TNI, international law, public opinion, medical science, and the code of ethics of the military profession. The author uses both deductive and inductive approaches to form policy recommendations for TNI reform in terms of its of policies, governance, and institutions in accordance with public values, administrative ethics, and control mechanisms over bureaucratic discretion; such as strengthening the internal performance audit of the TNI, establishing an independent external performance audit agency, establishing a Truth and Reconciliation Commission, and revising the Law on Government Administration to limit bureaucratic discretion.

Abstract

When regional autonomy was implemented in 1999, many questioned whether there would automatically be a fundamental and structural paradigm shift. By critically examining various dimensions of regional development problems in the era of decentralization, the main objective of this study is to analyze development achievements in Indonesia during the implementation of regional autonomy policies (1999-2021). This study uses a qualitative method with a descriptive-analytical approach. The results of this study can be viewed from the four dimensions of decentralization: Political, Administrative, Fiscal, and Economic. Regional autonomy has encouraged a democratic culture amid people's lives from the political dimension. However, the biggest problem in political development is the weak performance of democratic institutions such as parliaments and political parties. From the dimension of government administration, there is a shift from vertical to horizontal accountability, where information and accountability are not given in one direction vertically but also to the people. From the fiscal dimension, regions have not fully optimized regional original revenue and regional economic potential. Fiscal decentralization has not yet had an optimal impact on development in the education, health, and social service sectors. From the economic dimension, there are still very few regions that are serious about using the potential of their natural resources and human resources to increase the competitiveness of their regions in the context of economic development.

Abstract

This study aims to analyze the development of tourism destinations in Kampung Gamis Soreang by studying the socio-material relationships that underlie the development process. This study employed a qualitative approach to answer the research objectives. The data collection techniques were carried out by interviews, field observations and document analysis to answer research questions. The sampling was done by purposive sampling involving the Bandung Regency government and the local community of Kampung Gamis. The analytical framework developed describes the socio-techno-economic interaction of the surrounding actors with Kampung Gamis to obtain possible outcomes. The findings showed that there are at least four main actors in the stakeholder analysis of the tourism destination of Kampung Gamis, Soreang District, Bandung Regency; they are the government, associations or local tourism communities, entrepreneurs, and the local community. There are also some identified potentials in the development of Kampung Gamis as Tourism Destinations and several important obstacles such as lack of experience of business actors in the tourism destination of Kampung Gamis. Finally, pattern of actor and network relations in Kampung Gamis Tourism Destinations development reflects how crucial the development of kampung gamis is.
