Abstract

Sidoarjo Regency is one of the areas with the highest number of cases of violence against women and children in East Java Province. However, the complaint handling mechanism for cases of violence there remains limited and conventional, creating several barriers particularly for victims in areas with restricted access to communication and transportation. To address these challenges, in 2020 the Office for the Empowerment of Women, Child Protection, and Family Planning of Sidoarjo Regency, which supervises the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA), developed Sigap Kepak as an innovative, social media based service for the rapid, secure, and practical submission of reports coordinated by the UPTD PPA. This study aims to explain the factors influencing the success and failure of the implementation of innovation within government bureaucracy using four assessment indicators for online public service innovation proposed by Saputra and Frinaldi (2023): supporting factors for innovation, supporting factors for implementation, evaluation of public service quality, and shortcomings of the public service innovation. The study employs a descriptive qualitative approach with data collection techniques including interviews, documentation, and literature review. The findings indicate that Sigap Kepak was developed to meet needs for efficiency and transparency in handling violence cases for both reporters and victims.

Abstract

This study aims to analyze the influence of facilities and work loyalty on teacher performance at MAS AW 68 Pematang Guntung. The research method employed is a quantitative approach with multiple linear regression analysis. The sample consisted of 17 respondents. The regression analysis produced the equation Y = 12.699 – 0.081X₁ + 0.822X₂. The facility variable showed a negative but insignificant effect on performance, while work loyalty demonstrated a positive and significant effect. This indicates that increasing work loyalty significantly improves teacher performance, whereas facilities do not have a statistically significant impact. Partially, only work loyalty has a significant effect on performance, while facilities do not. However, simultaneously, both independent variables (facilities and work loyalty) significantly influence teacher performance. The regression model explains 60.4% of the variation in performance, while 39.6% is influenced by other factors outside this study. The findings imply the need for evaluation and improvement of school facilities, such as updating learning technology, providing up-to-date teaching materials, and improving the physical classroom environment. Since work loyalty has proven to be significant, schools are advised to design programs that foster teacher loyalty, including career development, recognition for outstanding teachers, and team-building activities. Innovative training on teaching methods and the use of technology is also recommended. Routine teacher performance evaluations with measurable indicators should be conducted to support quality improvement policies.

Abstract

This article explains the phenomenon of Online Child Sexual Exploitation and Abuse (OCSEA) in the Philippines, which has evolved into complex human security crisis amid the rapid growth of the global digital economy. The effectiveness of the ASEAN Convention Against Trafficking in Persons (ACTIP) in addressing digital-based child sexual exploitation remains questionable. Responding to the dynamics of OCSEA in the Philippines, this study aims to evaluate the effectiveness of ACTIP through a human security lens. This study analyzes various secondary sources through a policy evaluation framework using a qualitative approach and a study design dissected across three main dimensions: spatial, actor, and economic. The findings reveal a mismatch between the analog-territorial design of the ACTIP regime and the digital-transnational nature of OCSEA, indicating a significant governance gap. The failure to address domestic spaces where exploitation occurs without physical movement, as well as to anticipate the transformation of transactions through fintech and cryptocurrency, stems from ACTIP’s reliance on the paradigm of border security. From a human security perspective, structural poverty that drives the normalization of exploitation at the family level, coupled with minimal institutional protection, reflects the state’s failure to ensure freedom from fear and freedom from want.

Abstract

This study aims to analyze the influence of school principals’ managerial competence and work motivation on teacher performance at SMKS Nurul Amaliyah Tanjung Morawa, both partially and simultaneously. The research employs a quantitative approach with a survey method. The population consists of all 40 teachers at SMKS Nurul Amaliyah Tanjung Morawa, and the sampling technique used is census sampling, meaning the entire population was included as respondents. Data were collected through questionnaires, observations, and documentation. The analysis involved validity testing, reliability testing, normality testing, t-test, F-test, and the coefficient of determination (R²). The results show that the principal’s managerial competence has a positive and significant effect on teacher performance, with a t-value of 5.205 greater than the t-table value of 2.026 and a significance level of 0.000 0.05. Work motivation also has a positive and significant effect on teacher performance, with a t-value of 4.205 greater than the t-table value of 2.026 and a significance level of 0.000 0.05. Simultaneously, managerial competence and work motivation have a positive and significant effect on teacher performance, with an F-value of 52.863 greater than the F-table value of 3.25 and a significance level of 0.000 0.05. The coefficient of determination (R²) of 0.668 indicates that 66.8% of the variation in teacher performance can be explained by managerial competence and work motivation, while the remaining 33.2% is influenced by other factors outside this study. Thus, improving teacher performance requires effective school principal managerial competence and high teacher work motivation.

Abstract

Article 32(1) of Law Number 25 of 2007 on Investment requires the Government and investors to pursue deliberation and consensus (musyawarah dan mufakat) before resorting to arbitration, alternative dispute resolution, or the courts, yet the Law provides no procedure, time limit, institution, or binding force for the outcome. This study analyses the normative position of deliberation and consensus in foreign investment disputes, identifies the legal and institutional obstacles that undermine its effectiveness, and formulates a more predictable settlement model. The author employs normative legal research with statutory, conceptual, comparative, and case approaches, and analyses the legal materials qualitatively and prescriptively. The study yields three findings. First, the phrase “terlebih dahulu” (first of all) makes deliberation a mandatory preliminary stage, but the absence of procedural parameters renders it a lex imperfecta whose effectiveness depends on official discretion. Second, fragmentation among Article 32, Law Number 30 of 1999, and Law Number 5 of 1968, the absence of a clear settlement authority, officials’ fear of allegations of state financial loss, and Indonesia’s position outside the Singapore Convention on Mediation weaken the parties’ incentives to settle. Third, data on seven investment arbitration cases against Indonesia show that three ended in settlement or discontinuance before any liability ruling, indicating that room for consensus remains open throughout the dispute cycle.

Abstract

The rapid advancement of digital technologies has created new demands for university students preparing to enter an increasingly dynamic labor market. Beyond possessing basic digital skills, students need the ability to continuously learn, adapt, and respond effectively to technological changes. This study examines the relationship between digital literacy, learning agility, digital agility, and work readiness among university students in Makassar, Indonesia. A quantitative explanatory research design was employed using a survey of 300 university students in Makassar who were in their sixth to eighth semesters. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS and a bootstrapping procedure of 5,000 resamples. The simulated results indicate that digital literacy has a positive and significant effect on digital agility (β = 0.327; p 0.001). Learning agility also demonstrates a positive and significant effect on digital agility (β = 0.498; p 0.001). Furthermore, digital agility has a strong positive and significant effect on work readiness (β = 0.657; p 0.001). The findings suggest that digital agility represents an important adaptive capability linking students' digital competencies and their preparedness for employment. The study contributes to the literature by extending the concept of digital agility from organizational and employee contexts to university students and by highlighting the importance of adaptive digital capabilities in higher education. The findings also provide practical implications for universities in developing digital literacy, learning agility, and technology-oriented career preparation programs.

Abstract

: Subsidized fertilizer and agricultural machinery in Indonesia are allocated through farmer groups, so policy implicitly assumes that institutionally active groups obtain better access to inputs. This study examined whether the institutional activeness of rice farmer groups is associated with access to fertilizer and to machinery, and how far access varies between sub-districts. A quantitative cross-sectional design was used with primary data from a structured survey of 195 rice farmer groups in all 17 sub-districts of Mamasa Regency, West Sulawesi, collected with a instrument in which group chairpersons acted as key informants. Data were analysed with Wilson confidence intervals, Monte Carlo chi-square tests, variance decomposition, linear probability models with heteroscedasticity-consistent standard errors and sub-district fixed effects, randomization inference and ordered logit models. Easy access to fertilizer was reported by 73.4% of groups and any access to machinery by 31.3%, but access varied sharply between sub-districts, which accounted for 33.1% and 22.2% of the variation. Institutional activeness was not associated with better access: after sub-district was controlled for, routine group meetings and routine extension contact remained negatively associated with machinery access, while fertilizer access was unrelated to institutional activeness and was instead related to the age and education of the group chairperson. Groups with machinery access reported productivity 0.87 t ha−1 higher. Input access is therefore structured by location rather than by group activeness, so allocation policy needs explicit spatial equity criteria alongside institutional strengthening.

Abstract

In 2024, the Mojokerto Religious Court received nine applications for polygamy permits. Three were withdrawn by the applicants and the remaining six were decided, all of them granted, so not a single application was rejected. This figure raises a question about the basis of the judges' reasoning, because the Marriage Law and the Compilation of Islamic Law set strict requirements for polygamy. This study analyzes the judges' legal considerations and the application of marriage law in those six rulings. It uses a normative-empirical juridical approach with a qualitative method. Data were collected from six court decisions and interviews with three judges, then analyzed with the Miles and Huberman model, drawing on Mukti Arto's theory of judicial consideration. The findings show three layers of consideration. The first is juridical: Law No. 1 of 1974 in conjunction with Law No. 16 of 2019, Articles 55 to 59 of the Compilation of Islamic Law, and Government Regulation No. 9 of 1975. The second concerns justice, carried out by confirming the first wife's consent directly at trial and by determining joint property. The third concerns maslahah (public benefit), expressed as an extensive interpretation of Article 4 paragraph (2) of the Marriage Law in five of the six cases, which cited high sexual desire (hypersexuality) as the ground. Marriage law was applied consistently and substantively. Still, Article 4 paragraph (2) contains a normative gap that judges have so far closed through interpretation, and that interpretation can be defended under the conditions of maslahah set out by Abdul Wahab Khallaf.

Abstract

The research results indicate that the internalization of the leadership values of the *Khulafaur Rasyidin* (the Rightly Guided Caliphs) is achieved through an instructional process that integrates historical content with character value cultivation. Teachers employ various methods—such as lectures, discussions, the study of historical figures, and value reflection—to help students understand and apply these leadership values in their daily lives. The most prominently internalized values include honesty, responsibility, justice, discipline, and *musyawarah* (consultation). The success of this internalization process is further supported by the religious culture of the *madrasa*, character-building programs, and the exemplary conduct of teachers within the school environment. Thus, instruction in the History of Islamic Civilization proves effective as a means of fostering Islamic leadership character grounded in the example set by the *Khulafaur Rasyidin*. These findings align with previous studies emphasizing the importance of history education and the exemplary role of the *Khulafaur Rasyidin* in shaping students' leadership character.

Abstract

Plastic waste is an environmental issue requiring sustainable management. This community service initiative aims to optimize plastic waste utilization by producing ecobricks to create a village sign for Teluk Sasah. The project was implemented through observation, planning, and execution phases, involving the local community and the management of the Muri Waste Bank. Collected plastic waste was sorted, cleaned, and dried before being used as filler material for ecobricks, which were then assembled into the village sign. The results indicate that approximately 370–400 plastic bottles (600 ml size) were successfully utilized as ecobricks to create an "I LOVE TELUK SASAH" sign. This activity not only reduced plastic waste generation but also raised community awareness and improved skills in transforming waste into useful products, while simultaneously supporting the local identity of Teluk Sasah Village.
