Abstract

This study aims to know the influence of financial literacy, financial recording, and priority scale on expenditure decision-making among university employees. A quantitative approach with a survey method was employed, and data were collected through questionnaires distributed to university employees via google form. The data were analyzed using correlation techniques with SPSS software. The results show that financial literacy has a very strong and significant relationship with expenditure decision-making, followed by priority scale, and financial recording with a moderate relationship. These findings suggest that financial literacy and priority scale are the dominant factors determining the quality of expenditure decision-making, while financial recording serves as a supporting factor. This study contributes to the development of literature on individual financial behavior in higher education institutional settings.

Abstract

This study aims to analyse conflicts in local leadership from the perspective of political ethics theory, examine their impact on the quality of public services, and formulate strategies for strengthening political ethics in local government governance. The study employs a qualitative approach using the library research method. Data were obtained from various academic literature, nationally and internationally reputable journals, policy documents, and regulations relevant to political ethics, public leadership, and public services. The findings indicate that local leadership conflicts have the potential to erode public services through weakened governmental coordination, increased politicisation of the bureaucracy, hindered policy implementation, and a decline in public trust in local government. This study also found that the application of political ethics principles, such as integrity, accountability, public responsibility, and ethical leadership, is a key factor in maintaining the effectiveness of public services and the quality of governance. Therefore, strengthening political ethics is necessary to create a local government that is professional, responsive, and oriented towards the interests of the community

This study aims to analyze the policy formulation process & identify the factors contributing to its delayed enactm ent. A descriptive qualitative approach was employed. Data were collected through in-depth interviews, observations, and docum ent analysis involving nine informants selected using purposive and snowball sampling techniques. Data were analyzed using the interactive model of Miles and Huber man. Abstract

The policy requiring a minimum of 30 percent women's representation in legislative candidate lists is an important affirmative action measure to promote gender equality in political representation. However, its implementation at the regional level continues to face administrative challenges that may lead to electoral disputes. This study examines the implementation of this policy and the factors influencing of Gorontalo Province. A qualitative case study approach was employed, with data collected through in-depth interviews with eleven informants, observations, and document analysis, and analyzed using an interactive data analysis model. The findings indicate that, although women's representation exceeded the mandatory 30 percent threshold overall, one electoral district experienced a decline in women's representation, resulting in an electoral dispute and a repeat election. This situation was influenced by the commitment of policy implementers, regulatory compliance, resource capacity, and inconsistent administrative procedures. The study concludes that compliance with the administrative quota alone does not necessarily ensure substantive women's political representation at the local level.
