Abstract

The aim of this research is to evaluate the state policies related to illegal migrant workers from South Sulawesi in Malaysia and to analyze the reasons behind the subordination of illegal migrant workers by the state through institutional instruments, despite their rights that should be protected by the state. By using the concept of Human Security to assess the fulfillment of migrant workers' rights and Critical Theory to examine the policies of handling illegal immigrants by Indonesia and Malaysia, this research relies on primary data from interviews with two informants and secondary data from relevant documents. The results of the research indicate that the rights of migrant workers in Indonesia have not been fully met, especially for illegal migrant workers who do not go through the BP2MI procedure. While the rights of legal migrant workers are more fulfilled because they follow the procedure, BP2MI is constrained by the Constitution in touching the individual rights of illegal migrant workers. The implications of this research include: 1) The need for Indonesia to tighten the Constitution regarding migrant workers, 2) The importance of society following the BP2MI procedure to ensure rights as legal migrant workers, and 3) The need for further research on the topic of migrant workers.

Abstract

This research aims to explain the implementation of policy and framework of the Milan Urban Food Policy Pact (MUFPP) with the Bandung City Government in the sustainable food system program. This research uses the concept of paradiplomacy and International Regime theory. The results of the research explain that the implementation of the MUFPP policy and framework is proceeding in accordance with the initial objectives of the City of Bandung for joining, namely the development of a sustainable food system program in three (3) policy categories and a 12-point framework or action recommendations that have been implemented by the City of Bandung. This global paradiplomacy has provided effective results by fulfilling the goal of a sustainable food system from the independence of the city of Bandung to reducing its food dependence.

Abstract

This study aims to evaluate the effectiveness of carbon capture as a carbon emission reduction strategy in the oil and gas sector in Indonesia. In an effort to reduce carbon emissions from the oil and gas industry, the Government of Indonesia through the Ministry of Energy and Mineral Resources (ESDM) has begun to take the development of Carbon Capture Storage (CCS)/ Carbon Capture Utilization and Storage (CCUS) technology seriously. This seriousness can be seen through the creation of 16 CCUS projects that are currently under development. This effort is not only to reduce greenhouse gas emissions, but also so that Indonesia is able to utilize CO2 waste and methane gas to be developed as useful products. This research attempts to examine the application of CCUS as a policy solution towards net zero emission 2060 and the sustainability that Indonesia wants to achieve. Adopting a qualitative approach, this study analyzes sustainability claims in the implementation of CCUS projects. The results show that although CCUS is promoted and considered as a solution to reduce emissions and develop new investments for the state, its presence tends to act more as a greenwashing strategy than as an effective step towards sustainability. In addition, other findings show that the presence of CCUS is actually an obstacle to the green transition efforts that are trying to be achieved. The urgency of this research lies in the effort to see the effectiveness of the CCUS policy which is claimed to be the main way to deliver sustainability policies and Indonesia net zero emission 2060.

Abstract

vindayulinda05@gmail.com Abstract - This study aims to test and analyze the role of trade openness in controlling inflation and to test and analyze the role of ICT indicators in controlling inflation after the global financial crisis in Asia. As well as to measure and analyze the inflation rate in developing Asian countries in moving towards the balance line (Asian inflation average). The variables of this study use CPI, trade, fixed broadband subscription, fixed telephone subscription, mobile cellular subscription, individuals using the internet, foreign direct investment, exchange rate, GDP, and unemployment. Time series data from 2010 to 2021 and cross-section data of 22 developing countries on the Asian continent. The method used is the General method moment (GMM), while the analysis technique is SYS-GMM. Results The estimation results indicated that Trade openness could decrease but not significantly. The SYS-GMM results of the four ICT indicators fixed broadband, fixed telephone, mobile cellular, and individuals using the internet have different effects on inflation. SYS-GMM results of the four ICT indicators fixed broadband, fixed telephone, mobile cellular, and individuals using the internet have a different effects on inflation. Only ICT 4 individuals using the internet can significantly reduce inflation in ASIA after the global financial crisis.

Abstract

Bandung collaborates with the city of Braunschweig in Germany in the form of sister city cooperation. The background to the sister city cooperation carried out by the two cities is the similarity in administrative systems, culture and education centers. Sister city cooperation is a manifestation of paradiplomacy. In the implementation process, this sister city cooperation program experienced developments in many fields. Therefore, researchers want to see how paradiplomacy is implemented in the sister city cooperative relationship carried out by the City of Bandung and the City of Braunschweig. The author uses analysis of paradiplomacy theory and international cooperation. The research method used in this research is a qualitative research method with primary data sources originating from related websites and also secondary data sources from news and previous research. The research technique used is literature review. From the results of the research that has been carried out, it can be seen that the implementation of paradiplomacy in sister city cooperation between the City of Bandung and the City of Braunschweig can be said to be successful and has had a positive impact on each city. Abstract

This article examines how changes in local norms resulting from the legalization of alcoholic beverages, which were previously strictly prohibited and even classified as activities considered serious crimes in the country, are assumed to have changed into social values in life. In analyzing this incident, the author uses the perspectives of three experts, including Mac Kercher, who considers this phenomenon as a way of thinking. He argues that the existing international community will potentially influence the culture of life of local communities in the country. The author then uses the concept of national interest and mercantilism as additional approaches. In this case, the author shows that changes in local norms due to the legalization of alcoholic beverages are driven by four national ambitions. namely increasing the number of tourists to increase global tourism potential and meet the needs of the majority. The number of global tourists coming mainly from Western countries, namely the European region where alcohol consumption is very high, especially Western Europe, as well as the need for efforts to transition the economic pillars and the benefits of the name change plan. namely from oil and gas countries to non- oil and gas countries, especially in the tourism sector. Abstract

The development of transnational terrorism has made countries in the world aware of the threat of terror groups that can threaten the stability of the country, one of which is Indonesia. Terror groups before carrying out attack activities, of course, begin with funding efforts first. Funding is an important basis in all forms of terrorism activities. With the development of the times, the way terror groups fund their actions is also increasingly varied, such as through banks, carrying money directly, using charity activities, and so on. Indonesia responds to these challenges by implementing policies, ranging from drafting anti-terrorism funding laws, conducting international cooperation, and establishing institutions as an effort to overcome terror funding traffic. In analysing the phenomenon in this study, the researcher used Grindle's policy implementation theory supported by the concepts of terrorism and terrorism financing. This research uses a qualitative approach and analytical descriptive research type. Therefore, the purpose of this research is to see the effectiveness of policy implementation conducted by Indonesia in an effort to suppress transnational terrorism cases. As a measure of the success or failure of Indonesia's implementation in tackling terrorism financing, the researcher sees it through the number of terror activities since the policy has been made by Indonesia. Although it is said to be successful, there still needs to be adjustments to the development of terror groups in Indonesia. Abstract

This paper aims to explain Russia's efforts to face sender states for Russia’s invasion of Ukraine since February 2022. Including EU countries, the US and its alliances, sender states have gradually imposed various economic sanctions on Russia as target state ranging from freezing state and individual assets to cutting off import and export activities aimed at halting Russia's invasion. Russia, in the aftermath of this, experienced various problems, in particular energy sector as top commodities yet Russia economy has not collapsed. As smart power (regarded as a combination of hard and soft power) and energy security as frameworks are proposed, authors seek to analyze how Russia deals with and survives from the economic sanctions. Previous studies have not addressed how Russia's efforts to deal with economic sanctions examined from the two concepts, thus this article seeks to fill the gap. Using qualitative research methods and the two concepts, authors found that Russia only employed hard power as coercive actions to deal with sender states through a bunch of energy and non-energy instruments. Russia, one of the largest energy exporters and regarding energy security strategy, has undertaken three strategic aspects; energy source sovereignty, foreign market access and financial security for investment. Abstract

The United States and South Korea are strengthening security from regional threats coming from North Korea. The U.S. is building a military base in South Korea as a projection of strategic power in the region. As a superpower in terms of military and economic, America made various efforts to maintain its influence in the region. Based on this background, the US Department of Defense builds military bases in the region of Alliance countries with the aim of maintaining regional stability, balancing strategies, and maintaining peace. This study uses a neorealist approach and the concept of power projection in explaining the strategy of American military bases. As a result, the authors found the strategy of Loss of Strength Gradient is the projection of strength with the idea of the efficiency of military arrivals during the war to the enemy country. In addition, the military force projection strategy explains the deployment of concentrations of military bases in regions considered a state threat such as military bases in South Korea. The United States is trying to maintain its alliance on the Korean Peninsula due to security tensions between South and North Korea. Abstract

The border conflict between India and Pakistan in the Kashmir region has persisted for over seven decades, making it one of the most complex territorial disputes in the world. This conflict is rooted not only in religious differences and national identity but also in strategic interests tied to the region's abundant water resources and its geostrategic position. The tensions in this area have significantly impacted regional security in South Asia an d h av e f ar -r eac h in g im plic at ion s f or global stability, particularly given the involvement of two nuclear-armed states. This study examines the geopolitical dynamics of the Kashmir border conflict, focusing on factors influencing the dispute, including national interests, the role of non-state actors, and the influence of major powers in the region. Furthermore, it evaluates efforts made by international organizations and other states to mediate the conflict, as well as the challenges encountered in achieving a sustainable and peaceful resolution. Utilizing a multidisciplinary approach, this research aims to provide a comprehensive understanding of how the Kashmir conflict affects global security and proposes multilateral diplomatic strategies as a pathway toward long-term stability.
