Abstract

The management of Uninhabitable Houses (Rumah Tidak Layak Huni/RTLH) in Sikka Regency faces a critical challenge due to the high number of inadequate housing units distributed across both urban and rural areas with complex geographical characteristics. The primary obstacle to effective policy implementation stems from the limited capacity of local government interventions in improving housing quality on a sustainable basis, which is largely caused by poor-quality housing data and the absence of an integrated single-data information system. This policy paper aims to formulate an acceleration strategy for addressing RTLH through the reform of data governance that is accurate, efficient, and accountable. Using Eugene Bardach’s (2012) policy analysis framework to evaluate alternative solutions based on technical feasibility, economic viability, political acceptability, and administrative operability, this study identifies the transformation of intervention mechanisms based on the National Integrated Socio-Economic Data (Data Tunggal Sosial Ekonomi Nasional/DTSEN) as the most appropriate policy option. To ensure long-term sustainability, the paper recommends a Phased Convergence Strategy, whereby data cleansing and matching processes based on DTSEN are implemented at the upstream level and subsequently integrated into the “One Data RTLH Sikka” digital platform in the medium term. This operational strategy is further strengthened through the enactment of a Regent Regulation (Peraturan Bupati) on Data Governance and the Mechanism for Determining Eligible Beneficiaries of Decent Housing Assistance, providing a legally binding framework for policy implementation. By positioning village and urban ward governments as the frontline actors in conducting by-name-by-address (BNBA) field verification, the policy minimizes the risks of inclusion and exclusion errors, eliminates budget overlaps, and optimizes local innovative programs such as the TERKASIH House Assistance Scheme (Terima Kunci Siap Huni – “Receiving the Key to a Ready-to-Occupy House”). The implementation of these recommendations is expected to promote data-driven governance that accelerates the reduction of extreme poverty and enhances the effectiveness of housing assistance programs in Sikka Regency.

Abstract

The background of this research is the fluctuation in the number of customers at Karunia Printing Digital Services in Maumere throughout 2025, as well as the existence of customer complaints regarding service quality and product quality. These issues indicate that customer loyalty has not yet been fully optimized. This research aimed to determine the influence of service quality and product quality on customer loyalty at Karunia Printing Digital Services in Maumere. This research used a quantitative approach using a survey method. The population of this research consisted of all customers of Karunia Printing Digital Services in Maumere. Data were collected through questionnaires, observations, interviews, and documentation. The data analysis techniques included descriptive analysis, validity testing, reliability testing, multiple linear regression analysis, t-test, F-test, and coefficient of determination (R²) using SPSS software. The results of the research indicated that service quality had a positive and significant effect on customer loyalty. Product quality also had a positive and significant effect on customer loyalty. Furthermore, service quality and product quality simultaneously had a positive and significant effect on customer loyalty at Karunia Printing Digital Services in Maumere. These findings suggested that the better the service quality and product quality provided, the higher the level of customer loyalty. Keywords: Service Quality, Product Quality, Customer Loyalty

Abstract

Abstrack This study aimed to: (1) identify the description of social media marketing, price, and customer satisfaction; (2) analyze the influence of social media marketing and price on customer satisfaction both partially and simultaneously. The research method used was quantitative with an associative approach. Data were obtained through the distribution of questionnaires to customers and were analyzed using multiple linear regression with the assistance of SPSS 26. The population of this study was customers of Junior Audio Sound System, with a total of 72 respondents obtained through purposive sampling technique. The results of the study indicated that partially the social media marketing variable (X1) had a significant effect on customer satisfaction (Y). The price variable (X2) also had a significant effect on customer satisfaction (Y). Simultaneously, the social media marketing and price variables had a significant effect on customer satisfaction with Fcount > Ftable and a significance value of 0.000 < 0.05. The magnitude of the contribution of the social media marketing and price variables to customer satisfaction was 26.4%, while the remaining 73.6% was influenced by other factors outside the research variables. Abstract

This study aims to analyze the process and implications of changes in the General Budget Policy (KUA) and the Temporary Budget Priorities and Ceilings (PPAS) on the preparation of the Revised Regional Revenue and Expenditure Budget (APBD) for the Fiscal Year 2025 at the Regional Financial and Asset Management Agency (BPKAD) of Sikka Regency. The research employs a qualitative descriptive approach using secondary data in the form of planning and budgeting documents as well as internship activity results. The findings indicate that the preparation process of KUA–PPAS has been conducted in accordance with applicable regulations, starting from planning based on RPJMD and RKPD, formulation by the Regional Government Budget Team (TAPD), and discussions with the Regional House of Representatives (DPRD), supported by the SIPD system. Changes in KUA–PPAS are influenced by internal factors such as discrepancies in revenue and expenditure realization, program shifts, and the utilization of budget surplus (SiLPA), as well as external factors including central government policy changes, macroeconomic conditions, and emergency situations.

Abstract

This study aimed to: (1) determine the description of hotel booking decisions, social media, and facilities; (2) analyze the effect of social media and facilities on hotel booking decisions both partially and simultaneously. The population in this study consisted of 98 visitors to Hotel Merlin Maumere. As the population is limited, this study was conducted using a census or saturated sampling technique. Data were collected through questionnaires and were analyzed using descriptive methods and inferential statistics, namely multiple linear regression. Hypothesis testing was conducted through the F-test and t-test. The results of the descriptive analysis showed that the variable of hotel booking decisions was in the good category, the social media variable was in the good category, and the facilities variable were in the good category. The statistical results of the t-test showed that, partially, the social media variable had a positive and insignificant effect on hotel booking decisions. Furthermore, the facilities variable had a positive and significant effect on hotel booking decisions. Furthermore, the statistical results of the F-test showed that, simultaneously, the social media and facilities variables had a significant effect on hotel booking decisions. The results of the determination analysis showed that the two independent variables in this study were able to explain the variation in the increase and decrease of hotel booking decisions at Hotel Merlin Maumere by 24.9%. Abstract

This study aimed to examine the effect of location and promotion on consumer purchase decisions at the Kekang Motorcycle Showroom in Nangalimang, Maumere. The independent variables in this study were location (X1) and promotion (X2), while the dependent variable was the purchasing decision (Y). This study employed a quantitative research method. The sample consisted of 75 respondents, selected using an accidental sampling technique. Data were collected through observation, questionnaires, and documentation. The data analysis techniques included validity testing, reliability testing, classical assumption testing, multiple linear regression analysis, t-test, F-test, and coefficient of determination (R²). The results indicated that location had a positive and significant effect on purchase decisions at the Kekang Motorcycle Showroom in Nangalimang, Maumere. Meanwhile, promotion did not have a significant effect on purchase decisions. Simultaneously, location and promotion had a significant effect on purchase decisions. Thus, consumer purchase decisions were more strongly influenced by location than by promotion. Keywords: Location, Promotion, Consumer Purchase Decision.

Abstract

This study aimed to: (1) describe the financial literacy, lifestyle, and financial behaviour of students in the Management Study Program at the Faculty of Economics and Business, Nusa Nipa University; and (2) analyse the partial and simultaneous influences of financial literacy and lifestyle on financial behaviour. Descriptive analysis results indicate that financial literacy falls into the "good" category (72%), lifestyle falls into the "fairly good" category (66%), and financial behaviour falls into the "good" category (70%). Furthermore, t-test results demonstrate that financial literacy has a positive and significant partial effect on financial behaviour. Similarly, lifestyle also exerts a positive and significant effect on financial behaviour. The F-test results reveal that financial literacy and lifestyle simultaneously have a significant effect on financial behaviour. Finally, the coefficient of determination analysis shows that these two independent variables explain 44.4% of the variance in the financial behaviour of the management students, while the remaining 55.6% is influenced by other variables outside the scope of this study.

Abstract

This research aims to: (1) find out the overview of Investment Interests, Information Technology Advancements, and Investment Knowledge; (2) analyze the influence of Information Technology Advancement and Investment Knowledge on Investment Interest both partially and simultaneously. The population in this study is 1,280 students of the Faculty of Economics and Business, Nusa Nipa University. Based on the Slovin formula, the sample in this study amounted to 98 people. Sample distribution was carried out using proportionate stratified random sampling technique. Data were collected through questionnaires and analyzed using descriptive and statistical methods of multiple linear regression. Hypothesis testing is carried out through the F test and the t test. The results of the descriptive analysis showed that the Investment Interest variable was in the good criteria, the Information Technology Advancement variable was in the good criteria, and the Investment Knowledge variable was in the good criteria. The results of the t-test statistics show that partially the variable of Information Technology Advancement has a positive and significant effect on Investment Interest. Furthermore, the variable of Investment Knowledge has a positive and significant effect on Investment Interest. The statistical results of the F test show that simultaneously the variables of Information Technology Advancement and Investment Knowledge have a significant effect on Investment Interest. The results of the determination analysis showed that the two independent variables in this study were able to explain the variation in the fluctuation of Investment Interest in the Capital Market in students of the Faculty of Economics and Business, Nusa Nipa University by 33.2%. Abstract

This study aims to: (1) describe Employee Performance, Work Conflict, and Workload; and (2) analyze the effect of Work Conflict and Workload on Employee Performance, both partially and simultaneously. The population of this study consisted of 47 employees of the Land Office of Sikka Regency. Since the population was relatively small, a census (total sampling) technique was employed. Data were collected through questionnaires and analyzed using descriptive statistics and inferential statistics, specifically multiple linear regression analysis. Hypothesis testing was conducted using the F-test and t-test. The results of the descriptive analysis indicate that the Employee Performance variable falls into the good category, the Work Conflict variable is also in the good category, and the Workload variable is likewise categorized as good. The results of the t-test show that, partially, Work Conflict has a negative and insignificant effect on Employee Performance. Likewise, Workload has a negative and insignificant effect on Employee Performance. Meanwhile, the results of the F-test indicate that Work Conflict and Workload simultaneously have a significant effect on Employee Performance. The coefficient of determination analysis shows that the two independent variables in this study explain 20.9% of the variation in Employee Performance at the Land Office of Sikka Regency, while the remaining 79.1% is explained by other variables not included in this study. Abstract

This study aimed to: (1) describe tourists' revisit intention, tourist attraction, and accessibility; (2) analyze the effect of tourist attraction and accessibility on tourists' revisit intention, both partially and simultaneously. The population in this study consisted of tourists who visited Lewomada Tourism Village, Sikka Regency, in 2025, totaling 1,426 people. Due to the relatively large population size, the sample was determined using the Hair method, resulting in 65 respondents. Data were collected through questionnaires and analyzed using descriptive methods and inferential statistics, specifically multiple linear regression. Hypothesis testing was conducted using the t-test and F-test. The results of the descriptive analysis indicated that tourists' revisit intention was in the good category, tourist attraction was also in the good category, while accessibility was in the fairly good category. The t-test results showed that, partially, tourist attractions had a positive and significant effect on tourists' revisit intention. Similarly, accessibility also had a positive and significant effect on tourists' revisit intention. The F-test results indicated that tourist attraction and accessibility simultaneously had a significant effect on tourists' revisit intention. The coefficient of determination analysis showed that both independent variables were able to explain 35.3% of the variation in tourists' revisit intention to Lewomada Tourism Village, Sikka Regency.
