Jurnal Ilmu Administrasi (JIA) is a scientific journal particularly, in which the first publication is in 2004 and is focused on the main problems in the development of the sciences of public administration and business administration areas The scope of this journal is, specifically at Development Administration, Economic Development, Public Policy, Development Planning, Public Sector Finance, Service Management, Public Organization, Human Resource Development, Decentralization and Regional Autonomy, Leadership, Public Sector Innovation, E-Government, Management and Business Policy, E-Commerce, Marketing Management, Budget Management, State Company Management. Authors who want to submit their manuscript to the editorial office of JIA should obey the writing guidelines. If the manuscript submitted is not appropriate with the guidelines or written in a different format, it will be rejected by the editors before further reviewed. Since 2017, JIA has been using Open Journal System requiring all writers to register in advance before they are allowed to upload the manuscript they write online. Abstract

This research is based on a phenomenon that LIPI, as the largest research institution in Indonesia is also reorganizing fundamentally towards organizational goals, which are lean in structure and rich in functionswith business process based on competency network. This organizational arrangement is based on LIPI Regulation No.1 of 2019 concerning SOTK LIPI. Previously, the organizational structure was still rich in structure, less in function, and had a stratified work pattern. The changes in business process after SOTK LIPI applies have a direct impact on science and technology supporting staff who changes that are fundamentally based on functional and competency, are still require adaptation, especially in the clarity of advancing the career of science and technology supporting staff. This research is conducted to analyze the effect of organizational structuring on the happiness of science and technology supporting staff at LIPI.The research method used in this research is explanatory survey. The data analysis technique used to test the model used is multiple linear regression. The respondents are 200 of civil servants as science and technology supporting staff at LIPI. The results of this study indicate that the happiness of civil servants as science and technology supporting staff at LIPI is simultaneously influenced by organizational rearrangement (reorganization) includes restructuring, technology, physical and people settings.

Abstract

The waste bank program is implemented by the Yogyakarta City Environment Agency since 2012. However, the citizen participation to be the waste bank customer is low. The condition shows that people still do not have behavior and habit to manage the domestic waste. Therefore, it is necessary to find the reasons why public participation to become the waste bank customer is still low. This research used the qualitative approach and descriptive research type. The data collection techniques used were literature study; observation; and in-depth interviews. The data will be analyzed descriptively qualitatively. The results showed that only 18,855 heads of households (14.6%) out of 129,252 households in Yogyakarta City became the waste bank costumer. The sub-districts which have the largest proportion of waste bank customer with the number of households are Jetis and Mergangsan. Besides that, the sub-district which have the smallest proportion of the waste bank customer with the number of households is Gedongtengen. Three main obstructing factors cause the low public participation in the waste bank program in Yogyakarta City, namely: the knowledge of the waste management is not optimal; the lack of  individual awareness and motivation to manage the waste; and less varied incentives

Abstract

The Garbage Can Model is a public policy model that is taken by the government when an urgent event occurs which requires a fast and populist policy. Covid 19 is a deadly virus that spreads very quickly and is transmitted through human intermediaries, data released by the Covid 19 Response Acceleration Task Force on April 24, 2020, at least 8,211 people tested positive for this virus, and those who died reached 689 people and recovered 1,002 people. As for cases in the world, 2,626,321 people have tested positive, who died reaching 181,938 people covering 213 countries / regions (WHO Data Last update: 24 April 2020, 07:00 GMT + 7). In tackling the spread of this virus, the state as the policy holder has a stake in protecting the safety of its citizens. However, there are several cases where the policy dynamics are very intense, resulting in policy actors not being able to fully utilize their rational capacities. This study focuses on a number of government policies in the response to covid 19 which especially occurs in Banten. This study uses a qualitative methodology with a descriptive approach to better describe how it is possible to understand all actors involved in the covid 19 prevention policy in Banten. Finding of this research garbage can model can’t runs well, the four element of garbage can such alternative choice (policy window), problems, solutions, and participants can’t go hand in hand.  The very large role of the participants limits the roles of other elements that actually play an important role in shaping the garbage can.

Abstract

The research describes the licensing service innovation model called SIMPATIK JABAR (Licensing Service Information System for the People of West Java) at the Investment and One Stop Service Office of West Java Province. The research was based on the finding that the implementation of SIMPATIK JABAR innovation did not contribute much in elevating the quality of public services at the Investment and One Stop Service Office of West Java Province. This can be seen from the unsatisfactory Public Satisfaction Index over the public service delivery at the Investment and One Stop Service Office of West Java Province, especially due to sluggish licensing service completion. The research employed a qualitative method. The data were obtained through document reviews, observations, and in-depth interviews to 16 (sixteen) informants. Referring to the analysis results, a form of innovation development was formulated by using the approach of USAID Innovation Development Process.Based on the research findings, it is recommended that the implementation of the SIMPATIK JABAR innovation model introduce an improvement in the form of the human resource management for the Technical Team of One Stop Service (PTSP). This can be done by recruiting experts/academicians to become members of the Technical Team. The experts/academicians then collaborate with the civil servants of West Java Provincial Government assigned as the Technical Team to formulate the licensing technical considerations. It is expected that the involvement of experts/academicians at the PTSP Technical Team can help resolve technical recommendations more quickly, so that it can improve the quality of public services at the Investment and One Stop Service Office of West Java Province.

Abstract

The purpose of this study was to analyze the effect of job insecurity and organizational justice on employees' emotional exhaustion. This conceptual research wants to prove the presence or absence of significant influence caused by the independent variable on the dependent variable either partially or simultaneously. The study was conducted at the Government Bureau of the Regional Secretariat of West Sumatra Province. The research method uses an associative quantitative approach with employee research subjects. This study involved 37 respondents with a Nonprobability Sampling technique. The type of data used is primary data and secondary data. Data collection uses a Likert scale questionnaire. Previous questionnaires have been tested for validity and reliability. Data were analyzed using multiple linear regression analysis (multiple regression) which was tested for its classic assumptions. Hypothesis test results provide evidence of a significant influence between the independent variables on the dependent variable either partially or simultaneously. The results showed that there was a significant influence of the variable job insecurity on emotional exhaustion by 49.4%; there is a significant influence of organizational justice variables on emotional exhaustion of 56.2%, in addition, this study also proves that there is a significant simultaneous effect on job insecurity and organizational justice variables  on emotional exhaustion with a contribution of 62.8%.

Abstract

Berbagai hasil riset menunjukan pengambilan kebijakan di Indonesia pada umumnya masih belum berdasarkan hasil riset kebijakan. Di tingkat daerah kondisi ini juga terjadi dimana masih banyak kebijakan yang tidak tepat sasaran sehingga menyebabkan terjadinya permasalahan baru diantaranya pemborosan anggaran. Sebagai salah satu pemerintah daerah, Kota Magelang yang mendapatkan nilai tertinggi dalam Indeks Inovasi Daerah belum menjamin bahwa semua kebijakan yang dibuat menjadi solusi permasalahan yang dihadapi dalam membangun Kota Magelang. Salah satu kebijakan yang masih menjadi perdebatan antara peneliti maupun akademisi di Kota Magelang adalah Kebijakan City Branding dengan slogan  Magelang Kota Sejuta Bunga yang dilegalkan dalam Peraturan Daerah Kota Magelang Nomor 11 Tahun 2014. Penelitian dengan metode kualitatif menggunakan purposive sampling dengan melibatkan informan dari berbagai pihak dan instansi di Kota Magelang yang berkaitan langsung dengan Branding Kota Magelang ini diharapkan mampu memberikan informasi empirik mengenai fokus penelitian. Hasil Penelitian menunjukan Kebijakan City Branding di Kota Magelang berdasarkan preferensi politik dan belum menggunakan konsep Evidence Based Policy dalam merumuskannya. Kebijakan  City Branding di Kota Magelang sifatnya adalah top-down yaitu dari preferensi Pimpinan Daerah terkait dalam dal ini Walikota dan Wakil Walikota Magelang Periode berjalan.  Berdasarkan hasil penelitian Kebijakan tentang City Branding di Kota Magelang ini perlu dilakukan revisi pada Peraturan Daerah Kota Magelang Nomor 11 Tahun 2014 karena terdapat beberapa pasal yang masih belum sesuai dan belum berdasarkan kondisi eksisting Kota Magelang sebagai Kota Jasa.

Abstract

This study aims to evaluate the Zoning System policy in the admission of new students listed in Permendikbud no. 17 of 2017, the purpose of the zoning system is to equal access to education in each district / city. however, in its implementation, it has not been able to eliminate the mindset of favorite and not favorite schools because the accreditation of several schools has not yet been evenly distributed, besides that, they still have to adapt to the implementation of this policy, one of which is at State Senior High School 2 Bandung which is the first cluster school before the zoning system for the admission of new students. This study uses a William N Dunn model of public policy evaluation with the CIPP approach (Context, Input, Process, Product). The research method uses descriptive research methods with a qualitative approach. Data collection techniques through interviews, observation and documentation study. The results showed that the application of the zoning system in the admission of New Students at State Senior High School 2 Bandung has been going very well but still needs new patterns in learning and the impact of implementing zoning system policies including improving the quality of learning, division of study groups, characteristics of students and the learning process at StateSenior High School 2 Bandung.

Abstract

Pencapaian pelayanan, pelaksanaan pembangunan efektif dan efesien, daerah harus secara kreatif mampu menciptakan dan mendorong meningkatakan sumber pendapatan asli daerah yang potensial adalah jasa perparkiran, menjadi salah satu pendapatan asli daerah. Pengawasan, pengelolaan menetapkan, siapa yang melakukan, bagaimana Standar Operasional Prosedur untuk melakukan kontrol, berapa besar anggaran, peralatan yang diperlukan dan jadwal pelaksanaan pengawasan. Metode menggunakan pendekatan kualitatif deskriptif, data yang berbentuk kata maupun kalimat dengan mencoba berpikir Kritis terhadap situasi, fenomena sosial yang tergambar relevan dengan masalah yang dikaji, diarahkan pada roses pelaksanaan tugas dan memecahkan masalah yang berkaitan dengan Pengawasan Pengelolaan Retribusi parkir. Pengawasan pengelolaan retribusi parkir oleh dinas perhubungan pada objek Retribusi Parkir ditepi jalan umum, belum optimal, di karena masih terdapat masalah dalam Pengelolaan kegiatan Retribusi Parkir ditepi jalan umum dan kebocoran hasil Retribusi sehingga target Pendapatan setiap tahun tidak tercapai, dan masih terdapat pembukaan lahan parkir yang tidak mau bekerja sama dengan pihak ketiga. Pengawasan akan mendukung dalam meminimalisir Penyimpangan dari tujuan Kebijakan yang telah ditetapkan sebelumnya. Pengawasan Pengelolaan Retribusi Perlu dilakukan oleh Pemerintah Daerah dan dikelola dengan baik sehingga berkontribusi terhadap Pendapatan Asli Daerah. Pengawasan yang di lakukan belum bptimal dikarenakan Jumlah pengawas yang masih minim, belum adanya petunjuk pelaksanaan dan petunjuk teknis pengawasan.

Abstract

Lamongan Regency is one of the regions that has issued policies on environmental management, including a 3R-based waste management system (reduce, reuse and recycle) in the form of the Lamongan Green and Clean program and the Waste Bank. This study will analyze the Lamongan Green and Clean policy in an environmental governance perspective. The method used in this research is descriptive qualitative through interview techniques, observation, literature study, and documentation. The theory used in this research is the theory of public policy with the analysis model of the implementation of Van Meter and Van Horn policies. Then, the concepts used in this study are environmental governance and Lamongan Green and Clean. This study aims to describe the implementation of the Lamongan Green and Clean policy whether it has been able to apply the principles of environmental governance. From the results of this study, it is concluded that in implementing the Lamongan Green and Clean program, seen from the perspective of environmental governance, this program has not fully been able to apply the principles of environmental governance.

Abstract

Covid-19 sudah ditetapkan sebagai pandemi oleh WHO. Tak terkecuali, di Indonesia virus ini juga sudah mewabah dan telah merubah tatanan kehidupan masyarakat.  Dampak yang disebabkan oleh penyebaran Covid-19 ini juga melibatkan beberapa aspek diantaranya yakni aspek ekonomi, sosial, budaya, pariwisata dan lain sebagainya. Adapun kebiasaan baru yang harus diikuti oleh masyarakat yakni New Normal guma mencegah penyebaran virus Covid-19. Dampak yang paling terasa berat di Kota Batu sendiri yakni dampak dari segi perekonomian pariwisata dimana Kota Batu mengandalkan dan bertumpu pada perekonomian dalam sektor pariwisata. Penelitian ini bertujuan untuk melihat bagaimana kebijakan-kebijakan pemerintah dalam pengoptimalisasian pemulihan pariwisatanya, serta melihat bagaimana peran stakeholder dan pemerintah  dalam membangkitkan  pariwisata di Kota Batu. Metodologi yang digunakan yakni menggunakan metode kualitatif deskriptif.
