Abstract

This research aims to find out and evaluate how aid is distributed to micro businessman (BPUM) in Potanga Village, Boliyohuto District, Gorontalo Regency. The method uses a qualitative approach with descriptive research type. The results showed, it can be concluded the distribution of aid for micro businessman (BPUM) in Potanga Village has not gone well. From the 5 (five) indicators related to policy evaluation, it has not gone well. In terms of effectiveness indicators, it was found the distribution was less effective because it was distributed to several people who did not even have businesses and was only used for household consumption needs. Beside that, even though it was distributed to MSMEs, in reality it did not meet needs. In the Sufficiency indicator, it was found the community was helped by this program because it had helped in providing capital for small and medium businesses in the village. In terms of equity indicators, it is found not all people who own businesses receive this assistance due to the criteria set by the government which are often difficult to fulfill, thus this is one thing that causes not all people to receive this assistance. In the Responsiveness indicator, it is found the village government, in carrying out its main duties, has tried as much as possible to help the community in fulfilling the criteria set by the government, but the government has no right to determine the program's acceptance. In the accuracy indicator, it was found that program distribution was not in accordance with the established criteria.

Abstract

This research uses qualitative methods, which is the subject of this research, namely Scenario Planning (Planning Scenario) for Sustainable Conservation of Lake Limboto in Gorontalo Regency. Data collection techniques obtained from interviews, observation, and documentation, with technical data analysis using an interactive analysis model whose procedures include: data condensation, data presentation, and drawing conclusions with the help of SWOT analysis (Strength, Weakness, Opportunity, Threat) and PEST analysis - Plus (Political, Economic, Social, Technological and Environmental.The results of this research show 1) Important conditions that threaten the desirability of Lake Limboto, based on economic conditions, show that the high economic dependence of the community on the lake has resulted in the erosion of the lake's productivity to meet economic needs. Likewise with climate conditions, sensitivity to climate risks such as rising air temperatures has the potential to trigger an air crisis. Likewise in political conditions, where the low level of support for preventing the poisoning of Lake Limboto is an important concern. (2) Explaining an effective planning scenario in achieving Lake Limboto conservation. There are five steps in the planning scenario which show that there are obstacles, namely lack of a monitoring system, lack of in-depth analysis, poor decision making, limitations in designing strategies, and ineffective actions. . Meanwhile, from the perspective of sustainable development in the aspects of environmental protection and consumption of natural resources, serious threats such as deforestation, uncontrolled residential growth and excessive fishing can disrupt lake ecosystems. Based on the results of the empirical presentation of these two focuses, existing and recommended models were prepared. Discussion of research results using relevant theories and concepts as analytical tools in studying Scenario Planning (Planning Scenarios) for Sustainable Conservation of Lake Limboto in Gorontalo Regency. Based on both results presented empirically and analyzed theoretically which are then built through research propositions, both minor and major propositions, research recommendations are finally formulated.

Abstract

This study aims to obtain an overview of how the Professionalism of Apparatus in Public Service in Pantungo Village, Telaga Biru District, Regency The research method uses a qualitative type using a descriptive approach. Data collection techniques are carried out through interviews, observations and documentation. The results of the study show that the professionalism of the Pantungo Village officials related to the knowledge of the lack of competence of employees in providing public services is optimal, namely, the educational background of the apparatus and the level of understanding of the apparatus towards the work procedures are appropriate, while the professionalism of the Pantungo Village officials related to the Skill of employees in operating computer technology in services

Abstract

This research aims to determine the role of Kaidundu village officials in the process of implementing the village head election using qualitative methods with descriptive research. The results of the research show that the role of the Kaidundu village officials in the election of the Kaidundu village head has a significant impact on the village head election process. The attitudes, social values, and role of village officials in carrying out village head elctions in Kaidundu village show that (1) The majority of village officials show a positive attitude towards the village head election process, by showing commitment and active participation in supporting the process. However, there are variations in individual attitudes that can influence their consistency and effectiveness in carrying out their duties. (2) Social values such as honesty, justice and transparency play an important role in the views and actions of village officials during the village head election process. However, there are also other factors such as loyalty to certain groups or candidates that can influence the interpretation and application of these values. And (3) The behavior of village officials, including interactions with the community and candidates, use of village resources, and decision making, has direct implications for the integrity and success of the village head election process. Having behavior that is consistent with recognized social values can increase community trust in village officials.

Abstract

This research aims to analyze the records management at the Omuto Village Office, Biau District, North Gorontalo Regency. In the context of village administration, effective records management is crucial to support transparency, accountability, and efficiency. However, several major issues have been identified at the Omuto Village Office that hinder good records management practices. The first issue identified is the lack of understanding and education regarding records management. Many staff and village officials do not fully comprehend the importance of systematic and structured records management. Additionally, the existing records management infrastructure is not yet optimal. Adequate and standard-compliant archival storage facilities remain a challenge to be addressed. A significant issue is also the shortage of trained human resources in records management. Without proper training, the potential for errors in records management is high, which can lead to the loss of important information or even regulatory violations. This research employs a descriptive qualitative approach to provide a detailed picture of the records management conditions at the Omuto Village Office. Data were collected through observation, interviews, and document studies. The findings indicate the need for increased understanding among staff and officials regarding records management, evaluation and improvement of records management infrastructure, and training of human resources. The conclusion of this research emphasizes the importance of strengthening records management infrastructure, optimizing the records distribution process, increasing the involvement of records in decision-making, and improving the physical maintenance of records. The proposed recommendations are expected to serve as a foundation for enhancing the efficiency, accessibility, and integrity of records management at the Omuto Village Office. Thus, this research provides an in-depth view of the challenges and potential in records management within the village government environment and offers implementable solutions for improving the records management system.

Abstract

This research aims to determine the financial administration management at the Central Suwawa Community Health Center. The research method uses a qualitative type. The research results show that financial administration management at the Central Suwawa Health Center is optimal. This can be seen from the needs-based planning aspect and the programs implemented in the current year and also in the following year. From the recording aspect, it has been carried out well, where every activity or financial transaction is recorded in the books and stored in computer files. In the reporting aspect, it was carried out well, namely that financial reporting activities used SIPD and SIMDA. Meanwhile, another indicator that is considered not yet optimal is the control indicator, this can be seen from the frequent discrepancies between financial planning and implementation which results in less than optimal budget use.

Abstract

The quality of the Driving License (SIM) processing service at the Buol Police and the output or results of the service can be explained through various service dimensions, as described in the SERVQUAL model, and the impact of the service on the community if managed properly, will provide many benefits for the community and institutions, including higher satisfaction, increased public trust, and improved institutional image. This research will be conducted at the Buol Police Resort located in Buol Regency. The research method used is qualitative with a descriptive approach, so that it only presents the actual situation at the research location, data collection techniques using observation, interviews, and documentation.The results of the study show the quality of the Driving License (SIM C) making service at the Buol Police Resort Traffic Unit Office. The study on the quality of service provision at the Buol Police Resort is focused on the following aspects: Tangible, Reliability, Responsiveness, Assurance, and Employment. It can be concluded that the services provided at the Buol Police Resort are good, but the quality of service is still lacking.

Abstract

The government has attempted to improve the agrarian legal system through various policies, including agrarian reform programs, land redistribution, and mass land certification. Agrarian reform, which was initiated with the aim of reducing inequality in land ownership, is often hampered by bureaucratic problems, corruption, and resistance from interested parties. Mass land certification implemented through the Complete Systematic Land Registration (PTSL) program is also expected to provide legal certainty for land owners. This research will be conducted at the Land Office in Buol Regency. The research method used is qualitative with a descriptive approach, so that it only presents the actual situation at the research location, data collection techniques using observation, interviews, and documentation. The results of the study show that the PTSL program has made a significant contribution to increasing legal certainty over land ownership in Buol Regency, the study shows that there are still various obstacles that hinder the effectiveness of this program. To achieve the program's objectives optimally, efforts are needed to improve various aspects, including increasing the capacity of human resources, infrastructure, coordination between institutions, and harmonization of regulations. Thus, it is hoped that the PTSL program can run better, improve community welfare, and support sustainable national development.

Abstract

The implementation of the management of the Regional Public Service Agency (BLUD) at Mokoyurli Buol Hospital is an effort to improve the efficiency, effectiveness, and quality of health services provided by the hospital. The purpose of this study was to determine and describe: Implementation of the financial management policy of the Regional Public Service Agency at UPT. Mokoyurli Buol General Hospital, using the Charles O Jones implementation model. The research method used is qualitative descriptive, the location of the study was carried out at Mokoyurli Buol Hospital, Buol Regency. Data collection techniques in the form of observation, interviews and documentation which were then analyzed using qualitative data based on the concepts of Miles and Huberman. The results of the study indicate that the implementation of BLUD management at Mokoyurli Regional Hospital, Buol Regency has been carried out but has not been optimal because there are several challenges faced, namely the organizational structure of BLUD at Mokoyurli Regional Hospital, Buol does not fully support the flexibility and responsiveness needed in BLUD management, there are still limited understanding and capacity of human resources (HR) related to the BLUD concept, and financial management at Mokoyurli Regional Hospital, Buol is still carried out manually, which results in inefficiency in recording, reporting, and financial decision making.

Abstract

Coastal communities have a strategic role in sustainable development, but face various challenges such as high population density, environmental degradation, and economic constraints. In Bajo Village, Tilamuta District, Boalemo Regency, Gorontalo Province, with an area of ​​only 0.25 km² and a population density of 7,036 people/km², this condition has a significant impact on environmental quality, infrastructure, and the ecotourism-based tourism sector. Socio-economic problems, such as slum settlements, limited basic facilities, and damage to marine ecosystems, have worsened the situation. This study aims to project community-based policies that can improve the quality of life of coastal residents while supporting the development of sustainable tourism. Using a qualitative approach, this study was conducted through in-depth interviews, participatory observation, and document analysis to explore the social, economic, and environmental dynamics of coastal communities in Bajo Village, Tilamuta District, Boalemo Regency, Gorontalo Province. The results of the study indicate that community-based policies, such as local economic empowerment, collective environmental management, and community capacity development in the tourism sector, can strengthen the balance between economic needs and environmental conservation. Active community participation in policy planning and implementation is a key factor for success. This study recommends a collaborative approach between government, local communities, and other stakeholders to create relevant, accountable, and sustainable policies.
