Abstract

Zakat is divided into two, namely soul zakat or zakat fitra and zakat property or zakat mal. Zakat mal is zakat imposed on assets owned by a person or institution with predetermined terms and conditions. The potential of these two zakat is very large if managed properly. In detail, the sunnah of the Prophet states that some of the assets that must be paid zakat, gold and silver, livestock, edible seeds, fruits and trade assets. This is a group of assets that must be issued zakat if the conditions have been fulfilled and have reached the nisab. However, with the times marked by the development of information technology, it has resulted in the emergence of various economic activities. The consequence of this development is the emergence of various types of income so that further studies are needed as a potential for zakat. In this regard, the description of this thesis departs from the problem of how to review Islamic law and positive law regarding professional zakat? And what are the similarities and differences of professional zakat according to a review of Islamic law and positive law? This study uses a normative juridical approach, data collection techniques that the author uses through library research which is better known as (library research) and uses direct and indirect quotations, in processing and analyzing data the author uses inductive, deductive and comparative methods. The results of the study show that income and income are a person's profession that generates large income in a relatively short time, so this type of profession is subject to/obliged to issue zakat in accordance with the legal basis of qiyas which has fulfilled its nisab. The similarity lies in the understanding, nisab, levels, haul and procedures for issuing zakat. While the location of the difference lies in legal certainty which still gives rise to differences of opinion.

Abstract

This research aims to determine the Management of Village Original Income (PADes) by the Kasia Village Government. The research method used is descriptive qualitative. The research results concluded that Kasia Village's PAD management planning was not optimal due to the Village Government's inability to identify village potentials. The implementation of PAD management in Kasia Village is not yet optimal, this can be seen from the way the Kasia Village Government manages village finances which is less than transparent, giving rise to community distrust. Supervision of PAD management in Kasia Village is not yet optimal, this can be seen from several irregularities in village financial management such as the absence of reporting related to village financial traffic flow but no action or steps taken by the Village Consultative Body (BPD)

Abstract

This research aims to determine the effectiveness of utilizing PEN funding assistance. The research method used is descriptive qualitative. The results of the research concluded that, the absorption of the PEN budget for village road construction has not been optimal, this can be seen from the insufficient budget to complete the village road construction project. The human resources involved in the village road construction project have not fully utilized or involved the Buhu Village community. The implementation of road construction projects was not completed on time. This can be seen from the mismatch in the planned time with the fact that to date the road construction project has not been completed

Abstract

This research aims to determine the role of Posyandu cadres in preventing stunting in Botuwombato Village, Kwandang District, North Gorontalo Regency. This research consists of three focuses, namely Socialization, Facilitator, and Educator. The research method used is descriptive qualitative. The research results concluded that the socialization role of Posyandu cadres was not optimal. This can be seen from socialization activities that are situational in nature and not carried out intensively. The role of the Posyandu cadre facilitator is optimal. This can be seen from the alert attitude of the Posyandu cadres in providing assistance to people in need, especially to the target group, namely breastfeeding mothers, pregnant mothers and mothers with babies and toddlers. The educational role of Posyandu cadres is not optimal, this is because the average level of education of Posyandu cadres is still low.

Abstract

This research aims to determine Community Perceptions in Political Participation (Case Study; 2019 Regional Head Election in Masuru Village, Kwandang District, North Gorontalo Regency). This research consists of three focuses, namely knowledge, community expectations and evaluation. The research method used is descriptive qualitative. The results of the research concluded that public knowledge in political activities is still low, this can be seen from the apathy of the public in the 2019 Gorontalo Regency Regional Head election. The public's expectations regarding the benefits of every political activity are quite low, this can be seen from the disappointment of some in the community. The public's assessment of the impact of participation in political activities tends to be negative, with many people feeling reluctant to deal with politics.

Abstract

This research aims to determine the management of joint business groups (kube) in increasing community income in Tolango Village, Anggrek District, North Gorontalo Regency. The research method used is descriptive qualitative. The research results show that the commitment of the Mekar Sari group members is not very good. This can be seen from the low work ethic and poor cohesiveness of the group members. The managerial abilities of the Mekar Sari Group Chair are no longer working well. This can be seen from the inability to direct its members. Institutional support for the Mekar Sari Joint Business Group (Kube) is optimal. This can be seen from the existence of government assistance, namely providing business capital assistance and advocacy or mentoring.

Abstract

This research aims to obtain an overview of how the Village Government is involved in managing Bumdes in Tolitehuyu Village, Monano District, North Gorontalo Regency. This research was carried out in Tolitehuyu Village, Monano District, North Gorontalo Regency. type of qualitative research carried out in the field, the informants in this research consisted of: a). Village Head Village officials 1 person, b). Head of Bumdes Group 1 person, c). BUMDES members 2 people, d). Society of 2 people. data collection process through observation, interviews, and documentation. The results of the research show that the involvement of the Village Government in the Management of Bumdes in Tolitehuyu Village, Monano District, North Gorontalo Regency with a research focus on coordination, cooperation and supervision has not yet run optimally, which has resulted in the management of Bumdes in the field often encountering problems that cannot run optimally according to common expectations.

Abstract

This research was conducted to find out how the duties and functions of the Village Consultative Body (BPD) in Tolitehuyu Village, Monano District, North Gorontalo Regency are carried out. This research was conducted in Tolitehuyu Village, Monano District, North Gorontalo Regency. This study uses a qualitative approach. The data sources used are primary data and primary secondary data. The number of informants was 7 people, namely the village head, village secretary, BPD chairman, BPD secretary, and 3 community members. Data collection techniques use observation, interviews, documentation. Interactive Model Analysis is used as an analysis method. This model consists of three parts: reducing data, arranging data, and drawing conclusions or verification. The results of the research show that BPD discipline has been running but is not yet optimal because some BPD members rarely attend and sometimes arrive late at village deliberations, while supervision has been running but is not yet optimal because supervision is only carried out by the BPD chairman while BPD members do not participate in supervision and communication. Between the BPD, the village government and the community it is good but not yet running optimally, it's just that the BPD is not very proactive in carrying out its duties, because so far the community has directly conveyed their aspirations to the hamlet head and these have been forwarded by the hamlet head to the village BPD.

Abstract

This research aims to determine E-Government Based Public Services at the Talumolo Village Office, Dumbo Raya District, Gorontalo City. The method used in this research is descriptive qualitative. The research results show that e-government-based public services in the Talumolo Village Office, Dumbo Raya District, Gorontalo City are not optimal. The four e-government indicators measured, namely transparency, accountability, efficiency and participatory, show that electronic-based public services organized by the Talumolo Subdistrict Government have not been implemented well. This can be seen from inadequate facilities and infrastructure, such as the absence of special public service applications that can be accessed by the community as well as the unpreparedness of the Subdistrict Government and the community in using electronic-based public service applications.

Abstract

This study aims to determine the implementation of the Regulation of the Minister of Transportation of the Republic of Indonesia No. 82 of 2018 concerning Road User Control and Safety Devices in Limboto District, Gorontalo Regency. The research method uses a qualitative type. The results of the study indicate that the implementation of the Regulation of the Minister of Transportation of the Republic of Indonesia No. 82 of 2018 concerning the manufacture of road controllers is not optimal. This can be seen from the absence of socialization carried out by the Department of Transportation to government officials and the people of Limboto District about the standard for using speed bumps so that both the apparatus and the public do not know about it. In addition, the attitude of policy implementing officers lacks supervision and coordination on the implementation of the policy of the Minister of Transportation of the Republic of Indonesia No. 82 of 2018 concerning the manufacture of road controllers and seems to have neglected the construction of road controllers that are not in accordance with existing standards.
