Abstract

This study analyzes the transformation of Japan's cybersecurity strategy in the digital era, particularly following the adoption of the 2022 National Security Strategy (NSS), which introduced the Active Cyber Defense (ACD) concept for the first time. Japan faces increasingly sophisticated and persistent cyber threats from state-sponsored actors linked to China, North Korea, and Russia, threatening its critical infrastructure, defense systems, and economic assets. Employing a qualitative approach through document analysis and comparative policy analysis, this study utilizes securitization theory from the Copenhagen School complemented by the strategic culture framework as its analytical lens. The findings reveal that Japan's cybersecurity transformation constitutes a paradigmatic shift from an exclusively passive-defensive posture to a proactive defense stance. This transformation is driven by an escalating threat environment in the Indo-Pacific, the deepening of Japan and US alliance cooperation in the cyber domain, and the strategic imperatives of the Free and Open Indo-Pacific (FOIP) vision. However, the pace of transformation remains significantly constrained by Japan's pacifist constitutional framework, domestic political hesitancy, and what scholars have termed structural "Americentrism." This study contributes to theoretical debates on the securitization of cyberspace among middle-power states and offers policy-relevant insights for Indo-Pacific cybersecurity governance.

Abstract

The rapid development of social media has transformed students' patterns of communication, social interaction, and behavior. While social media facilitates access to information, it also gives rise to various ethical issues, including the spread of misinformation (hoaxes), hate speech, cyberbullying, and slander. These challenges highlight the importance of strengthening character education based on Islamic values through Aqidah Akhlak learning. This article aims to analyze the concept of social media ethics from an Islamic perspective and its implementation in Aqidah Akhlak learning. The study is based on an analysis of the Qur'an, the Hadith of Prophet Muhammad (peace be upon him), Qur'anic commentaries (tafsir), Islamic education literature, and relevant scholarly journals. The findings reveal that Islamic social media ethics are founded on the principles of tabayyun (information verification), maintaining ethical speech and writing, avoiding ghibah (backbiting), slander, and hate speech, as well as promoting the dissemination of truthful and beneficial information. The implementation of these values in Aqidah Akhlak learning is carried out through curriculum integration, contextual learning, discussions, case studies, habituation, and teachers' exemplary conduct. Therefore, Aqidah Akhlak learning plays a significant role in developing students with noble character, digital literacy, and the ability to use social media wisely in accordance with Islamic values.

Abstract

This study aims to analyze the influence of financial attitude on decision-making in managing business capital among micro, small, and medium enterprise (MSME) entrepreneurs at Surabaya Food Street (GAZA), Universitas 17 Agustus 1945 Surabaya. A quantitative causal-associative research design was employed, with a sample of 12 respondents selected through purposive sampling. Data were collected using a closed-ended questionnaire with a five-point Likert scale, and analyzed using simple linear regression. Prior to regression analysis, validity, reliability, and classical assumption tests were conducted. The results indicate that all measurement items were valid (r-count r-table = 0.576) and the instrument was highly reliable (Cronbach's Alpha = 0.915). Classical assumption tests confirmed that the data were normally distributed (Shapiro-Wilk sig. 0.05), free from heteroscedasticity (Glejser sig. = 0.314 0.05), and exhibited a linear relationship (Deviation from Linearity sig. = 0.366 0.05). The regression equation obtained was Y = 31.334 + 0.288X, with a coefficient of determination (R²) of 0.146, indicating that financial attitude explains 14.6% of the variation in business capital decision-making. The t-test result (t = 1.309, sig. = 0.220 0.05) shows that financial attitude does not have a statistically significant effect on business capital decision-making at the 5% significance level, leading to the rejection of Hypothesis 1 (H?). This non-significant result is likely attributable to the small sample size (n = 12), which limits statistical power.

Abstract

This study aims to analyze the conceptual characteristics of liabilities (debt) and equity (Capital), as well as to examine their relationship within a company’s financing structure. The research employs a descriptive qualitative approach through a literature review method without conducting field research. Liabilities and equity are two fundamental elements of a company’s financing structure that play a crucial role in the preparation of financial statements. The study is based on an extensive review of relevant literature, accounting standards, and theoretical frameworks related to liabilities and equity. The findings indicate that liabilities represent obligations arising from past transactions that must be settled through the sacrifice of economic resources in the future. In contrast, equity represents the residual interest in a company’s assets after deducting all liabilities. A proper understanding of these two concepts is essential for the preparation of reliable and relevant financial statements that meet the information needs of stakeholders.

Abstract

Drug abuse is a multidimensional problem that affects the physical, psychological, social, and spiritual aspects of individuals, requiring a comprehensive and sustainable rehabilitation approach. This study aims to analyze the procedures and interventions of drug addict rehabilitation from an Islamic perspective through spiritual, psychological, and social approaches, as well as to identify their contributions to the recovery process of drug addicts. This research employed a library research method with a descriptive qualitative approach by collecting data from books, scientific journal articles, and various academic sources relevant to Islamic-based rehabilitation. The data were analyzed using content analysis techniques to identify concepts, patterns, and research findings related to rehabilitation procedures and intervention models. The findings indicate that Islamic-based rehabilitation is conducted through several stages, including detoxification, spiritual guidance, Islamic psychological therapy, social development, and community reintegration. Spiritual interventions such as dhikr, prayer, fasting, Sufi therapy, and moral development were found to enhance emotional stability, self-control, religious awareness, and reduce the risk of relapse among former drug addicts. In addition, family support and a positive social environment play important roles in the success of rehabilitation. This study concludes that Islamic-based rehabilitation provides both theoretical and practical contributions to the development of a more holistic, humane, and recovery-oriented rehabilitation model.

Abstract

This study examines the implementation of the Mobile JKN application as an innovation in the digital services of BPJS Kesehatan in Palangka Raya. The research employs a qualitative method through literature review and documentation techniques. The findings indicate that the Mobile JKN application facilitates easier, faster, and more efficient access to healthcare services for the public. This is achieved through features such as online queue registration, membership status verification, and access to healthcare service information. However, its implementation still faces several challenges, including limited digital literacy, inadequate internet access, and the continued reliance on conventional manual services. Therefore, greater efforts are needed to improve public awareness through socialization programs and strengthen supporting infrastructure to ensure the effective utilization of digital healthcare services.

Abstract

The agro product training program is a program aimed at the community, especially chili farmers, which aims to maximize harvest yields so that production increases. This program can maximize the village's potential in the form of agro products and prioritize one superior product in the village. The research method used is descriptive with a qualitative approach. The resource persons in this research were the Head of the Mojokerto Regency Industry and Trade Service, the Head of Dawarblandong Village, Dawarblandong District, Mojokerto Regency, the Chair of the Farmers and Fishermen's Group of Dawarblandong Village, Dawarblandong District, Mojokerto Regency. The data collection techniques used were interviews, observation and documentation. The results of this research explain that the implementation of the program uses the George C. Edward III implementation model. DISPERINDAG conveyed the content and objectives of this training program through direct outreach and training in Dawarblandong Village. The quality of the resources in implementing the agro-product industry training program in Dawarblandong Village is optimal, such as field officers and presenters from DISPERINDAG who are appropriate in their respective fields and expertise. The bureaucratic structure is a collaboration between field officers, field heads and several staff. The obstacles in this research are pests that attack and human resources are still not optimal in terms of technological development, DISPERINDAG should be more active in providing outreach and training so that community skills are maximized.

Abstract

This study examines the socio-legal phenomenon of land transfer transactions conducted informally or underhand by residents of Sungai Buluh Village, West Singkep. The basic premise of this study is based on empirical facts where local communities tend to ignore the involvement of Land Deed Officials (PPAT). This tendency is triggered by the collective perception that the formal system is bureaucratic and complicated, so conventional methods that rely on mutual trust, customs, and time efficiency are the main choice. Normatively, this practice creates a legal dichotomy. On the one hand, Article 37 of Government Regulation No. 24 of 1997 concerning Land Registration requires an authentic deed from a PPAT as an absolute requirement for administrative legality at the land office to ensure legal certainty. On the other hand, this study aims to explore the root causes of people's persistence in old patterns and to map the legal risks that threaten their ownership rights. By adopting a normative-empirical legal methodology, this study synchronizes the agrarian regulatory text with social realities obtained through field studies and in-depth interviews. The research underhand transactions are materially valid according to Article 1320 of the Civil Code, but have a weak formal standing based on Articles 1874-1880 of the Civil Code if an administrative dispute occurs. However, from a formal legal perspective, the proof of ownership is weak because it does not have perfect (authentic) evidentiary power. As a result, buyers do not have absolute legal protection in the event of a lawsuit from a third party or inheritance dispute in the future. In conclusion, dependence on these informal sales and purchases places the community in a vulnerable position to legal uncertainty.

Abstract

Food insecurity in South Sudan represents a complex humanitarian crisis shaped by conflict, economic instability, and climate shocks, as well as the dynamics of power within humanitarian governance. This study examines the interaction between top-down and bottom-up approaches through the lens of human security using a qualitative explanatory method based on literature analysis. The findings show that top-down approaches, led by international organizations, are essential in delivering emergency aid and stabilizing short-term conditions. However, these interventions often rely on technocratic and universal frameworks that overlook local contexts, creating dependency and limiting long-term sustainability. In contrast, bottom-up approaches demonstrate that local communities are active agents who develop survival strategies through traditional agriculture, social networks, and livelihood diversification, despite facing resource constraints. This study argues that food insecurity in South Sudan is not merely a technical problem but a product of unequal power relations between global and local actors. By integrating both approaches within a human security framework, this research highlights the need to align international interventions with local realities. Sustainable solutions therefore require not only policy coordination but also greater local participation and a rebalancing of power in humanitarian governance.

Abstract

The implementation of the East Java Governor’s Circular Letter Number 800/1456/031.2/2022 concerning the Implementation of Core Values and Employer Branding of State Civil Apparatus aims to realize professional, integrity-driven, and high-quality civil servants through the application of BerAKHLAK values. This study employs a qualitative descriptive method using George C. Edward III’s policy implementation theory, encompassing the variables of communication, resources, disposition, and bureaucratic structure. Data were collected through observation, interviews, and documentation, and analyzed using the Miles and Huberman interactive model. The findings indicate that implementation at the Organizational Bureau of the East Java Provincial Regional Secretariat has been progressing reasonably well. Inter-employee communication has been established through meetings and briefings, human resources and work facilities are adequate, and employees demonstrate a positive attitude and commitment toward applying BerAKHLAK values. Nevertheless, implementation has not yet reached its full potential, making it necessary to strengthen communication, update standard operating procedures, and enhance employees’ understanding so that the policy can be carried out more effectively and consistently.
