Restorative: Journal of Indonesian Probation and Parole provides a platform for academics and researchers with an interest in current issues on Probation and Parole System, correctional, re-offending, and criminal justice systems both in Indonesia and worldwide. The journal focuses on normative, juridical, sociology, anthropology, philosophy, history, criminology, political sciences, psychology, and/or economic approaches to these issues, and is intended to disseminate original research on the subject. The novelty and recency of issues, however, are the priority in publishing. The editorial board welcomes scholars, researchers, and practitioners of all backgrounds throughout the world to submit scientific articles for publication in this journal. All articles will be reviewed by experts before being accepted for publication.

Abstract

Abstract. Indonesia is facing a critical issue with online gambling. Based on PPATK data until May 2024, the turnover of online gambling has reached IDR 600 trillion. Concurrently, the number of capital market investors has significantly increased due to the economic slowdown post-COVID-19 pandemic and the influence of the advanced digital era. Capital Market Investment Training can be used as a solution for probation offices to provide guidance programs for their clients, especially those involved in online gambling crimes. Both online gambling and capital market investments offer the convenience of online applications. Additionally, empirical studies by Arthur et al. (2016) found similarities between gamblers and capital market investors in terms of cognition, motivation, and personality. Meanwhile, Oksanen et al. (2022) suggested that investment skills training can be provided to individuals using trading platforms to increase awareness of investment uncertainty risks, understand speculative risks, and avoid gambling. This applied research will focus on applying capital market investment training to probation clients. Furthermore, this study is supported by criminogenic assessment results from Bapas Metro, showing that clients have moderate to high financial management needs. This can be used as a basis for a case plan to support providing capital market investment training for probation clients. So that clients can reintegrate into society as better individuals, understanding that capital market vestments are better compared to uncertain online gambling and to be determined not to repeat their criminal acts.   Keywords: Online Gambling, Capital Market Investment, High Risk High Return, Applied Research, Caseplan    Abstrak. Indonesia darurat Judi Online, berbagai kalangan masyarakat dari usia anak hingga dewasa telah terjerat permainan haram ini. Judi Online dapat menjadi sumber permasalahan yang menghancurkan tatanan kehidupan bermasyarakat. Dampak candu dari permainan haram ini dapat menjadikan seseorang mengalami krisis keuangan, serta seringkali pecandu judi online akan menghalalkan segala cara demi mendapatkan uang untuk bermain judi online. Hal ini menjadi salah satu pemicu dari banyaknya tindak pidana yang terjadi, baik tindak pidana murni judi online maupun tindak pidana lainnya. Untuk itu Pelatihan Investasi Pasar Modal dapat dianggap sebagai salah satu solusi yang tepat bagi balai pemasyarakatan dalam memberikan program pembimbingan terhadap klien pemasyarakatan khususnya yang melakukan tindak pidana karena dipicu oleh permainan judi online, dikarenakan selain kesamaan dalam kemudahan mengoperasikan aplikasinya secara online, profil risiko yang high risk high return dari pribadi pecandu judi online dapat diakomodir dalam jenis investasi ini. Agar klien dapat kembali ke tengah-tengah masyarakat menjadi pribadi yang lebih baik dan memahami bahwa investasi pasar modal lebih baik dibandingkan dengan permainan judi online yang gambling dan banyak dampak buruknya. Metode yang digunakan dalam penelitian ini adalah applied research yang dilakukan berkenaan dengan kenyataan-kenyataan praktis, penerapan, dan pengembangan ilmu pengetahuan yang dihasilkan oleh penelitian dasar dalam kehidupan nyata. Selain itu, melalui penelitian ini pembimbing kemasyarakatan dapat membuktikan peran penting pembimbingan terhadap klien pemasyarakatan yang dilakukan melalui penentuan caseplan yang tepat sasaran, pemberian bimbingan konseling yang intens serta melakukan kerjasama dengan stakeholder yang sesuai.   Kata kunci: Judi Online, Investasi Pasar Modal, High Risk High Return, Applied Research, Caseplan

Abstract

Abstract. This study aims to analyze public engagement on social media, specifically YouTube. This study also focuses on audience participation, sentiment distribution in comments, and key themes in public discourse related to videos discussing social reintegration. The study employs a mixed-methods approach, combining quantitative analysis using Pearson Correlation and Qualitative Analysis through sentiment analysis with RapidMiner and thematic analysis with Atlas.ti. The results indicate that although some channels attract high view counts, active engagement such as comments and likes is often disproportional, influenced by content quality and topic relevance. Most comments analyzed were neutral, primarily addressing procedural information, while negative sentiments frequently criticized social reintegration policies. These findings highlight the need for more creative and interactive content strategies by leveraging Discursive Opportunity Structure (DOS) to enhance public engagement. In conclusion, social media holds significant potential as a tool for educating and advocating social reintegration policies, but it requires a more responsive and relevant approach to maximize public participation and discussion.Abstrak. Penelitian ini bertujuan untuk menganalisis keterlibatan publik pada media sosial, khususnya YouTube. Penelitian ini juga berfokus pada partisipasi penonton, distribusi sentimen dalam komentar, dan tema utama dalam diskursus terkait video yang membahas reintegrasi sosial. Penelitian ini menggunakan metode campuran dengan pendekatan kuantitatif melalui analisis korelasi Pearson dan pendekatan kualitatif melalui analisis sentimen menggunakan RapidMiner serta analisis tematik menggunakan Atlas.ti. Hasil penelitian menunjukkan bahwa meskipun beberapa kanal memperoleh jumlah tayangan yang tinggi, tingkat keterlibatan aktif seperti komentar dan suka tidak selalu sebanding, hal tersebut dipengaruhi oleh kualitas konten dan relevansi topik. Sebagian besar komentar yang dianalisis bersifat netral dan berfokus pada informasi prosedural, sedangkan sentimen negatif umumnya mengkritisi kebijakan reintegrasi sosial. Temuan ini menggarisbawahi perlunya strategi konten yang lebih kreatif dan interaktif dengan memanfaatkan Struktur Peluang Diskursif untuk meningkatkan keterlibatan publik. Kesimpulannya, media sosial memiliki potensi besar sebagai alat edukasi dan advokasi kebijakan reintegrasi sosial, namun diperlukan pendekatan yang lebih responsif dan relevan untuk memaksimalkan partisipasi dan diskusi publik.

Abstract

Abstract. The role of the Probation and Parole Officer in Indonesia has been expanding along with the implementation of the Law of the Republic of Indonesia No. 22 of 2022 on Corrections and the Law of the Republic of Indonesia No. 1 of 2023 on Penal Code. The change brought by these regulations requires Probation and Parole Officers to adapt to an increased workload and the challenges posed by the implementation of alternative sanctions. This paper explores the potential use of New Ways of Working, particularly in the form of digital innovation in the Probation and Parole Office (BAPAS) as a solution to optimize the role of the Probation and Parole Officer. The study employs a qualitative approach with benchmarking analysis on ten Probation and Parole Offices that have implemented digital innovations. The findings show that digital innovation has successfully increased the effectiveness and efficiency of Probation and Parole Officer’s services. However, disparities in the use of technology between different offices remain a challenge that needs to be addressed. This research recommends the development of policies to promote the adoption of best practice innovations across all Probation and Parole offices and to enhance the capacity of Probation and Parole Officers in adapting to regulatory and digital transformations. In doing so, it is expected that public service can be improved more fairly and equitably.

Abstract

Abstract. This study investigates the social reintegration programs for correctional clients at Sintang Correctional Center in Indonesia, utilizing Robert K. Merton's adaptation typology to analyze the pathways of ex-prisoners during their reintegration process. Emphasizing the rights of prisoners as outlined in Indonesian law, the research highlights the significance of effective community guidance in mitigating recidivism and facilitating successful adaptation. Using a qualitative approach including phenomenological method and in-depth interview on 20 correctional clients, the study identifies the challenges faced by ex-prisoners, including economic hardship and societal stigma, which impede their reintegration efforts. The educational backgrounds of participants reveal a concerning lack of higher education, further limiting employment opportunities. The community guidance program is structured in three stages, namely early, advance, and final stage, which aims to enhance the quality of life for these individuals. However, findings indicate that a majority of such programs remain engaged in case work rather than group activities, suggesting areas for program improvement. By applying Merton's typology, the study categorizes clients' adaptation experiences into Conformity, Retreatism, and Innovation, illustrating the diverse strategies employed by ex-prisoners in navigating their reintegration. The findings underscore the necessity for comprehensive community support systems that address the multifaceted challenges faced by correctional clients, ultimately aiming to reduce recidivism and promote successful societal reintegration. Future recommendations include enhancing educational and vocational training opportunities and fostering community acceptance to improve reintegration outcomes.

Abstract

Abstract. Legal reform is a crucial element in maintaining justice, sustainability, and progress within a nation. In Indonesia, legal reform involves various stakeholders, including Probation and Parole Officers, who play a pivotal role in shaping a law-abiding society and supporting the implementation of a legal system grounded in restorative justice. This research aims to analyze the role of probation and parole officers in legal reform in Indonesia, particularly after the enactment of Act Number 22 of 2022 on Corrections and Act Number 1 of 2023 on the Criminal Code. The research methodology is literature review in order to explore in depth the strategic role of Probation and Parole Officers. The research findings reveal that the Act Number 22 of 2022 reinforces the role of Probation and Parole Officers through the Social Research, Guidance, Monitoring, and Assistance programs, especially in relation to reducing overcrowding in correctional facilities (Lapas) and detention centers (Rutan). The humanistic approach used, such as rehabilitation programs recommendations designed on a personal basis, aim to reform the attitude and behaviour of inmates and prepare them for social reintegration. Meanwhile, the Act Number 1 of 2023 on the new Criminal Code expands the role of Probation and Parole Officers in conducting Social Research on adult suspects, as well as providing guidance and monitoring during the supervisory sentence and social work sentence. Not only does this role reduce criminality and increase legal compliance, but it also increases the sense of justice within the society. Therefore, these two Acts serve as a strong legal basis for Probation and Parole Officers to perform their role optimally within the legal reform in Indonesia. A full support from the government and other related institutions is required to ensure the effectiveness and sustainability of this strategic role in creating a legal system that is fair, humanist, and oriented towards social restoration.

Abstract

AbstractContributing factors of recidivism among people convicted of terrorism in Indonesia are a subject of ongoing research. One factor that contributes to the success of the return of terrorism former terrorists to society depends on the support provided by society. Correctional rehabilitation, as well as guidance on individuals incarcerated for terrorism, using various models of intervention, is conducted for the sake of preparing terrorism prisoners for their return to society and preventing repeat offending. The provided intervention program needs to be based on the prisoners’ needs, which are identified by social research. The result of social research provides assessment and recommendations for a more purposeful, measurable, and objective treatment, rehabilitation, and guidance program. This research aims to analyse the role and challenges faced by Probation and Parole Officers in the rehabilitation of individuals incarcerated for terrorism. The method of this research utilises a literature review. The result of this study shows that Probation and Parole Officers, through the Social Research they conduct, play a role in providing the priority needs of incarcerated individuals pertaining to their correctional rehabilitation and guidance process. AbstrakFaktor-faktor penyebab residivisme narapidana terorisme di Indonesia saat ini masih terus dalam kajian. Salah satu faktor keberhasilan narapidana terorisme dapat kembali ke masyarakat diantaranya tergantung pada dukungan masyarakat. Peran pembinaan dan rehabilitasi serta pembimbingan warga binaan pemasyarakatan terorisme melalui model-model intervensi dilakukan demi menyiapkan narapidana terorisme siap kembali ke masyarakat dan mencegah pengulangan tindak pidana. Program intervensi yang diberikan perlu didasari pada apa yang menjadi kebutuhan narapidana, yang diidentifikasi melalui penelitian kemasyarakatan. Hasil dari penelitian kemasyarakatan memberikan penilaian dan rekomendasi program perawatan, pembinaan dan pembimbingan yang lebih terarah, terukur dan obyektif. Penelitian ini bertujuan untuk menganalisis peran dan tantangan pembimbing kemasyarakatan dalam pembinaan warga binaan pemasyarakatan tindak pidana terorisme. Metode penelitian menggunakan pendekatan tinjauan literatur. Hasil penelitian menunjukkan bahwa Pembimbing Kemasyarakatan melalui penelitian kemasyarakatannya berperan dalam memberikan gambaran mengenai kebutuhan prioritas warga binaan pemasyarakatan dalam proses pembinaan, rehabilitasi dan pembimbingan.

Abstract

This article utilises bibliometric analysis that aims to summarise several research studies with a common theme, namely probation and parole officers. The source used in this research is Scopus, covering the period from 2000 to 2025. After data reduction was conducted according to the established categories, we obtained 906 documents. The result of the research shows that there is an increasing trend in the number of research studies on probation and parole officers over the years, with 2022 being the peak of the publication number. The most recent research focuses on probation officers and includes keywords such as procedural justice, perception, and social work. Artikel ini menggunakan analisis bibliometrik yang bertujuan untuk merangkum beberapa penelitian dengan tema pembimbing kemasyarakatan. Sumber data penelitian ini diperoleh dari Scopus periode tahun 2000—2025. Setelah dilakukan reduksi data sesuai dengan kategori yang telah ditetapkan, diperoleh 906 dokumen. Hasil penelitian menunjukan bahwa penelitian terkait pembimbing kemasyarakatan mengalami tren peningkatan tiap tahunnya, di mana tahun 2022 menjadi tahun dengan publikasi terbanyak. Fokus terbaru penelitian yang berhubungan dengan pembimbing kemasyarakatan meliputi kata kunci procedural justice, perception, dan social work.

Abstract

This study investigates the experiences of grief among prisoners related to their incarceration, utilizing Kubler-Ross's five stages of grief—denial, anger, bargaining, depression, and acceptance—augmented by insights from David Kessler. Recognizing grief as a holistic and individualized process impacting physical, mental, social, and spiritual well-being, the research aims to deepen understanding of prisoners' emotional journeys. Conducted with 30 prisoners in Indonesia, the study seeks to inform psychological support strategies and facilitate social reintegration by acknowledging diverse grief responses. The findings underscore the importance of personalized approaches to aid prisoners in progressing toward acceptance and healing within the correctional context

Abstract

Narkotika dalam konteks Indonesia saat ini merupakan salah satu persoalan bangsa yang termasuk kategori gawat darurat . Menurut Laporan BNN data global menunjukkan bahwa penyalahguna narkoba telah mencapai angka 296 juta jiwa, naik sebesar 12 juta jiwa jika dibandingkan dengan tahun 2023. Secara normatif, persoalan narkotika diatur dalam Undang-Undang Nomor 35 Tahun 2009 tentang Narkotika berupa kebijakan rehabilitasi bagi penyalahguna narkotika. Terdapat permasalahan pada jumlah penyalah guna yang mengakses layanan rehabilitasi, dan jumlah penyalahguna yang dihukum penjara.Muhammadiyah memiliki posisi yang signifikan dalam implementasi kebijakan rehabilitasi bagi penyalahguna narkotika sebagai sebuah organisasi masyarakat. Langkah yang bisa dioptimalkan oleh Muhammadiyah, yaitu menyelenggarakan wajib lapor bagi penyalahguna narkotiak, melakukan edukasi dan pencegahan serta melaksanakan advokasi kebijakan terkait narkotika.
